MINUTES
1. Call to Order, Roll Call, Pledge of Allegiance
The meeting of the Village of Kildeer Board of Trustees was held on May 19, 2020, per
ordinance and broadcast via Zoom software, and pursuant to Governor Pritzker’s Executive
Order 2020-010, regarding the Coronavirus pandemic. The meeting was called to order by
Chief Village Officer Talbett at 7:35 p.m. and President Black joined the meeting at 7:36
p.m.
Upon roll call the following were present remotely: President Black, Trustees Johnson,
Kovanda, Liberatore, and Tarabein. Absent: Trustees Stavropoulos and Sokolowski.
Chief Village Officer Talbett was present at Village Hall and Police Chief Balinski attended
remotely.
2. Public Comments – The public had the opportunity to participate in the meeting and make
comments via Zoom, telephone, or email. No one submitted comments or joined the
meeting.
3. Consideration of Minutes - April 21, 2020
Motion by Trustee Tarabein, seconded by Trustee Johnson, to approve the April 21,
2020 Board Meeting minutes as submitted. Upon voice vote, all in favor.
4. President's Report
a. President Black reported that she participated in a conference call with Congressman
Casten in which federal assistance for lost sales tax revenue due to business closures
from the Coronavirus were discussed.
b. President Black participated in a virtual ribbon cutting at the grand opening of the
new restaurant in the Kildeer Village Square Shopping Center called Fresh Stack
Burger Company.
b. President Black reported on actions taken by the Lake County Municipal League
regarding the COVID-19 pandemic including a letter sent today to state legislators
requesting no reduction in Local Government Distributive Funds. At the next
meeting of the Lake County Municipal League President Black will obtain more
information about recovery from the Coronavirus and Governor Pritzker’s plan to
reopen businesses. Trustee Liberatore stressed the importance of helping local

restaurants and retailers in any way possible that would allow them to operate even
in a limited fashion and remain in compliance with the Governor’s order.
5. Consideration of Financial Reports by the Chief Village Officer
a. April Disbursement Report

Motion by Trustee Liberatore, seconded by Trustee Tarabein, to approve the
April Disbursement Report and the March Treasurer’s Report.
Upon roll call vote:
YES: 4 Trustees Johnson, Kovanda, Liberatore and Tarabein.
NO: 0
ABSENT: 2 Trustees Sokolowski and Stavropoulos.
6. Updates by the Chief Village Officer
a. Chief Village Officer Talbett provided an update on the Village response to the
Coronavirus pandemic. The summer road project was postponed due to the loss of
sales tax revue from businesses closed during the COVID-19 pandemic. A Build
Illinois grant will be pursued jointly with the Village of Long Grove to repave Cuba
Road. The Village Hall is open for business using social distancing and face masks.
Village business is also being conducted online and over the phone.

7. Police Activity Report
Chief Balinski presented the highlights of the activity report including police incident
reports, personnel, equipment, special events, and meetings attended. Various directives
were implemented in reference to police response to the COVID-19 pandemic. Staff has
been in contact with Federal, State and Local Agencies to determine best practices. Safety
measures are in place with Personal Protection Equipment (PPE) provided and the
disinfection of squad cars and the police station to protect staff. Although some calls for
police service are down due to the “shelter in place” requirement, domestic and mental health
calls for police assistance are increasing.

a. Consideration of Ordinance 20-O-010 to Amend Village Code 5-2-14 Regarding
Equine Animals
Motion by Trustee Tarabein, seconded by Trustee Kovanda, to approve
Ordinance 20-O-010.

ABSENT: 2 Trustees Sokolowski and Stavropoulos.
b. Consideration of Ordinance 20-O-011 to Amend Village Code 2-2-4 Regarding

Citizen Complaint Review
I conducted an annual review of citizen complaints against Kildeer Police Officers
Case Reports
This past month we saw an increase in reckless driving complaints and residential alarms.
Aggravated Assault w/Weapon – 21000 blk. of N Boschome Cir.
Officers responded to a call of a complaint that a resident threatened to shoot a person
while driving by his property. Officers spoke to two male individuals who stated they
were driving their landscape truck near the alleged offender’s home (Kildeer resident)
and were threatened with great bodily harm as the resident pointed a rifle at them. In
speaking with the alleged offender, he stated he thought the landscape truck drove onto
his parkway grass and yelled at the two landscapers. He denied pointing a weapon and
indicated that he had a cell phone in his hand. Our victims did not want to sign a
complaint. The alleged offender does have extensive criminal history and owns several
weapons, including a long rifle. Given the facts involved in this incident, we were able to
have the State Police revoke his Firearm’s Owner Identification card (FOID).
Threat – 20000 blk. of Rand Road
Our complainant reported that he felt that he was being extorted by the husband of a
female subject who he had an affair with several months ago. Apparently, a meeting took
place in the Whole Foods parking lot when a conversation took place about an exchange
of money for not telling the complainant’s wife about the affair. There were conflicting
stories and no one wanted to sign a complaint. No further action required.
Business Checks – various Shopping Centers in Kildeer
Our officers conducted several business checks throughout the day/night based upon the
recent events in Minnesota and Chicago. Numerous intelligence resources indicated that
our Best Buy and Nike were targets for possible Looting/Break-Ins.
Forgery – Whole Foods
It was reported that a female subject attempted to purchase several gift cards at the Whole
Food Store using a $100 counterfeit bill. When the store employee questioned the validity
of the money presented, the suspect grabbed the $100 bill and left the store.
Disorderly Conduct – 21000 W. Creekside Drive
A female resident reported that she received an Instagram message from an unknown
person who stated he had several nude photographs of our resident and threatened to post
the photos on various social media sites. Our victim did state that she has posted nude
photographs of herself on a few dating sites but has no idea who the person is that sent
the Instagram message.
Suspicious Circumstances – 22000 blk. of West Cuba Road
The principal of May Whitney School reported that while conducting “Virtual Training”
she noticed that a female student had what appeared to be a gun in her hand. Officers
went to the residence in Kildeer and spoke to the father and daughter who admitted that
they had a toy gun in their household. There was no threat of using the gun and the father
agreed to relocate the toy gun.
Suspicious Circumstances – 21000 blk. of Cliffside Drive
Officers responded to a complaint generated by two young female adults who indicated
that while walking on the roadway on Cliffside Drive at 1:30 in the morning, they noticed
a vehicle driving slowly in the area. Both victims thought they the vehicle in question
might have been following them while they were walking on the roadway. The area was
checked with negative results.
Outside Department Assist – Mundelein Police
Officer Wagner responded to an ILEAS call-out in Mundelein reference to a shooting at
their Walgreens Store. We assisted Mundelein officers with traffic control for less than
thirty minutes. One individual died as the result of a gunshot wound. The offender has
been identified.
Burglary – 20000 blk. Rand Road
It was reported that someone gained entry into the La-Z-Boy Store and stole a skid of
light fixtures. There was no indication of forced entry. Investigation to continue.
Traffic Crash/Theft – 21620 N. Stoneybrook Ct.
A teenage resident stated that he had made a prior arrangement for the sale of a pair of
Air Jordon Shoes for the amount of $225. The offender (teenager – Riverwoods) drove to
the above location and when the shoes were displayed, the offender stole the shoes,
entered his car and attempted to drive away. The victim attempted to stop the offender
and was struck by the offending vehicle. The victim was treated on scene. The offender
was identified and complaints will be signed.
Domestic/Child Abuse Investigation – 21000 blk. of N. Boschome Circle
Two reports were taken at the above location:
1st incident – The husband reported that his wife was drinking and under the influence of
drugs.
2nd incident – The wife reported that her young son was abused by his father
approximately three years ago. This case was reviewed at the Child Advocacy Center in
Gurnee and it was determined that the incident was “unfounded.”
Damage to Property – 23000 blk. of Sanctuary Club Drive
A resident of the Sanctuary Club reported damage to the fence that connects to the
Beacon Hill Subdivision. It appears that someone cut the fence to gain access to the
Sanctuary Club walking path.
Medical Assist – Northwest Community Treatment Center
Officers were requested to assist hospital staff for a psychiatric patient that refused to go
to the main hospital. After a lengthy period of time, the patient was transported to Good
Shepard Hospital.

A RESOLUTION REGARDING EXECUTIVE SESSION MINUTES
WHEREAS, 5 ILCS 120/2.06 requires the Village to semiannually review its closed
session minutes, to determine whether a need for confidentiality still exists as to all or part of those
minutes, and
WHEREAS, minutes that the Board deems are no longer required to be confidential shall
be made available for public inspection, and
WHEREAS, the Board has reviewed it’s closed session minutes.
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the
Village of Kildeer, Lake County, Illinois, as follows:
Section 1. The foregoing recitals are incorporated into this Resolution as findings of the
President and Board of Trustees.
Section 2. That the executive session minutes for the period from August 18, 2009 through
and including June 16, 2020 have been duly reviewed, pursuant to the requirements of the Open
Meetings Act. Be it further resolved that the Village President and Board of Trustees determined
that the need for confidentiality remains as to all of those minutes not previously released.

A RESOLUTION TO EXTEND AN
EMERGENCY DECLARATION IN RESPONSE TO THE COVID-19 VIRUS
WHEREAS, a respiratory virus known as COVID-19 is highly contagious and infecting
people world-wide causing a significant number of deaths; and
WHEREAS, on March 9, 2020 Illinois Governor Pritzker declared a state-wide disaster
and issued Executive Order 2020-10 requiring social distancing, sheltering in place and the
closure of non-essential businesses to slow the spread of the virus, which Order was repeatedly
reissued and extended to June 27, 2020; and
WHEREAS, on March 11, 2020, the World Health Organization characterized the
COVID-19 outbreak as a pandemic; and
WHEREAS, on March 18, 2020 Village President Nandia P. Black determined that it
was necessary in response to COVID-19 to take measures to protect public health and ensure
that essential Village employees are able to carry out critical Village functions and issued an
Emergency Declaration, a copy of which is attached hereto and marked as Exhibit A; and
WHEREAS, the Emergency Order was repeatedly reauthorized by the Village President
and Board of Trustees; and
WHEREAS, by June 12, 2020 over 9,000 cases of COVID-19 and over 340 deaths were
reported in Lake County and instances of the disease are still increasing.
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of
the Village of Kildeer, Lake County and State of Illinois, as follows:
Section 1. The foregoing recitals are incorporated into this Resolution as findings of
the President and Board of Trustees.
Section 2. The President and Board of Trustees hereby declare that the state of

PROCLAMATION DECLARING A LOCAL STATE OF EMERGENCY
IN THE VILLAGE OF KILDEER
Under authority of Illinois Compiled Statues 20 ILCS 3305/11, the Illinois Municipal Code
Section 5/11-1-6 and the Kildeer Municipal Code, I, Nandia P. Black, Village President of the
Village of Kildeer, upon joint recommendation by the Chief Village Officer and Emergency
Management Agency, and at the direction of the Village of Kildeer Board of Trustees, do
hereby proclaim that a disaster emergency exists in the Village of Kildeer due to the following
reasons:
Over 9,000 confirmed cases of the COVID-19 virus have occurred within Lake County and
over 340 people have died from the disease. The Governor of the State of Illinois ordered the
closure of non-essential businesses, and that people practice social distancing and shelter in
place to minimize the spread of this highly contagious virus which continues to present an
imminent threat to the health and safety of residents of the Village of Kildeer. Emergency
procedures and protocols implemented by the Village President on March 18, 2020 to facilitate
decision making across the Village and allow expedited procurement continue to be necessary.
This emergency will exceed the Village of Kildeer’s available personnel and financial
resources, and therefore funding and resources from the County, State, and/or Federal
Government will be necessary to mitigate the disaster.
The Chief Village Officer is ordered to proceed with all haste to bring said disaster emergency
to a rapid conclusion for the best interest of the residents of the Village of Kildeer and pursuant
to the Illinois Emergency Management Agency Act and the Village of Kildeer’s Emergency
Management Agency ordinance.
The Emergency Management Director and Chief Village Officer shall have all the powers and
authorities conferred by Chapter 2.34 of the Kildeer Municipal Code to respond to the COVID-
19 pandemic.
This proclamation is a continuation of the Emergency Declaration dated March 18, 2020 and
shall continue until such time as provided in Kildeer Municipal Code Title 2 Chapter 4. This
Declaration of Local State of Emergency shall be filed with the Village Clerk as soon as is
practicable.

A RESOLUTION TO EXTEND AN
EMERGENCY ORDER IN RESPONSE TO THE COVID-19 VIRUS
WHEREAS, a respiratory virus known as COVID-19 is highly contagious and infecting
people world-wide causing a significant number of deaths; and
WHEREAS, on March 9, 2020 Illinois Governor Pritzker declared a state-wide disaster
and issued Executive Order 2020-10 requiring social distancing, sheltering in place and the
closure of non-essential businesses to slow the spread of the virus, which Order was set to
expire March 31 but was extended to April 30; and
WHEREAS, on March 11, 2020, the World Health Organization characterized the
COVID-19 outbreak as a pandemic; and
WHEREAS, on March 18, 2020 Village President Nandia P. Black determined that it
was necessary in response to COVID-19 to take measures to protect public health and ensure
that essential Village employees are able to carry out critical Village functions and issued an
Emergency Declaration 2020-01; and
WHEREAS, by June 13, 2020 over 9,000 cases of COVID-19 and over 340 deaths were
reported in Lake County and instances of the disease are still increasing; and
WHEREAS, on April 14, 2020 the Lake Zurich Rural Fire Protection District, which
includes a large portion of Kildeer, banned open burning to help protect people with respiratory
problems from the risk of infection by the COVID-19 virus and said ban remains in place.
WHEREAS, the Emergency Order was repeatedly reauthorized by the Village President
and Board of Trustees.
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of
the Village of Kildeer, Lake County and State of Illinois, as follows:
Section 1. The foregoing recitals are incorporated into this Resolution as findings of
the President and Board of Trustees.
Section 2. The President and Board of Trustees hereby declare that the state of
emergency continues to exist within the Village of Kildeer due to COVID-19.
Section 3. The President and Board of Trustees hereby approve Emergency Declaration
2020-02 and direct the President and Village Clerk to execute the agreement on behalf of the
Village.
Section 3. This Resolution will be in full force and effect from and after its passage and
approval.

EXECUTIVE ORDER IN RESPONSE TO COVID-19

WHEREAS, on March 18, 2020 Village President Nandia P. Black determined that it was
necessary in response to COVID-19 to take measures to protect public health and ensure that
essential Village employees are able to carry out critical Village functions and issued Executive
Order 2020-01, a copy of which is attached hereto; and
WHEREAS, on April 13, 2020 the Lake Zurich Rural Fire Protection District, of which the
Village of Kildeer is a part, issued a ban on open burning to minimize risks to residents with
respiratory problems from COVID-19; and
WHEREAS, by April 14, 2020 1,641 cases of COVID-19 and 56 deaths were reported in Lake
County and instances of the disease are still increasing.
WHEREAS, it is necessary and appropriate for the Village to immediately take measures to
protect the public’s health in public spaces in response to COVID-19;
WHEREAS, it is necessary to take measures to ensure that essential Village employees are
able to carry out critical Village functions effectively and safely; and
THEREFORE, by the powers vested in me as the President of the Village of Kildeer, and
pursuant to Village Code 2-4, I hereby declare that a state of emergency exists within the
Village of Kildeer and order the following:
Section 1. The Village Hall and all public lobbies, offices and meeting rooms in public
buildings are hereby closed except for essential services which shall continue to be provided.
In the event that in-person service is needed, residents are to schedule an appointment using the
telephone number provided on the Village website.
Section 2. All activities of door-to-door soliciting are hereby prohibited until further notice.
Section 3. The Village of Kildeer shall not issue permits for the burning of landscape waste.
Section 4. This Executive Order shall expire not later than the adjournment of the first meeting
of the Corporate Authorities after the date of this Order unless terminated by Proclamation of
the Village President or unless amended or extended pursuant to the Village Code.
