A. VIRTUAL CALL TO ORDER

Chairman John M. Sharp called the meeting to order at 10 a.m. He introduced himself and entertained introductions of members, staff, and guests. There was a quorum.

B. VIRTUAL APPROVAL OF THE APRIL 16, 2020 MINUTES

Commissioner Marc Hader moved to approve the April 16, 2020 minutes. Angelo Lombardo seconded the motion. The motion carried unanimously.

C. VIRTUAL APPROVAL OF ACTION ITEMS:

1. Request for Amendments to the FFY 2020 and FFY 2021 Transit Element of the FFY 2020-2023 OCARTS Area TIP by the City of Norman

Hayden Harrison said the City of Norman has submitted a request to amend both the FFY 2020 and the FFY 2021 Transit Elements of the FFY 2020-2023 OCARTS Area TIP. She highlighted the information as detailed in the agenda memorandum. She then referred them to the two letters of request and accompanying budget tables in the agenda. Taylor Johnson added that these amendments are routine and clarify the numbers year to year with the actual funding allocations. He said once these amendments are formally placed into the TIP, it will allow Norman to get their grant programmed and authorized with FTA as well. Harry Fenton recommended that the ITPC amend the FFY 2020-2023 OCARTS Area TIP by replacing the City of Norman FFY 2020 and FFY 2021 Transit Elements with the attached program of projects and submit the same to the Oklahoma Department of Transportation (ODOT) for amendment of the Statewide Transportation Improvement Program (STIP). Tim Young seconded the motion. The motion carried unanimously.

2. Updated ITTC Bylaws and Oklahoma City Area Regional Transportation Study (OCARTS) Memorandum of Understanding John Sharp said in November 2008, the ITPC approved amendments to the ITTC Bylaws and OCARTS Memorandum of Understanding, granting Cleveland Area Rapid Transit (CART), as a public transit provider, voting membership on the ITTC and ITPC. This action was taken following the recommendation in the 2008 Joint Certification Review Report issued by the Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) to add CART. Mr. Sharp said CART recently relinquished its use of FTA Section 5307 direct recipient funding previously used to provide transit service for both the OU Campus and the City of Norman. In 2019, CART decided to provide transit service for the OU campus only, and the City of Norman began operations to serve off-campus bus routes and paratransit service in conjunction with EMBARK. Since this change, the transit provider for the

Norman urbanized area is the City of Norman, and currently they have no representation on the ITTC and ITPC in this capacity. Mr. Sharp said this action item is a request to update the ITTC Bylaws and OCARTS MOU to replace CART with the City of Norman. ACOG staff spoke with FTA staff, who recommended an update to these documents for the FY 2021 UPWP, which starts in July. The City of Norman has been operating the bus system since last summer without representation on ITTC and ITPC, and ODOT legal counsel recommended that these documents be brought back through our committees to get new signatures. CART previously had two representatives on the ITTC, so this would then allow the City of Norman's transit service to have two representatives. Harry Fenton moved to recommend that the ITPC approve the proposed amendments to the ITTC Bylaws and OCARTS Memorandum of Understanding to add the City of Norman as a transit agency member to the ITTC and ITPC. David Perry seconded the motion. The motion carried unanimously.

3. Proposed Final FY 2021 OCARTS Area Unified Planning Work Program

(UPWP) John Sharp said this item will be postponed until June since ACOG received some new reporting requirements from FHWA in the last two weeks. ODOT and ACOG staff are working with FHWA to make some slight modifications in the wording. He said it does not affect the tasks that the committee has previously approved. It deals more with the budgeting side of the UPWP and how some of the in-kind match is reported. Therefore, ACOG staff is currently working to update that information. The hope is to have that done by the first week of June so it can be brought back to the committees in June. Mr. Sharp said this will not affect the budget for FY 2021. It is just a question of updating the wording as recommended by FHWA.

4. Possible STBG-UZA Call for Projects Schedule Change

Hayden Harrison said historically the Call for Projects has begun on or around November 1 and continued until February or March. She said the last Special ITTC meeting was held March 12, and there was a request from a committee member to potentially move the Call for Projects sooner in the year. One of the suggestions was to open the Call for Projects in August, close in September, and have the Special ITTC meeting in December. The other suggestion was to open in September, close in October, and have the Special ITTC meeting in January. Ms. Harrison said a few of the reasons behind the suggested change was that it would allow the cities to better coordinate with their councils on different budget issues and also it would give ODOT and the local governments a chance to begin these projects a little earlier. So, per the

request, ACOG staff prepared a series of schedules showing the current Call for Projects and the two suggested Call for Projects dates. Ms. Harrison said Option 1 is the current Call for Projects schedule that begins in November, closes in December, and has the Special ITTC meeting in March. Option 2 would move the Call for Projects to August, close in September, and have the special meeting in December. Option 3 would move the Call for Projects to September, close in October, and have the special meeting in January. She said ACOG staff would like to hear feedback and discussion concerning these proposals. She said one of the things to consider if it is moved to August is that would limit the amount of time needed to revise the Criteria over the summer, especially since committee meetings are not held in July. Lakesha Dunbar said the City of Oklahoma City would prefer Option 3, which would give them more time over the summer to prepare. She moved to recommend that the ITPC approve Option 3 regarding the change in the STBG-UZA Call for Projects schedule. Harry Fenton seconded the motion. Brandon Bundy said Midwest City would actually like Option 2, saying that one month is not that big a difference, but it has a big impact on the budget. Angelo Lombardo said the City of Norman also prefers Option 2, but understood the concern about not having enough time to review the Criteria before the Call for Projects is issued, so suggested a compromise to use the schedule proposed in Option 3 this year and then possibly adopting Option 2 the following year, making sure to give enough time to review the Criteria. John Sharp said due to COVID-19, this year is more complicated than a normal year. He agreed that it would be wise to go with Option 3 this year and then move forward the following year to Option 2. He said if there is just one Criteria meeting, it might work fine, but if there are two or three Criteria meetings, there could be a time crunch. Therefore, Mr. Sharp suggested going with Option 3 this year, and then morphing to Option 2 next year if the committee agrees. The motion carried unanimously.

D. ITEMS FOR INFORMATION ONLY:

1. 2020 National Bike Month Jordan Evans said he wanted to remind the committee that May is still Bike Month, and while several events have been cancelled or postponed, ACOG is still promoting the benefits of bicycling. He said one of the ways this is being done is through ACOG’s areawide Bicycle Scavenger Hunt. He said the flyer with the rules and locations can be found on ACOG’s Facebook, Instagram, and Twitter pages, as well as ACOG’s website. Additionally, ACOG is promoting some safety information and highlighting such things as trails on its social media pages.

Mr. Evans said the bicycle events calendar is pretty sparse this year, for obvious reasons. However, there still is the Ride of Silence, which will be virtual this year. He said there will be some coordination online and then participants can go out and ride on their own. He encouraged the committee to share other events happening in their communities in order to add to the events calendar.

2. Ozone Alert Days

Eric Pollard said ozone season started April 1 and said he was pleased to report that the ACOG region has not had any ozone alert days as of yet, and only a couple of days of elevated ozone levels in the region. He invited the committee to join ACOG in getting the word out about ozone season. Mr. Pollard said the campaign this year will say “Getting in the KNOWZONE.” KNOWZONE is a new tag line created to encourage Central Oklahoma residents to sign up to receive text alerts on high Ozone Alert Days so they can protect their health, the health of their family, the health of other citizens, but also take advantage of some of the ozone alert day actions that are outlined on the ACOG website. He said ACOG has a link to the site that members can use in their promotional materials for their communities. ACOG will also be developing a bill insert that communities can put into their utility bills or in e-mails to their employees, as well as some social media that they will be able to share from the ACOG account as well.

3. Charger Chase OK 2020 Eric Pollard said ACOG has seen an increase in the number of electric vehicle ride and drive activities, or car shows, especially around Earth Day in the month of April, and obviously those were cancelled this year. He said OG&E has had an event over the last few years at the OSU-OKC Driver Training Center, where people can test drive electric vehicles on their track, but unfortunately, that was cancelled also. Tinker Air Force Base was planning to have their second event for EV test drives, and the City of Edmond was looking at holding an EV event alongside their Open Streets and Earth Day events. Unfortunately, those events were cancelled, so similar to the bike scavenger hunt, EV drivers and aspiring EV drivers are invited to visit select chargers around the region, take pictures, and share on social media. The idea with the Charger Chase was to highlight the growing number of chargers that are being installed in ACOG communities. Mr. Pollard said ACOG gets a lot of feedback, and usually the number one question is, Where do I charge my electric vehicle? Therefore, this is a way that ACOG can partner with folks in the community to show on social media where those chargers are located. Mr. Pollard said that over the last year, Oklahoma has become the number one state in the nation for the number of electric vehicle public charging locations per capita. He said there are about 125 fast charging stations that

have been installed around the state, including the Oklahoma City metro area. He invited the committee members to share Charger Chase through ACOG’s website.

4. PeopleForBikes Community Grant Program

Jordan Evans said the PeopleForBikes Community Grant Program is opening their fall 2020 grant cycle. Online applications open June 15, and letters of interest are due July 24, with the full application being due August 3. He said these grants can be used for infrastructure projects, like bike paths, bike lanes, trails, and bridges, mountain bike trip paths, bike parks, BMX facilities, as well as, bike, parking, bike repair stations, and community programs like Open Streets. He said applicants can request funding up to $10,000, but they will not accept grants that require more than 50% of the total budget. This funding can be useful for things like federal or state grants, using this as matching funds. He said more information can be found at their website as shown in the agenda.

5. OCARTS Area Line Item Projects and Administrative Modifications

Hayden Harrison said this is a monthly update to the line items and administration modifications from ODOT on active projects in the OCARTS area. She said this month there was one additional line item and one additional administrative modification. Ms. Harrison said if anyone has questions, to please contact her.

6. Status of Surface Transportation Block Grant-Urbanized Area (STBG-UZA),

Transportation Alternatives Program (TAP), and Transportation Enhancement (TE) Projects in the OCARTS Transportation Management Area (TMA) Chairman Sharp said these are the STBG-UZA, TAP, and TE projects in the OCARTS TMA with updated information from ODOT. He said Brandon Sims of ODOT was available to answer any questions the committee members might have, noting that updates were highlighted in the agenda.

E. NEW BUSINESS

Oklahoma Highway Safety Office (OHSO) Grant Jordan Evans announced that ACOG has been awarded an OHSO Safety Grant. ACOG will be working with the City of Oklahoma City to revamp their Bike and Pedestrian Safety Campaign, “Watch for Me,” and it will be promoted areawide. Combined, ACOG and Oklahoma City have $150,000 to expand this campaign. He said the grant period is going to be from October 1, 2020 to September 30, 2021. John Sharp said ACOG is working towards creating a regional, seamless approach to this grant and said ACOG will probably be reaching out to each city’s PIO. He said our region can work together as a group on this and a portion of the funds will most likely be used to hire a marketing company to push out some of the

information. He said social media will be a very important part of this and local city and county websites will need to be used in order to push this information out. He said even though we will be working on this over the next year or so, we have yet to determine when we are going to push out the campaign. Mr. Sharp said that obviously, this year is not a good time, but we are looking at possibly in the spring of next year or August of 2021, when everybody goes back to school, back to college, and so forth, with the hope that everything will be back to normal at that point. Cost of Nonattainment Study Update Eric Pollard said ACOG will soon be releasing a scoping report for the Cost of Nonattainment Study. There are two segments of the study that ACOG will be reaching out for additional consultant services. ACOG is in the process of developing those scopes of work and should have more to report on in the coming months. He said the scoping report should be released in the next couple of weeks on ACOG’s website. Oklahoma City Sustainability Plan Draft Ready for Public Comment Mr. Pollard noted that the City of Oklahoma City has released a sustainability plan draft for public comment, and they are accepting public comments through May 20. There are some transportation related topics that the committee may want to look through in the Air Quality Section that pertain to transportation planning. Looking Ahead Mr. Sharp said there may be financial issues going on with collections of sales tax, and city and county budgets are being stretched a little bit differently than normal due to COVID-19. He asked if the committee foresaw any issues going forward in regard to the 20 percent match requirement for FY 2021 projects. No one expressed a concern. Mr. Sharp said ACOG staff has talked to FHWA and ODOT in regard to possible road stimulus funds, somewhat like the ARRA funds received in 2009, where ACOG was able to do a lot of projects quickly in the communities. He said he has heard rumors that there may be something like this coming, but nothing firm as of yet.
