VOLUNTARY GUIDANCE FOR MAINSTREAMING OF BIODIVERSITY ACROSS SECTORS INCLUDING AGRICULTURE, FORESTRY AND FISHERIES: TOOLS, GUIDANCE, FRAMEWORKS, STANDARDS AND PLATFORMS TO MOVE TOWARDS MORE

1. There is an extensive list of tools and guidance already available, particularly through partners actively working on mainstreaming biodiversity into forestry, food systems and agriculture. The present document aims to reference some of the most important tools, guidance, frameworks, standards and platforms to support the development of appropriate solutions and sustainable practices with a view to ensuring that biodiversity considerations are taken into account in sectoral and cross-sectoral practices and approaches.

2. The document includes three sections:

(a) Section 1 on cross-cutting policy tools and plans;

(b) Section 2 on sectoral tools and mainstreaming approaches across sectors; and

(c) Section 3 on responses to notification 2015-131, through which Parties and relevant organizations were invited to provide examples of policy measures taken to promote the mainstreaming of biodiversity in other sectors (including the agriculture, forests and fisheries sectors, tourism, health, infrastructure, mining, energy, and into climate change adaptation and mitigation measures), as well as cross-sectoral measures (such as national development strategies and plans, finance and trade). In response to this notification, 20 submissions were received: 14 from Parties and six from organizations. The information contained in the submissions is summarized in the table below.

It is envisaged that the tools, guidance and policy measures presented in the present document would be transferred to a web-based searchable database to facilitate specific search and filtering by search categories (e.g. date, geographic coverage, Aichi Biodiversity Target, etc.) and complemented through regular updates.

Centre of Excellence for the Protection of Nature and the Energy Transition

The goal is to shape the energy transition in a nature-friendly way and to avoid negative impacts on biodiversity. To this end, Germany is setting up a Centre of Excellence for the Protection of Nature and the Energy Transition. This center will work to provide a scientific and factual basis for the discussions in the course of the energy transition on conflicts between the different interests of renewables and nature conservation. It will also support planning and licensing processes by providing specialist information. The center will assist licensing and nature conservation authorities, developers of renewable energy projects and the general public. The center is therefore a good example of mainstreaming biodiversity in the policy areas of climate action and renewable energies.A homepage is currently being set up and will be available from spring 2016.

Estonia In 2007, the Environmental Strategy until 2030 was adopted and it is in accordance with the overall objectives of the Convention on Biological Diversity (CBD). The Nature Conservation Development Plan up to 2020 (NCDP) was drawn up and approved by the Government in 2012. It takes into account the Global Biodiversity Strategy (Aichi targets) as well the objectives of the EU Biodiversity Strategy to 2020. In December 2015 the Action Plan of the NCDP was adopted. It includes detailed actions to implement the NCDP and specifies sources of funding. It also sets the responsibilities for other sectors for nature conservation.

Most important sectoral policy documents are Rural Development Plan, Forestry Development Plan, Hunting Development Plan, National Fisheries Management Plan, Fisheries Strategy, Recreational Fisheries Development Plan, Aquaculture Development Plan, Tourism Development Plan, Energy Management Development Plan, National Development Plan of Mineral Resources for Construction, National Development Plan for the Utilization of Oil Shale 2016-2030, Strategy Estonia 2030+ (spatial planning). There are also numerous sectoral laws that set the measures for biodiversity conservations (e.g. fisheries, forestry, agriculture, mining, planning etc).

France In response to the notification, France shared examples: five concerning sectoral policies, one concerning an intersectoral strategy, one concerning stakeholder engagement, and an additional example, concerning sport.

Uganda Experiences and outcomes of mainstreaming biodiversity in Uganda:

The second NBSAP (NBSAP2) has been mainstreamed in the national development frameworks including NDPII National Development Plan (NDP) II 2015/16 -2019/202;

NBSAP2 has been aligned to Uganda’s national Vision 2040 and the Sustainable Development Goals (SDGs); NBSAP2 has national targets that were developed using the Aichi targets as the flexible framework. Implementation of the national targets in

NBSAP2 is by target champions (Government institutions whose mandate directly relates to the national targets). Assigning institutions as target champions has created mechanism which is facilitating mainstreaming of biodiversity. Mainstreaming of NBSAP2 into local government development plans has commenced to cascade implementation of NBSAP2 down to the grass root level

Ministry of Finance, Planning and Economic Development is the CBD Focal Point on Resource Mobilization. This has greatly contributed to raising the profile of biodiversity issues in the Ministry of Finance;

Guidelines and Action Plans for Financing Biodiversity Conservation in Uganda were developed to be used by stakeholders including Ministry of Finance during the planning and budgeting process. A Resource Mobilization Plan is being developed to address the funding gap for implementing the NBSAP2 under the BIOFIN project.

NBSAP2 has addressed new and emerging issues at the national level including oil and gas, climate change and green procurement among others The creation of thematic working groups has resulted in the establishment of experts who are now supporting mainstreaming of biodiversity in

their respective sectors including the private sector. This is being led by members of thematic working groups on Biodiversity and National Development. They now constitute the champions on mainstreaming biodiversity in Uganda.

Food and Agriculture Organization of the United Nations (FAO)

The Voluntary Guidelines for Mainstreaming Biodiversity into Policies, Programmes and National and Regional Plans of Action on Nutrition were developed under the aegis of the Commission on Genetic Resources for Food and Agriculture and endorsed by the Commission at its Fifteenth Regular Session in 2015. The guidelines aim to assist countries to make the best use of biodiversity for food and agriculture in their nutrition programmes. They provide examples of how mainstreaming could be implemented, depending on countries’ needs and capabilities, as appropriate. The Commission stressed that implementation should be based on scientific evidence and consistent with relevant international obligations. Governments and stakeholders are encouraged, where appropriate, to implement these guidelines.
