AnalysisChina and Vietnam have clashed repeatedly in recent years over their competing claims to maritime territory in
the South China Sea (known as the East Sea in Vietnam) and so Mr Li's visit represented a chance to reduce
tensions between the two nations. The chief sources of strain have included disputes over the ownership of the
Paracel Islands-currently controlled by China-and the contested Spratly Islands, as well as over the rights to the
exploitation of mineral resources on the seabed.
The high-level visit does appear to have gone some way towards assuaging the troubled relationship. Mr Li and
the Vietnamese prime minister, Nguyen Tan Dung, signed bilateral co-operation agreements covering maritime
affairs, as well as finance, education and infrastructure. The latter is of particular significance as China is
investing heavily to strengthen infrastructure ties with South-east Asia and the agreement should facilitate
improvements in its transport links with Vietnam.
Mr Li said that the creation of the joint maritime work group under the agreements was aimed at advancing joint
development at sea. He called for progress in related programmes concerning the disputed waters of the Beibu
Bay (Gulf of Tonkin) in particular. Nevertheless, it will be much harder for the two countries to work together
offshore than onshore. The continued friction over the maritime disputes is likely to scupper anything beyond
the most shallow co-operation, as trust remains weak-especially on the Vietnamese side, given China's
strengthening naval capabilities and increasingly assertive pursuit of its territorial claims.
