“T ransition” is defined as “an act, process or instance of changing from one state, form, activity or

place to another.” Next year will be an exciting year for the Vistancia Village Association, as 2016 is when control of the Vistancia Village Association Board of Directors transfers from the developer to the homeowners. The turnover process will occur at the Annual Meeting of the members when the Declarant Board passes control to the new Homeowner Board through an election. The annual meeting is slated for March 2016 (exact date to be determined).

So what initiates the process of transition? There are two classes of membership in the Association: Class A, which are owners; and Class B, which is the Declarant. Per Section 6.3 of the Association’s CC&Rs, Class B memberships shall cease and be converted to Class A memberships (also known as transferring control of the Board ) 180 days after the total votes outstanding in the Class A memberships equal the total votes outstanding in the Class B memberships. This year, the number of Class B memberships equaled the number of Class A memberships, triggering the six-month clock to turnover in March.

Although the idea of transition may seem daunting, it is a fun and exciting time/process for the Association. Currently, the Board of Directors is made up of three directors, but at transition, will increase to a five-member board. Per Article IV, Section 2 of the Association’s Bylaws, “At the first Annual Meeting following termination of the Class B membership, the number of directors shall increase to five (5). The Class A members shall elect two (2) directors for a term of two (2) years, and three (3) directors for a term of one (1) year. At each Annual Meeting thereafter, the members shall elect directors to replace those directors whose terms have expired and all such directors shall be elected for a term of two (2) years…” What this means is that the two homeowners with the most votes at this Annual Meeting will serve the initial two year term, and the other three homeowners will serve an initial one year term.

So, who can serve on the Board? Residents wishing to serve on the Board must be at least 18 years of age, and a member in good standing. Only one resident per lot may serve on the Board at one time.

Approximately 60-90 days prior to the Annual Meeting, you will receive a “Call for Candidates” packet from the Association that will contain general information to fill out for owners wishing to serve on the Board. This is an ideal opportunity to either nominate yourself or someone you know.

Approximately 30 days prior to the Annual Meeting, you will receive your “Annual Meeting” packet. This will contain a ballot with all of the names and bios of the prospective candidates for the Board. There will also be a “Meet the Candidates” night prior to the Annual Meeting, which will give you a chance to vet prospective Board Members before casting your vote on the ballots mentioned above.

Stay tuned, as your management team will be holding a series of informational seminars in the coming months to discuss and answer questions about transition and the Annual Meeting. These and other important dates will be communicated via eblasts, so be sure to watch your email for these communications.

This is an exciting time for the Association! Please participate in the governance of your community. Together, we can make transition, and the natural progression of our developing community, both an enjoyable process and a significant accomplishment.

Winterizing Your Landscape

H istorically, December is one of the wettest months of the year for Phoenix and surrounding areas. It is a great time of year to save money on water bills by turning off the

irrigation to your trees and shrubs. If you have seasonal flowers and/or over seeded your lawn, over watering can actually cause root rot and increases probability of turf diseases. The flowers and grass will let you know when they are in need of a drink. Grass will start to have a slight gray appearance and the flowers will have a slight drooping of the flowers and leaves.

Winter in the desert also brings cooler temperatures; be sure to cover frost sensitive plants and flowers as well as above ground exterior water lines like hose spigots. If plants do receive damage from the frost, be sure not to prune off the damage until the threat of frost is gone for the season (end of February is a good rule of thumb). It may seem tempting, but stay the course and wait. By leaving the frost damage on the plant it will protect the foliage underneath and the recovery will be quicker in the spring.

Finally, this is the time of year to prune trees, especially deciduous trees that have gone dormant. Dead wood, cross branching, and diseased areas of the tree should be the primary focus while pruning which in turn will give you a healthy and well maintained tree with lots of new foliage come spring.

Care to know: If mowing an over seeded lawn, be certain the frost has burned off before you mow. An easy way to check is a slight swipe of the grass with your hand. If the frost has burned, the wipe will result in wet dew verses flaking water crystals. If your patience gets the best of you and you forget to wipe, mowing a frosted lawn will fracture the grass blades and leave a burnt appearance until it has a chance to recover.

A lot of new residents have been moving into the neighborhoods and it is important that they feel welcomed

and part of our community. If people feel as though they are a part of something, they

have a vested interest in it and in its success. Some may say that the 1st thing to be done is educate them on the CC&R’s and adopted policies. Others might say a schedule of up coming lifestyle events should be delivered. Others may simply introduce themselves, exchange contact information and give a small welcoming gift. Each approach has merit and important value. Another approach is simply by being a good neighbor. Here are seven easy steps you can do if somebody has moved into your neighborhood.

1. Introduce yourself. (Small gift and some small talk about local pizzerias or what time the trash man usually comes by.)

2. Consider your neighbor’s lifestyle. What do they do for work, what is there schedule? If they work nights then quiet mornings could be very important for them. If they have children, quiet evenings might be important) Similarly, give them information that’ll help them be more considerate of your lifestyle. If you do a lot of yard work, or if your teenage son plays the drums, let them know in advance and mention that if it’s getting too loud, they shouldn’t hesitate to let you know.

3. Control your dog. Keep your dog on a leash if out walking in the community and make sure to clean up after it. If you have a particularly noisy dog, this may also become a source of contention for your neighbor. Put yourself in their shoes and imagine how upset you’d be if you or perhaps your newborn was woken from a much-needed nap by the sudden yapping of a nearby dog. If you have problems controlling your dog’s barking or whining, consider seeking advice from a pet trainer.

4. Practice parking etiquette. If you or your guests need to park in the street, obtain a variance and park in front of your home, not theirs.

5. Keep your yard tidy. Weed your yard regularly, because the presence of weeds in your yard is not only unsightly but can also spread to your neighbor’s yard. Mow your lawn regularly and keep your trees and bushes trimmed appropriately.

6. Put Trash/Recycle bins out on the right day. Only put your rubbish/garbage out on the day it’s due for collection and remove from public view the same day. Garbage cans attract vermin, insects, and other pests, and is also unsightly. Keep your trash area clean and debris free. Wash your garbage cans if they begin to smell.

7. Communicate with your neighbor. Above all, touch base with your neighbors regularly and keep them in the loop. Remember the golden rule and if anything you are planning to do may affect them, minimize it and let them know in advance. Keep the channels of communication open by reminding them that if you’re doing anything which disturbs them, they should feel comfortable approaching you about it.

Please bring a NEW, UNWRAPPED toy, bike or a check (made out to: Marine Toys for Tots Foundation) to the Association office now through December 11. The Trilogy Veteran’s Club will be out to help fill the truck with toys after Santa’s Village.

Here’s an easy holiday craft that kids can make! They’ll love creating rudolph ornaments using their own photos. This is a great classroom or afterschool project!

MATERIALS• Brown Card Stock• Photo Safe Adhesive• 2 inch Hole Punch• 2 ½ inch Hole Punch• Standard Hole Punch• Jute or Ribbon• Hot Glue Gun• Red Pom Pom• Brown Pipe Cleaner

TUTORIALStep 1: Print out a photo for this project. A headshot works best.

Step 2: Using the 2 inch punch, punch a circle into the photo. Make sure the child’s face is in the center of the photo.

Step 3: Using the 2 ½ inch punch, punch a circle into the brown card stock.

Step 4: Using photo safe adhesive, attach the photo circle to the card stock circle.

Step 5: Punch a hole at the top of the circles, using a standard hole punch.

Step 6: String a piece of jute or ribbon through the hole and tie the end in a knot.

Step 7: Fold a brown pipe cleaner in half and glue the middle of the pipe cleaner to the back of the circles. Fold the pipe cleaner in a zigzag pattern to look like antlers.

Step 8: Hot glue a red pom pom to the photo, on top of the child’s nose.

Step 9: Hang your new ornament on your tree!

Liberty High School Hosts Successful 2015 Homecoming

Homecoming is the first dance of the year to get dressed up and have an amazing night with your friends. It’s a

night filled with memories that are made while rocking out to some of your favorite songs. But

nobody takes a minute to realize just how much time and effort is put into this one little dance. Every single detail and aspect of homecoming is put together by Liberty’s amazing student council.

“I think it was our best homecoming yet and I heard nothing but positive things about it” Kylie Seaton says. Seaton, along with everyone else in student council, has a job to make sure everything runs smoothly. “We have committees with, like, five people in each and during the first semester we have ‘special committees’ that revolve around homecoming” she says. “We first have to pick the vendor of where we want to have [the dance] months ahead. Then we spread the word after we announce where it is.”

After the vendor is picked and most of it is planned, then it is time to announce it to the school and get everyone excited for it. That’s where spirit week comes into play. It’s the one week where you can go crazy and dress each day according to the overall Homecoming theme. This year’s theme was ‘Music Festivals’. Each day featured a different popular music festival such as ‘Country Thunder’ or ‘Warped Tour’. On those days, Liberty was overflowing with cowboys and skaters, respectively. The fun-filled week comes to an end with a huge assembly to rally the students in preparation for the Homecoming football game—a game against Boulder Creek which Liberty won 38-35.

Lastly, there is the royalty competition. The school decides the winner of homecoming king and queen by voting for their favorite couple nominees. The winner is decided at the end of the week and is announced during halftime of the homecoming football game. Seniors Corey Collins and Kyley Warren were crowned this year’s king and queen. They received their crowns from last year’s winners: Grace Brubaker and Brandon Hew.

“My favorite part would probably be hearing about how much people loved the outcome of the actual dance and the dance itself,” Seaton tells. In the end, all of the hard work pays off when you hear all of the positive comments from everyone and how much they loved it.

I am always amazed at how hard golfers make the golf swing. They confuse swinging with hitting the ball. Most golfers try to “hit”

the ball, this results in trying to muscle the ball as hard as they can. In actuality you want to

use the small muscles to “swing the club. There are few guarantees in life, but there is one for sure dealing with golf; normally the ball will not move from its position on the ground until the club makes contact with it. So swing the club through the ball toward your target and the ball will go in that direction. Now that this sage advice has been spewed from my fingers to your eyes, here is a great way to learn to swing the club and stop “hitting” the ball.

• Place only six fingertips on the club – use the thumb, index and middle fingertips on the club only. Take your normal grip, then separate your hands and remove your ring and pinky from the club. Slide the grip in your hands into your fingertips only. You will see that you cannot control the club with your big muscles now. You will feel less tension and now the club will move more freely.

• Take your normal stance and make a few practice swings under control. Try to make the proper swing sequence of motion occur; which is the club, hands, arms and shoulders move away from the ball first. Then the torso turns which will then turn your hips. The forward motion is the hips first, torso

next, followed by the shoulders, arms, hands and finally the club (all in that order) back through the ball and finish the swing.

• This swinging motion is a drill to assist you in feeling the proper swing sequence. When you try to hit a shot using this method, do not try to kill it. What matters is the training of the muscles to swing properly so when you place your hands back on the club fully, you will remember to “swing” instead of “hit” at the ball.

• Once you have become confident in swing with the six fingertips, place your ring fingertip on the club as well. As your swinging motion improves, go ahead and place your pinky fingertips on the club.

• Now that you have mastered this technique, place your left hand on the club properly and keep the club in the fingertips of your right hand (this will be your right hand and left hand fingertips). After this proper motion continues, work both hands back onto the club properly and continue to develop your swinging motion.

• All of this work will result in more clubhead speed with less effort. You will not be as stressed out at the completion of your round. You should have more accuracy and ultimately you should lower your score.

Remember, the golf ball is insignificant in the golf swing. If you learn to swing the club instead of trying to hit the ball, the ball is sitting on the ground waiting to fly toward your target. The swing is what matters most.

White Chocolate Pumpkin Cheesecake with Maple Whipped Cream: serves approximately 12Crust:12 oz Graham Cracker Crumbs4 oz Almonds, Finely Ground1 tsp Ginger, Ground1 tsp Cinnamon, Ground6 oz Butter Unsalted, Melted

Filling:2 ½ lb Cream Cheese, Room Temperature1 lb White Chocolate, Melted6 ea Eggs, Room Temperature ¼ cup Maple Syrup¼ cup Brandy2 tsp Ginger, Ground2 tsp Cinnamon, Ground1 tsp Nutmeg, Ground1 ½ cup Pumpkin Purée

Topping:2 cup Heavy Cream1 cup Powdered Sugar3 tbls Maple Syrup

Directions

CrustIn a mixing bowl, combine graham cracker crumbs, ground almonds and spices. Slowly incorporate melted butter into crumb mixture, with enough moisture to form. Add crumb mixture to a spring form pan that has been sprayed with non-stick spray, press crumbs in place to form crust completely covering the bottom of the pan. Set pan aside.

FillingPre-heat oven to 325°. Add cream cheese to a mixing bowl and mix on low speed. Be careful not to over mix. Add white chocolate and eggs to cream cheese, mix again on low speed for a minute. Stop mixer and scrape down all sides of the bowl with a spatula. Add pumpkin purée, brandy, spices, and syrup to mixture and mix on low speed until batter is smooth and free of lumps. Add batter to prepared pan. Place cheesecake in pre-heated oven for

one hour, then turn oven off and leave cheesecake in oven for one more hour which prevents the cheesecake from cracking. Remove cheesecake from oven and allow cooling to room temperature. Place cheesecake in refrigerator overnight.

Whipped ToppingAdd heavy cream and maple syrup to mixing bowl. Whip on high speed until cream begins to stiffen. Stop mixer and add powder sugar, slowly start mixer on low speed until all powder sugar is incorporated.

ServingRun a knife under hot water for 20 seconds, make first cut, wipe knife clean and repeat until all cake is sliced. Serve chilled with a dollop of whipped cream.

I was excited to hear that an expansion and upgrades are planned for Scorpion Bay Marina at Peoria’s Lake Pleasant. Desert Troon Companies (DTC) was awarded the concessionaire agreement and marks the next phase of development for the marina.

As part of the agreement, DTC will have the opportunity to invest in necessary physical improvements, expand services, and amenities for the park’s approximately 800,000 annual visitors.

Lake Pleasant has so much opportunity as a tourist destination as well as an economic driver for our city. DTC is still working on plans for the marina, but they are expected to include expanding the number of wet slips, adding more stores and restaurants as well as the possibility of building lodging. Obviously, all of this expansion will not happen overnight, but it is good to see a company with the reputation of DTC have such a wonderful vision for Peoria’s Lake Pleasant. Stay tuned!

The Peoria City Council has settled on three possible locations for a new community park in northern Peoria. This part of the city was selected because of the dramatic increase in population and development growth in the last decade. As part of the Capi-tal Improvement Program, the final design and construction for the first phase of the park will be funded in fiscal year 2017-2018. This phase includes a playground and splash-pad area, lighted ball fields, picnic areas, open turf areas and a dog park.

In future phases of the park, Mayor Cathy Carlat and I want to add a recreation and community center to create an all-inclusive location. To ensure the whole process of creating this new park is in the hands of the people who use it every day, we will hold a public meeting in early 2016 so keep your eyes and ears open for those details. attempting to get at your money. I asked Mike Self (Crime Analyst) to put together a small list

of rip-offs that are easily achieved if you are not paying attention. The Peoria Police Department wants you to have a safe and enjoyable holiday season, so remember, if it does not sound right, more than likely it is not right. Give us a call at our non-emergency number (623-773-8311) if you are unsure about a contact before you provide any personal information or give money. Always remember, be safe, secure your belongings, lock your car and close your garages when they are not in use. These simple measures can help ensure you do not become a victim of a crime.

Holiday SCAMSAs we rapidly approach this joyous holiday season, remember, there are those out there that do not hesitate to place a damper on this season by attempting to separate you from your valuables, especially money. Below are a few of the most common scams during this season.

Fake Non-Profits:The holiday season is a time of year that many non-profits have the greatest request for their services. It is also the time of year that the scammers know citizens are most willing to open their hearts to help others. Because of this, scammers seize the opportunity to contact citizens with requests for donations to non-existent non-profits. These requests can come in the form of phone calls or through the mail. There are a couple of suggestions that you can use to lessen the likelihood that you will be victimized by this scam.1. Do you recognize the name of the non-profit? There are many

legitimate national and local non-profits. If you have not heard of the non-profit before, this should be your first clue to at least ask more questions. You do not have to commit to the over the phone solicitation. Ask them to mail you information on their non-profit.

2. If you still have questions about the legitimacy of the non-profit, you can access a computer and go to www.irs.gov/Charities-&-Non-Profits/Search-for-Charities, this is a site operated by the IRS that will allow you to query the non-profit.

3. Even if you recognize the name of a reputable non-profit, if they ask for a credit card number over the phone to complete your donation transaction, it is highly suggested that you say NO. Unless you know exactly who you are speaking with on the other end, once you provide them with your banking information you have no control over what transactions will be made.

IRS or Warrant Scam:The bad guys know that the holiday season is the time that is most important for families to be together. They also know that this is the time that most families have saved money for the purpose of

purchasing meals and presents. The scam is perpetrated by the victim receiving a phone call advising them that the caller is with the IRS, a law enforcement agency or local city court. The caller will, in a calm and friendly voice, advise you that they currently have or soon to be issued, a warrant or summons for your arrest. However, this can be prevented by sending a nominal fee which will stall the process. As you begin to ask questions, the caller will become more aggressive in their voice tone and language, almost to the point of being threatening. Here is what you can do.

1. FIRST, government regulatory and law enforcement agencies DO NOT call suspects over the telephone and advise them that they have a warrant or other type of pending action. This is not how they do business. They will send you a letter in the mail on letterhead stationary with addresses and phone numbers of points of contact, or you will have a visitor to your residence.

2. Ask the caller for a name, agency and call back phone number. Most of the time, if this is a scam, they will not want to provide you with the information and will hang up. If they do, look up the general public phone number for the organization. Give them a call, let them know of the call you received and have them confirm the legitimacy of the action.

Most important, “REMAIN CALM AND DO NOT LET THEM INTIMIDATE YOU.”

And lastly,

Your Bank Account has been Compromised Scam:During this time of year the bad guys know that a significant portion of our holiday spending is done with the use of credit or debit cards. To this end, you may receive a phone call, but usually an e-mail, that advises you that your bank account or credit card may have been compromised. To protect you, they would like you to click on the below link and provide the requested information. This action is requested to protect you. Failure to do so could result in your account being frozen. To most of us, this could be devastating. You can protect yourself by;

1. Do you even have an account or credit card with that financial institution?

2. First, call your financial institution and confirm that they have sent you the letter or e-mail.

3. DO NOT click on the link provided in the letter or e-mail. If you do, this will take you into a site that looks very legitimate, however, it is fraudulent. Once you enter the information, you have just provided the scammer with everything they need to drain your account or max out your credit limit. If you conduct transactions over the internet, go to your financial institutions “official” web site and then log into your account.

Poker Club: Come meet your neighbors while playing a game of skill and luck. Vistancia Poker texas hold-em tournaments are held every other Saturday from January through November, with a championship tournament in December. buyins vary from $20 to $50 per tournament.
