DfE announces final 16-19 Applied General and Tech Level lists (2018 results) (England) We’re delighted to confirm that in every new BTEC National sector, there are qualifications included on the post-16 performance measures in England and they will:
● count towards 16-19 performance measures in England

● be eligible for post-19 funding in England from September 2016.

Following a successful review, we’re delighted to let you know that the BTEC Level 3 National Diploma in Fitness Services (720 GLH) is now included on the Tech Level List.

Extensions to Current QCF BTEC Nationals We will extend the last registrations date for all current BTEC Level 3 Nationals (2010) to 31 December 2017.
What does this mean?
From September 2016 centres will be able to:
1. start teaching your brand new BTEC Nationals where there is a new qualification available
or -
2. continue with your current QCF BTEC National qualifications.
Note: Current BTEC National QCF will NOT sit on 2018 performance tables so… if performance tables are important centres will need to switch to the new NQF BTEC Nationals from Sept 2016.

Grading We’ve changed the way qualification grades are calculated. This affects every qualifications except: ● Diploma in CPLD ● Extended Diploma in CPLD
Learners must pass certain units to remain eligible for a qualification pass. These units have been selected because they contain essential content, as expressed by employers and HEI. Generally, this means: ● All externally assessed units ● Most (sometimes all) mandatory units.

We’ve clarified the process for QA of employer involvement: We will quality assure Employer Involvement through two existing processes: ● The Centre Quality Review - will check compliance at the centre level.
● The Standards Verification process - will sample at least one unit with employer
involvement in the first year of the programme. Centres can use their own forms and documentation as evidence within these reviews (we won’t restrict them to a certain format or form).

UCAS data on entry to HE – 2014 End of Cycle Report
• 23.4% of students entered university in 2014-15 with a BTEC compared with just 13.5% in 2008 (in 2015-16, this increased to 24.3%)
• The fastest growing routes to HE are with a BTEC, or a BTEC/A level mix
• The proportion of students entering HE with a BTEC is higher in areas with a low rate of entry
• Disadvantaged young people are over 10% more likely to enter HE than they were a year ago
• Entry rates for young people from all ethnic groups increased

The report Vocational Progression to Selecting Universities Comparisons and Trends 2010-2013 published by the Western Vocational Progression Consortium in September 2014 had similar findings. It also reported:

In summer 2015:
• 51,918 learners achieved a BTEC National aged 19+ • Of these 51,918 learners
• 19,834 applied to university (38%) • 13,738 had previously achieved a L2 BTEC First aged 16+ in
the same college • Of these 13,738 learners
• 4,373 applied to university
This means that 32% of those learners who completed a BTEC National following Level 2 study post-16 went on to apply to university.
What will level 2 provision look like?
• Clear divide between KS4 provision and post-16
• KS4 provision complements a broad programme of learning and facilitates a wide range of progression
• Post-16 – performance tables incentivising preparation for employment in sectors which recruit at level 2 – assuming the majority will leave with level 2 as their highest achievement?
• What about those who under-achieved at KS4 but want to progress to level 3 study?
Technical Certificates (post-16)
• Rigorous, intermediate (level 2) qualifications for post-16 students wishing to specialise in a specific industry, occupation or occupational group. They cover occupations where employers recognise entry at level 2 or where a level 2 qualification is required before students can progress to a Tech Level.
• They equip students with specialist knowledge and skills, enabling entry to employment, an Apprenticeship or progression to a Tech Level.
● To enable learners to gain the essential knowledge, skills and behaviours
needed to progress into work or an apprenticeship in a given occupation and to make subsequent progress in that occupation. ● To be part of a wider study programme, including maths and English
taught separately. ● To enable progression from key stage 4 pre-16 or from Level 1 post 16.
● To be the basis for colleges and private training providers to be held
accountable for the performance of their students via performance measures
