1.0 INTRODUCTION

1.1 the aim of the visual identity guidelines & of Malta’s official Cohesion Policy 2007-2013 logos

The Communication Plan for Malta’s Operational Programme 2007-2013 requires the

development of a co-ordinated visual identity by the Managing Authority to ensure that Publicity and Information measures related to the Structural Funds and Cohesion Fund in

Malta are immediately and consistently recognisable by all target audiences in Malta and

Gozo over the entire programming period 2007-2013.

One of the main features of Malta’s Cohesion Policy 2007-2013 visual identity is the use of the logo adapted for each Fund (ERDF, ESF and Cohesion Fund) to help in defining a clear

and holistic identity for the Structural Funds and Cohesion Fund, reflecting the role played by both the EU and Member State and the logo of the Parliamentary for the EU Presidency

2017 and EU funds logo as the Ministry responsible of EU funds in Malta. These logos

complement the mandatory/obligatory EU Emblem, the National Flag of Malta and the compulsory text as identified under Chapter 10 of the Manual of Procedures I. These five

elements altogether (the EU Emblem, the National Flag of Malta, the compulsory text, the Cohesion Policy logo and the Parliamentary for the EU Presidency 2017 and EU Funds logo)

will be referred to as the visual identity requirements1

This set of visual identity requirements have been set to inform and assist the Managing

Authority, stakeholders and third parties in applying Malta’s Cohesion Policy 2007-2013 logos [henceforth referred to as Cohesion Policy logos] correctly, together with the

obligatory EU Emblem and National Flag of Malta as specified in the Manual of Procedures.

In short, these guidelines provide:

√ Technical specifications for the Cohesion Policy logo(s) (Sections 2.0 – 4.0),

√ Graphical guidelines for Information and Publicity measures as mentioned in the Manual of Procedures. These set out the appropriate use of the Cohesion Policy

logo(s) in relation to the EU Emblem and the National Flag of Malta on different

media (Section 5.0)

These guidelines complement the Council Regulation (EC) 1083/2006 and the Commission Regulation (EC) 1828/2006, together with the Manual of Procedures 2007-2013 and the

Communication Plan (2007-2013) drawn up by the Malta Managing Authority.

The Visual Identity Guidelines provide sufficient guidelines on the layout of information and publicity measures. Still, should there be the need for additional advice and assistance on the implementation of these requirements, beyond what is included in these guidelines and the Manual of Procedures, the Communications Unit within the Managing Authority may be consulted. These guidelines, together with the Cohesion Policy logo(s) and other supportive data is available for download from eufunds.gov.mt (See point 6.2).

2.0 MALTA’S COHESION POLICY 2007-2013

LOGO(S)

2.1 appraisal of the cohesion logo.

The Cohesion Policy logos were locally designed to reflect the role of the EU Community,

together with the national contribution in the implementation of the Cohesion Policy 2007-2013, in line with Article 69.1 of Council Regulation 1083/2006. They therefore incorporate

the EU Emblem and colours of the National Flag of Malta, with the larger share being assigned to the EU Emblem, in proportion to the EU co-financing rate.

The semi-circular layout of this design indicates a round continuum suggesting balance and

completion. The tilted semi-sphere indicates an upward motion suggesting progress and

improvements, while the incorporation of the colours of the EU Emblem and the National Flag of Malta shows that the EU and Malta both form part of one whole.

Just as the large sphere is backing and supporting the smaller parts, so the EU’s

contribution through the Cohesion Policy is increasing Malta’s competitiveness and quality

of life. This is summed up verbally by the slogan ‘Investing in your future ’, which refers to the added value of the funds, as required by Article 9 of Commission Regulation

1828/2006.

2.2 language

The logos have a Maltese and an English version to facilitate their inclusion in all media.

Users are to feature the appropriate Cohesion Policy logo in the language used for the kind

of media created and/or aimed for.

All publicity and information items should be in Maltese or in English throughout. Should an item be produced in both languages, both language versions of the Cohesion Policy

logo(s) and compulsory text2 should be featured.

This section illustrates the technical specifications for the reproduction of the Cohesion Policy

logo(s), the Parliamentary Secretary for the EU Presidency 2017 and EU Funds logo, the EU

emblem and Maltese flag. Users must abide by these specifications to ensure that the correct version of the logo(s), emblem and flag are used in accordance with the medium to be utilized.

These are available to download in jpeg format whilst the main ones are also available in eps format from the eufunds.gov.mt website.

3.1 Cohesion logo in full-colour

This section illustrates the Maltese and English versions of the full set of logo(s) in full-colour. It is recommended that the logo is produced on an overall white or light-coloured

background only.

3.2 Cohesion logo in monochrome

The term monochrome refers to the black-and-white (greyscale) version of the Cohesion Policy logo(s). Monochrome versions are to be utilized on black and white printing (in grey

shades) or where only one colour is available (in this case black). These versions are to be

reproduced on a white background only. The versions marked with an asterisk (*) are for use at programme level only, unless otherwise authorized by the Managing Authority.

3.3 Cohesion logo in outline

For promotional and/or informative items which require engraving or where outline formats are required, the following outline version has been developed.

Users are advised to check the material on which this option is going to be used, prior to

confirming printing / engraving so as to ensure that the image is reproduced clearly and as required.

3.4 Logos on different backgrounds

It is recommended that publication of all the logo(s) on coloured or patterned backgrounds should be avoided. However, users who require to reproduce the logo(s) on non-white

backgrounds, should first of all consult with the Communications Unit at the Managing Authority.

3.5 Parliamentary Secretary for the EU Presidency Logo

This section illustrates the Maltese and English versions of the Parliamentary Secretary for the EU Presidency 2017 and EU Funds logos. It is recommended that the logo is produced

on an overall white or light-coloured background only and the colour should not be

changed. However users, who require a darker or a lighter version of the logo, should first consult with the Communications Unit at the Managing Authority.

3.6 colour codes

The logo(s) incorporates 4 different colours, and white. The colours must be faithfully reproduced since they specifically represent the colours of the EU Emblem and the National

Flag of Malta. The hereunder 5 colour-codes represent the colours for various applications:

3.6.1 supportive colour codes

All supportive text featuring on compulsory printed plaques and billboards should be in the

same relevant blue code mentioned above, unless otherwise allowed in these guidelines.

3.7.1 typeface The typeface used for the Cohesion Policy logo(s) is Century Gothic with the following

variations accordingly:

Ideally, Century Gothic should also be seen as a support font for headings and display

type. Other supportive typefaces include Arial, Times New Roman, or Tahoma, which

should be used for the compulsory text, taglines and if possible for body type of documents

so that a consistent approach is kept.

3.7 minimum logo(s) size

To ensure legibility, the size of the upper section of the all the logo(s) should NEVER be

smaller than 2cm between its’ highest and lowest point.

An exception to this rule can only be made in restricted/special cases. Approval from the

Managing Authority should ideally be sought.

Graphical specifications for the EU emblem and the National Maltese flag, together with downloadable images for reproduction are available on the eufunds.gov.mt website.

specifications, in the appropriate proportions, and no form of modification is admissible.

4.0 POSITIONING OF LOGO(S)

4.1 positioning of logo with compulsory emblem/flag and text

Chapter 10 of the Manual of Procedures 2007-2013 provides detailed information on:

the positioning and re-production of the EU Emblem and the National Flag of

Malta, together with the appropriate content, positioning and language of the

various compulsory text.

Further links and downloads, including the graphical versions and specifications of the EU

Emblem and the National Flag of Malta, can be obtained from eufunds.gov.mt website.

These 3 items, the EU Emblem, the National Flag of Malta, and the compulsory text, must always be displayed on all information and publicity material co-financed by the

Operational Programmes. The Cohesion Policy and the Parliamentary Secretary for the EU

Presidency 2017 and EU Funds logo(s) will accompany them throughout, on all media, unless otherwise stated / authorized by the Managing Authority through the

Communications Unit or unless otherwise instructed in the Manual of Procedures.

The Parliamentary Secretary logo should always appear at the top right-hand side, the

Cohesion Policy logo in the middle and third party logos top left hand corner(unless otherwise authorized by the Managing Authority). The EU Emblem, National Flag of Malta

and compulsory text will be positioned at the bottom of the space, as illustrated in figure 4.1a:

4.2 positioning of logo with third party or scheme / project logos

The Cohesion Policy logo and the Parliamentary Secretary logo must never be rendered smaller than other logos placed in the same field of vision. They should preferably be

produced as represented hereunder in order to reflect the co-financing element:

4.2.1 third party logo(s)

Third party logo(s) refer to the logos of entities which form part of the co-financing of the

project being funded under the Cohesion Policy 2007-2013. These logos should be

positioned at the top left-hand side, or, as stated under Section 5 for compulsory measures, at the bottom right-hand side.

The same principle should be applied in the case of project partners who are not providing

any share of co-financing but contributing indirectly to the project. Nevertheless, the user

is always requested to consult with the Communications Unit of the Managing Authority for further advice.

With regard to logo(s) of sponsors, the user should consult the Communications Unit of the

Managing Authority for further advice. Each request will be dealt with on a case by case

basis.

4.2.2 scheme / project logo(s)

In the case where Intermediate Bodies / Beneficiaries opt to create a visual identity for the scheme or project they implement, the sizing of such logo when utilised in conjunction with

the relevant Cohesion Policy logo should follow the same guidelines as indicated in figure

4.2a above.

However, with regard to positioning, the Managing Authority recommends placing the scheme / project logo on the top left in order to have a balanced display of the intervention

and its co-financing.

4.3 positioning of logo on its own

The Cohesion Policy and the Parliamentary Secretary logo(s) can only feature on its/their

own in articles, published press releases, statements and supplements, and on websites as

a link to the Managing Authority’s website (see points 5.11 and 5.12), if authorised by the Managing Authority.

In the case of adverts for procurement or recruitment issued on the Government Gazette,

the user may use only the co-financing banner, in both Maltese and English as indicated in the example hereunder. This derogation emanates from the layout in which the

Government Gazette is set and is only applicable in such cases where this publication is made use of3.

In circumstances where a publicity or information item has limited and/or restricted printing space, the Cohesion Policy logo may be omitted as point 5.8 of these guidelines refers,

subject to the prior approval of the Managing Authority.

4.6 breathing space

‘Breathing space’ ensures that the Cohesion Policy logo and the Parliamentary Secretary

logo stands out and that it is not visually compromised by any other elements that may be placed within the same field of vision. The following figures illustrate the ideal clearance

space to be allowed, which is equally spaced between the edges and any other logo(s):

4.7 The use of the Parliamentary Secretary logo

5.0 GRAPHICAL GUIDELINES ON PUBLICITY &

INFORMATION MEASURES

The purpose of these graphical guidelines is to illustrate and provide further specifications to

beneficiaries on the correct use of the Cohesion Policy logo(s)4 and the Parliamentary Secretary logo in conjunction with the EU Emblem, Malta Flag and compulsory text on the different

information and publicity measures/media as specified in the Manual of Procedures (2007-2013), with special reference to Article 8 of the Commission Regulation (EC) 1828/2006.

The figures displayed in this section provide the best practice layout for each information and publicity measure/medium falling under each sub-heading as specified in the Manual of

Procedures 2007-2013, and all projects should abide as close as possible to these layouts as indicated. These layouts were created by the Managing Authority so that all projects convey the

same consistent key message as requested by Commission Regulation (EC) 1828/2006, whilst at the same time being easily recognizable by the general public. The figures are reproduced as an

overall indication, and users will be responsible for amending according to their project and fund.

Under each figure, dimensions, backgrounds, fonts, sizes, etc. are also being proposed as a guideline.

To recapitulate, publicity and information measures should feature the hereunder, unless

otherwise advised/instructed within the Manual of Procedures or allowed by the Managing Authority:

1. The relevant Cohesion Policy logo3;

2. The EU Emblem5, the National Flag of Malta6, and the appropriate compulsory text3 including the tagline as defined in Commission Regulation (EC) 1828/2006

Investing in your Future3; 3. The text reading ‘Project7 Part-financed by the European Union’3;

4. The name of the Fund3.

5.3 compulsory plaques

Permanent plaques are to be produced as per the engraved version (figure 5.3.1) hereunder. In the eventuality that a second plaque is requested to be fixed, such as for

projects involving roads, figure 5.3.2 should be taken into consideration.

5.5 stickers – (also for Aid Schemes)

Stickers are to be affixed to all items of equipment/furniture/IT peripherals which are

purchased as part of the project. These are to be affixed in an area clearly visible to users and passers-by. The layout of the stickers is to follow the example hereunder:

Posters / signs (incl. banners and conference backdrop signs) produced for exhibitions,

trade fair displays, exhibition stands, conferences, seminars, meetings, and other activities and events should at least follow the layout produced in figure 5.7.

5.8 promotional material

Promotional materials refer to the varieties of customized give-aways produced to promote the programme, scheme or project further. These items can be divided into two

categories: a) items which provide ample printing space, and b) those which inevitably provide only a limited/restricted printing space due to their nature. Such items might

include pens, pencils, mouse-mats, magnets, lanyards, pen-drives, calculators, diaries, bags, caps, key rings, notepads, footballs, balloons, and the like, as approved by the

Managing Authority in the Grant Agreement.

The Managing Authority strongly recommends that Beneficiaries take into due consideration

the obligatory publicity requirements when determining promotional items to be procured. Promotional items procured must at least feature the minimum visibility requirements.

The following figures provide the layout for items which have ample space and for those that have limited/restricted space, as well as examples of how the visual identity

requirements can be reproduced on a selection of commonly used promotional items:

5.9 publications & info materials, collaterals and print advertising

The visual identity requirements on these materials can be featured following one of two different layouts options: a) Two-sided (see figure 5.9a), or b) One-sided (see figure 5.9b).

Users are to ensure that the correct EU Emblem and National Flag of Malta are used.

Examples of one-sided material can include: flyers, leaflets, bookmarks, cover-pages of official document (such as reports, contracts, tenders, application forms, notifications),

postcards, power-point presentation templates11, handouts, certificates, attendance sheets,

print adverts, letterheads, envelopes, minute sheets, and any other one-sided documents and informational and/or promotional material.

On the other hand, examples of two-sided material can include: booklets, brochures,

newsletters, calendars, key publications, handouts, A4 folders, and any other two-sided

documents and informational and/or promotional material.

NB: With regard to material created with the intention of being photocopied or printed on black & white printers, the correct EU Emblem, National Flag of Malta, and Cohesion Policy

logos in monochrome representation should be inserted.

On these publications the Parliamentary Secretary Logo should not be displayed.

5.10 audio-visual

Audio-visual information and/or publicity measures such as TV advertising, documentaries, multimedia, and any other productions on cd/dvd must feature the

relevant visual identity requirements referred to in the introduction to Section 5.0 as per the following options:

√ on CD/DVD sleeve (as per figure 5.9b layout)

√ on CD/DVD box (as per figure 5.9 a or b layout[s])

√ caption / slide at start and/or finish (as per figure 5.9b layout12)

Additionally, the user is to take into consideration the following points when utilising either radio or audio-visual (TV spot, online video, documentary etc):

5.10.1 audio (radio)

Given that there is no visual element in radio adverts or promotion, it is important that acknowledgement of the Funds is done nonetheless. For this reason, the user is strongly

recommended to allow enough time for the voice-over narration of the compulsory elements at least at the end of the slot. The minimum requirements as per Article 9 of

EC Reg. 1828/2006 indicate the use of:

√ Project part-financed by the European Union (compulsory)

√ Operational Programme [OPI / OPII – in full] (optional) √ Name of Fund [ERDF / ESF / Cohesion Fund] (compulsory)

√ Co-financing rates [EU funds, National funds, Beneficiary’s own funds, and

applicable percentages] (optional) √ Slogan “Investing in Your Future” (compulsory)

√ In collaboration with the Parliamentary Secretariat foe the EU Presidency 2017 and EU Funds.

Users should also ensure that the compulsory text is clearly understandable to listeners and not narrated in a hurry in order to compress all desired information in the little air-

time available.

5.10.2 audio-visual (TV, online video, documentary, etc)

In contrast to radio productions, audio-visual productions allow the target audience to

also see graphics for better understanding of the programme / scheme / project being promoted. Hence, the full visibility requirements must be included at least in the closing

seconds of the production. Similarly to radio, it is strongly recommended to allow

enough time for a voice over narration of the minimum requirements indicated in 5.10.1 above, as well as a paced reading of the co-financing text by the viewer.

5.11 websites and social media 5.11.1 websites

Websites can be divided into the following two categories for the purpose of information

and publicity requirements:

√ Websites co-financed by the funds –

Relevant visual identity requirements must feature as per figure 5.7 layout. These should feature on the homepage and on all other pages. This can be done by

setting a fixed banner or equivalent measure (e.g. header / footer) respecting the recommended layout.

√ Websites/webpages only making reference to the funds – As pre-mentioned in point 4.3, such websites must feature the relevant Cohesion

Policy logo preferably as a link to the eufunds.gov.mt website.

5.11.2 social media

Social media such as Facebook, Twitter, LinkedIn, YouTube etc, are an effective way of

targeting specific segments of the target audience and further promoting a programme / scheme / project, largely free of charge. Most also provide insights or analytics whereby

the user can gauge outreach over a period of time, audience demographics etc and hence take action to re-direct or enhance the online promotion of the intervention.

Given as most social media networks carry specific standard display layouts, the user is advised to touch base with the Communications Unit within the Managing Authority for

advice on how best to display the necessary visibility requirements according to the social network being used. Preferably, any material uploaded or shared through such online

facilities should carry the compulsory elements as per Article 9 of EC Reg. 1828/2006. Furthermore, where customisation of a layout is possible (e.g. YouTube channel, Twitter

account etc), this is highly encouraged in order to further acknowledge the financial

support being received by the Beneficiary. Any documents uploaded (as .doc, .pdf etc) or created online, should also carry the necessary visibility requirements.

5.12.1 press releases / articles

Users/beneficiaries are to ensure that any scheme / project-related press releases or

article write-ups forwarded for circulation feature the relevant Cohesion Policy logo, the EU Emblem, the National Flag of Malta, and the compulsory text as requested in the

Manual of Procedures. Where possible, a link to the eufunds.gov.mt website should also be provided. Since the publication of a press-release or article (and its visual identity) is

at the discretion of the news editor of the targeted newsroom, the Beneficiary is to

ensure that at least there is clear reference to the EU assistance, respective fund and programming period.

Additionally, since the Department of Information publishes press releases in a standard

format, without the visual identity requirements, it is to be ensured that a link to the project website (bearing the full visual identity) is included.

5.12.2 sponsored articles / advertorials

Sponsored articles and advertorials13 shall feature the full visual identity requirements as per the layouts suggested in 5.7 above and shall acknowledge assistance received

through clear reference to the EU, the respective fund and programming period. It is to

be ensured that the published item carries all these features.
