Craftsmen Training is impartedthrough the vast network of 60Government ITIs and 627 PrivateITCs in Tamil Nadu. Each trainee isgiven practical training of 1200hours in a year.

Training is imparted in 39Engineering Trades and 17 NonEngineering trades

Training is imparted in allGovernment I.T.I.s free of cost.

Free Bus pass scheme is available

to all Government ITI trainees.

• To produce World Class multi-skill work force, anew scheme of Centres of Excellence is beingintroduced.

• There is a provision of multi entry and multi exitfacility with the course curriculum designed inconsultation with the Industry.

• 5 Government ITIs were taken up in 2005 forUpgradation under domestic funding at an outlayof Rs.160 lakhs per centre.

• In Tamil Nadu, under Centre – State Share in theratio of 75:25, so far, 19 Government IndustrialTraining Institutes have been taken up forupgradation into CoE with World Bank funding ofRs 3.5 crores to each ITI.

• In 2006, 5 Government ITIs under InternationalDevelopment Association (IDA) funding

• In 2007, 6 Government ITIs and in 2008, 3Government ITIs were upgraded under WorldBank Funding at an outlay of Rs.3.5 crore percentre.

• Three more ITIs were taken up for upgradtiaonunder World Bank funding at an outlay of Rs.2crores per ITI in 2009.

• Thus an amount of Rs.63 crores have beensanctioned under the scheme.

NEW CONSTRUCTION - ADVANCED MODULE BUILDING

To involve Industries to adopt the Government ITIs andto improve the quality of the Institute delivery to suit theIndustry and market demand the scheme ofup-gradation of Government ITIs into Centres ofExcellence through PPP mode is introduced.

To create interaction between the Institute and theIndustry.

I.M.C. Society receives Rs.2.5.crores as soft loan fromthe Govt. of India.

So far, 28 I.T.Is have been taken up for upgradationunder PPP with a project cost of Rs 70 crores.

Upgradation is under progress.

The objective of the scheme is to provide Vocational training 1) to school leavers, 2)existing workers , 3)I.T.I. graduates etc.

To improve their employability by optimally utilizing the infrastructure available in Government, Private institutions and the Industry.

Existing skills of the persons is also be tested and certified under this scheme.

So far ,more than 16000 candidates were tested & certified under this scheme.

This scheme is implemented in 56 Government I.T.Is, 182 Private ITCs and 34 Corporate training centres& another 37 Private VTP registration is under progress.

State Govt is sanctioning Rs. 8crores to implement this schemeevery year.

Training is imparted in 88 shortterm courses in 60 GovernmentITIs.

Training is imparted in eveninghours ( 5 pm - 8 pm) in weekdays and weekends.

All category of candidates (unskilled & unemployed youthregistered in EmploymentExchanges, Open candidates, ITIcandidates & trainees etc., areadmitted in this training.

This Scheme was implemented in the State witheffect from 13.6.2008.

for the implementation of SDI-MES was formedw.e.f. 13.6.08 under the Chairmanship ofPrincipal Secretary to Government, L&EDepartment.

Representation is given to IndustrialAssociation representatives in the StateCommittee. (CII, FICCI,EFSI, MCCI)

A State Skill Development Mission has been set up inTamil Nadu.

Hon’ble Deputy Chief Minister is the Chairman ofSkill Development Mission.

Industry Representatives are given berth in the SkillMission.

Prime objective is to create a mechanism for the co-ordination of all Departments Offering skill training& thereby improve the skilled workforce in the Statequalitatively & quantitatively.

The State Coordination Committee will meet once in 3months and will place its recommendations for theapproval of State level Mission for Skill Development onthe following aspects :

Analysis of coordinated action plan to improve the skillsof the youths for better employment.

Analysis of Skill Gap and arriving at statistics.

Action Plan for Skill Development.

Fixing of target for Skill training in a qualitative &quantitative aspect.

Review of progress of the target and performance of thevarious Representatives.

Review of progress of action plan of various Departmentsand fixing of target in the State.

To approve the registration of skill training establishmentsas Vocational Training Providers identified by DistrictCoordination Committee.

To register Schools , Colleges, Polytechnics & EngineeringColleges as Vocational Training Providers underGovernment of India’s Scheme of Skill DevelopmentInitiative – Modular Employable Skills.

Raising women’s participation to atleast 30% by the end ofthe XI Plan.

Identification of range of infrastructural facilities,including schools community centres and localGovernment buildings for utilization as training venues.

Skill development plans and setting to the targets forXI,XII,XIII five years plans.

Coordination of Skill Training imparted in variousDepartments & Industries to provide uniformity in testing& certification.

Approval of Action Plan of various Departments.

Specific budgetary provision for skill development to bearrived at in consultation with CII, FICCI, EFSI & otherIndustrial Representatives.

To achieve the national target to skill 500 million trainedpersons by 2022, a State level action plan to be formulatedby coordinating the action plans of various departmentsand on approval of the same by the State level Mission forSkill Development will be forwarded to the PlanningCommission for seeking funds.

• Under the Government of India scheme of Establishing 1500Industrial Training Institutes and 5000 Skill DevelopmentCentres under Public Private Partnership mode in theCountry.

• 37 new I.T.Is are proposed to be set up in 24 Districts mainlyin the SC/ST concentration areas, minority concentrationareas, Special Economic Zones(SEZs), naxal affected areasand MSME clusters with the Government of Indiaassistance.

• Similarly, 50 Skill Development Centres for givingVocational training is planned to be set up preferably in acluster of about 10-12 villages with the preferred locationclose to the common service centres(CSC) set up by theDepartment of Information Technology under Public PrivatePartnership mode.

Employable Skill Training to Unemployed Educated Youth

To commemorate the UN declaration and with a viewto upgrading the skills of large number of unemployededucated youth in close collaboration with the privatesector.

The Hon‟ble Chief Minister had announced thelaunching of a new scheme viz. “Employable SkillTraining for Educated Unemployed Youth” on theIndependence Day, 1 5th August 2010.

F or implementation of the above scheme Governmenthave sanctioned a sum of Rs.50 crores for this scheme totrain and provide employment to one lakh unemployedyouth during the year 2010-2011.

This scheme will be implemented in the following threestages.

District Level camps will be organized to identify thepotential youth based on their educational qualification,aptitude etc., and linked to specific employer.

The respective employers will take care of the training ofelected candidates and arrange for their employmentplacement.

Immediately after the training is over, the placement ofthe trained youth by the respective employer will beensured.

In the first phase it is proposed to conductDistrict Camps in 4 Districts viz., Thiruvallur,Thirunelveli, Thiruvarur and Krishnagiri.

During the camps, right candidate will beselected by the company and placementorders issued.
