W hen Hazel and I moved fromCanada to the USA in 2001, two

things happened.

Firstly, the Victory Church movementbecame firmly established in the USAwith headquarters in SouthernCalifornia, and a small but strongnucleus of ten Victory churches acrossthe USA. Secondly, we didn’t back outof Canada, we backed off, so that ourspiritual sons and daughters wouldhave greater opportunity for growth,expansion and promotion. Our desireand hope is that our Victory peoplewould see the opportunities created byour relocation and rise to the challengeof taking off where we left off.

Before Elijah ascended, he was told toanoint Jehu, Hazael and Elisha tocomplete what he had started. (1Kings

19:15-17). Hazel and I have set in placean army of great leaders in Canada andwe believe this is going to be Canada’sfinest hour. We have taken the lid off ofthe container and released thepotential to set off a chain reaction of awhole new variety, and generation ofworld changing leaders and ministries.It is not a time to sit back; hold back;look back or draw back. It is time foradvancement! General Patton told hismen, “I don’t want to get any messagessaying we are holding our position, No!Our motto is, always take the offensiveand never dig in.” Victory Churches ofCanada, we need to claim this motto asour own and let this be our finest hour.

Over the last 23 years we have becomeCanada’s fastest growing group ofchurches and seen God do mightymiracles for us and through us. Wehave been prepared, pruned, purifiedand positioned for a major end timerevival and a harvesting of souls for theenlargement of God’s Kingdom. FromBritish Columbia to the Maritimes weare strategically positioned for a majornation-wide move of God.

David’s greatest desire was to build atemple for the Lord. He wasn’t allowedto do it, but he prepared with all of hisheart for Solomon, his son, to build itand he did it! For 23 years Hazel and Ihave prepared and set leaders,churches and strategic ministries inplace right across this nation to seeCanada established as a praise upon theearth. We are believing to see the visionof the founding fathers of Canadafulfilled. The scripture they wrote onthe parliament buildings in Ottawa, thecapital city of Canada, speaks ofCanada’s prophetic God given destiny.

On one side of the Peace TowerProverbs 29:18 is inscribed,

“WHERE THERE ISNO VISION THEPEOPLE PERISH”.

On the other side of the Peace Tower,Psalm 72:8 is inscribed. This was the

prophetic vision of the founding fathers.

“HE SHALL HAVEDOMINION FROM

SEA TO SEA”. On the third side of the Peace Tower,

Psalm 72:1-2 is inscribed,

“GIVE THE KINGTHY JUDGEMENTS,O GOD, HE SHALL

JUDGE THYPEOPLE WITH

RIGHTEOUSNESS”.

This is the prophetic destiny of Canada.

• Spiritual leaders who would build greatJesus loving,Bible preaching,familybuilding,life-changing churches.

• Political leaders who would rule inrighteousness.

• Educators who would teach absolutetruth based on God’s command-ments and Biblical principles.

• The media being a major channel forthe good news of victory throughJesus to go forth, enhancing thespiritual climate of the nation.

• Great Canadian business people whowould channel billions of dollars intospreading the Gospel to all nations.

• Powerful Canadian Gospel music andliterature that would go around theworld.

On the parliament buildings inWinnipeg, Revelation 22:11 is inscribed.

“…AND THELEAVES OF THETREE WERE FOR

THE HEALING OFTHE NATIONS”.

This prophetic scripture was inscribedon the parliament buildings beforeCanada ever had a flag with a mapleleaf upon it. I believe it speaks of themajor part that Canada will play inthese end times in bringing the healingmessage of Christ and the love of Jesusto the nations of this world.

• Victory Churches of Canada is calledto Canada for a time and purposesuch as this.

• We are ready to go on the offensive,because we have been prepared fora time such as this.

• When we see the opportunity, wewill be strong and very courageousand do it!

• What we do together will bringenlargement to God’s Kingdom anddeliverance and freedom to God’speople.

Canada is marked for blessing, positionedfor greatness and destined to take theGospel message around the world. Thisis Canada’s finest hour - come onVictory family; let’s do our part inGod’s great end time army!

Graduates of VBCI, Boyd and Sandeeseek to declare God’s dominion, grace,and salvation to the people of this earlypioneer community that borders on twoof the largest native reserves in Canada.

A Bible college graduate, Wayne helpedDave Matthieu plant the Wiarton churchbefore taking over as senior pastor inCanada’s “Groundhog Capital.”

The Bourques took on the leadership ofthe church after ten years of full-timeministry and church planting in theMaritimes. They believe the church todayneeds to have a deep impact in people’slives through the Word of God, releasingthem to Reach, Teach, and Mobilize!

Founding director of Christ For TheNations Bible Institute in BC for tenyears, George and Emilie were involvedin the Edmonton Victory Church underPastor Morris Watson before taking onthe leadership of the Airdrie church.

Pastor Stewart and Linda Lawson havebeen in full-time ministry since 1983. Theybring many years of ministry and churchplanting experience in India, Sri Lanka andAustralia as well as the United States andCanada to this new plant in Langely.

Joel is a graduate of VBCI. He andJennifer were involved in ministry inLethbridge and in the Westside churchbefore assuming the senior leadershipin this thriving BC community.

Don and Brenda were involved inministry for a number of years, servingin several of the Victory Churches inCalgary before launching this new worktargeting a large mobile home park.

After Kelly served as children’s pastorwith Pastor Ron in the Victory Churchon the Rock in west Edmonton theylaunched a new church in this ruralcommunity near where they live.

Roy and Astrid moved from theMississauga Victory Church under PastorGary & Carin. They are graduates of ElimBible College and bring several years ofministry experience to the church.

Carl was previously on staff at anotherchurch before launching this evangelisticoutreach in the Windsor area.

Mike was involved in another church formany years before launching out to startthis exciting new inner city outreach.

Ray and Donna have been faithfulmembers of the Lethbridge church sinceit’s early beginnings, and foundingmembers of CJIL TV. They give pastoraloversight to the church which meets inthe Miracle Channel facilities.

The Campbellton Victory Church wasbirthed, first as an Outreach, as PastorsJohn and Jean Cyr travelled fromMoncton to Campbellton doing in-homeBible Studies. It wasn’t long before theymoved to the area, and CampbelltonVictory Church established.

Pastor Wayne and Jeannine joined withVictory Churches two-and-a-half yearsago. Pastor Wayne was ordained with VCIat the 2002 Maritime Power Conferenceand he and Jeannine are associates ofMoncton Faith Victory Church.

Graduates of VBCI, Steve and Joannaassumed the leadership of this churchwhich was pioneered by Dave Matthieuin the Owen Sound region.

Wayne and Rose were original membersin the Lethbridge Victory Church, servingas full-time children’s and associatepastors since 1990. They assume theleadership of the Brooks church fromPastor Bill and Audrey Martin.

Ben was saved in 1980 under Dr.George Hill. Later they moved to PlumCoulee where they have pastored thechurch since 1990. They are excited tobe back with Victory again.

In January 2003 Victory Churches of Canada’s

(VCOCI) regional leaders, provincial co-

ordinators, the executive board and their wives

met with Drs. George & Hazel Hill for the 3rd

annual regional directors retreat in Calgary,

Alberta.

Dr. George Hill launched the 3-day retreat with

a challenging teaching “If God is Your Partner,

Make Your Plans Big.” This teaching was echoed

throughout the retreat as ideas and plans for

conferences, church growth strategies and the

use of television and radio were discussed.

With powerful worship and prayer, the leaders

sought God’s direction for re-structuring Victory

Churches of Canada. The day sessions were filled

with reports from the leaders across Canada,

training and strategic planning.

One of the key decisions that arose from the

retreat was to divide Canada into two major

divisions: eastern and western. Pastor Morris

Watson and Pastor Dave Meyers will be the team

leaders for the west (BC, AB, SK and MB). Pastor

Brad Dewar and Pastor Paul McCulloch will be

the team leaders for the east (ON, QC and the

Maritimes). The team leaders will gather the

creative ideas and input from the pastors on re-

structuring Canada. Then, on June 3rd, 2003 at

Victory Village, Drs. George and Hazel Hill will

meet with as many of the senior pastors and

their wives as is possible to release the full

potential of this great organization. The resolve

of the leadership team is to do it BIG, do it

GOOD, and do it TOGETHER. Let’s Take Canada

for Christ!

The Malloys combined a Bible collegeeducation with some ministry exper-ience to plant this exciting youth church.They utilize drama, dance, music, and artto reach today’s younger crowd.

Felipe and Marilyn moved fromSaskatoon where they were activelyinvolved with Saskatoon Victory Churchfor over 5 years. Their vision is to seeVictory Church in the Park be a placewhere people of many backgrounds andethnicity come together to seek God.

Born in South Africa, Pastor Len andJuanita served as missionaries inZimbabwe for nine years before movingto Canada where they have beeninvolved in various ministries.

The story ofE l i j a h ’ scontest with

the prophetsof Jezebel on

top of MountCarmel is one of

the most dramaticand triumphant in

the whole Bible!But it is more thanjust a story. Jezebeltypifies a demonicprincipality that is setfor the destruction ofGod’s people. Thissame spirit is still activein the church today.Jesus addressed it in Hisletter to the church ofThyatira in the book ofRevelation.

Like Queen Jezebel, thisaggressive, manipulativespirit seeks to controlleadership, usually frombehind-the-scenes. Hername literally means“without cohabitation”suggesting her unwilling-ness to share power withanyone. Because this

demon works throughsusceptible individuals within

the church, many fail torecognize what is reallyhappening and end upaccusing and attacking eachother. Its manipulative methodsinevitably produce factions anddivisions in the church.Eventually it sidelines the gifts

and operations of the Holy Spirit,leaving the church spirituallylifeless. Its sheer aggressivenesscan cause even the mostdedicated pastors to sometimesgive in to fear and discouragement.

Queen Jezebel’s children werenamed Ahaziah, Jehoram, andAthaliah, which could be

translated respectively: Control, Pride,and Trouble. Where Jezebel is allowedto operate in a local church, it will soonbe home to her children: strife andintrigue, lifeless services, sexual andmoral compromise and pervasiveworldliness. Sound familiar?

But Elijah too is more than just ahistorical figure. Malachi says that, “Iwill send you Elijah the prophet beforethe coming of the great and dreadfulday of the Lord.” It was predicted ofJohn the Baptist that, “He will gobefore [Jesus] in the spirit and powerof Elijah…to make ready a peopleprepared for the Lord.” Jesus Himselfsaid that, “Elijah is coming first and willrestore all things.” Elijah is presentedas an arch-type of the kind of anointingneeded to smash Jezebel’s grip onGod’s people. Where there is a Jezebelspirit at work, God has an Elijahanointing!

The spirit of Elijah is a powerfulanointing. It was in the context ofdescribing the ministry of John theBaptist and his “Elijah anointing” thatJesus talked about the violent taking thekingdom of God by force. Its purpose isto expose, defeat, and destroy the spiritof Jezebel amongst God’s people. AsJesus says in Revelation, “I will kill herchildren with death.” It is an anointingof fire! A burning passion for the houseof God, the work of God, and thepresence of God!

The spirit of Elijah counters everyaspect of Jezebel: repentance instead ofrebellion; reconciliation instead ofdivisiveness; servant leadership versuscontrol and intimidation; and holinessof heart rather than moral compromise.

Churches operating under the Elijah

anointing will have:

1. A militant intercessory prayerministry as indicated in Jameschapter five.

2. A worship climate that encouragesthe supernatural. Elijah’s trademarkwas fire from heaven!

3. A relentless quest for revival thatturns hearts from sin to God.

4. A strife-resistant spirit of reconcilia-tion that brings healing to familiesand breaks down walls of division.

5. An influence on their city and nationthat far outweighs their numbers.

As we move closer and closer to thecoming of the Lord, God is once againpouring out the Elijah anointing uponthe church. Under it we will see thebody of Christ break free from everybondage and rise up to reveal God'swisdom to the principalities andpowers in heavenly places. When Godsays, “I will send,” all we have to do isbelieve and receive!

Praying God’sWord BringsMiracle

In September 1998, I wasdiagnosed as having lymphoma cancer. Thatdiagnosis was later confirmed by three otherdoctors. When the doctor gave me three months tolive, I told my wife, “Well, praise God, now I knowthat I will receive a miracle within three months.” Iwent on living my life as if nothing was happening.

Just after Thanksgiving that year we held ourregular prayer meeting with the two other couples.When we arrived, I was surprised to see thateveryone was sick. As we praised God the HolySpirit took over. My friend Jack got up, took HazelHill’s book “Praying God's Word,” put his hand onmy abdomen and prayed the prayer about cancer.

The next day, I had an exploratory appointmentwith my doctor. He asked me to lie down on myabdomen and then he said, “Ray I don’t knowwhat’s happening, I can’t find it.” So he calledanother doctor; same result again. He asked me ifI wouldn’t mind going through a battery of tests toconfirm the original diagnosis. I told him I didn’tmind proving to him that God healed me. I hadexploratory tests done to me, samples taken frommy abdomen and a cat scan performed on me; alltests confirmed that there was no trace of cancer inmy body. The final diagnosis was also confirmed bytwo other doctors.

By the way, when I phoned my prayer group to tellthem the news, I found out that everyone gothealed that night. Six out of six. Only God can dothat. Glory be to Jesus!

A miracle took place at a specialmeeting focused on people from theMiddle East, hosted by Pastor Kato andChristine, Egyptian believers andmembers of the California VictoryChurch. Dr. George Hill was invited toserve communion to a former JewishIsraeli soldier and a former Palestinian,Moslem militant fighter. They bothshared testimony of the incredible lifechanging power of Christ, removingthe hatred from both of their heartsand replacing it with the love of Jesus.

It’s a Miracle, Baby!I had my first ultrasound at 20 weeks pregnant. Mydoctor phoned a few days later and said he wassending me to London, as the ultrasound reportshowed I hardly had any amnioticfluid. He said, “There’s no fluidsurrounding the baby and we can’tseem to find the kidneys, so either thebaby will die inside or be born withmany, many complications.”

We took our God given authority andbegan speaking directly to our baby, ourbaby’s kidneys, and to the situationusing the Word of God as our weapon. May 15, 2002,Wednesday at 12:02am, Haley Hosanna Smith wasborn at 2 pounds and 15 ounces.

At 5:30 a.m. Thursday morning anurse barged into our room and toldus we had to come now, because itdidn’t look like Haley would make it.We marched down the hallway, andright up to her little incubatorsurrounded with doctors and nursesand we laid our hands on our baby and began tospeak in tongues and to speak the Word of God inJesus’ Name. We didn’t care who was watching -this was our daughter, our gift from God! Haley was

totally bloated, the back of her head was gel, herkidneys had completely shut down, and everyonewas standing there basically watching her die.

Ten minutes after we began praying for her, herkidneys began working, her vitals beganstabilizing. The doctors were impressedwith her “stamina and fight,” butweren’t convinced she would make it.That weekend they took us to the “QuietRoom” and told us to round up ourrelatives and friends and have them saygoodbye to Haley. But we knew thatGod’s Word doesn’t return to Him void.

His Word is life, it’s health!

Haley lived that weekend and the one following andthe one following and is here with ustoday as healthy and perfect as couldbe. I went back a couple months later toshow her off! The doctor who said shewould die stood there staring at Haleyfor five minutes and finally said, “Wow,it’s something to be humbled.” Haley issix months old now, is eleven and a halfpounds, is full of smiles and giggles and

is a carrier of the glory of God. Our precious baby isa miracle, proof that God is faithful and true.

Just one generation ago, the top threeconcerns of our nation’s school-teachers were gum chewing, runningin the halls, and unfinished homework.

Today’s list looks quite different with“school shootings” heading up the list -followed by violence and date-rape.So, how do we protect our familiesagainst these things, and effectivelyequip them for spiritual warfare? I’dlike to suggest three things fromDeuteronomy 6:4-9:

1. LIVE THE WORD BEFORE YOUR FAMILY

“And these words which I amcommanding you this day shall be FIRSTIN YOUR OWN MIND AND HEART…”

As a parent, the Word must be in myheart and life before I can effectivelyteach it to my children. The fact is, it’simpossible for me to transfer to mychild, a principle that I do not person-ally embrace. That’s true concerningChristian morals, but it’s also trueconcerning my faith-walk with God!

Ultimately,it’s not what I

say to my children inthis area, that’s going to

make the most impact. It’s whatI do, as I face crisis situations in my

own life. Do I speak the Word boldly inthe face of the devil’s attacks, or do I“fall apart” when the storms of lifecome? As I face each new trial, do Irecount for my children the victories ofthe past and assure them that God willtake care of us once again? Personally,that’s the faith-stand I’ve chosen totake!

2. CLEARLY TEACH THE PRINCIPLES OFTHE WORD TO YOUR FAMILY

“YOU SHALL WHET AND SHARPEN THEM,SO AS TO MAKE THEM PENETRATE, andteach and impress them upon the mindsand hearts of your children.”

The goal is not to tell our childrenBible stories! A spiritual “diet” of Bible-stories would be fine, if the devil wasjust a “story-book” character! But, he’snot! He’s a real enemy, with real plansfor our children’s destruction. Justknowing the story of “Daniel in thelions’ den” isn’t going to be enough toenable them to defeat the devil in acrisis situation! They’ve got tounderstand the principles that Danielused in the Lions’ Den that broughtDaniel’s deliverance. If my children’sclassmates approach them with drugsor alcohol, as I’m sure someday theywill, I want my kids to be armed withmore Bible than just John 3:16! If agunman enters my children’s school, Iwant them to know how to pray morethan, “Now I lay me down to sleep!”

It’s our job as parents to “teach andimpress (Kingdom principles) uponthe minds and hearts of (our)children,” and “make them penetrate”so our children truly understand theauthority that is theirs in Christ Jesus.

3. HELP YOUR CHILDREN DEVELOPTHEIR OWN RELATIONSHIP WITH GOD

“Hear, O Israel:The Lord our God is one Lord:And thou shalt love the Lord thy God withall thine heart, and with all thy soul, andwith all thy might. And these words, which Icommand thee this day, shall be in thineheart: And thou shalt teach them diligentlyunto thy children… Thou shalt fear the Lordthy God, and serve him. . .”(v. 6-7,13)

As I read through this passage ofScripture, I see three “relationship-words” that need to describe ourchildren’s interaction with God: Hear,Love, and Fear.

The Hebrew word for “hear” literallymeans, “to give undivided attentionto.” If you’ve watched most youngchildren in church, “undividedattention” is hardly an apt description.Why? It’s because most of what’s takingplace isn’t on their level. We’ve got to“prepare” the Word so it’s exciting andrelevant to a child’s life!

The second relationship word is “love.”Children need to be taught from ayoung age, to love the Lord. Again,that’s something they’ve got to learn

from you! They need to see mom anddad worshipping the Lord – at home,not just at church! They need to seeyou putting the Lord first place, andthanking Him daily for His abundantblessings! So many things in life arebetter “caught” than “taught.” Love forGod is no different!

Finally, we come to the word “fear.”This refers to a reverent respect forGod and His Word - making the Wordour final authority in life! Don’t bedeceived! Your children are watching!So, when the Bible says, “tithe” and“attend church faithfully” we need todo it joyfully! When Scripture says,“don’t lie,” we can’t be found telling“little white lies” in the home!

Without question, a battle is raging forthe minds and lives of our children!The battle for our nation begins in ourhomes, and with our children! Let’smake Jesus the Lord of our homes andprepare the next generation ofKingdom Warriors!

In 1991 God called us to plant a churchin Owen Sound and two years later tostart a school. Last year, we plantedthree more churches in our region,Gateway (Wiarton), Centre of Hope(Kincardine), and Young Warriors ofFreedom (Youth Church, Owen Sound)and released a downtown mission. Thisyear, we could feasibly see two or threemore churches planted as well as ourHigh School expanded.

The Vision God gave us: To release therestoring fire of God and to establishHoly Spirit led churches with the Spiritof Revival throughout Grey-BruceCounties and beyond. Behind thisvision is the very pulse of who we are.In order to release the restoring fire ofGod something essential must takeplace first within our own hearts. As Ilooked out at our city of Owen Soundand our Grey-Bruce region I began toget faith for the people of our region tocome alive. I asked the Lord for Hisheart for my region and the plan thatHe wanted implemented to reach them.

This is what He showed us. We were tostart Fires in neighbouring comm-unities and towns - holding meetingsand preaching the Word of the Lord forthat area. We would rent facilities andreach out to that community with theWord of God and with signs andwonders following.

A F.I.R.E. involves four components:

Fellowship and Pastoral CareI find that we are literally pastoringand standing with people all overour region.

InstructionDynamic preaching and therelease of the supernatural.

RestorationPraying for the sick andencouragement of wayward saintsto get on track again with God.

EvangelismIt’s harvest time and people needthe opportunity to be saved.

Sometimes the Fire would catchquickly and other times it would not.

Your message is important. How youcommunicate your message to today’s“sight and sound” generation is equallyimportant. Possibly it is time that youconsider the use of multimedia to reachyour audience. Using multimedia createsexcitement and a dynamic relationshipbetween your message and the recipient.

Many churches and ministries now havewebsites; however, without keepinginformation current and offering some-thing to your visitors, your website willhave a short life span and no visitors. Itwould be like constructing a new Churchbuilding, furnishing it, leaving the doorwide open but not staffing it or posting abulletin for any visitors. It is crucial therebe someone appointed to maintain andkeep the information current. Posting aweekly message for a visitor to read,listen or watch, is an excellent means ofgetting your message out to the “wiredworld” and having repeat visitors.

Promote thyself! Use the “old fashioned”communication tools – newsletters,door hangers, postcards, etc. – makesure to reinforce your website addressand email information on any and allmaterials.

With PowerPoint you canproject lyrics of musiconto a screen with acomputer monitor pro-jector. This allows all thelyrics of songs to bestored electronically andcalled for use on demand.

Simply having a computer and the toolsreadily available does not ensure that ifyou build it they will see and hear.Contact a professional to ensure thatyour message is clearly communicatedand that the "multi" aspect – the images,the sounds, videos, etc. – are creativelyand effectively blended together to beinformative and entertaining.

For example, our Kincardine Firecaught quickly, our Associates, PastorsDavid and Wendy Mathieu went intothat community, and we saw after thefirst and second meeting that this coreof people were looking for the Victoryvision. Other Fires catch much moreslowly. However, they usually alwayshave a strategic release of key leadersor potential pastors. At present we arein five communities (towns) besideswhere we have planted churches.

Part of what these Fire outreaches doin our region are:

1. Introduces the region to the full-gospel message - that Jesus is stillSaviour, Healer, Deliverer, andBaptiser of the Holy Spirit.

2. The Lost get saved!

3. Brings restoration to back-sliddenbelievers without a church family

4. Familiarizes people (believers) in theregion with Victory

If a Fire is burning strong and there isno responsible leader arising either inthat community or the home churchthen we have found that Fire can bemaintained with one or two meetingsper month, until an appropriate leadercomes forth. This pattern of churchplanting is done with relative low cost,and minimal people. Once a core, ofpeople, is established then a regularlaunch procedure is set in motion.

We must get outside the limitedconfines of Sunday service. Theseprinciples that I have shared are thefoundation stones that we have builtupon in our local region. Already ourKincardine church plant (Centre of

Hope Victory Church), pastored bySteve and Joanna Smith, which hasbeen going for just over one year, islooking to do a Fire in their area.Babies having babies, it’s really great!

The heart of God is to see, “HisKingdom come on earth as it is inHeaven.” I encourage you to get a heartto reach out and target somewhere thatneeds to see the Kingdom of God.

The early years of ministry and family lifein Agra were very hard and challenging.The family never had enough money forfood or any other basic necessities of life.Many times they faced life-threateningchallenges from Hindu fanatics in thecity whose main aim was to get them togo back to their hometown and stop anysort of church or gospel work. Twicetheir house was ransacked by thugs.

But eventually the ministry grew into anexuberant church with about twohundred people, a Bible School, andSlum School. Today an associate headsthe ministry. “We never complained aboutour needs not being met right away,” saysJey. “We knew that God was in control andthat he’d always come through for us forwe had tasted and seen it.” Jey’s faith inGod has been tested on numerousoccasions, but it has never failed.

Today, Pastor Jey has established overninety-three churches in nineteen statesof India as well as several Bible Schools,slum schools, sewing schools, andcrusade evangelism in the mountains ofHimalayas. He has a great concern forthe three million slum dwellers in thecity of Delhi alone. His dream is toestablish two hundred churches all overIndia within the next two years as well asa Bible School in every single one ofIndia’s twenty-six states. He and Lizy alsohave a strong vision to start many moresewing schools, slum schools andorphanages all across the nation.

To many Christian leaders he is known as‘a father figure’ and God is using himmightily to unite the different Christiandenominations and backgrounds. He hasarranged many city-wide crusades ofmore than 100,000 people, bringinghealing and salvation to the sufferingmasses of India. Jey’s leadershipconferences draw thousands of pastorsof various churches and denominationstogether for a time of impartation ofvision, mission and training.

Jey says, “I believe that the only answerto India’s poverty is Jesus. My deepestdesire is to see India come out of povertyand into the manifold plan of God.” Headds, “I don’t think she has even begunto realize the value she has in God’s eyes.For that gentle wind is only mildlyblowing now, but I hear the sound of agreat and mighty storm of revival that isgoing to hit this land from the east to thewest and the north to the south.”

Beautiful lawns, trees of every kind,pretty flowers and red compound wallsthat outline the entire complex. It looksmore like a farmhouse than anythingelse. This is the new ‘Land and BuildingProject’ of the seven year old church inNew Delhi which is being led by PastorJey and Lizy Jeyaseelan. Jey and Lizy withtheir three children moved to Delhi in1993 leaving behind a blossomingministry in Agra, the city of the Taj Mahal.

Jey was born in a little town in thesouthern part of India. He is one of eightchildren. The family was extremely poorand literally had nothing. When Jey wassixteen his class teacher called him asideand asked him if he'd like to accept Jesusas his personal Saviour. Mostly out ofrespect for his teacher Jey said “sure.” Herecalls that as his moment of salvation.He returned home that day with a strongconviction in his heart that the God ofthe entire universe now lived in his smallheart.

Slowly he began to believe God for thepoor situations at home. He first of alltold God that he wanted his entire familysaved. Sure enough within seven years allhis family members had accepted Jesus astheir Lord. Then he told God that hewould like some decent education. Hisfamily could not support him in any waywith so many children to take care of, butGod had awesome plans for Jey. Godmade it possible that Jey could haveadvanced English education in one of thebest Colleges in South India.

When it was time to marry Jey told God,“Father, I want you to bring me my wife!”Soon after a friend of his who was aleading evangelist told Jey about Lizy, abeautiful Indian girl who was the daughterof a powerful pastor of a thousandmember church. Jey right away knew inhis heart that she was the one God had forhim. Lizy proved to be a strong support toJey and together they worked as ahusband-wife ministry team. They bothresigned promising jobs and moved withtheir newborn first son to Agra.

“Let’s not hand out fish, but give thema hook and teach them how to fish.”Over the past two decades Victory ChurchesInternational Missions department has beenactive in establishing church plantingmovements in over 21 nations of the world.In addition to planting churches, VCIMissions has also purchased land andpartnered to build churches, Bible colleges,orphanages, and schools in these nations.

We will continue to do this, but over the lasttwo years Victory Churches has changedtheir philosophy regarding the distributionsof funds for missions. Rather than providingregular monthly support to our third worldnations, we have implemented the strategyof providing financial assistance for“projects.” Our goal for this new strategy isto assist these nations to develop andimplement revenue-generating projects,hence, “helping them to help themselves.”This change of strategy has caused greaterinitiative and greater motivation on behalfof the national leaders. From a VCI missionsview point it has given us better account-ability and appreciation for the funds thathave been entrusted to us. The transitionwas not an easy one but definitely a stepthat was needed.

Victory Churches International workstogether in relationship with a commonpurpose. It has always been our desire topartner with the nations and not be theirsource of supply. The Lord is the source oftheir supply as well as ours. We all have thesame Holy Spirit and the same Word ofGod; the Word works the same regardless ofour nationality, colour or creed. The Biblesays in Matthew 28:19-20, “...make disciples

of all nations ...teaching them to observe

all things that I have commanded you; and

lo I am with you always, even to the end of

the age.” We are to teach the people, not

make them dependent on us, but on God.We have an expression around Victory, “You

do what you can do, and we will help you

to do what you can not do alone.”

At the last World Conference we met with allthe national leaders and discussed ourvision to support projects within theirnations. These projects would give employ-ment to their people and supply funds tohelp meet the need of their local churchesand evangelistic outreaches. We gave them awindow of 18 months to restructure theirpresent way of doing things. We en-couraged them to pray about projects thatthey would like to start in their nation;projects where Victory Missions would givethe initial start up costs. Some of thenational leaders immediately grabbed ahold of the vision and presented projects tous even before the conference was over;these have been great projects that haveproved very fruitful for them indeed! Breadfactories, plantations, beauty salons, fishingprojects, sewing schools, and many otherprojects have sprung up and become areality. Praise the Lord! The truth is peoplefeel better about themselves when they canprovide for their own families.

Praise the Lord for all of you who have givento missions. You really do have a greatreward coming your way. You have helpedthousands of people find a better way of lifethrough your faithful giving. Churches thatgive to missions and keep a missions focusin their churches are vibrant and alive! Theyhave the favour of the Lord.Proverbs 11:24-25 says,“There are those who (generously) scatter

abroad and yet increase more: there are

those who withhold more than is fitting or

what is justly due, but it results only in

want. The liberal soul shall be enriched,

and he who waters, shall himself be

watered.” Amplified

Rev. Bester S. Kampala, a 70 year old nativeof Malawi, was left in charge of a networkof 300 churches throughout Malawi andMozambique, after the founding mission-ary retired and moved back to the USA.Feeling that they had been left without aspiritual covering, he and fellow leadersbegan to pray for God to provide. Theyfaced overwhelming problems trainingtheir pastors and looking after the needsof the organization while trying to lead alltheir churches out of the ignorance andspiritual darkness that pervaded theirnation. During a time of fasting and prayerRev Kampala had a vision. In the vision hesaw a white lady coming to help them. TheLord told him, “This lady will come andteach you and your pastors.”At the same time, back in Canada, PhyllisLabrentz was coming to grips was thedeath of her husband Norm. Formermissionaries to Malawi, the Labrentz’ werethen pastoring the Victory Church in LacLa Biche. They had worked for years inMalawi and still spearheaded an effort tosee a Christian secondary school establish-ed there. Before his promotion to heavenPastor Norm felt that the Lord wantedPhyllis to carry on their work there and helaid his hands upon her to pass the mantelof God’s calling to her.

As soon as it could be arranged Phyllis andco-worker Hilda Steiner returned toMalawi and set to work laying thegroundwork for the school project. Whennews of their arrival reached Rev Kampalahe rejoiced, “I went to the house where

she and Hilda were living. Now when Ilooked on Rev Phyllis Labrentz, I knewthat God had answered our prayers!” Itwas a divinely ordained partnership. Thebuilding would house the school forchildren, but during the school breaktimes it will be used for Bible College.Together they began to pray for thenecessary funds to start construction onthe facility. Within a short time Victory wasable to provide $5,000 and constructionwas commenced.

We welcome Rev. Kampala and all hispastors and churches to the Victory family!

FIRST ALL AFROCONFERENCEVictory Churches International Missionsheld its first all Afro Conference in Nairobi,Kenya, August 1-4, 2002. VCI’s Africannational leaders, pastors and churchleaders from Burundi, DR Congo, Ghana,Malawi and Rwanda attended the four-dayconference. A mission team from Canadaand the USA joined the Africans for awonderful time in the presence of the Lord.

The theme for the conference was“Ebenezer...this far the Lord has broughtus...” (Oh Africa) 1 Samuel 7:12. It wasquite evident the message the Holy Spiritdesired to communicate to the con-ference delegates. Speaker after speakerechoed a consistent message challengingthe Africans to believe God for theirnations. Pastor Paul Juss, the guestspeaker from Canada, challenged thedelegates with a stirring message titled,“There Is Greatness In You.” Otherspeakers also brought the message for thedelegates to look beyond their circum-stances and obstacles and look to God andnot to give up until the enemy gives up.

The conference was a wonderful oppor-tunity for the leaders to share their ideasand learn from each other what the Lord isdoing in Africa. The national leaders areeager to begin making preparations forthe second VCI Afro Conference.

BURUNDI

Victory Churches of Burundi was officiallywelcomed into the Victory family ofchurches at the 2001 VCI World Conf-erence. Pastor Raphael and Janine Mury-ango have developed and implementedvarious outreaches and projects to meetthe needs of the people in Burundi. Withthe assistance of VCI Missions, they havepurchased land and planted pineapples asa means of generating work and incomefor their churches.

D.R. congoVictory Churches of the DemocraticRepublic of the Congo (D.R. Congo),under the leadership of Bishop Amisi andRebecca Uwezo, has planted manychurches in this nation. A French BibleCollege in Butuwen trains new leaders andworkers for the harvest. The most recentproject for the D.R. Congo is the purchaseof land on which the national head office,church, children’s home, Bible Collegeand Christian school will be built this year.

With the new children’s home, streetchildren who are the victims of civil warswill finally have a home. But more than a

place to live, the children’s home will offera family atmosphere, an education and afuture.

Churches are being planted at such a fastrate in this area that many have purchasedrefugee tents and turned them intochurches. One of our Victory Churches inGoma barely escaped the recent volcaniceruption that left thousands of peoplehomeless as it covered a large portion ofthe city of Goma.

EL SALVADORDr. David and Teresita Rivera have helpedto establish 10 churches, several medicalclinics and a Bible College in El Salvador.They started their very first service in theTraining Center of California VictoryChurch with 43 people in attendance onJanuary 12. David and Teresita will lead amissions group to El Salvador this Spring.

GHANA Dr. Justice Joe and Rosevera Arhinfulprovides apostolic leadership to VictoryChurches of Ghana. Using a variety ofoutreach initiatives, such as a radioprogram, Victory Churches of Ghana isspreading the Gospel and seeing life-changing results in Ghana.

With the assistance of VCI Missions,Victory Churches of Ghana has purchaseda van to distribute bread baked in their“Quality Victory Bread” factory. The pur-chase of the van enables the factory toreach many different markets within theirregion. Quality Victory Bread employs

JAmaica

Pastor Clinton and Janette Loney provideleadership to Victory Churches of Jamaica.This nation was officially welcomed intothe Victory family of churches during the2001 VCI World Conference. Outreachcrusades, health clinics and youth dancegroups are just a few of the manyinitiatives Pastor Clinton is using to reachthe community in Kingston. Poverty is aconcern in this community. Therefore,Pastor Clinton is seeking out variousmeans to educate and employ the peoplein the community to increase theirstandard of living.

held weekly for those with a calling to full-time ministry. Outreach is flowing as all ofthe churches in the city blitz Kisumu andsurrounding towns with the Gospelthrough conferences, revival meetings,and street ministry. The churches aregrowing at such a rapid rate that there is a

special need for land and buildings.“Increase is the prophetic word over

Kisumu!”

In the capital city of Nairobi, Pastor Judeand Lucy Kiteta oversee a rapidly growingnetwork of churches. Starting in 1996 withtheir first church plant, they now oversee13 healthy, growing churches, which aredivided into four regions, each with itsown overseer. We have also launchedchildrens’ home for the poorest of thepoor children from the slums. Agedbetween three and seven, most of theselittle ones are orphans or from singlemothers. Now they are receiving the love,education and decent living conditionsthat they need to succeed in life!

A Victory Bible College was launched twoyears ago. Named Victory Hills BibleCollege in honour of Drs. George andHazel Hill, the college is an integral part ofan ambitious leadership training plan toprepare for future growth. Pastor Judesays, “The next phase will be growth, forthe present churches and into otherregions of the country, God has shown usthat by the end of this year we are going towitness a great harvest!”

mexicoJonathan and Patricia Blais are the pastorsof the Victory Church of Chihuahua, whichhas grown to over 250 people. They are

the apostolic leaders for VCI in Mexico andgive direction, release, and oversight tonew churches and minis-tries. They also host theVictory Voice radioministry, now inits fifth year ofweeklybroad-casting.

poland Just over ten years ago I moved to the cityof Jelenia Gora in the southwest corner of

Poland and together with Magda beganrunning weekly Bible studies in ourapartment. We discovered an old bombshelter in the basement and quicklytransformed it into a colourful “Kids Club”for neighbourhood children.

It was a short step to move from our Biblestudies to pioneering our first VictoryChurch in our own living room in 1996. Ayear and a half later, thanks to thegenerosity of the Victory Churches inCanada, we were able to purchase ourown building in the centre of the city. Inthe years that followed the church con-tinued to grow and so did our ministry tochildren in the city. We now operateregular outreaches to several orphanages,schools, and housing developments. Weare now preparing a second team to reachout to 13-18 year-olds. Our prayer is forGod’s anointing to be released to breakthrough the rough-n-tough exteriors ofthese teenagers so that the love of Godcan heal the scars within.

thailand The Thailand ministry has grown toinclude several Asian countries, rep-resenting a major portion of the world’spopulation. Every aspect of ministry isfocused on training effective nationalleaders and missionaries for these Asiannations. Some phase of church plantinghas already begun in seven of thesenations, but not without enormouschallenges. Pray for the right people andthe resources needed to mobilize theminto this great harvest field.

Just recently, my wife and I took ateam of students across Canada on a

Ministry Tour. It seemed like in oneplace after another, we saw the fruit ofVictory Bible College everywhere wewent. There was Truro, N.S., wherePastor Brian Bourque had recentlytaught one of our courses in his churchand spoke of the impact it had uponthe lives of his leaders. There wasHalifax, N.S., where the pastors in theHalifax area are joining together tooffer an extension site of VBCI. Therewas Pastor William Lee in Scarborough,where “Youth Explosion” revivalmeetings were planned for our Team tominister in, remembering the “revival”impact of our trip to his church lastspring. There was Pastor Steve Smith inKincardine, Ontario, a recent graduateof VBCI who is now pastoring andgrowing a church that is alive andhealthy. As I look across Canada andaround the world, there is fruit fromVBCI everywhere, and we give God theglory for this!

The recent rise in terrorist activities hasrenewed people’s interest in spiritualthings. Around the globe, we arepreparing men and women to take upthe challenge, become all things to allpeople, and reach this generation forChrist. Setting our sights too low guarantees wewill miss God’s best. The question weneed to ask in any given situation is not:“what’s the best we can do?” but rather,“what does God want to do through us?”

Like most church plants, we desired afacility where we could grow andprosper. After unproductively search-ing in the natural, we began to seekGod for His supernatural vision andprovision. We soon came to believe Hewanted to show off through us, andthat is just what He has done!

Someone once said, “Attemptsomething so impossible that unlessGod is in it, it’s doomed to failure.”Finding God’s vision, regardless ofwhether or not it seems doable, is thefirst step in doing “great exploits” forHim. God’s ways and thoughts areabove ours; chances are you have beenaiming too low. Once we have Hisspecific vision, all we need to do is run!Run with childlike faith, run withwisdom, run with endurance, run untilit comes to pass.

As we sought God’s heart for a facility,we came to believe He didn’t want usisolated on the fringe of the city, butrather to be a visible force at the centerof the action. He also didn’t want us soin-debt we were bound, but ratherfinancially free to fulfill the rest of Hisvision for us.

God brought to our attention a largebuilding in receivership at the center ofthe city of Moose Jaw. The building wasoriginally a supermarket, and had beenconverted into a half-leased mini mall. Itwas in excellent shape; plenty of pavedparking; located on Main Street; 27,000square feet of prime potential; com-plete with built inrevenue. The

building was great, the potential wasawesome, it seemed an ideal opport-unity, but the price seemed well beyondour reach. We continued to press onbelieving if it was God, the provisionwould be there.

Early in the negotiations we were toldby the foreclosing creditor, we needed$150,000 by the following Wednesday.The threat was they would put theproperty on the open market, where itwould surely sell quickly. That Sunday,before a small congregation of peopleof modest means, I announced theneed. I remember saying and believingwith all my heart “We don’t need toplease the owner, the bankers, thelawyers, or the real estate agents. Wesimply need to please God with ourgiving, and He will do the rest!” Thatwonderful group of people sacrificeddeeply and gave $22,000 that week.God was pleased.

The negotiations stumbled along foranother eight months and miraculouslythe property never saw the open market.Our favor from God was such that ourfinal purchase price was a full quarter of amillion dollars less that our original offer!

The structure of the building is suchthat there are no posts on the mainfloor. This means expansion andchange in any direction was possible forus and our tenants, an option we haveused. When we moved into the buildingwe found the basement filled with topquality (used) building materials, theresidue of many previous tenants. If weneeded something we would simplysearch the basement or 12,000 squarefoot attic, and there it would be!

Dr. George Hill is noted to have said“opportunity comes dressed incoveralls.” To be honest, the “running”after the vision has been hard work.While there are several empty buildingson Main Street, ours quickly becamefully leased. I believe it will stay that wayuntil we need to expand. We love ourtenants (seven businesses in all), and Ican honestly say they love us as well.One group of tenants said “we havenever seen such hard working people.”What an incredible opportunity for

testimony, glory be to God!

A train carrying a rock concert leavesToronto, traveling westbound. At thesame time, a train carrying a social clubleaves from Yellowknife travelingsouthbound. Another train, this timecarrying a Christian community, simul-taneously leaves Vancouver travelingeastbound. If these trains shouldconverge in a colossal wreck, wherewould the wreck occur and whatwould it produce...?

That is how we describe our Saturdaynight service to curious new comers atThe Gate in Lethbridge. What exactly ischurch? What exactly should it look like?And what can we do to help it get there?Tough questions, but questions that weagonized over for years as we preparedto form and continue to form the Gate.

First, at the very core of what we believeat the Gate (and really, as Christians), isthe idea that church is not the buildingitself. Church is the Christians, and,arguably, the non-Christians, that dropby the building every now and then toconnect with God as a community.Church is the leader who has a slightrock music obsession, and church is thephilosophy student who wants to argueexistentialism from the Bible. Church isthe blue-collar worker who can’t decidebetween a BBQ and a church service,and it’s the teenager who lives for theone time per week she’ll have all herfriends in the same room.

Reduced to it’s lowest commondenominator, church is people who,for all their differences, have acommonality: they are somewhere on aspiritual journey. At the Gate, we’vehad to think and re-think, disassembleand rebuild, try and fail in order tohelp people move towards God. Thereis a strong sense that the “look” and“feel” of church needs to be a functionof taking people on that journey. It’s

removing walls: to get people intoGod, remove things that keep them outof God. We’ve rocked, we’ve raved,we’ve laughed, we’ve prayed. We’vemade mistakes and had greatsuccesses. It just so happened in ourhighly social youth counter-culture ofmusic, media and spirituality that weended up with the trains we did, buttheir collision was simply an answer tothe question: how do we best connectthese people to God?

A second core value at the Gate is thebelief in the spiritual side of life. It mayseem silly, but “seeker-sensitive”churches like us often get accused offocusing on fluff. But the reality is this:people are more open to spiritualthings today - and this puts seekersensitivity on an entirely different level.

The idea of guests being in our midst nolonger becomes a limiting factor as towhether we pray for the sick, raise ourhands in worship, talk about God’sblessing, or admit we believe in visionsand dreams. It simply means we findourselves explaining everything (over andover and over), and utilizing commonvernacular to get the point across.

A third core value of the Gate is not justthat the church is people, it’s that thepeople really matter. When workersfeel burnout coming on, they have toknow that their value is not in the“stuff ” they give to God, but inknowing who they are in Christ. In asense, it’s the practical side of spiritual

warfare: taking care of the soldiers whoare fighting the good fight of faith.

Does it pay off? Finally - after months oftheosophizing, Joe, nineteen year-old,came to talk to me after a service, “Sothis is a church, eh? I’ve never been toone of these before. But if all churchesare like this, I could maybe see myselfgetting into church.”Craig took me for coffee to inform me:“The thing is... I just don’t think I couldreally tell God I love him. I mean I’mokay with Him; we’re cool with eachother. I just don’t know about saying Ilove you, that’s all.” (Craig recentlymentioned in passing how much heloved God and how awesome God wasand yada, yada, yada).What puts us at a different speed is notso much the light show, the ultra-loudworship or the coffee break afterworship. It’s not that our primary serviceis 8:15 p.m. on a Saturday night, or thatwe recently likened Christ, in His defeatof death, to Bill & Ted (during their“Excellent Adventure” they also defeateddeath). What we hope makes usdifferent, above anyone else different, isour answer to these questions: Who ismy neighbour? And to what lengths willI go, who will I become, and what willmy church become, in order to reach myneighbour?

Do you have a problem with anger? Doyou fight fear in every uncharted circum-stance in your life? Are you plagued withthoughts of suicide? Does life seemhopeless? Do you judge others all thetime or find it difficult to simply believe?What negative forces affect your aunts,uncles, cousins, grandparents, mom,dad? What hereditary diseases do yousee in your family? Are one or more ofyour relatives fighting depression? Havethere been miscarriages or abortions inyour family? Chronic financial prob-lems? Do you find it difficult to studyand read the Bible on your own? Do youalways fall asleep when the preaching atchurch starts?

If you have pursued many routes to getyour healing without success, perhapsyou really need deliverance. Not everysickness has a demon attached to it, butwe know and understand that all sicknesscomes from the devil. In the story in Luke13 the woman was healed when Jesusloosed her from a spirit of infirmity.

The Greek word SOZO, from which weget the New Testament word “saved,”means safety, deliverance, healing,preservation and soundness. It is a partof our spiritual inheritance to bedelivered from our enemies. Jesushimself rebuked the Pharisees becausethey did not deliver a child of God whomthe devil had bound (see Luke 13:16-17).

Deliverance is merely addressing anydemonic spirits that may have taken holdof an individual through the family line,lack of knowledge, sin, or traumaticcircumstances. II Cor 10:4-5 says that weare not dealing with flesh and blood(people) but with evil spirits. Just like adoctor removes a cancerous growth, adeliverance worker breaks the influenceof a demon. Once a person knows whatthey are dealing with and how to stop it,then it becomes easier to pursue the pathto freedom and health.

Things we experience, whether physical(abuse, disease, promiscuity); mental(negative words, vows, traumatic events);

or spiritual (curses, hexes, vexes, charms,demonic dedications, evil covenants) -unless dealt with, seem to provide aninvisible cage that keeps us repeatingnegative patterns in our lives that seemimpossible to get free from.

Psalm 18:19“He also brought me out into a broadplace; He delivered me because Hedelighted in me.”

Psalm 32:7“You are my hiding place; You shallpreserve me from trouble; You shallsurround me with songs of deliverance.”

Psalm 34:4, 19“I sought the Lord, and He heard me, anddelivered me from all my fears. Many arethe afflictions of the righteous, but the Lorddelivers him out of them all.”

Psalm 37:40“And the Lord shall help them and deliverthem; He shall deliver them from thewicked, and save them, because they trustin Him.”

Psalm 50:14-15Offer to God thanksgiving, and pay yourvows to the Most High. Call upon Me in theday of trouble; I will deliver you, and youshall glorify Me.”

Because some problems are so familiarto us, it is often difficult to see themourselves. It is good to get ministry froma trained team to help you through thisaspect of healing. Our church has atrained deliverance team who ministersto those who may need such help. First,we ask everyone to spend time in fastingand prayer. This is a time for the personto recognize and deal with any knownsins in their life and to build themselvesup spiritually.

After they have signed a release form ourtrained prayer team, well versed in thegifts of the Holy Spirit, will minister to theindividual. They ask God to reveal anycurses or demonic strongholds andbreak them through the authority ofJesus’ name. This is followed by prayerfor the infilling of the Holy Spirit,ministry of prophetic words, encourage-ment, and direction in applying thescriptures to their lives. Once a personknows what they are dealing with andhow to stop it, then it becomes theindividual’s responsibility to pursue thepath to freedom and health.

Women of Victory, (formerly called Gideon’s army), a ministry to women and children,was founded by Dr. Hazel Hill in 1997. After raising up a greatchurch in Rugely, Pastor Will and BarbieGraham released it to their associate andmoved to Manchester, the third largest city inthe UK, to head up an apostolic church plantand establish the VCI headquarters for the UK. Reaching the UK’s youth is a major emphasisfor many of the Victory churches. They havemade it a central part of the mandate toestablish Christian schools in order to train anew generation in the ways of the Lord.Will and Barbie also oversee the VCI churchesin Poland and Romania. Drs. George andHazel will be joining Will and Barbie for theUK National Conference onJuly 26-31, 2003.

Someone once said that one of the bestways to get somewhere in life is to findsomeone else who is going the same wayand join him. As the vision of VictoryChurches International continues to gainmomentum both in North America andaround the world, an increasing numberof churches are seeking to join up. Weusually hear more about church splitsthan church unions, but the mergingtogether of different ministries is actuallynot that uncommon.

Before such a merger canwork, both parties mustthoroughly understandthe implications and theexpectations of this kindof relationship.

The church must carefully askitself the following questions:

1Do we have a true understanding of theneed for this kind of relationship? Do

we realize our own limitations as a localchurch and appreciate the need for agreater team effort? Is this knowledgebased on a Biblical conviction of the needfor apostolic relationship?

2Are we in agreement with the articlesof faith, governmental structures,

policies and procedures of VictoryChurches? Will any points of differencejeopardize the relationship in the future?

3Are we willing to make ampleopportunity for VCI leaders to share

their hearts and impart apostolic vision toboth the leadership and the church?

4Are we willing to trust God to developrelationship, praying and fasting,

believing that it can work, putting forth thenecessary effort and be patient as Goddefines it? All these must be honestly,realistically and prayerfully assessed. It willtake faith in God as you pray and allow Himto develop the relationship.

Once a church is satisfied that it sharesthe same vision and the same heart asVictory, then a Fellowship Agreement isdrafted. This is a non-voting membershipthat can last a minimum of 6 months andup to 24 months. It allows an interimperiod of active participation in whichthe applicant church can come intoharmony with both the spirit and thestructure of VCI before entering into fullAffiliation. During this probationary period a

church should attempt to sendrepresentatives to allVCI meetings, includinggeneral directors meet-ings, conferences, andfellowship events. It alsogives the church time to

make the necessary changes to conformto the constitution and bylaws of VCI.These churches are expected to begincontributing financially to the support ofVCI activities in church-planting andmissions around the world.Joining a larger group is a great benefit tothe church enlarging its fellowship,vision, support and opportunities, andthe church in turn can add freshperspectives and new strengths to thegreater family, expanding its vision andscope of ministry.Like a marriage, the nurturing of astrong, healthy, and long-lasting relation-ship can take a lot of effort, but in thelong run the time and effort expendedproduces rewarding results.

nation. We are going to do it BIG, do it GOOD and do itTOGETHER. We have a corporate destiny, a corporatepurpose that calls for corporate obedience if we are goingto experience corporate blessing and victory. What do we see in 2003?
