Introduction

The tables provided in the following pages provide information pertaining to third-party technical skill assessments. Over AY2013-14 these assessments will be reviewed and may be deemed appropriate for Maine’s twenty-five CTE tech groups. MDOE CTE’s intention in making this data available to CTE tech group directors and to the directors at each of the twenty-seven centers/regions is to provide a springboard for discussion on the important topic of assessment options during tech update and staff meetings scheduled throughout AY2013-14. The goal is to have a list of recommended assessments from each tech group for MACTE’s and MDOE CTE’s consideration by June 2014.

NOTE: The assessments listed in the tables are available for consideration and discussion purposes. This does not mean that all assessments listed are automatically deemed approvable by MACTE or MDOE CTE at this point in time. The approval decision process will be a collaborative effort on the part of MACTE directors, the twenty-five tech groups, and MDOE CTE and final decision making will be from the MDOE Commissioner’s office.

The information for the assessments listed in the tables comes from several sources including: Perkins end-of-year reports and applications; web-based research; professional journals; tech group instructor feedback; comprehensive school review findings; technical skills standards review reports; and through networking at professional conferences. While the list is extensive, it is by no means complete.

The assessments listed in the tables include only third-party assessments, i.e. tests that are developed by professional testing organizations and that are psychometrically standardized for reliability and validity. Other forms of assessment that provide valuable information regarding student progress include performance-based observation; teacher-developed tests and quizzes; textbook end-of-chapter tests; student feedback, etc. These forms of assessment are not addressed in this document.

The first table provided in this document lists assessments pertinent to several tech groups. Examples include American Red Cross First Aid, OSHA, and tests that measure employability skills. These tests are not included in any other tables in this document.

Definition of Terms used in the tables’ format:State-Approved Industry Standard: Standards and competencies that were recommended by the tech groups;

approved by MACTE; and formally approved by the Commissioner of the Maine Department of Education, per § 8306-B. “Approval of programs and courses; industry standards” state statute.

Available Industry-Related Assessment: Third-party assessments that test technical skills directly related to industry standards.

Type of Assessment: For the purposes of assembling this assessment information, the third party assessments have been categorized under one of the following:

o Industry-Recognized Credential – an assessment that can result in the awarding of a credential for employment purposes; Example: Automotive Service Excellence (ASE)

o Industry-Related Certificate – an assessment that can result in the awarding of a general non-technical certificate of achievement; Example: NOCTI Workplace Readiness; CTECS Workplace Readiness Skills; SkillsUSA Workforce Ready Employability

o Industry-Recognized Assessment – an assessment that is widely accepted by industry; Example: PrintEd (graphic arts)

o Industry-Related Assessment – an assessment that was developed in collaboration with industry/subject matter experts; Examples: NOCTI, SkillsUSA Workforce Ready; CTECS

o State License – an assessment that can result in a State of Maine-issued license to practice in a field; Example: CNA, Certified Nurse Assistant; State of Maine Inspection Technician

o State Certificate – an assessment that can result in the awarding of a State of Maine-issued certificate of achievement; Example: State of Maine Ambulance Vehicle Operators performance assessment

o Industry-Recognized Certificate – an assessment that can result in the awarding of a certificate that is widely accepted by industry; Example: ToolingU machine tool

Available Credential- certificates, licenses, and credentials that are offered upon attaining the prescribed cut score for a third party assessment.

Assessment Source- the testing organization through which a third party test can be administered

Recommended assessment approval time frame and process: September 2013: CTE Directors will share the assessment options for each program at their center/region. October 2013: At the MACTE conference CTE tech group directors will discuss the assessment options with tech

group members, recording feedback from instructors who may already be familiar with any of the assessments, and adding assessment titles that may not have appeared in the tables. Tech group directors will share this information with MDOE CTE immediately following the MACTE conference. Tech group directors will also set the date for the second tech update and will provide the date, time, and place to MDOE CTE.

October 2013 – May 2014: CTE instructors will meet with their directors to determine which assessments will be “piloted” during the school year.

October 2013 – May 2014: MACTE and MDOE CTE will formulate a policy with regard to assessment of technical skill attainment.

April 2014: Tech group directors will submit to MDOE CTE their tech group’s recommendation for third party technical skill assessments.

May 2014: MACTE and MDOE CTE will review and approve/disapprove the tech groups’ recommendations for third party assessments.

A*S*K Business Institute Certification Assessments

Offered through NOCTI: Pre-tests: $14; post-tests: $20

Offered through MBAResearch and Curriculum Center: $10 to $25 each, depending on quantity.

ASE student certification

A single $30 fee per student, per academic year, allows the student to take any or all tests in a test series twice each year - once in the Fall and once in the Spring. Fall tests can be designated as a pretest for pre-and post-test score reporting.

CTECSSo long as the State of Maine is a member, their assessments are available to Maine CTE schools at a reduced charge.

NCCT $22 each for computer-based; $24 each for paper based

NOCTI

Prices range from $10 to $31 per student depending upon whether the assessment is for a Job related (in blue) or a Pathway, online or paper/pencil, or a set of pre and post-tests. If the school choose the multiple-choice AND performance test set with online administration, the cost would be $23 per student, per test.

SkillsUSA$10 per assessment for the total number of Skills members in your school and $20 per assessment over that number

Some organizations offer a variety of assessment tests, all for the same price. Those prices are listed in the table above. If an organization offers a smaller number of tests at a variety of prices, they are listed in the “Assessment Source” column of the larger table on the following pages.
