4.5 Annual State of the Village Address – Village President Robert E. Lee, Jr.

President Lee thanked Administrator Espiritu, Assistant to the Administrator Miller, and staff for putting the Annual State of the Village Address together. A special thank you to Assistant to the Administrator Miller for assisting President Lee on the robocall (message service to our residents). So far 20 weeks of robocalls have been sent to residents providing updates on Covid-19 and information that needs to be shared with the residents. Assistant to the Administrator Miller also is timely on all social media postings and on the phone guiding residents. Thank you to all the residents that volunteered during this time delivering groceries and medicines, making masks, etc. Covid-19 Response Declared state of emergency in Village of Berkeley in March to “flatten the curve” Coordination with government partners on closings as part of Governor’s shelter-in-place order Weekly robocalls and social media updates on unemployment and other assistance Continued to promote Berkeley businesses through weekly robocalls Calls and communications to Berkeley businesses regarding federal and state programs Updated code to allow for outdoor seating at bars and restaurants Helped Berkeley businesses procure temperature check machines Waived late fees on utility bills and tickets & temporarily halted utility shutoffs Educated community as we transitioned to different Restore Illinois phases Dealt with a Village employee getting and eventually recovering from Covid-19 Reopened Village Hall with face covering requirements and limitations on lobby capacity Canceled Village-sponsored summer events Coordinated volunteer pool to deliver groceries and medications Berkeley residents made face coverings and we delivered to residences 114 positive cases with an infection rate declining to 11.5% from 36% No reported deaths in Berkeley due to Covid-19 Recession Financial Plan Because of the decline in revenues for example permits, video gaming, income, sales, property taxes, the plan is to liquidate investments for available cash, hold off on major purchases, not fill current vacancies (temporary hiring freeze): Finance Director, Building Commissioner, Executive Assistant Deputy Fire Chief, PT Code Enforcement Officer, PW Laborer, Police Officer, PT Office Assistant. 9.1.1 Trustee Liaison Report – Trustee Graf-Stone reported that the team is very busy. Additional time has been spent working with the Tollway Project, they are finishing up the audit and completing review over the upcoming week which in terms be presented to the Board sometime in October. Thank you to the staff for keeping the Board, employees, and residents updated on the pandemic situation. Thank you to the Public Works for helping the Garden Club, thank you to the Fire Department for helping the Garden Club with their water. The Garden Club and Trustee Graf-Stone are working on signage for the club.

9.2.1 Trustee Liaison Report – Trustee Salemi informed the Board that the Tollway Project and the Audit are priority and extra time are being spent on them.

9.3 Police and Property Maintenance (Chair – Trustee Salemi; Co-Chair

Trustee Hammar) 9.3.1 Trustee Liaison Report – Trustee Salemi turned the floor over to Police

Chief Larem, who reported that the Police Department has seen an increase in crime in the surrounding area. Police department has and continue to do good work over the year. They make their presence known all over the town. In discovering 8 guns proves they are doing their job well. Police are addressing the speeding cars and trucks that are going through Berkeley, especially Taft and other small side streets. Police Department are working with neighboring Police Departments to address issues that affect the Village of Berkeley and all of the neighboring towns. Saturday meeting at 8:00 am for Day of Service.

9.4.1 Trustee Liaison Report – No report 9.4.2 Motion to Approve a Resolution Waiving Competitive Bidding and

This motion will be held over to the next Board meeting. Must have 2/3rd of the Corporate Authorities (4 trustees) to approve waiver of competitive bidding.

Grenier) 9.5.1 Trustee Liaison Report – No report. 9.5.2 Discussion on the Regional Transportation Authority Access to Transit

Program Grant Award for Phase I Engineering to Install Sidewalks to Areas East of Wolf Road Administrator Espiritu led the Board in a discussion regarding installing sidewalks east of Wolf Road. He informed the Board that a grant has been awarded to the Village of Berkeley for Phase I engineering. This grant would cover the first step of planning to install sidewalks (researching if it is feasible to install sidewalks in this area). This is the first time that RTA is offering a Phase One Engineering grant. There will be a public meeting in the future to ask the residents on the East Side of Wolf Road if they want sidewalks installed. Superintendent Wagner informed the Board that where the process begins with Baxter and Woodman, when they will reach out to the residents is after they have done some of the exploratory research. An open house after the first year may occur to give residents information, as well as get their input.

9.6.1 Trustee Liaison Report – Trustee Perez informed that the Neighborhood Watch Executive Board meeting took place on Monday. They asked how many people can meet in the Village Hall? The response is “39 people can gather in the Village Hall”. They will contact Assistant to the Administrator Miller for guidance when they are ready to meet. Neighborhood Watch received a grant from the DeVry Education Group for $500 grant to use as they see fit. Neighborhood Watch would like to coordinate with the Library a day for mask giveaways. Some members of the Neighborhood Watch will try to volunteer for the Day of Service. The resident that had a fire is grateful to all those who volunteered and helped remove items from his home and load the truck. The Lion’s Club will be meeting on the 18th, however they are not sure if it will be in person.

11 Village Administrator – Covid-19 Response Update: 116 positive, Infected rates lowered

to 11.21%. Continue to be practice safety.

13 Public Comments and Questions Dan O’Connell, Berkeley resident – Regarding the letter sent to him, it indicated that he needed to opt in to join the electric company versus opting out which is how it should be. He will give a copy to the Village to look into this. Mark Vought, Berkeley resident – Mr. Vought brought attention to the large 18 wheelers speeding through Taft Ave. The trucks may be part of the problems for leaks in water sewer lines. Greg Gordon, Berkeley resident - Mr. Gordon brought attention to the large 18 wheelers speeding through Taft Ave. The trucks are causing many branches from his tree to fall on street. Robert Taylor – Hillside resident - Mr. Taylor brought attention to the large 18 wheelers speeding through Taft Ave. Informed the Board they will also attend the Hillside Board meeting to address the same. Phil Hill – Berkeley resident – also attended meeting with the above residents.

Village Administrator Rudy Espiritu worked on the following items during the month of July: • Hosted a virtual meeting with School District 87 Superintendent Bresnahan, Library Director Cox

and Park District Director Graham on reopening plans and intergovernmental collaborations • Met with purchaser of 5729 St. Charles Road. He plans to keep the property a tax office but is

interested in retail, which would require a rezoning to B-1 • State of the Village PowerPoint with ATVA Miller for presentation by the Mayor at Board meeting

and Chamber of Commerce meeting • Calls with Trustee Graf-Stone and ATVA Miller on Administration, Zoning and Technology • Two intergovernmental agreement calls with Tollway representatives and Attorney Smith • Numerous discussions with Mayor Lee and Attorney Smith regarding Tollway IGA • Contacted State Rep. Chris Welch about $175,000 being allocated to Berkeley as part of the state

capital bill. Was told DCEO has not yet released this funding because of State revenue issues • Worked on getting the letter of intent and purchase agreement executed for 5829 Electric with

Attorney Smith and seller’s attorney • Reviewed and edited a Village Coronavirus Response Plan drafted by ATVA Miller • Discussion with IRMA staff regarding a possible workers compensation settlement • Correspondence with our Metra representative and PW Supt. Wagner about light fixtures that

needed to repaired at the Metra lot because they pose a safety risk. Metra has agreed to replace the light fixtures.

• Spoke to our Comcast representative regarding an updated franchise agreement along with ATVA Miller. There are still outstanding issues that we have not been able to work out.

• Separate staffing discussions with ATVA Miller, Office Manager Hurley and PW Superintendent Wagner

• Examine and discussed the required submittal from Mittera as part of their redevelopment agreement with the Village

• Correspondence with ComEd regarding a water main line that required an emergency repair. ComEd agreed to reimburse the cost of this repair to the Village.

• Call with an architect representing a potential buyer for 5440 St. Charles Road. Buyer is looking to build 8-residential units similar to what was approved by the Village Board in January 2018

• Audit update conference call with ATVA Miller, Sikich and Lauterbach & Amen

revenues • Monthly grant meeting with ATVA Miller, PW Supt. Wagner and SPC Marino • Reviewed and edited the script for Mayor’s weekly robocall, along with ATVA Miler • Weekly calls with a fellow through NIU working on a popular annual financial report (PAFR) for

the Village through a program through the Emerging Local Government Leaders (ELGL)/Government Finance Officers Association (GFOA) PAFR Fellowship Program

• Represented the Village at the North Central Council of Mayors Transportation Committee meeting through Zoom

• Participated in the Metro Manager Executive Board meeting through Zoom

ASSISTANT TO THE VILLAGE ADMINSITRATOR SNAPSHOT

Assistant to the Village Administrator Justyn Miller worked on the following items during the month of July:

• Continued publishing information regarding the Village response to the Coronavirus pandemic through the website and Facebook.

• Continued coordination and publishing of weekly robocall update with Mayor Lee about the Coronavirus.

• Began research and development of Village-wide Coronavirus Response Plan. • Transitioned back to in-person Village Board meetings. • Finalized and completed MFT audit with the Illinois Department of Transportation (IDOT). • Continued to coordinate and oversee the Village’s audit process. • Continued negotiation with Comcast on the Village’s Franchise Agreement. • Participated in monthly grants meeting and continued researching potential grant funding

opportunities for Village projects. • Participated in training provided by IRMA and ILCMA • Helped Village effort in beginning to coordinate FEMA and CARES Act grant funding

reimbursement process for Village Coronavirus related expenses. • Sent information and talking points to Village Trustees regarding the Board Liaison Program. • Participated in internal discussions regarding a Code Enforcement Issue. • Initiated outreach to ELGL PAFR Fellow. • Worked on State of the Village Presentation for the Mayor. • Continued to field a few inquiries regarding the Village’s Green Electrical Aggregation Program. • Addressed a potential issue for the Village’s Garden Club. • Updated Village liability waiver for upcoming Village events.

SPECIAL PROJECTS COORDINATOR SNAPSHOT

Special Projects Coordinator Jim Marino worked on the following items during the month of July: ADMINISTRATION:

• M&O Environmental Company completed asbestos abatement for the property at 1812 N. Taft Ave. (Pet Celebrations). Crunch, Inc. will come on site to complete the demolition and excavation beginning Monday 8/3.

• The Village was awarded an RTA Access to Transit Grant for the Phase I engineering of the sidewalk improvement project. I contacted Baxter & Woodman the engineering firm that will be executing the Phase I engineering for the sidewalk improvement project.

• The following three commissioners accepted their reappointments and were sworn in at the July 21st Board Meeting.

o Patrick Hurley - Planning & Zoning Board o Art Rubel - Planning & Zoning Board o Pamela Kollman – Police Pension Board

• I worked with the Village Accountant preparing grant information for the current Village audit. • I requested the front office thermostat to be enabled from Trane so the main office staff can control

their temperature. • Anderson Pest Control come out to address a gnat problem in the women’s bathroom on the main

floor. • I put together a spreadsheet to chart the purchases related to the COVID-19 response, this will be

used to request reimbursements from FEMA and Cook County CARES Act. • I prepared an IT surplus equipment ordinance that was sent on to the Village Attorney for review. • Started work on the Berkeley Connects Sept/Oct/Nov Edition 2020 due in the resident’s homes by

September 1st. • POLICE DEPARTMENT: • The auction began on the Public Surplus site for the two 2013 Black Tahoe’s Police Squads, they

will be offered for 21 days. Also, a Hilti angle grinder and Hilti ½ X 6 masonry drill bits were placed on the auction site.

• FIRE DEPARTMENT: • The auction began on the Public Surplus site for the Fire vehicle a 2007 White Tahoe, it will be will

be offered for 21 days. • The backflow preventer for the VH sprinkler system is leaking, I meet with Mike Kuryla to identify

the problem, and Assistant Chief McManus will arrange to have repaired.

RE: Fiscal Year 2020 & 2021 Revised Motor Fuel Tax (MFT) Resolutions

Background Upon completing the Motor Fuel Tax (MFT) audit with the Illinois Department of Transportation (IDOT), it was discovered that the Village needed to revise its’ estimated Fiscal Year 2020 and 2021 Resolutions regarding general maintenance activities. The annual Alley Project was included on both resolutions by mistake. IDOT has asked the Village to submit revised resolutions for both fiscal years. At the beginning of each Fiscal Year, a resolution is passed by the Village Board indicating the budgeted amount of MFT funds that will be expended on general maintenance activities. Previous Action Previously, the Village Board approved the Fiscal Year 2020 resolution at their September 9, 2019 meeting and the Fiscal Year 2021 resolution at their June 16, 2020 meeting. Recommendation Staff Recommends a Motion to approve Revised Resolutions for Maintenance of Streets and highways by Municipality under the Illinois Highways Code for Fiscal Year 2019 – 2020 and Fiscal Year 2020 – 2021. Budgeted Amount In Fiscal Year 2020, $75,000 of MFT funds were budgeted for general maintenance activities. In Fiscal Year 2021, $40,000 of MFT funds are budgeted for general maintenance activities. RE: Discussion on Video Gaming Terminal Fees

Background

The Village of Berkeley requires establishments allowed to have video gaming terminals to obtain a video gaming terminal permit from the Village and Cook County. The fee per video gaming terminal is $1,000, which has historically been paid by the establishments which host the video gaming terminals, though the Annual Fee Schedule places the cost on video game terminal operators. The Village’s intent is that the majority of this fee be paid by the video gaming terminal operators, which are large corporations which own the terminals, and not the establishment, which are local businesses which host the terminals.

The Village was recently approached by the owners of Rocky’s Gyros and Coaches Sports Bar requesting that the terminal fee be paid exclusively by the terminal operators rather than the local establishments. The Village Attorney has advised that video gaming terminal operators may be charged a permit fee per the Illinois Appellate Court in Accel Entertainment Gaming, LLC v. Village of Elmwood Park, 2015 IL App (1st) 143882.

To clarify the Village’s intent regarding this fee, staff recommends that Section 4-2-13.A. of the Village Code be amended as follows, with additions being underlined, along with other related amendments in Chapter 4-2 of the Village Code and the Annual Fee Schedule:

It shall be unlawful for the licensee of any licensed premises to operate a video gaming terminal who has not also obtained approval for the operation of video gaming terminals from the State of Illinois, and who has obtained a video gaming terminal establishment permit sticker from both the County and the Village. It shall be unlawful for a video gaming terminal operator to own or place a video gaming terminal that is operated in the Village who has not also obtained a license for the ownership and / or placement of the video gaming terminal in the Village from the State of Illinois, and who has obtained a video gaming terminal operator permit sticker from the Village for the video gaming terminal.

The Annual Fee Schedule would be amended by deleting the current language regarding video gaming terminals and adding the following, to clarify that an establishment will only pay a nominal

amount ($100) per terminal for its permit sticker and the operator will pay a substantial amount ($900) for its permit sticker:

Previous Action

None. This has been brought to the Board through a request from Rocky’s Gyros and Coaches Sports Bar.

Recommendation

It is the recommendation of Village staff that the Village Board of Trustees discuss amending the Annual fee Schedule where the $1,000 video gaming terminal fee would be split between the operator ($900) and local establishment ($100). If the Board is in agreement, staff will then contact the local establishments and seek their input about the change. If they are supportive of this change, then staff will bring back an ordinance amending the Annual Fee Schedule for formal adoption by the Village Board.

Budgeted Amount

Each video gaming establishment pays $1,000 per video gaming terminal to the Village.

Hi Rudy, As per our discussion, I would like to the board to consider changing the ordinance of the Video Gaming yearly license fee. In the past, the fee was split 50/50 between the establishment and the terminal operator ( $500/$500). New laws set by the Illinois Gaming Board put those fees on the establishment. A few municipalities are adopting that the ordinance of their towns be changed to a " Terminal Operator Fee" in which the terminal operator is 100% liable for the yearly fee. This would help all establishments in Berkeley, not only mine. I talked to Coaches Sports Bar and they are fully in agreement. Let me know if you have any question. Monthly Report for July 2020

This report summarizes the activities and services provided by the Berkeley Police Department for the month of July 2020. The statistical information is compiled from the number of received calls for service/dispatches, patrol officer initiated activities, investigative reports, code enforcement activity and other data gathered throughout the month.

Patrol Response

Berkeley Police responded and/or initiated 759 Incidents.

Of those 759 incidents, Berkeley Police had 101 arrest charges. 14 of those 101 arrest charges resulted in the Administrative Towing of vehicles.

Berkeley Police issued 199 citations and 98 warnings.

• 78 state traffic citations for moving violations • 121 local ordinance/parking citations

Berkeley Police handled eight (8) motor vehicle crashes in the Village, none of which involved personal injury.

Investigative Activity

The following is a summary of some of the major cases the police department was investigating during the month of July.

Open Cases:

Investigators were actively working nine (9) open cases during the month of July.

Closed/Cleared Cases:

20-3866- Criminal Damage to Motor Vehicle: On 7/5/2020 at contact was made with the victim of a criminal damage to motor vehicle. Victim was advised that the investigation had determined that his daughter was the likely offender. Victim was advised that efforts would be made to locate his daughter for an interview regarding the incident. The victim stated that he no longer wished to pursue criminal prosecution for the incident. Victim was advised that the case would then be closed due to the fact that he no longer wanted to sign complaints. The case was closed due to lack of victim cooperation in seeking criminal prosecution.

20-4396- Death Investigation: Follow up to original case 20-4396 (ME case# 20-8725) in regards to a death investigation at 5810 St Charles Road #2E Berkeley IL 60163. Cook County Medical Examiner’s determined the cause of death to be "Natural" and the result of Hypertensive Cardiovascular Disease and Chronic Ethanolism. Due to the fact that there was no foul play or a manner of death that would require further investigation this case was closed as of 7/22/20.

19-10698 – Fraud: The victim in the case was fully reimbursed by her banking institution and all the information gathered by the Berkeley Police Department was forwarded to Detective at the Plainville Police Department in the State of Connecticut. The victim’s company whose checks were fraudulently used in the case is based out of Connecticut and is being investigated by authorities in that jurisdiction.

Suspended Cases/Arrest Warrants: 19-11491 – Aggravated Fleeing & Eluding: On 11/08/19 Berkeley Officers were flagged down by a victim who stated her grandson smashed her window in Hillside, IL while chasing her from Bellwood, IL. Officers located the suspect’s vehicle and attempted to stop it at which time he fled from officers in the vehicle and later on foot eventually making good on his escape. The case was suspended pending DNA evidence from blood collected within the vehicle.

19-7025 – Theft Over $500: An employee stole $1,470.00 while working at Dollar General and has not returned to work since. Multiple attempts have been made to locate the offender with negative results. A $1,000 D felony arrest warrant was obtained on 7/22/19.

19-2367 – Aggravated Fleeing/Leaving the scene of an accident: Two arrest warrants were obtained for the offender on 03/27/19 (Agg. Fleeing $10,000 D & Leaving the Scene $20,000 D). Offender July be living in Chicago (4th Dist.) or Elkhart, IN.

Background Check:

Background checks were conducted on one potential part-time patrol officer.

Code Enforcement Activity New Cases:

For the month of July, Code opened approximately forty-five (45) new cases.

RE: Emergency Repair Engine 351 Background

The Fire Department follows a preventative maintenance inspection program for its vehicles based upon on a schedule. Late last year, corrosion on Engine 351’s vehicle sub frame was discovered that could allow the body and water tank to possibly shift causing major damage and injuries if vehicle was on the road. This is considered a major repair for this vehicle and unfortunately it was not easy to receive an estimate for the repair cost. Due to the complexity of the repair, an estimate could not be given until the repair work was started. Some of the repair work included the repair of a body side panel and the replacement of a body mounting frame for the water tank. Engine 251 was repaired but repairs took almost four months to complete.

Recommendation

Staff recommends the payment of $28,362.02 for the repairs that are completed. Approval from the Village Board is required because the cost is over $20,000.00.

A RESOLUTION WAIVING COMPETITIVE BIDDING AND AUTHORIZING PAYMENT TO CERTIFIED FLEET SERVICES, INC. FOR EMERGENCY REPAIRS

TO FIRE DEPARTMENT ENGINE 351 IN THE AMOUNT OF $28,362.02 WHEREAS, the Village of Berkeley (“Village”) is a duly organized and validly

existing home-rule municipality created in accordance with the Constitution of the State of Illinois of 1970 and the laws of the State; and WHEREAS, the Village follows a semiannual preventative maintenance inspection program for its Fire Department vehicles, including Engine 351; and WHEREAS, Engine 351 is critical to protecting the health, safety and welfare of Village residents, businesses and the public at large; and WHEREAS, the Village was notified during an inspection of Engine 351 that the vehicle’s body sub-frame had corroded and Engine 351 would be further damage if repairs were not made immediately, and that such repairs are required to keep Engine 351 in-service with the National Fire Protection Association’s “Apparatus Standards;” and WHEREAS, special equipment, facilities and expertise are required to perform the emergency repairs on Engine 351 and Certified Fleet Services, Inc. (“Contractor”) performed the repairs on Engine 351 on an emergency basis (“Project”); and WHEREAS, the Contractor completed the Project at the cost of Twenty-Eight Thousand Three Hundred Sixty-Two and 2/100 Dollars ($28,362.02) as set forth in the “Invoice” attached hereto as EXHIBIT A and made a part hereof (“Invoice”); and WHEREAS, the Village has the authority to approve and pay the Invoice pursuant to its home rule authority, and the President and Board of Trustees of the Village find that paying the attached Invoice is in the best interests of the Village and its residents; NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF BERKELEY, ILLINOIS AS FOLLOWS: SECTION 1: Incorporation. That each Whereas paragraph above is incorporated by reference into this Section 1 and made a part hereof as material and operative provisions of this Resolution. SECTION 2: Waiver of Competition Bidding; Approval and Execution. That the President and Board of Trustees of the Village waive competitive bidding for the Project and authorize the execution of, and payment of the Invoice, and authorize and direct the Village President, the Village Administrator and the Village Clerk, or their

designees, to execute and deliver all instruments and documents that are necessary to fulfill the Village’s obligations under the Invoice. The President and Board of Trustees of the Village find that all purchasing requirements were and have been met with respect to the Project. Further, the President and Board of Trustees of the Village authorize and direct the Village staff to take all actions that are necessary to comply with all of the applicable obligations of the Village under the Invoice. SECTION 3: Severability. That if any Section, paragraph or provision of this Resolution shall be held to be invalid or unenforceable for any reason, the invalidity or unenforceability of such Section, paragraph or provision shall not affect any of the remaining provisions of this Resolution. SECTION 4: Repeal. That all resolutions, motions or parts thereof in conflict with this Resolution shall be and the same are hereby repealed. SECTION 5: Effectiveness. That this Resolution shall be in full force and effect upon its adoption and approval according to law. ADOPTED this 4th day of August, 2020, pursuant to a roll call vote of the President and Board of Trustees of the Village as follows:

Below is an accounting of the key items that the Public Works department addressed during the previous month. If you would like any further information regarding the items described, please feel free to contact me for additional details. 1812 TAFT DEMOLITION PROJECT

• The building was promptly demolished August 3rd and was returned to level ground by August 7th. The fencing surrounding the area is scheduled to be removed by August 17th. Public Works will roto-till the property to seed for grass as soon as time allows.

ANNUAL SIDEWALK REPAIR/REPLACEMENT PROJECT

• Approximately 50 sidewalk squares were removed and replaced the week of August 10th. This portion of the project is addressing sidewalk squares east of Wolf Road as well as the area between Wolf Road and Taft Avenue.

WATER MAIN LINING PROJECT – ELM AVENUE • Fer-Pal completed its lining operations of the Elm Avenue water main project the week of

August 10th. Public Works staff has been reconnecting watermain access points along the way and hopes to switch residents back over to the newly restored main by August 31st.

GRIND AND PAVE – ALLEY PROJECT • Adjustments were made to the alley off of Bohlander to address standing water August 7th.

August 10th Public Works staff dumped 300 gallons of water into the alley to test for ponding. This test showed that the area had been successfully adjusted. It has been recommended to Civiltech that the project move toward closeout for final billing.

ANNUAL VILLAGE-WIDE LEAK DETECTION SURVEY • Associated Technical Services (ATS) began our annual Village-wide leak detection survey to

locate any possible non-surfacing water main and service leaks within the system on July 10th. July 27th through 30th, ATS discovered seven non-surfacing leaks that Public Works will seek to repair or contact residents to repair as soon as time allows.

AUGUST 10, 2020 STORM REPORT

• On August 10th, 2020, the Village of Berkeley suffered a blast of rain and high winds reaching upwards of 70 mph in our area. Tornadoes were confirmed in nearby Wheaton, Villa Park, Lombard and Chicago. Approximately half of the town experienced tree damages that will

keep the department busy for weeks to come. Progress through the community is detailed below:

August 10 – Clear streets for emergency vehicles, open driveways and remove branches from cars and homes where power lines were not tangled in the debris.

August 11 – Removed brush in the 1100 block of Victoria, 1100 block of Arthur, the 5900 & 6000 blocks of Park, all of Richard and all of Chicago.

August 12 – Removed brush in the 1100 block of Herbert, 1100 through 1300 block of Taft, all of Superior, 5800 and 5900 block of Huron and Arthur south of Chicago.

August 13 – Removed brush in the 1300 block of Ashbel, all of Howard, all of Irving and the 1200 through 1300 blocks of Hillside.

WATER METER REPLACEMENT PROJECT • There are 28 known meters left to be installed within the project. Occupied homes had been

previously given a deadline of March 23rd to comply with our final request to schedule a time for replacement or have their water turned off for non-compliance, but due to the Covid-19 pandemic, shut-offs were not initiated.

DAY-to-DAY

• Working with four different property owners seeking compliance related to the repair of private sanitary laterals causing sinkholes in the street or parkway. The properties at Ridge, Taft and Lind have all completed repairs. The property at Lee still has not completed repairs.

• Removed tree at the north end of Calvin to facilitate ComEd pole installation operations. • Worked with Special Projects Coordinator Marino to create RFPs for the Public Works

Department.
