•BVE: 4.2 billion euro per year,•12% of total budget for education•66 institutions, mainly regional educational centres(ROCs)

Vocational Training &Adult Education Institutes at this moment

2007: • 39 Regional Training Centres (ROCs) • 12 Agricultural Training Centres (AOCs) • 18 smaller, specialised VET institutes

An average ROC (Community College):• 158 VET courses• 9000 VET students• 2500 adult education students

Finances• 100% Lump sum, no declaration• Financing based on the number of

students two years earlier• Full time student approx: € 5000,-• Apprenticeship system approx: 35%• Student budget= 80% participation

and 20% for the diploma• Additionally 10% of total student

budget for buildings

Curriculum• Responsability of each college• Free choice of didactical approach• No compulsory schedule of

lessons/courses• Compulsory number of contact hours• Compulsory minimum of %

workplacement• Strong link to the regional situation and

agreements with regional companies

Qualification Structure (1)• The courses are divided in 4 levels• 2 learning pathways leading to the

same qualification with possibility of changeovers

1. School based; students, 346.000 enrolments

2. Work based; employees, 139.000 enrolments (apprenticeship system)

Levels & Learning routes

• Level 1: assistant training• Level 2: basic vocational training, leading

to fledgling qualified tradesman level• Level 3: vocational training, leading to

independent tradesman level• Level 4: middle-management and

specialist training• Level ½ : 141.000 students.• Level ¾ : 336.000 students

• Choice of pathways depends on economic situation

• At present a new qualification structure is being developed:– More focus on core competences and

citizenship– Less qualifications (to increase the

transparency & dynamism)
