Mission To promote sustainable co-existence between people and wildlife through the participation of local communities with the responsible use of science& technology. Background Wildlife, especially Tigers currently face three major threats: Poaching, Habitat degradation and Man- animal conflict. In India, tigers are protected in specially designated areas called tiger reserves. These reserves often share their boundaries with heavily populated villages. It is therefore always a challenge for those managing parks to protect their free ranging animals, especially tigers. Park managers and their staff are often stretched thin with the day-to-day requirements of managing the areas assigned to them. Poaching, Man-animal conflict, Habitat encroachment need constant surveillance from vigilant eyes in order to be checked. In 2013, Tiger Watch started a very innovative program with the Forest Department of Rajasthan, called the Village Wildlife Volunteers with the assistance of various supporters. The program was developed under the guidance of Mr. Y.K. Sahu, Field Director- Ranthambhore Tiger Reserve. The Village wildlife Volunteers are local villagers who live around the Ranthambhore Tiger Reserve and are mainly engaged in rearing livestock or agriculture. These villagers are now also defending the forest and the wildlife around their villages. Tiger Watch financially remunerates these volunteers. Geographic Focus Ranthambhore is one of the most popular tiger reserves in India, cushioned in and around the Aravalli & Vindhya hill ranges in the state of Rajasthan. ‘Project Tiger’ was launched here in April 1973. ‘Project Tiger’, as a concept, seeks to sustain tiger populations in natural habitats by demarking specially constituted ‘Tiger Reserves’ throughout the country. Therefore, this also means freeing parks from the burdens of human exploitation and other biotic disturbances. Unfortunately, the conflict between people and the tiger has always had a devastating impact on every protected habitat of the tiger in the country. Ranthambhore was no exception. Being one of the first nine parks to be created as a Tiger Reserve meant that the tiger’s habitat had to be managed efficiently in order to prevent further damage to the ecosystem and to facilitate the recovery of the ecosystem back to its inviolate natural state. Historically, Ranthambhore has always been a populated area with several villages scattered within the periphery of the reserve. Implementation of the fundamentals of tiger conservation therefore meant embarking on a collision course with the human population living and sustaining itself within its boundaries.

The Ranthambhore Tiger Reserve lies between latitudes 250 41' N to 26022' N and longitudes 76016' E to 77014' E. The reserve is situated in the S-E part of Rajasthan and spreads over 3 districts viz. Sawai Madhopur, Karauli & Bundi. On the eastern side of the reserve is mighty river Chambal. The river Banas divides the reserve in 2 parts. The N-E part being Kailadevi WLS, which is a part of the reserve. The total area of the Ranthambhore Tiger Reserve is 1473.554 sq.km. out of which 1113.364 sq.km. Has been notified, as critical tiger habitat in the official gazette of the state vide notification No. F.3 (34) forest / 2007 dated December 28, 2007. Apart from this remaining 360.19 sq. kms. of RTR will be buffer area. The Concept The Village wildlife Volunteer Program is conducted within the Ranthambhore Tiger Reserve. It is operational in the 3 protected areas of the Ranthambhore National Park, the Sawai Mansingh Sanctuary and the Keladevi Wildlife Sanctuary. These areas form the Critical Tiger Habitat. Local villagers were hired from adjoining villages to help the forest department monitor wildlife activity outside the protected areas. Their task was to report information relevant to the movement of wild animals especially tigers and leopards. But fortunately, they also started providing information regarding poaching and other illegal activities like mining and logging. These villagers then came to be known as the ‘Village Wildlife Volunteers’ (VWV). They are mainly farmers or livestock keepers, who were being remunerated by Tiger Watch for assisting the forest department in such situations. Legally the forest department cannot hire villagers without following certain government recruitment protocols. Secondly, they may not meet the government’s most basic criteria for the post of a forest employee. In the past the forest department hired similar individuals for forestry work but these individuals soon petitioned the court for permanent employment. In this particular program, Tiger Watch hires individuals for part time commitments; therefore the volunteers continue to be engaged with their original respective occupations. It is in sharp contrast with the forest department which hires villagers for such purposes, and then preoccupies them with routine chores as a result of which they simply become extra bodies in guard outposts and also become detached from the very villages they were to provide the information from. This program allows the volunteers to move freely thereby allowing them to collect information, and also help develop positive public opinion about the conservation of wildlife in their respective localities.

A Village Wildlife Volunteer An ideal VWV should be a villager who lives close to the park boundary and should primarily be engaged in agriculture or the rearing of livestock. The remuneration provided is not the main source of income for the individual, but specific task oriented payment. If the individual is not able to fulfill the role desired of him, remuneration can be halted by the agency. One agency should maintain contact with them, it can be the forest department or the NGO, which has a cordial relationship with the forest department; this will help directing information to the right channel and will help in accomplishing objectives on time. Among the volunteers themselves one person should be selected to always monitor, train, guide and help them overcome challenges whilst working. The coordinator should analyze the information and make sure it reaches the correct channel on time. Training The VWVs are receiving some informal training from the forest guards in the installation of camera traps, the use of GPS and the construction of POP pugmark casts to track tigers, when they are outside protected areas. They are not only monitoring tigers, but are also convincing their fellow villagers to help the forest department in their respective capacities with this momentous task. The village wildlife volunteer is now, a village based forest representative who is contacted by the villagers first and he acts like a buffer or point man between the forest department and villagers. Immobilizing and rescuing a stray tiger does not have to be nearly as monumental a task, if the villagers are cooperative with the forest department. A two day workshop with the Village wildlife volunteers (VWV) conducted by the Forest department's Tiger Cell under the guidance of Mr. YK Sahu.

Current Status Tiger Watch renewed the Village Wildlife Volunteer program in 2015 under the guidance of Mr. Y.K.Sahu, Field Director- Ranthambhore Tiger Reserve. The major highlight of this program was that the Forest Dept. recruited Tiger watch and the VWVs to monitor tigers in and around Ranthambhore Tiger reserve directly. Tiger Watch trained the VWVs in Camera Trapping techniques, provided them with smartphones and the transmission of critical intelligence using applications like whatsapp etc. Farmers who still practice subsistence agriculture as well as herders are now well versed in the most modern technology available to save the tigers and wildlife of Ranthambhore. At the moment, there are 20 Village Wildlife Volunteers. The information transmitted by them is indexed by 3 coordinators selected from the group, who report directly to Tiger Watch on a daily basis. One of the coordinators is from Gurjar community who did not even finish high school and is now using a smart phone to transmit the data provided by the volunteers every day in real time. Tiger Watch further shares crucial information with the Tiger Cell of the forest department with additional information such as location etc.

Highlights Since its renewal in early 2015, the Village Wildlife Volunteer Program has contributed immensely to the security of Tigers and other wildlife in and around Ranthambhore. Apart from meeting the basic objective of monitoring Tigers in the peripheral areas of the Park, the VWVs have provided crucial information regarding poaching, cattle kills, man animal conflicts, mining activities, illegal wood cutting etc. These are illegal activities that would often go unreported before, but the program has already changed this state of affairs in such a short period of time. Highlights (2015)

1. On the 6thof October, acting on a tip off, a team of 3 VWVs led by their coordinator Hanuman Singh Gurjar and 2 civilians along with a forest guard chased off an armed group of poachers (comprised of two men and two women interestingly enough). The poachers were in possession of illegal bush meat, in this case wild boar. Unfortunately the culprits managed to get away but, the VWW team identified them and the Forest Dept. booked a case against them. These poachers are habitual offenders who supply bush meat to customers from neighboring Madhya Pradesh. The VWW team also discovered a group of a 10-15 people waiting for the delivery of meat on the Rajasthan – Madhya Pradesh state border. The culprits did get away; nevertheless this was still a serious debilitating blow to the illegal trans-Chambal bush meat trade.

2. Budhhiprakash Gurjar, a VWV, alerted Tiger Watch to illegal fishing in the restricted area of the Banas River. The fishermen in question were using pesticides to terminate their catch. The pesticide brings the fishes out of the reeds and hence can be retrieved easily. Upon further investigation the forest dept. discovered that the fishermen had permission from the Fisheries dept. acting immediately, the Forest officials directed the Fisheries Department to discontinue fishing permissions in Sawai Madhopur District. A case was also filed but the Pesticides used couldn’t be traced. The timely information from the VWV saved the sensitive aquatic ecosystem from getting damaged and also solved a legal quagmire.

3. On the14thof May, a tigress codenamed T-30 and her 2 cubs strayed into a heavily populated area in the

Khandar range of the Ranthambhore Tiger Reserve. The tigress killed a cow and a pig in broad daylight. This tigress and her 2 cubs were sighted by a couple of locals who started taking video/ photos of the tigress. The tigress quickly grew alarmed and attacked one of the individuals injuring him critically. The VWVs had been monitoring this tigress actively for a week prior to this incident. They quickly rushed to the spot and played a crucial role in calming down the excited and enraged locals as well as regulating the heavy foot and vehicular traffic of the area for 7 days. Khandar town connects 10 villages and has a population of around 30000 therefore a real tragedy was averted thanks to timely intervention made possibly by the program.

4. A herder was attacked by a Tiger codenamed T-6 in Bandpur on the 8thAugust. Ramdayal Gurjar was grazing his goats when he was attacked when he unknowingly ventured too close to the tiger’s kill. Ramjilal, a VWV immediately arrived on the scene and relayed the news to the Forest Dept. The VWVs here too played an important role in pacifying the growing crowd and resolved the impasse between the crowd and Forest Ranger. Therefore a mob was neutralized peacefully and the quick transmission of information by the VWV also helped save the life of the herder.

5. Mangilal Jat, the VWV who had earlier reported the presence of the tigress in Khandar, later reported the poisoning of a wild Boar by unknown persons from the same area. Approximately 4-5 wild boars were killed due to poisoning. Camera Traps and Primary information through pugmarks also revealed that tigers frequented this area. This critical information led to increased patrolling by forest officials and further criminal activity in this area was deterred. This exponentially reduced the threat posed by wildlife criminals to tigers frequenting Khandar as well as all other wildlife by proxy.

6. Every year, the Ranthambhore National Park witnesses the Annual Ganesh Fair during which lakhs of pilgrims visit the temple inside the Ranthambhore Fort within the protected area. This fair always results in a massive amount of garbage and plastic waste percolating inside the park. Tiger Watch invited the VWWs to the Ganesh Fair in Ranthambhore. But their purpose here was to frisk away the plastic bags from the pilgrims and give them environment friendly bags instead. The VWVs also cleaned up the garbage in and outside the national park. 3 days later, a similar fair was organized at a temple inside the Khandar Fort (Jayanti Mala Mela). Some of the VWWs had already planned a Bhandara (free food distribution for visiting pilgrims) in the area. But the positive precedent set by them at the Ranthambhore Ganesh Festival encouraged and inspired them to cancel the Bhandara and organize a cleanliness drive. This small exercise has changed the attitude of the villagers. The cleanliness drive was done in congruence with the notion of ‘Seva Bhavna’ (selfless service). A wildlife warrior need not be in the field to fight. Such noble acts too are of great importance for the conservation of forests. In this case a strong precedent was established to change practices that damage forests severely in the long run.

7. On the 5thof June 2015, during a Camera Trapping Exercise, an extremely significant series of images were picked up by the VWVs. As shown in the photos below, a Tiger passed in front of the camera at 04:05 AM and an armed poacher crossed the same camera at 05:32 AM. The VWVs, using smartphones (whatsapp), could send the pictures to us in less than 2hrs. The poacher was identified using the pair of shoes he was wearing. And a case was booked against him.

8. A Tacit Approval from the Tigress Herself: Amarsingh Gurjar is a Village Wildlife Volunteer and a fulltime farmer. After completing his daily chores and his VWV responsibilities like setting up Camera Traps, he usually sets up his 'Khatiya' (Charpai or Cot / Bed) at the edge of his field. He sleeps near his field to deter herbivores like Blue bull, Sambhar Deer and Wild Boars who come to raid the standing crops at night. He has been doing ever since he first ploughed the field. On the 3rd of Dec, he went to sleep on his khatiya around 9:30 PM .The next morning, when he woke up, lot of emotions gripped him. He was scared, amused, elated, relieved panicky all at the same time. He woke up to find a tigress’s pugmarks inches away from his bed. His fear slowly evolved to curiosity and he followed the pugmarks, which led him straight to the camera trap he had set the night before. He was further elated to see the picture of the tigress captured by the camera at 11.36 PM. In his own words, "Tiger to soongh ke gaya" –The Tiger sniffed me and left. This event has been one of the most interesting events in the VWV program's one-year history. We like to think of it as a tacit approval from the tigress herself of the VWV program and a message from the tigress-'you are my savior, I shall not hurt you'.

9. The Ranthambhore National Park faces various anthropogenic pressures. The faulty agricultural practices in the agricultural fields around the park have a direct and fatal impact on the health of the wildlife. Especially in the winter, which is when, the Rabi crop is sown. The Village Wildlife Volunteers a couple of days ago reported one such unfortunate incident. The ‘Bichwa gehu’ was scattered in the field by a local farmer and was not watered for two days. The poison soaked seeds remained on the surface and were consumed by birds like Indian Peafowl, Doves etc. and Rodents. The next day, the VWVs found around 30 dead birds near the field. Upon further investigation, the dangerous practice of Bichwa farming was found to be responsible. Wheat is a Rabi crop of this region. Prior to sowing, it is a common practice among farmers to soak the seeds in insecticides (which prevents the termites from eating the seeds) and then scattering (throwing by hand) the seeds in the field. This practice is locally known as 'Bichwa Gehu (wheat)'. These seeds need to be watered just after scattering so that they settle in the soil and the local wildlife is unable to feed on them. The insecticide itself is locally procured. These dead birds were a feast for neighboring mammals like Jackals, Indian Fox, Hyenas etc. and the dead rodents for snakes and birds. This deadly insecticide contaminates the food chain causing irreparable damage to the wildlife. The Village Wildlife Volunteers have once again been instrumental in bringing a faulty and dangerous agricultural practice to our notice. One that is not only detrimental to wildlife but humans too.

10. If you thought improvised explosive devices were only found in war zones like Iraq and Syria, think again! On the 22ndof December, VWV Babulal Gurjar, spotted many peacocks gathering at a single location. Suspecting foul play (no pun intended) he went over to the spot only to discover a crude gunpowder bomb. He informed his VWV coordinator at once as well as the Forest Dept. and appropriate action was taken. This Ganeshji Prasad type ladoo is actually a cruel bomb used by poachers to kill wild pigs. They wrap gunpowder and shrapnel with paper and place the deadly package inside a ball of dough. They place such bombs on the wild animals’ path, and to entice them further they spread wheat and other kinds of grain around it. Often, the bombs don’t kill wild animals but maim or disfigure them, condemning them to a slow and painful death. Such explosives are extremely dangerous for both humans and wildlife; therefore this was indeed a red-letter day for the VWV program.

11. On the 30thof December, VWV Harikesh Gurjar

spotted two suspicious individuals with two gunny sacks on their motorcycle loitering near his farm at 5 PM. Upon further enquiry, he observed a muzzle loading rifle on them and identified one of the individuals to be from the Mogiya Community (traditionally hunters). As if only to confirm his suspicions they quickly offered to sell the wild boar meat to him upon confrontation. Harikesh along with his fellow VWV Amarsingh Gurjar promptly called their Co-coordinator who in turn informed the Forest Department officials. The two poachers became nervous and fled the scene with Harikesh and Amarsingh in hot pursuit. The VWV Network in that area was alerted immediately. Babulal Gurjar who was watering his agricultural field joined the chase on his motorcycle as soon as he received the information. The chase lasted for around 1 hour. When the poachers understood that they have been trapped, they unloaded their contraband and fled. The VWV team showed exemplary courage and coordination to recover the wild boar meat. Harikesh’s positive identification of one of the poachers also led to a case being booked against him.

12. Also on the 30thof December, another VWV reported a gunshot near his farm and immediately suspected poachers on the hunt for Sambhar deer. This information was quickly shared with the Forest Department, which on investigation was able to recover most of the sambhar meat and body parts. Upon further investigation, 3 poachers were identified and one of them, Kailash Mogiya was promptly arrested. This quick and accurate intelligence shared by the VWV was crucial in nabbing the poachers and recovering the meat.

13. The VWVs employed 12 Cameras through a 20 day Camera Trapping Exercise. Their survey helped in identifying 10 tigers originating from Ranthambhore National Park on the periphery of the park. These tigers are- T-30 and her 2 Cubs, T-66, T-6, T-11 and her 2 Cubs, T-72 (Sultan), T-34, T-26.Sultan (T-72) who was untraceable for a few months(source of a big controversial conspiracy theory that was being perpetuated in both the local and national media) covered an incredible distance to explore new territories but was eventually identified back in Ranthambhore from a camera trap photograph, which was set up by VWV Bijendra Singh putting all further speculation to rest.

14. The 20-day camera trapping survey also revealed a lot of the otherwise elusive wildlife of Ranthambhore National Park. Rare species like Caracal (6 times), Desert Cat, Rusty Spotted Cat, Ratel (Honey Badger) etc. were all captured in the survey by VWVs.

Appreciation and Visits 1. Hon’ble Chief Minister of Rajasthan Smt.

Vasundhara Raje met with the Village Wildlife Volunteer Team on 30th July 2016. The VWVs explained their work and methodology in detail during the 30 min discussion. Smt. Raje was impressed by the work and dedication of the team and also by the VWV concept per se.

2. The Field Director of Desert National Park, Rajasthan Shri. Anup K. R. met with the VWVs to understand the concept and their working methodology. He was impressed by the high level of efficiency and accuracy of the information provided by the VWV Team
