L ast month, we talked about the process of transition and what triggers the change from a developer controlled

Board of Directors to a Board comprised of homeowners. Since several of you are starting to contemplate serving on the Board, I thought it would be good in this month’s article to discuss the role of the Board of Directors. Per the Association’s Bylaws, Article VII, Section 1 & 2, below is an overview of the powers and duties of the Board of Directors.

Powers• Adopt, amend, repeal and publish rules and regulations

pertaining to the management, operation and use of the common area and the personal conduct of the members

• Suspend the voting rights and the right to use the common area of a member during any period in which such member shall be in default of an assessment payment, special use fee or other charge levied by the Association

• Exercise for the Association all powers, duties and authority vested in or delegated to the Association

• Employ a managing agent, independent contractors, or such other agents and employees as the Board deems necessary and to prescribe the duties of such persons

• Borrow money for any legal purpose, in such amounts, at such rates, upon such terms and security, and for such periods of time as is necessary and appropriate

• Enforce by legal means the provisions of these Bylaws, the Declaration, any applicable Tract Declaration, the Articles and the Association Rules

Duties• Keep a complete record of all its acts and corporate affairs

and keep books with detailed accounts of the receipts and expenditures of the Association

• Supervise all officers, agents and employees of the Association, and to see that their duties are properly performed

• Oversee the preparation of and adopt annual budgets for Association expenses

• Establish rules and regulations setting forth the means, methods and procedures for billing and collecting assessments

• Procure and maintain adequate liability and hazard insurance on the common areas. In addition, determine other appropriate or increased limits of coverage as well as types of coverage

• Cause the repair, management and maintenance responsibilities of the Association set forth in the Declaration to be performed, using a standard of reasonable care so that the subject property will reflect high pride of ownership

• Comply with the requirements of applicable Arizona law respecting non-profit corporations and planned communities

• Hold the mandatory membership in Vistancia Maintenance Corporation as provided in the Vistancia Declaration

Happy New Year from the Vistancia development team! After wrapping up a successful 2015 with nearly

500 homes sold, the New Year brings exciting new activity to Vistancia. As one of the top selling master planned communities in the country, our focus for 2016 will be on selling the final remaining parcels in The Village and Blackstone and continuing to seek users for our commercial areas.

We are actively marketing five new residential neighborhoods in The Village at Vistancia to homebuilders which were rezoned from commercial to residential use in August 2015. The parcels include A5, located at the SE corner of Vistancia Boulevard and Lone Mountain Road as well as four parcels located in the land just NE of El Mirage Road and Lone Mountain Road.

Blackstone at Vistancia will grand open one new luxury home neighborhood later this year. David Weekley Homes will bring new home styles poised on 60’ wide homesites and situated between the 6th, 7th and 8th holes of the Blackstone Country Club golf course. We will also focus on selling the last three remaining residential parcels within Blackstone at Vistancia, including B9 located just North of the Toll Brothers neighborhood, B11 situated around hole #10 and B13 located between holes #8 and #9.

Lastly, we are actively marketing the first six parcels in our future North Community, spanning the remaining 3,450-acres in Vistancia’s master plan as well as our 500-acre Commercial Core and various commercial parcels throughout the community. We are optimistic that given recent sales pacing and an abundance of new homes in our community, new homebuilders and commercial users will be eager to acquire additional land in 2016.

Frost Protection

Caretaker Landscape and Tree Management is a proud member of the Arizona Landscape Contractors Association (ALCA). Please read the great tips that ALCA has provided

us regarding frost protection that we would like to pass along to help with your landscape.

We are now in the thick of winter. Since many of our landscape plants are considered tropical or sub-tropical, we begin seeing frost damage on plants, like Lantana, when temperature hit the low 30’s, while other plant don’t show damage until temperatures have been below freezing for a number of hours.

Frost blankets seem to be the favorite choice in our region, providing up to 8-9 degrees of protection. However, they are often used incorrectly. Here are a few helpful hints to make sure you are using protective frost blankets correctly:

• Use cloth or paper, never use plastic! • Sheets or blankets, must be removed daily • Frost cloth can be left on for a few days• Drape plant from top all the way to the ground• Do not allow any openings (trap heat rising from ground

under cloth)• Do not gather the drape around trunk• Allow drape to cover all the way out to drip line, if possible• Wrap trunks of young citrus trees loosely to the ground (can

be left all winter)• Additional steps to help protect your plants from the cold: • Lights, Christmas lights at bottom of plant can radiate heat • Water under canopy adds heat: when water cools, energy is

released=heat! • Do not Fertilize- new growth is more sensitive to frost

damage • Do not prune- do not prune sensitive plants until after threat

of frost (late Feb.)• Do not Overprotect- allow plants to harden off, gradually

exposed to cold weather

Care to know: By not pruning sensitive plants until after the threat of frost, you will be protecting the young growth that is under the canopy. Once you prune the frost damage in the spring your plants will look great with the new foliage.

Some of my early childhood memories include sitting by a bonfire and listening to my elders talk about the

tribulations of being an adult. I was too young to empathize or participate, as most

of what they said was lost on my innocent ears. I instead turned my attention to the crackling fire that lived in front of me. I studied the individual flames as they wrapped around the log in unison. I became mesmerized by the ebb and flow of the blaze as it inhaled the cool air. I remember the fire protesting a gentle breeze and then returning to its predictable pattern of flickering and popping.

Suddenly there was a new log introduced to the fire accompanied by an artful stoking and a ballet of embers rising into the blackness of the night. I watched as these red ashes raced through the sky, each one struggling to glow as bright as the stars they were vying for. Most faded into the blue night, but some rose higher than the rest and were carried by the wind far from the light of our fire. My gaze curiously followed one as it fell from the sky and escaped the inevitable extinguish from the darkness above. It landed on the ground and was ironically surrounded by the twinkling green lights of fireflies. There in the grass it rested as colors of red and white ran through it.

Inquisitive as I was and given that the spark was isolated from the fire, I investigated it more closely. I knew that the red light meant it was hot to the touch, but wondered if as the light dimmed and it cooled to a black coal, could I pick it up. Well there are those who wonder what would happen and those who make things happen. I remember my father telling me that school will teach you a lesson and then test you but life will test you and then teach you a lesson. That evening I learned several life lessons, like look but don’t touch. The most important lesson I learned was how to enjoy a fire.

As I grew older I lost interest in toys; I lost passion to investigate some of the remaining wonders around me, and began listening to the adults. I could now empathize as my new life lessons included the trials of adulthood. I still love sitting by a fire and letting myself be captivated by it. Fortunately, this pastime can also be enjoyed in Vistancia, with the peace of mind knowing that embers will not rise and fall and burn. Fine particulate matter and smoke will not affect the neighbors and the risk of an uncontained fire or pollution is minimal. The reason we can still enjoy the leisure activity despite restrictions from the Maricopa County Air Quality Department is because that although wood burning outdoor fire pits, firepots or outdoor fireplaces are not permitted. Natural gas fireplaces are allowed. Don’t be the recipient of a Health and Safety notice for simply enjoying a communal activity. You’ll never buy store bought applesauce again after you make homemade! It’s so easy to make and so delicious. There are so many things you can do with applesauce,

aside from enjoying it on its own. Applesauce pancakes, applesauce muffins, applesauce bread, applesauce cookies…oh the possibilities!

INGREDIENTS• 10 Granny Smith Apples• 3 Tablespoons Lemon Juice• 1 Cinnamon Stick• 1 Teaspoon Cinnamon• 1/4 Cup Brown Sugar

DIRECTIONSPeel and slice the apples. Combine apples, lemon juice, cinnamon stick, cinnamon and brown sugar together in a large pot. Cook over medium heat for 30 minutes. Remove cinnamon stick. Add applesauce ingredients to a blender or food processor and puree until smooth. Top with a sprinkle of cinnamon.

New Learning Process Begins Anew at LibertyBy Molly Murray

I t’s time for a new semester at Liberty High School. There are plenty of exciting things for you and your kids to look forward to as

we continue to pursue academic excellence. One of the most exciting things Liberty is doing

is the continuation of the process that administration started last semester called ‘deployment’.

Deployment is a push to equalize student learning in the classroom. Many times, teachers do not have the opportunity to revisit lessons that a subset of students did not comprehend. Alternatively, teachers are not able to ‘enrich’ or ‘deepen’ the understanding of students. With the time frame in place, teachers sometimes have to simply teach a lesson, assess it, and move on. This is a problem for kids who need more time and more attention.

Deployment is the answer to this problem. The process calls for teachers to administer a short assessment that gauges student understanding of a topic or standard. Teachers use the student results to conduct a thorough data analysis. Based upon the data, teachers group students into three sections: Remediation, Deepening Understanding, and Enrichment.

Remediation is for students who did not understand the concept. It is, in theory, a time for teachers to truly focus in on

the struggles a student is having. With upwards of thirty students per classroom, teachers can’t always afford the time during the school day to provide one-on-one teaching. Remediation groups are usually kept small so that teachers can finally use school time to provide focused instruction to individual students.

Deepening Understanding is for students in the middle tier of understanding. They show competency, but not excellence. Teachers in this group help students clear any misconceptions that may be barring them from complete mastery of a subject. Due to the nature of the data analysis process, teachers have the opportunity to single out specific problems that students have.

Lastly, Enrichment is for students who have shown a strong understanding of the concept. Students have an opportunity to utilize the skill they’ve acquired through real world application. This allows them to finalize the learning process by using what they’ve learned in a meaningful way.

Once the students are grouped, they are sent out on a specific day to a different classroom to join other students who are at the same level of understanding as them. Deployment is still a relatively new process for both Liberty staff and students. The bones are in place for a truly progressive approach to student learning.

G-rip – There are two types of grip we recommend. One is interlock and the other is overlap. An interlock grip means the left pointer finger and the right hand pinky lock together. Overlap grip means the right hand

pinky folds over the left hand between the pointer and middle finger. If our hands are too far underneath or over the top of the golf club (weak/strong) the club will under or over-rotate. When we grip the club our thumb and pointer finger create a “v” which will point to right side of your chest. Left side for the lefties. These grips should build more connection and extension.

A-lignment – Alignment is defined by the club face creating a parallel line to your feet, perpendicular to your target. We think of railroad tracks with your feet on one track and the clubface on the other. Remember that alignment includes knees, hips and shoulders parallel to your clubface line.

S-tance – We want the stance to be athletic. It is hard to make the club move quickly from your heels. The weight should be on the balls of our feet. We would like slight flex in the knees and not to narrow or wide. Shoulder width is a good place to start, but the stance might change due to shot type or club.

As we close the chapter on 2015 and embark on a new year, I want to take this opportunity to update you on my first 10 months as your city councilwoman. It’s been a busy year working on the behalf of the people in the Mesquite District. Here are some highlights of 2015:

• I have held 118 meetings with Peoria residents and city staff, advocating for citizens. I’ve also attended HOA meetings and will continue to do so that I can hear directly from residents.

• I’ve long said my goal is to bring an amenity-rich community park to Northern Peoria, giving citizens a place to have a picnic, walk the dog and play a ballgame. I’m happy to report we are well on our way to getting our park. Early this year, I will be holding a public meeting to discuss proposals for the new park. I want this process to be in the hands of the citizens of Peoria so I encour-age you to be engaged in this process. Please sign up for my newsletter to receive updates on these public meetings.

• Another issue I’ve been pushing for is increased bike safety along Happy Valley Road at the Agua Fria bridge. Recently, I met with the Trilogy Bike Club to hear their concerns. I’m working with the city to provide more bike lanes and education as well as expedite the bridge widening in our Capital Program.

• This fall I worked with the Peoria Fire-Medical Department and the Arizona Safe Baby Haven to place new Safe Baby Haven signs at Peoria fire stations. The signs are a visual reminder for residents that Peoria fire stations are a safe place to go when they are in need. Also, the foundation is providing each station with emergency bags so they are better prepared if a baby is dropped off at a station.

• Also, I’m the City Council’s Liaison to Education so I’m working with education partners to develop opportunities for higher education for Peoria students to strengthen our workforce. Recently, I was chosen to serve on the Maricopa Association of Governments Human Services Committee. The committee creates policy and recommends priorities for the region on issues such as homelessness, domestic violence, the elderly and persons with disabilities.

• I’ve also voted to keep property taxes low, support the Sonoran Preservation Program and add additional fire and police officers.

I’m proud of the progress we’ve made so far, but I believe there is still more to be done. I look forward to working with you in 2016 to plan our new park, see meaningful progress on the commercial corridor in Northern Peoria, and grow our quality of life.
