Deliberto said factors that shaped the 2018 version were lower commodity prices for the past few years, political realities and constraints being placed on the federal budget by Congress. “There were some changes to Title I programs that should be beneficial to Louisiana farmers during tough times,” Deliberto said. Poor market conditions, especially for Louisiana soybean producers, and adverse weather have played havoc on farmers. Forestry Commissioner Mike Strain, D.V.M., is reminding poultry owners to maintain biosecurity following the recent detection of virulent Newcastle disease (vND) in a California commercial poultry flock. The case was confirmed by the U.S. Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS).

This is the first case of virulent Newcastle disease, formally known as Exotic Newcastle disease, in commercial poultry since 2003. This case is part of the outbreak in

southern California that began in May 2018 in backyard birds.

“This California case should serve as a harsh reminder to all poultry owners in the state of the important role that biosecurity plays in protecting the health of our poultry flocks,” Strain said. “Everyone within the poultry community from backyard-poultry hobbyists to commercial producers should have biosecurity procedures in place and adhere to them every time, every day.

“Just last year Louisiana poultry production brought in $1.8 billion, it is vital that we do everything in

our power to protect this important industry.”

With a mortality rate of nearly 100 percent in birds, virulent Newcastle disease is considered one of the most serious poultry diseases worldwide. The disease spreads when healthy birds come in direct contact with bodily fluids from sick birds. The disease affects almost all birds and poultry, even vaccinated poultry. The virus can travel on litter, egg flats, crates, other farming materials or equipment, and people who have picked up the virus on their clothing, shoes, or hands.

The disease poses no threat to food safety and no human cases of the disease have ever occurred from eating poultry products. Properly cooked poultry products are safe to eat. In very rare instances people working directly with sick birds can become infected resulting in a mild infection, predominantly conjunctivitis. Infection is easily prevented by using standard personal protective equipment.

(Washington, D.C.) Dec. 17, 2018 – The U.S. Department of Agriculture recently announced the second and final round of trade mitigation payments to assist farmers suffering from damage due to unjustified trade retaliation by foreign nations. Producers of certain commodities will now be eligible to receive Market Facilitation Program (MFP) payments for the second half of their 2018 production.

Since September 2018, USDA’s Farm Service Agency (FSA) has been administering the MFP to provide the first payments to producers for the first 50 percent of their 2018 production.

The MFP provides payments to almond, cotton, corn, dairy, hog, sorghum, soybean, fresh sweet cherry, and wheat producers

who have been significantly impacted by actions of foreign governments resulting in the loss of traditional exports. Eligible producers should apply after harvest is complete, as payments will only be issued once production is reported.

Producers need only sign-up once for the MFP to be eligible for the first and second payments. The MFP sign-up period opened in September and runs through January 15, 2019, with information and instructions provided at www.farmers.gov/mfp.

Producers must complete an application by January 15, 2019 but have until May 1, 2019 to certify their 2018 production.

For farmers who have already applied, completed harvest, and certified their 2018 production, a second payment will be

issued on the remaining 50 percent of the producer’s total production, multiplied by the MFP rate for the specific commodity.

“The President reaffirmed his support for American farmers and ranchers and made good on his promise, authorizing the second round of payments to be made in short order,” U.S. Agriculture Secretary Sonny Perdue said. “While there have been positive movements on the trade front, American farmers are continuing to experience losses due to unjustified trade retaliation by foreign nations. This assistance will help with short-term cash flow issues as we move into the new year.”

(The 2019 Ag Expo Forestry Forum will be held at the West Monroe Convention Center Jan. 18.

The AgCenter and the Northeast Louisiana Agri-Business Council are sponsoring the forum. Registration will begin at 8 a.m., and the meeting is from 8:30 until noon.

Monroe attorney and tree farmer Paul Spillers will review tax topics for timberland owners, and Buck Vandersteen, executive director of the Louisiana Forestry Association, will provide forest industry updates.

AgCenter economist Shaun Tanger will cover timber market opportunities for

northeast Louisiana, and AgCenter wildlife specialist Ashley Long will discuss wildlife management.

AgCenter forestry specialist Michael Blazier will present information on The Morehouse Project, a new venture to enhance the health of northeast Louisiana and southeast Arkansas forests.

Natural Resources Conservation Service state conservationist Kevin Norton will review the farm bill, and NRCS state forester Rick Williams will discuss tree value, harvesting and forestry best management practices.

Kim Tolson will review activities of the Louisiana Feral Hog Management Advisory Task Force. Tolson is a professor of biology at the University of Louisiana Monroe and serves as the chairman of the task force.

Early registration is $15 by Jan. 11. Registration is $20 at the door. One adult admission to Ag Expo is included in the fee.
