Notice of Approved Boundary Change

Notice of Approved Boundary Change

Conservation Area 6- Deer Park Quarry Grassland, Ravenhall

Biodiversity Conservation Strategy Conservation Area 6

Summary

Conservation area 6 is an existing offset under the Environment Protection and Biodiversity Conservation (EPBC) Act 1999 and is identified as an existing offset in the Biodiversity Conservation Strategy (BSC). The boundaries of the conservation area identified in the BCS are incorrect and do not match the boundaries specified in an Agreement under section S173 of the Planning and Environment Act 1987 between Boral Resources Pty Ltd and Melton Shire Council. The existing offset agreement was finalised in 2002 and pre-dates the Melbourne Strategic Assessment (MSA), thus the BCS boundary requires amendment to match the correct offset area. As the boundary change results in a net loss of the conservation area, approval was sought and granted by the Commonwealth Minister.

Background Information and relevant commonwealth approvals

Table 1 provides information on the conservation area

Key Information

Conservation area name and number

BCS Conservation Area 6 Deer Park Quarry Grassland, Ravenhall

Type of conservation area

Existing offset

Precinct name

Ravenhall (Quarry Site) PSP Yet to be completed

Council area

Melton City Council

Applicant

DELWP

Landowner/land manager

Private

Property addresses

106-162 Riding Boundary Rd, Ravenhall.

Were new surveys undertaken to inform the proposal?

Not required

Any changes to the boundary of conservation area 6 require the approval of the Commonwealth Minister. This offset pre-dates the MSA and the BCS intended to map the boundary of this existing offset. A mapping error was made and a boundary change is required to match the boundaries specified in the Agreement under section S173 of the Planning and Environment Act 1987 between Boral Resources Pty Ltd and Melton Shire Council (25/7/2005).

Table 3 provides information on how the boundary change meets the boundary change criteria

Boundary Change Criteria

Changes to the boundaries of these conservation areas are considered necessary if the adjustment is required to address one or more of the following site specific issues:

1. It is an area of low biodiversity value for matters of national environmental significance or not required under the MSA Prescriptions

n/a

1. The adjustment is required to address one or more of the following site specific issues:

urban infrastructure shown in the Growth Corridor Plans (GAA, 2013);

existing or proposed new infrastructure of state significance;

urban planning objectives of a precinct structure plan, such as appropriate urban form, roads, bridges, water management and other infrastructure;

land made inaccessible as a result of a conservation area;

existing buildings or other infrastructure on or near the boundary of a conservation area;

final requirements of regional (metropolitan) park planning processes

Errors in mapping

Conservation Area 6 is an existing offset under the EPBC Act.

The boundary change rectifies an error in the BCS, by mapping the correct area of the existing offset.

Commonwealth Government Approval

DELWP is satisfied that a boundary change is required for conservation area 6 to rectify errors to mapping in the BCS. The boundary change meets the boundary change criteria identified in the Guidance note: Implementing the Biodiversity Conservation Strategy for Melbournes Growth Corridors and has received approval from the Commonwealth Minister.

Appendix 1: Map of proposed boundary change and site values, which has been approved by the Commonwealth

The State of Victoria Department of Environment, Land, Water and Planning 2015

This work is licensed under a Creative Commons Attribution 4.0 International licenceTo view a copy of this licence, visit http://creativecommons.org/licenses/by/4.0/

Proposed adjustment to Conservation Area 6 boundary (Deer Park Quarry Grasslands, Ravenhall)Melbourne Strategic Assessment

www.delwp.vic.gov.au

GF

#*

#*#*

#*

#*

#*

#*

")

")

#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*

#*#*#*

#*#*#*#*

#*#*

#*#*#*#*

#*#*#*

#*#*

#*#*#*#*#*#*#*#* #*

#*

#*

#*

#*

#*#*#*#*

#*#*#*

#*

#*

#*#*#*#*

#*#*

#*#*#*#*

#*

#* #*

#*

#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*

#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*

#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*

#*

#*#*

#*

#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#* #*

#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*

#*#*#*#*#*#*#*#*#*#*#*#*

#*#*#*#*#*#*#*

#*#*#*

#*#*

#*

#*#*#*#*#*#*#*

#*#*#*#*#*#*#*#*#*#*

#*#*#*

#*#*#*#*#*#*#* #*#*#*#*#*#*#*#*#*#*#*#*

#* #*#*

#*#*#*#*#*

#*#*

#*#*

#*

#*

#*

#*

#*#*

#*#*#*

#*#*#*#*

#*#*#*#*

#*#*#*

#*#*#*

#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*#*

#*

#*

#*

#*#*

#* #*

#*#*#*#*#*#* #*#*#*

#*

#*#*#*#*

#*#*#*

#*

#*

#*

#*

#*

#*#*

#*""

"

"

"

#*

#*

#*

#*#*

#*

#*#*

#*

#*

#* #*

") ")")")

")")

")")") ")

")

")")

")

")

#*

#*#*

#*#*

#*

#*#*#*

#*#*#*

GF

LegendBoundary Adjustments

Proposed conservation area bounadryCurrent conservation area boundary (BCS)Adjustment (Area removed)

State Listed Species# Arching Flax-lilyGF Tough Scruf-pea#* Small Scruf-pea") Striped Legless Lizard

National Listed Species#* Spiny Rice-flower#* Large-fruit Groundsel

Regional GIS DesktopDELWP Use Only

Map Scale 1:10,442

.Universal Transvers Mercator ProjectionDatum: Geocentric Datum of Australia 1994GDA94

0 0.20.1Kilometres

8 April 2016

The State of Victoria Department of Environment, Land, Water and Planning 2016

DisclaimerThis publication may be of assistance to you but the State of Victoria and its employeesdo not guarantee that the publication is without flaw of any kind or is wholly appropriate for your particular purpose and therefore disclaims all liability for any error, loss or other consequence which may arise from you relying on any information in this publication.AccessibilityIf you would like to receive this publication in an accessible format such as large print or black and white please telephone 136 186, or email customer.service@dse.vic.gov.au.
