TENDER FOR OPERATION AND MAINTENANCE OF THE FIRE FIGHTING, AND FIRE DETECTION SYSTEMS IN THE PTI BUILDING, NEW DELHI

PTI has installed the fire fighting system and two sumps for drainage with Submersible pumps as well as fire detection and warning system in their building for which sealed tenders are invited for the operation and maintenance of these systems.

The installations may be inspected before the submission of the tenders by the contractors so as to acquaint themselves and asses the manpower requirement of unskilled, Trained/skilled and which could handle the system and periodically test and do the necessary repairs as and when needed.

The building constitutes of Basement + Ground floor+ 5 floors and lifts machine room on terrace. Each floor has an area of approx. 2,230 square meters.

TERMS AND CONDITIONS

A. GENERAL 1. This contract is with a view to keep the entire fire fighting system and equipments in

healthy serviceable condition to ensure their proper and effective functioning. The contract includes the manning of installation round the clock, so that the persons on duty keep a constant watch on the entire fire fighting & protection/detection system

2. The scope of work shall also include deployment of fire safety personnel to operate fire fighting appliances installed for the building as and when necessary.

3. The staff will be qualified in fire safety and fire fighting equipments having the past experience to handle the fire appliances.

B. MAINTENANCE REGULATIONS

1. Contractor to ensure the operations of the installation and their maintenance is done as per the rules and the regulations of Chief Fire Officer, Delhi Fire Services, and abide by the requirements of Fire Committee of Zonal Office and shall strictly follow their instructions from time to time in connection with Operation of fire safety system in above building.

2. Contractor to be available to Fire Committee as and when required to take instruction on fire matters regarding maintenance and operation.

GENERAL1. Providing trained and qualified staff for operating and maintenance in fire fighting

system round the clock.2. Maintenance and operation of:

a. Wet riserb. Sprinkler systemc. Operation of hose pipe and hose reels.d. Maintenance and operation of fire pumps.e. Operation of fire pumps panel and its maintenance.f. Oiling, metal polishing, etc.g. Providing of gland packing washers.h. Maintenance of Fire Boxes.i. PA System.j. Any other item which is a part of the Fire fighting System

DUTIES

The following duties are to be performed as required:-

1. The Contractor will organize necessary monthly training to the staff deputed in PTI. The Contractor will also organize the training viz., evacuation drill, basics of fire fighting etc. in co-ordination with Delhi Fire Services on regular intervals for PTI Staff/Tenants as & when directed by PTI.

2. The Contractor shall assist PTI in maintaining liaison with Fire Services or any statutory body from time to time. The Contractor shall be responsible for fulfilment of statutory compliances on behalf of PTI.

3. In the event of fire, taking necessary preventive measures using wet systems and portable fire extinguishers till the arrival of fire brigade and then assist them if needed.

4. Security of Fire fighting installations, their safety and guarding against theft and damage.

5. The Contractor will be responsible for fire safety and precautionary measures from fire point of view and as per the statutory/non statutory norms of fire department. And will also conduct periodical fire drills.

INSPECTION

Contractor will carry out weekly, monthly, quarterly servicing and inspection of the installations as required. The relevant documents/Log Books are to be maintained duly approved by the Fire Committee and to be kept in the Fire Control Room for inspection by PTI/Fire Committee.

D. SCOPE OF WORK:

MAINTENANCE AND OPERATIONS OF FIRE FIGHTING (WET SYSTEM) AND DRAINAGE SYSTEM

In order to ensure efficient working of the equipment under contract, scope will include the following:

a. Cleaning of Pump Room & Control Room including all the equipment installed there daily.

b. Periodic greasing of pumps, motors, when ever required (at least once a month).c. Battery charging, filling of battery water and cleaning of terminals of all the Batteries

installed for different Fire Installations.d. Replacing of gland packing seals in various pumps and valves as and when required. e. Regular checking/adjusting/aligning the coupling of prime mover with pumps,

alternators, etc.f. Regular checking of electrical terminals, contact points of the Switch-gears,

Starter/Contactors, relays installed in the control panels (at least once a week).g. Cleaning/Polishing with brasso of brass equipment’s (once a week).h. To attend any type of breakdown and fire alarm call if any.i. Daily physical checking of all hydrants, hose pipes, nozzles, pumps sprinklers and

various valves etc.j. To note down daily pressure gauge readings.k. To operate pumps and test automatic system of all the pumps once in a week by

reducing the pressure in risers (by discharging the water).l. Painting of entire Fighting System and related systems/equipment should be done

once in a year as per direction of PTI Officials.m. The Contractor on award of the contract will prepare and submit a detailed

inventory of the entire Fire fighting system and also submit the As built drawings in Autocad format and Hard copy duly signed and stamped

1. Checking, operating, oiling and greasing of all the hydrants, sluice valves, non return valves, nozzles, checking/replacing of glands etc. Once in every three months. This will also include testing with actual discharge test. These tests will be done by rotation so that all these equipments are covered once in three months. Tests to be carried out in consultation with electrical staff and consent of Building Manager.

The contractor will keep a watch on all the piping system and any leak noticed in the valves should be attended to immediately and any leak needing welding should be brought in the notice of the Manager PTI. The contractor will arrange for welding of the leakage without delay for which separate bill be preferred for payment. All piping hydrants, FBC to be kept clean and paint them where necessary paint to be supplied by PTI.

FIRE DETECTION SYSTEM

In order to ensure efficient working at all the times, of the installed system under contract, the scope of work will be as under:

a. Checking in general the operating state of panelb. Checking of operation readiness during mains failure.c. Checking of battery charging at regular intervals.d. Performance check of visual Alarm of the panel.e. Performance check of external Hooters.f. Performance check of Manual push button station.g. Performance check of Response indicators.h. Performance check of all Smoke and Heat detectors.

i. Performance check of open and short circuit indications in case of fault or Alarm, open or short condition on the panel.

j. Performance check of external repeater panels.k. Performance check of local control panell. Cleaning of some/heat detectors, when required.m. Servicing of Main/Local control panels.n. Servicing of Manual Call Points, Response Indicators & electronic Hooter and

Public Address Systems.o. To attend any type of breakdown and fire alarm call, if any. The checking of the

system is to be so regulated that every zone gets tested at least once in 3 months.

FIRE EXTINGUISHERS

The fire extinguishers are installed in PTI area of the building at Ground Floor, 1st

Floor and Basement. These will be handed over to contractor who will look after them, use them in case of necessity.

Contractor will intimate, in time, to the Manager, PTI when the refilling becomes due, which will be got done by the contractor at PTI’s cost after PTI’s approval.

E. OTHER CONDITIONS:

a. The contractor shall arrange as and when required:- All the required tools & manpower for attending, testing, checking and

servicing of the installed system.- All material/parts major and minor including all relays, transformers, switches,

etc., in order to ensure restoration of the system in working condition.- The replacement of defective/damaged Heat/Smoke Detectors, Response

Indicator, Hooters, Manual Call Points, PCBs/Cards Batteries, etc., will be carried out by contractor but the items/material will be supplied by the department or the cost of such item will be paid EXTRA as per the enclosed list as Annexure-I rates for which shall be quoted or as per PTI guidelines. For any other items which are not included in the list the cost will be on the basis of actual rates. However, PTI, reserves the right to supply such needed spare from its own resources and guidelines.

b. Water and Electricity will be provided free of cost for the operation and maintenance of the system.

c. Payments for each month will be made only on submission of the bills along with requisite documents in order. The contractor will not delay payment of the wages to the staffers for any delay in payment from PTI.

d. Handing over – Taking over The contractor will, while taking over check the installations physically and any shortage/damage noticed should be brought to the knowledge of the Building manager in writing, lest contractor shall have to make good, replace/repair the same at his own cost.

While handing over on expiry/termination of the contract the contractor will hand over all the equipment and installations in the ship shape condition, and working order to the incumbent under the supervision of the Manager, PTI.

e. Watch and Ward It will be the responsibility of the contractor to watch the security of the equipment provided inside the pump room, building and outside area. Any equipment that gets stolen or damaged shall have to be replaced/ repaired by the contractor at his own cost.

f. The contractor will ensure that not only the equipment and installations are kept neat, clean and tidy, his personnel will have adequate qualifications, experience to handle the equipment and will behave courteously.

The personnels deployed by the contractor will wear proper uniform with and (i) name batch (ii) logo of the firm Gum boots and Fire caps shall be provided.

g. Training to PTI Staff The contractor will impart twice in year training for handling the fire fighting equipment to the PTI Staff that will be nominated by PTI on the appointed dates mutually agreed to amongst the PTI and the contractor.

Prepare calendar for fire drill for the entire year, and conduct at least one fire drill in each quarter as per the guidelines of the fire department

h. The fire Detection System Replacements/repairs needed, if any, will be done by the contractor on payment basis as explained in the above given paras.

i. LOG Books The contractor will keep Log Book for each of the activity to be carried out periodically and after doing the check, will enter the Log book and get it signed from the Manager, PTI, or his representative.

As such the contractor will deploy a supervisor/Engineer, who will handle, prepare and maintain the adequate records.Such records will be the property of PTI and while handing over the charge of the equipment installations on completion/Termination of the contract, these records will be handed over to PTI.

j. OPERATION TIMINGSThe systems will have to be manned round the clock in shifts all the seven days in a week including Saturdays/Sundays/Holidays.

To supervise and control the manpower as well as to look after the technical part of operation and maintenance services, the contractor or his authorised qualified Engineer/supervisor shall be present for the day shift and contact Officer-in-charge daily. Failure to do so shall attract a penalty of @Rs.1,000/- (Rupees one thousand only) per day.

The supervisor/Engineer as aforesaid shall be a qualified person with experience capable to effectively check and test the systems as desired and should be capable of maintaining the Log Books and records necessary and as desired and also capable of keeping liaison with the officers of the PTI.

‘l. MANPOWERContractor will have to arrange and provide skilled and qualified manpower as mentioned below in each shift. The contractor will also arrange to provide substitutes under any contingencies whatsoever. PTI will have no liability in respect of manpower to be deployed by the contractor for execution of contract and in the event of dispute arising out of and in the course of employment of persons, the contractor will be held fully responsible for any consequences as a result of dispute. The minimum requirement is given under:-

FIRE FIGHTING SYSTEM

i. Fire Operator (Mechanical/Electronics)

1 in each shift(round the clock)

ITI qualified with3 years experience certificate

ii. Fire Operator (Electrical) -do- -do-

iii. Helper -do- At least 10th pass

iv. Supervisor 1 in general shifts(10 a.m. to 6 p.m.)

Diploma in the trade with 3 years experience

v. Plumber 1 in each shift(round the clock)

ITI qualified with 2 years experience in maintaining the equipment

The above manpower requirement may increase/decrease depending upon the requirement of PTI and the corresponding charges may also increase/ decrease accordingly. For persons proceeding on leave, availing rest or absence due to any other reason, the contactor will ensure that there is no vacuum at any time by arranging alternative deployment of personnel.

Provisions for periodic testing required, if any, may be added to the tender rates as nothing extra will be payable on this account.

The contractor will comply with all acts, laws or other statutory regulation applicable to or which might become applicable to the State of Delhi with regard to performance of the work including but not limited to the Minimum Wages Act, Contract Labour (Regulations and Abolition) Act, 1970, Industrial Dispute Act, Provident Fund Act, ESIC rules, etc., and take such steps as may be deemed necessary from time to time in this regard, and keep PTI indemnified for any consequences arising out of non compliance of these presents.

The contractor will be directly responsible for any / all disputes arising between him and his employees and keep PTI indemnified against all losses, damages and claims arising thereof.

The contractor will be solely responsible for payment of wages / salaries and allowances to his employees that might become applicable under any new Act or orders of the Government. The PTI shall have no liability, whatsoever, in this regard. The contractor shall have to submit the copy of his registration under various labour laws/ Acts like ESI, EPF, etc.

The contractor will keep their staff duly insured against any injury or death while working in the premises of PTI and will keep the PTI fully indemnified against any claim or compensation in this regard.

Consequential damages and losses of any nature whatsoever, if occurred due to circumstances beyond the human control are not covered under the maintenance service scheme, if any of these has / have occurred due to fault / careless working / deliberate mischief / lack of efficient maintenance, the vendor will make good / compensate for such losses.

On award of the contract, the contractor will have to submit qualification and experience certificate of the staffers as claimed in tender document.

Maintenance of Records:

The Contractor has to maintain the following records:

a) Attendance Register of the Staff

b) Daily/weekly/monthly preventive and overhaul maintenance register cum-log book.

c) Inspection Register All the above mentioned Registers shall be checked by the authorized representative of PTI.

d) The Operation contractor shall take out appropriate insurance policies of all personnel associated with Operation contract - like Workmen Compensation and Accident Insurance policy. The owner PTI shall not have any liability on this account, in the event of any unforeseen accident.

The contractor will provide appointment letter, ESIC card, Bank Account number/ PF number/statement, monthly salary slip, wage register (duly signed) by the staff deployed at site and counter signed by the authorised

representative of the contractor and also submit a copy of all these documents to PTI every month along with its monthly bill.

m. CONSUMABLES, TOOLS & TACKLES

All necessary CONSUMABLES like cotton waste, grease and tools & tackles required for Maintenance will be arranged by the contractor at his cost.

The equipment that may require replacement/repairs due to fair wear and tear will be borne by PTI. But if it is due to laxity and poor maintenance by the contractor the cost will be recoverable from him.

n. VALIDITY & TERMINATION OF CONTRACT

Initially, the contract will be awarded for one year and can be extended up to 3 years from the date of award of the initial contract, subject to satisfactory service and fulfilment of obligations under the contract. Further the extension of the contract would be on year to year basis. The date of contract and period will be decided by PTI.

o. PAYMENTS Payments towards services mentioned hereinabove shall be made against monthly invoices/bills to be submitted in duplicate along with photocopies of payment of wages made of preceding month, PF contributions statement, etc., duly certified by authorised representative of PTI.

p. PENALTY Deductions in payment will be made @ Rs.500/- (Rupees five hundred only) for non performance of check/test as per scope (in full or part) for each instance.

q. Earnest Money/Security Deposit

The contactor will be required to deposit an amount of Rs.25,000/- (Rupees Twenty Five thousand only) along with offer by Demand Draft/Pay Order drawn in favour of The Press Trust of India Ltd. Successful bidder will have to deposit interest free/security deposit of Rs. 50,000/- in Demand Draft/Pay Order. The earnest money deposited will be refunded to all bidders. Security deposit shall be refunded after 3 months of termination fulfilment of the contract subject to furnishing of NO DUES Certificate from the Engineer-in-charge/Manager, PTI.

F. GENERAL CONDITIONS OF CONTRACT

F.1. The contractor will in no case lease/transfer/sublet/appoint caretaker for the services.

F.2. No other person except contractor’s employees shall be allowed to enter plant area/PTI premises.

F.3. The contractor will indemnify the Trust against all losses and/or liabilities arising out of or during the course of his employing persons or out of his relations with his own employees.

F.4. Statutory regulations applicable to or which might become applicable to the Union Territory of Delhi with regard to performance of the work including but not limited to the Minimum Wages Act, contract labour (Regulations and Abolition) Act, 1970, I.D. Act, 1947, Provident Fund Act, etc., and take such steps as may be deemed necessary from time to time in this regard.

F.5. The contractor’s employees shall be polite, courteous and well behaved. They shall be liable to be replaced if and when any complaint is made with regard to their behaviour and/or their failure to discharge their normal duties.

F.6. The contractor’s employees shall not indulge in any unlawful activities within the trusts premises and do any other private work than their normal duties.

F.7. The contractor will be directly responsible for any/all disputes arising between him and his employees and keep the trust indemnified against all losses, damages and claims arising thereof.

F.8. The employees engaged by the contractor will be subject to security check by the trust security staff while entering/leaving the premises.

F.9. The contractor will be solely responsible for payment of wages/salaries and allowances to his employees that might become applicable under any new Act or orders of the Government. The Trust shall have no liability, whatsoever, in this regard.

F.10. The contractor will keep their staff duly insured against any injury or death while working in the premises of Trust and will keep the Trust fully indemnified against any claim or compensation in this regard.

7. The details of works handled with the details of the clients with whom worked in last 3 years and not now working for them. Documents to support for such deployments to be enclosed.

8. Documents relating to the constitution of the company/partnership Deed etc.

9. List of persons in the Management to be contacted regarding operation of contract or in the event of emergency with their addresses, Telephone/Mobile Nos. (Office/Residence).
