Your decision to join us at this year’s NCASA Conference on Educational Leadership reflects your dedication to our schools and to the success of our students. Education professionals are unique. We are called to inspire, better our

surroundings, and develop the next generation. It’s not a small task, but we are ready for the

challenge. Our decision to become administrators, regardless of which facet we serve, makes us leaders.

NCASA is known for hosting one of the nation’s best collaborative education conferences, and we have a great show in store for you this year! You will hear from Dr. Ken Kay – brought to us by Curriculum Associates – about how you can be “Transforming Today to Prepare for Tomorrow.” Governor Pat McCrory and Attorney General Roy Cooper have been invited to share the priorities for public schools they will pursue if elected as Governor this year. Joe Stewart – leader of the NC Free Enterprise Foundation – who will address the potential public school impact of this year’s upcoming election, and The Niemand Collaborative’s own Rich Niemand will round out our discussion with a look at how you can impact election results in your community by building grassroots support for our schools in today’s political climate.

And that’s not all – NCASA has lined up seven outstanding leadership tracks – learn more on page 2 – with 28 powerful peer-developed breakout sessions. There’s a little something for everyone this year. We hope that you walk away from the 2016 Conference on Educational Leadership with enthusiasm for what’s to come. 1:00 | All superintendents and interested attendees are encouraged to stay for a brief press conference to be held following NCASA’s Conference on Educational Leadership. We will unveil legislative priorities for 2016, calling for: a revision of the problematic definition of low-performing schools, refining the state’s A-F grading of schools, and ensuring substantial pay increases for all educators with a special emphasis on improvements in principal pay. The North Carolina School Superintendents’ Association will release an updated “NC Guide to Strengthening Public Schools” outlining long-range goals for K-12 education and supplementing NCASA’s short-range legislative session priorities. This press conference will be the first of four being planned in regions across the state. Having large numbers of superintendents standing shoulder to shoulder for this kickoff is imperative for showing unity around the priorities for legislative and policy changes, so please plan to participate!

NCASA’s Raymond Sarbaugh Leadership Award is given annually to an individual who has shown outstanding leadership in public school service as well as commitment to enhancing and supporting the efforts of NCASA on behalf of his or her fellow school administrators. The award is named for NCASA’s first full-time and longest-serving Executive Director, the late Raymond Sarbaugh.

This year’s Sarbaugh Award Winner is Dr. Rodney Shotwell, Superintendent of Rockingham County Schools. Currently serving on NCASA’s Executive Committee as Past President, as well as President

Elect for the N.C. School Superintendents’ Association, Dr. Shotwell has displayed strong leadership within NCASA and among his peers. He helped NCASA plan and implement the successful 175th anniversary of N.C. public schools in 2015 and the ongoing public relations campaign that touts these schools as “Every Child’s Chance … Every Community’s Future.” He also has been a leading voice in education policy discussions, while serving as the Superintendent Advisor to the State Board of Education.

Dr. Shotwell is the 2015 North Carolina Superintendent of the Year and an ongoing advocate for strong public schools and developing school leadership in the state.

NCASA’s Champion for Children Award is given annually to an individual who has shown commitment to and leadership in supporting and enhancing public schools in North Carolina. A six-term member of the North Carolina House of Representatives, James H. Langdon, Jr. is NCASA’s 2016 Champion for Children.

Rep. Langdon spent 37 years as an educator and administrator in public schools and 8 years of service on the Johnston County Board of Commissioners before election to the General Assembly. In each role, he has been a strong proponent of public schools and of North Carolina’s 1.5 million students.

As a former Chairman of the House Committee on Education, Rep. Langdon has been one of NCASA’s strongest allies, often sponsoring legislation requested by the Association and speaking out against legislation that would have an adverse effect on public schools and the students they serve. Rep. Langdon is retiring from the General Assembly in 2016, and NCASA thanks him for his service and hard work on behalf of the children of North Carolina.

We are your advocate. NCASA provides non-partisan advocacy to represent your interests and promote strong public schools in the halls of the North Carolina General Assembly and before the Governor’s Office, State Board of Education, State Retirement System, State Health Plan and other policymaking entities. We strive to provide you with timely updates and alerts about actions affecting public education, and we partner with the American Association of School Administrators on federal education issues initiated by Congress and the U.S. Department of Education.

We are your network. We are proud to offer you both a state and national perspective. NCASA members may choose from multiple opportunities each year for high quality professional development at discount rates. In addition to the NCASA Conference on Educational Leadership each spring, we offer School Law Symposiums each fall and provide other seminars and topics as the need arises. We also help facilitate efforts by our affiliates to provide specialized training tailored to various segments of our membership.

We are your system of support. NCASA contracts with experienced attorneys who provide legal training, the latest information on pertinent education topics, and even one-on-one consulting to help members determine next steps in employment-related disputes. Our Raleigh-based staff is available to answer questions on laws, policies and member services as well as to provide updates on timely topics during visits with district leadership teams and affiliated organizations.
