VISION 2016 AND MILLENNIUM DEVELOPMENT GOALS INDICATORS REPORT, 2013
1.0 INTRODUCTION
The brief is to apprise readers on the progress made on monitoring and evaluation of
Vision 2016 and Millennium Development Goals. Statistics Botswana plays this role aspart of its overall mandate of producing and providing the Government, the privatesector, parastatals, civil society, international organizations, and the general public withofcial statistical information for evidence based decision-making, policy formulation,program/project monitoring and evaluation, and development planning purposes.
The report presents yearly time series statistics, which are continuously updated as
and when data become available. The data are mainly from the surveys undertakenby Statistics Botswana and from administrative records of different stakeholders (LineMinistries, Non-Governmental Organizations etc.).
The Vision 2016 and the Millennium Development Goals statistics are presented inTables 1 and 2, respectively.
Statistics Botswana hopes that users will nd this report useful and improvements will bemade continuously based on the feedback from readers.

2.0 VISION 2016
Vision 2016 is a product of extensive consultations with a wide cross-section of individualsand institutions in Botswana conducted by the Presidential Task Group from January 1996.It is meant to guide the nation achieve broad results over the next 3 years and thereafter.As a guideline, Vision 2016 is driven by seven strategic pillars which are as follows;
An Educated, Informed Nation
A Prosperous, Productive and Innovative Nation A Compassionate, Just and Caring Nation A Safe and Secure Nation An Open, Democratic and Accountable Nation
A Moral and Tolerant Nation A United and Proud Nation
Each pillar comprises of different Key Result Areas (KRAs). Furthermore, there are KeyPerformance Indicators (KPIs) under each KRA. These indicators are variables used to
measure progress towards attainment of each pillar. Presented in this section are fewanalyses to show the trend of some indicators. More detailed statistics are presented inTable 1.
2.1 Percent of the Unemployed amongst Secondary School Graduates
The national unemployment rate went down from 19.9 percent in 2001 to 17.9 percent in2009/10. However, the decrease in national unemployment rate was accompanied byan increase in the percentage of the unemployed amongst secondary school graduates,from 19.9 percent in 2001 to 24.3 percent in 2010. The percentage was highest in 2006
at 35.0 percent before it fell to 24.3 percent in 2010. The increases in the percentageof unemployed secondary school graduates was accompanied by high levels ofunemployment rates amongst persons aged 15 19 years, which stood at 48.9, 26.7 and41.4 percent in 2001, 2006 and 2010, respectively. The increase in the percentage of theunemployed amongst secondary school graduates over the period could be partly due
to increases in the net enrolment rates for senior secondary school, which went up from20.0 to 26.5 percent between 2001 and 2008.
2.2 Maternal Mortality Ratio
Maternal mortality ratio (number of maternal death per 100,000 live births) as shown in
Figure 2 decreased from 190 in 2001 to 139.8 in 2006. The ratio was highest in 2008 at 195.7,before going down in subsequent years to reach 163.0 in 2010. Maternal mortality ratioincreased to 188.9 in 2011. The trend in maternal mortality ratio shows uctuations biasedupwards. The lowest was recorded in 2006.
2.3 Percentage Share of Mining and Government GDP to total GDP
From the year 2001 to 2004, the share of mining and Government GDP steadily decreasedfrom 47.7 to 40.3 percent in 2004. There was a general increase in the years 2005 to 2007,before sustained general decrease between 2008 and 2010, with the lowest share of 30.9
percent observed at the height of global economic recession in 2009.

2.4 Crime Rate per 10,000 Population
For the period 2001 to 2013, crime rate was lowest in 2001 at 1, 166 per 10, 000 population.There has been a general increase in the crime rate since 2001, with a high of 1, 849 per10, 000 population recorded in 2008, after which there was a consistent decline in thecrime rate, with 1, 705 crimes per 10, 000 population recorded in 2012. Figure 4 showscrime rate between 2001 through 2012.
3.0 MILLENNIUM DEVELOPMENT GOALS
Millennium Development Goals (MDGs) are a set of eight (8) goals adopted by 189 UNmember states (including Botswana) at the September 2000 Millennium Summit of theUnited Nations. These goals spell out what member states intend to do so as to eradicatemany dimensions of poverty and achieve sustainable human development. Associatedwith these goals are a set of 18 targets and more than 48 indicators. All the 18 targetsare to be met by 2015. The 48 plus indicators were identied so as to help in monitoringprogress towards these goals, which are as follows;
Goal 1:Eradicate extreme poverty and hunger Goal 2: Achieve universal primary education
Goal 3: Promote gender equality and empowerment Goal 4: Reduce child mortality Goal 5: Improve maternal health Goal 6: Combat HIV/AIDS, malaria and other diseases Goal 7: Ensure environmental sustainability Goal 8: Develop a global partnership for development
Presented in this section are trends of some of the indicators which are used to track
MDGs progress. More detailed statistics are presented in Table 2.
3.1 Ratio of Girls to Boys in Primary School
The ratio of girls to boys in primary school, which was 0.99 in 2001 went down to 0.97in 2005. The ratio was almost constant from 2006 to 2011, ranging from 0.95 to 0.96. Ingeneral, the ratio of girls to boys has not shown any signicant change over the years.
3.2 HIV Prevalence among 20-24 year old Pregnant Women
The national HIV prevalence rate was estimated at 17.1 in 2004, and slightly increased to17.8 in 2008. In addition, the National AIDS Coordinating Agency (NACA) conducts annual
sentinel surveillance to monitor prevalence of HIV among pregnant women aged 15 49.These survey show that between 2004 and 2011, HIV prevalence among the populationsaged 15 19 years and 20 24 year old pregnant women recorded decreases. For the15-19 years age group, HIV prevalence went down from 17.8 to 10.0, while prevalencerate for the 20-24 year old pregnant women was estimated to have gone down from 30.6in 2004 to 19.0 in 2011. Figure 6 shows HIV prevalence amongst 20-24 year old pregnantwomen from 2001 to 2011.

3.3 Employment to Population Ratio
The employment to population ratio is the ratio of the employed population to the total
population. A higher ratio shows that the economy is performing better as it shows that theeconomy is absorbing more people into employment. Figure 7 and table 2 show that theratio had been increasing since 2005 before a decline following the global economic crisisin 2010. The trend for employment to population ratio is presented in Figure 7 and Table 2.The ratio was 45.5 percent in 2006 and increased to 56.8 percent in 2008. In 2010, the ratiowent down to 49.3 percent.
