Present PositionSenior Safety Specialist, Strata-G Staffing Services, LLC, Knoxville, TN, 03/2015 – PresentMr. Bock is a Senior Safety Specialist supporting UCOR, the DOE prime Environmental Management contractor on the Oak Ridge Reservation, in the Safety and Health Programs group. In this role, he is responsible for programmatic assessments, ES&H communications, and safety procedure review and revisions. 

Reviews and revises Safety and Health safety and health programs, systems, procedures, and guidance documents to ensure compliance with ES&H standards along with federal and state regulatory requirements.

Surveys, evaluates, investigates, and gathers ES&H information and data and performs safety and health program management assessments.

Conducts reviews and updates of safety and health program training materials. Generates weekly safety, leadership, and/or human performance topics for site-wide

use. Performs analysis of injury data to develop focus areas of improvement. Provides regulatory interpretation and technical advice.

In addition to the responsibilities listed above, Mr. Bock also serves as the Subject Matter Expert (SME) and implementation lead of Human Performance Improvement (HPI) for UCOR.

Professional History Senior Health, Safety, and Environmental (HSE) Professional, Jacobs Engineering Group Inc., Oak Ridge, TN, 03/2009 – 03/2015Mr. Bock was assigned to support the TVA Kingston Ash Recovery Project in 2009. On December 22, 2008, approximately 5.4 million cubic yards (cy) of ash material were released into the environment from the TVA Kingston Fossil Plant in Harriman, Roane County, Tennessee. In response to this release, TVA undertook immediate response actions and worked in close coordination with the U.S. Environmental Protection Agency (EPA) and the Tennessee Department of Environmental and Conservation (TDEC), and other agencies to provide for the safety of area residents, to contain released ash and minimize its downstream migration, and to monitor and assess air and water quality. TVA performed a comprehensive assessment and performed cleanup and restoration of areas impacted by the release under CERCLA. Mr. Bock received several promotions over the course of the project. In November 2010, Mr. Bock was promoted to Project Safety Manager reporting to the TVA Site Safety Officer (SSO). In March 2013, Mr. Bock was selected by TVA as the SSO for the project reporting to the TVA General Manager. During the course of this project Mr. Bock was responsible for:

Managing the site safety program including five Jacobs HSE professionals and four site contractor safety professionals.

Managing the site industrial hygiene program. Assisting in the development of the project team’s winning submittal for the 2011Jacobs

Assisting in the development and implementation of a Site-wide Safety and Health plan, which covered all contractors that conduct work within the site footprint.

Developing and performing the site-specific orientation with other Jacobs HSE representatives, which included over 2000 individuals over the course of the project.

Assisting with the 40-hour HAZWOPER training of an existing site workforce of greater than 300 employees during the transition to a CERCLA site.

ES&H Representative, Bechtel Jacobs Company LLC, Oak Ridge, TN, 01/2005 – 03/2009Mr. Bock was an ES&H Representative for Bechtel Jacobs Company, LLC in Oak Ridge TN from 2005 to 2009. The DOE project included facilities maintenance of the existing site, utility deactivation and isolation of decommissioned facilities, environmental sampling (which included drilling with direct push instrumentation as well as hollow stem auger rigs), and remediation of contaminated soils. His project activities included:

At the time of employment, the site underwent several capital improvement projects including equipment upgrades, DC motor replacements, and rail-spur installations.
