parking Charges proposed in WelwynPlans have been proposed by Welwyn Hatfi eld Borough Council (WHBC) to introduce parking fees and restrictions for the car parks within Welwyn Village. The proposal would see the 100 or more currently free parking spaces being paid for, specifi cally the High Street and Lockleys Drive car parks. Residents could also be forced to buy parking permits.
WHBC claim that these measures are to alleviate ongoing parking issues in the village and that the long term aim is to support the local businesses and protect residents parking, whilst increasing the availability of short term spaces for shoppers.
Locals fear that this will be the death of the village, it will actually reduce the number of visitors and will have a knock on effect on the local businesses. Many of the surrounding villages use the high street on a regular basis, the doctors surgery alone has a large catchment area. This is perceived by many as just another means by which the Council collect a stealth tax, when they should be squeezing out waste and ineffi ciencies.
The revenue from the parking could earn WHBC £20,000 a year. In the Cotswolds a few weeks back, campaigners forced council chiefs to scrap car parking charges after 3,000 people signed a petition and Cirencester Town Council threatened a judicial review claiming the proposals were illegal. (It is illegal to profi t from parking charges).
In response to the proposals, Welwyn Parish council have formed a working group with some of the local businesses to try and come up with an alternative. There are posters in all of the shops on the high street, a website has been setup and a written letter has been sent to David Cameron. A petition with 3,500 signature was handed to the Mayor of Welwyn Hatfi eld and the Chief Executive of the Borough Council on 23rd September.
Parish Councillor Bob McKay told us, “This is technically, morally and procedurally wrong. It is against localism, the big society and everything that central government wants to happen. All of the local businesses feel the same way and the whole village is completely opposed to this!”
We believe that this has much wider implications as WHBC have stated that this is the template for rolling car parking charges out across all Borough Council owned car parks.”
Welwyn Hatfi eld MP, Grant Shapps confi rmed that he is committed to working to try and bring this situation to a successful conclusion.

The working party would be pleased to hear from anyone outside of Welwyn Village who has not been informed. They are also looking for volunteers to help distribute information. We will keep you updated on progress.

The school is an asset to the village but as a small school, state funding continues to be limited. Now, whether you consider cigarettes and smoking are a big part of your life, or
not, it doesn’t really matter, if you have to have that first smoke of the day, every day, you are addicted. Smoking is ruling your life whether you like it or not.
It is a habit, constantly there, reminding you that you need to light up throughout the day. That you need to go out, hover in a sheltered corner in the rain and cold, walk away from a good conversation, isolate yourself. I am sure I don’t need to tell you this.
If you think about it smoking has actually become a huge part of your life – your day revolves around where you can smoke and where you can’t, how many you have left, when you need a smoke, and why you need to smoke. You know you use it to calm down, to get away from difficult situations, to think, to clear the air, to relax, to accompany a drink, and so on.
You may be aware of the smell of smoke in your hair, your mouth,
your clothes. It’s something you are continually covering up. And if you think you can smoke secretly, think again, others do know you smoke, they can see and smell acutely.
You also know that if you haven’t talked about giving up at some stage then someone close to you probably keeps reminding you that you should. This, of course, makes you dig your toes in. No one likes being told they should do something.
I should point out here that nicotine is one of the most poisonous substances known to man. The nicotine extracted from one cigarette and injected directly into the vein will kill in seconds. It is enough to kill a horse. Yet, nicotine is just one of the many toxic substances, including arsenic, cynanide, carbon monoxide, and prussic acid, in a cigarette.
Believe it or not a smokers body is in constant stress. It is continually trying to fight off these substances and it is continually being fed them. It gets no time to relax. Nicotine is a vaso constrictor, arteries narrow and
the heart has to work much harder to push the blood around, getting vital oxygen to every organ, while rubbish in the lungs reduces their capacity to produce the oxygen. Resistance to infections, viruses and cancers is impaired due to the immune system being otherwise occupied. Reproductive potency is detrimentally affected… And so it goes on.
Every cigarette that you smoke will rob you of six minutes of life expectancy. If you smoke 20 a day that’s 2 hours, that’s 30 days of your life gone, and £2000 of your hard earned cash up in smoke… every single year.
So, who is in control here? You, or the fags?
The comforting thought is that you were born a non smoker and you have the blueprint within you somewhere that can be reactivated. There is hope.

The first course – Rusty Gun Sausage Rolls were bursting with flavour in lovely crispy
soft pastry. Next was a Canapé of Ham, Egg and Chips which was well presented and offered a combination of flavours. The following dish was Pan Fried Curried Scallops with Cauliflower Puree & Lime Pickle, the scallops melted in the mouth and the Cauliflower puree was delicious.
The next dish was Cold Pressed Fois Gras with Cashew Nuts & Quince. I am a big fan of Fois Gras and this dish did not disappoint with a delicious texture and flavour.
A refreshing Lemon Sorbet with Apple & Ginger Snow was served next and this really was a treat. The tasty Sorbet came with a lemon froth with ginger crystallised which melted in the mouth like Snow.
We then moved in to another course, Norfolk Duck with Sweet Potato, Mango, Bok Choi, Soya & Chilli.
The dish offered Duck breast and leg portions which were really tender and fell apart in the mouth. I hadn’t experienced Bok Choi before but it was a tasty vegetable and along with the Potato Puree it perfectly complimented the Duck.
We then had the optional cheese board with Brie, Stilton and Smoked Cheddar with biscuits which was a good portion size and well worth the additional £5.
The final dish was the Taste of Rusty Gun Deserts offering a sweet selection including Fruit Salad, Pistachio Crème Brule with Pistachio Ice Cream, Lemon Cheese Cake with Raspberry Compote, a Chocolate Brownie and Raspberry Jelly. This was a desert lovers dream!
I have to say this was a wonderful experience; we absolutely loved the variety of food offered with the Taster Menu and we went home full, but for me the fact that we spent two and half hours talking and
enjoying the experience made it a wonderful evening.
The Taster Menu is excellent value at £35 or £40 with the cheeseboard option, it is a very sociable way of enjoying fine dining and I would highly recommend trying it with friends for a fantastic evening out!
The Rusty Gun also has two other menus which regularly change to keep the dining experience fresh and enjoyable.

New York City is made up of five boroughs – Staten Island, The Bronx, Brooklyn,
Queens, and Manhattan, but many visitors never leave Manhattan. There is a lot packed into this tiny area: the 24-hour pasta restaurants of Little Italy and the bustling sidewalks of Chinatown, the jazz clubs of Greenwich Village and the theatres of Broadway; and of course the iconic sights of the Statue of Liberty, the Empire State Building and Times Square.
New York has been described as the best three-day city in the world, and I would definitely agree. If you are a shopaholic you can’t go wrong with the world famous Macy’s, Saks on 5th
Avenue and Bloomingdales to name a few and if you are after some serious jewellery I would recommend a visit to Tiffany’s!
If culture is more your thing then New York is home to many museums including the Guggenheim Museum which is home to famous pieces of art from Cézanne to Picasso and the Museum of Modern Art which owns the most important collection of modern art in the USA including works by Monet, Van Gogh, Matisse, Picasso, Max Beckman, Ansel Adams, and Kiki Smith. St Patricks Cathedral is a fine example of Gothic architecture and to most New Yorkers and tourists; it is most valued for its peace and tranquillity.
One of New York’s most famous and best loved landmarks, Grand Central Station was opened in 1913 opposite Rockefeller Centre. It is the world’s largest train station in terms of platforms, with 44. The Terminal houses five good restaurants, twenty value and lunch time eateries, and about fifty specialty shops. The 12,000 sq ft Vanderbilt Hall regularly houses public events. Don’t miss the one-hour guided tour; book several weeks ahead in peak season to avoid disappointment. Grand Central sees around 250,000 commuters per day, but over 500,000 visitors.

towers has come to symbolise the dreadful events of September 11, 2001 when almost 3,000 people lost their lives. The 1,350ft (411m) World Trade Centre towers were the tallest buildings in New York and symbols of the city’s skyline. Millions now come to pay tribute at the site and witness the devastation from one of the viewing sites.
A free attraction and a must do is the Staten Island ferry. The ferry from Battery Park to Staten Island and back is a great way to see the Lower Manhattan skyline and Hudson River life while resting your feet. The ferry also skirts the Statue of Liberty affording decent views of this iconic structure. Most tourists stay onboard for the return leg, but it’s worth hoping off and exploring a bit of Staten Island while you’re there. The ferry leaves every 30 minutes and takes 25 minutes each way.
Anyone who has ever watched a movie set in New York will feel at home with the recognisable sights, whether looking out over the New York skyline from the Empire State Building, reading billboards in Times Square, or strolling through Central Park. Visit the boroughs, watch a show on Broadway, admire the animals in the Central Park Zoo, look out for celebrities waving from the windows of TRL in Times Square, or simply people-watch while sipping a coffee at a French Bistro in Soho, you will never be bored in the Big Apple.

Separation anxiety
Dogs are very sociable creatures and thrive on company, if your dog had a choice he/she would spend every bit of his time with you. So it’s only
natural that when you go out, your dog can experience varying degrees of distress and anxiety, some dogs will become destructive. A few points to consider:• Exercise your dog before leaving.• Give your dog things to do whilst you are out –
chews or food dispensing toys.• Set the situations up throughout the day whilst you are
there where you leave and then come back after a couple of minutes to reassure your dog. Aim for short successful sessions initially and build on good foundations.
• House rules. Remember to promote calm behaviour whilst around your dog.
Try to never leave dogs that are excited, or to promote excitement or anxious behaviour.
Go through doors and gates before your dog and remember that we want a calm, well mannered dog to follow us through. A crate will provide a safe environment for your dog while you are out but remember to take off the collar before leaving them in there.
Do not let your dogs sleep on your bed for safety. Do not put the puppy’s bed in the middle of the room in the evening. We want the dogs to remember to be part of the family not the family.
Remember if you move for a dog, the dog will naturally feel more assertive! Let your dog out at various points during the day to relieve itself rather than each time they bark.
A very important part of photography especially with portraits is the use of shadows. They instantly add depth to a shot giving the photograph a 3D
appearance. Shadows can also be used to hide certain aspects of a subject’s appearance, such as the ever-popular double chin, handy as the whole point of photography is to make people look beautiful.
Of course using shadows to hide things can lead to problems. If you’ve got two people in the shot, try to ensure that they are level with each other. If the light is coming in at an angle and if there’s one person standing slightly behind the other, there is a danger of a shadow being cast from the person in the foreground onto the person behind them.
The last thing you want is one person looking nice and bright and the other cloaked in darkness. There has to be a balance so as with the example above, try moving people around so that the light is even.
Also watch out for stray shadows cast from surrounding objects. It’s far too easy to miss these as you’re concentrating on everything else such as children that hate staying still.
It’s far too easy to miss someone walking over to see what’s going on, standing in your light, just as you’re taking the shot casting a huge shadow over your subjects.
Just as before shadows also move, so keep an eye on them. It’s far too easy to miss a tree, building or person casting a cheeky shadow over your subjects.
