Macon County Board of Commissioners Courthouse Commissioner’s Meeting Room Regular Meeting March 7, 2017 7:00 p.m. Present: Commission-Chairman Mickey George Vice-Chairman Bob Melvin Commissioner A. Richmond Felton Commissioner Ben Haugabook Regina McDuffie, County Manager Roselyn H. Starling, Deputy County Manager Belinda V. Melton, Deputy County Clerk Jon Coogle, County Attorney Commission-chairman George called the meeting to order. Commission-chairman George expressed how saddened it was to have a white ribbon at Commissioner Sutton’s place on the Board due to his passing. Commissioner Sutton fought a good fight and has done a lot for the community. Commission-chairman George gave the opening prayer. Commissioner Haugabook made the motion to approve the minutes of the February 16 th meeting as presented, seconded by Commissioner Felton and carried unanimously. Michael Patterson, Flint River Hospital CEO, came to inform the Board as required by state law of the certificate of need application (CON) filed by Premier Healthcare Investments, LLC d/b/a Flint River Hospital to add eighteen (18) adult acute psychiatric/substance abuse beds to its existing facility in Montezuma, Macon County, Georgia. Mr. Patterson stated he needed a letter of support from the Board stating the importance of the hospital to the community. Chairman George thanked him for coming and informed him the Board would support the hospital. Mr. Patterson thanked the Board for their time. Vice-chairman Melvin made the motion to adopt the Resolution authorizing the filing of an application with the U.S. Department of Agriculture/Rural Development, for a community facilities loan/grant for the purchase of law enforcement vehicles and equipment, in the amount of $50,000.00, seconded by Commissioner Haugabook and carried unanimously. (Total cost $110,000.00: Loan/grant $50,000.00 and taking $60,000.00 from 2016 SPLOST).

The following bids were received for a 2017 Dump Truck for Macon County Public Works Department: NexTran (Macon)-2017 Mack 14/16 cu yd, $135,000.00; Peach State (Forest Park)-2017 Freightliner 114SD 15/17cu yd, $134,929.00; Prince Truck Center (Tifton)-2017 Volvo VHD64B200 14/16 cu yd, $121,899.00; Trans Power, Inc. (Albany)-2018 Kenworth T800 14/16 cu yd, $128,158.00; Performance Peterbilt (Albany)-2017 Peterbilt Model 348 16/18 cu yd, $122,567.00; Performance Peterbilt (Albany)-2018 Peterbilt Model 348 14/16 cu yd, $109,258.00. Commissioner Felton made the motion to accept NexTran bid in the amount of $135,000.00 for the 2017 Mack 14/16 cu yd, seconded by Commissioner Haugabook and carried unanimously. (Taking funds from SPLOST & TSPLOST).

Commissioner Felton made the motion to approve the Macon County Recreation Special Event Policy, seconded by Commissioner Haugabook and carried unanimously. (The Board directed County Manager McDuffie to clarify the building rental of outside/inside use and bring back to the Board for amendment).

Commissioner Haugabook made the motion to cancel the Commissioners April 4th Regular Meeting, due to conflict with the Chamber of Commerce Annual Dinner & Meeting, seconded by Commissioner Felton and carried unanimously.

There being no further business, Commissioner Haugabook made the motion to adjourn, seconded by Vice-chairman Melvin and carried unanimously.
