Dear  Delegates,    

Like  many  true  blue  Melburnians,  the  fact  that  Sydney  hosts  an  annual  MUN  competition  and  Melbourne  does  not,  has  plagued  our  conscience  for  many  moons.    We  thought  it  was  high  time  to  encourage  our  growing  MUN  culture  and  showcase  a  socially  conscious  student  body,  ready  to  tackle  important  global  issues.  With  fire  in  our  bellies,  we  hand-­‐picked  a  team  of  Victoria's  sharpest  minds  and  set  about  the  business  of  organising  the  greatest  MUN  the  world  has  ever  seen.  It  is  our  pleasure  to  welcome  you  to  VicMUN  2013,  Victoria's  first  state-­‐level  Model  UN  competition!    

Over  many  a  fair-­‐trade  soy  latte  and  relentless  hunger  for  the  MUN-­‐wisdom  of  our  mentors,  the  conference  has  taken  shape.  We  would  like  to  that  this  opportunity  to  thank  everyone  who  received  yet  another  phone  call  or  Facebook  message  from  us.  In  no  particular  order,  Justin  Boyd,  Gary  Dickson,  Caspar  Roxburgh,  Greg  Healy,  Christopher  Orchard,  Raphael  Haycraft  and  Tamara  Preuss,  your  unconditional  support  and  shared  knowledge  and  resources  are  most  appreciated  and  cherished.  We  hope  now  that  our  participants  will  inherit  the  same  love  for  MUN.  

In  choosing  our  theme  of  Gender  Equality,  our  goal  is  to  explore  cultural  diplomacy  through  the  prism  of  gender  relations.  Instances  such  as  the  brutal  assault  and  subsequent  death  of  a  young  Indian  woman,  or  the  Sudanese  woman  sentence  to  death  by  stoning  for  committing  adultery  -­‐  do  not  occur  in  isolation.  They  reverberate  across  the  globe  with  serious  implications  for  the  international  community.  At  our  first  ever  VicMUN,  we  challenge  delegates  to  assess  issues  such  as  these,  confront  their  prejudices  and  view  the  world  from  a  different  perspective.  With  our  panel  discussion  "Is  multiculturalism  bad  for  women?",  polarising  committee  topics  and  thought-­‐provoking  speaker  events,  we  are  sure  to  shake  preconceived  notions  of  the  role  of  gender  in  international  relations.  We  hope  to  show  how  abstract  ideas  discussed  in  tutes  and  intellectual  rants  can  become  tangible  things  of  policy  and  decision-­‐making.  

And  naturally,  following  any  day  of  robust  debate,  negotiation  and  general  world-­‐saving,  one  is  inclined  to  relax  with  a  cool  beverage,  hearty  meal  and  good  company.  This,  ladies  and  gentlemen,  is  something  we  Melburnians  excel  at.  Our  socials  calendar  is  jam  packed  with  surprises  and  guaranteed  to  impress.    

How  happy  to  be  part  of  VicMUN  2013!  As  you  navigate  throughout  the  conference  in  the  world  of  diplomacy,  we  leave  you  with  some  words  of  wisdom  from  Simone  de  Beauvoir;    

“In  the  face  of  an  obstacle  which  is  impossible  to  overcome,  stubbornness  is  stupid.”  

We  wonder  if  her  words  will  ring  true  as  you  strive  to  build  that  beautiful  draft  resolution,  adhering  to  compromise  while  secretly  wishing  you  could  declare  war  on  your  opponents  in  a  rogue  diplomatic  fit.  Why  are  we  here?  Because  MUN  is  FUN.

Dear  Delegate,  

   

The  University  of  Melbourne  is  proud  to  

 support  and  host  the  inaugural  Victorian  

 Model  UN  Conference.  

   

 

We  believe  the  university  experience  should  be  about  much  more  than  just  attending  classes,  writing  essays  and  sitting  exams.    It  is  about  making  friends,  building  networks,  fine  tuning  debating  skills  and  exploring  ideas  in  a  constructive  and  tolerant  way.    I  am  sure  that  VicMUN  will  prove  a  wonderful  opportunity  for  students  to  build  these  skills  along  with  knowledge  in  international  relations,  diplomacy,  rules  and  processes  of  the  United  Nation  and  world  politics.    It  will  also  prove  a  wonderful  opportunity  to  prepare  for  the  World  MUN  later  this  year.  

   

I  will  follow  with  interest  VicMUN  and  the  WorldMUN  later  in  the  year.    I  wish  all  attending  an  enjoyable  and  rewarding  experience.

On  behalf  of  Melbourne  International  Relations  Society,  it  is  my  pleasure  to  welcome  you  to  VicMUN2013.  

Melbourne  International  Relations  Society  (MIRS)  is  a  society  based  at  The  University  of  Melbourne,  dedicated  to  furthering  and  fostering  an  interest  in  the  study  of  international  studies.    

As  a  society,  we  embrace  students  from  a  range  of  disciplinary  backgrounds,  out  of  a  firm  foundational  belief  that  each  brings  with  them  a  unique  perspective  on  international  relations.  We  believe  difference,  not  only  along  disciplinary  lines,  but  also  along  social,  political  and  cultural  as  well,  is  crucial  to  learning  and  appreciating  international  studies.      

With  MIRS  emerging  just  from  its  inaugural  year,  we  are  not  far  from  these  foundations,  from  the  idea  of  each  and  every  person  being  able  to  bring  something  to  the  debate  or  discussion.  

Therefore  not  only  is  MIRS  proud  to  be  hosting  VicMUN  2013,  we  further  hope  to  see  expressed  over  this  three-­‐day  MUN,  an  appreciation  of  the  reality  that  each  and  every  individual  can  bring  something  relevant  to  dialogue.    

The  theme  of  VicMUN  2013  –  gender  equality  –  may  be  equally  and  respectfully  seen  through  many  different  lenses,  a  reality  which  I  hope  shines  through  throughout  your  three  days  of  MUNing.    

Likewise,  other  pressing  (some  even  existential)  realities  which  confront    common  humanity  in  the  twenty-­‐first  century,  such  as  climate  change  or  a  fundamental  challenge  to  our  economic  foundations,  must  all  be  engaged  with  through  respect  and  appreciation  of  the  different  lenses  through  which  these  problems  may  be  viewed.  

Above  all,  the  central  purpose  of  a  MUN,  is  to  provide  each  and  every  participant  not  with  a  soapbox,  but  an  experience  in  and  an  appreciation  of,  respectful  and  collaborative  dialogue.  This  is  core  to  the  MUN  experience.  

I  hope  each  and  every  one  of  you  has  the  very  best  of  times,  and  I  look  forward  to  meeting  some  of  you  during  VicMUN2013.

Internet  

-­‐ University  of  Melbourne  students,  log  on  to  UniWireless  using  your  normal  username  and  password.  

Eduroam  

-­‐ Non  University  of  Melbourne  students  are  advised  to  register  for  Eduroam,  a  global  cross  University  network  that  allows  Delegates  from  partner  institutions  to  access  their  university  network  using  their  home  university  logins.  Search  ‘Eduroam’  on  your  home  university  page,  registration  may  vary  depending  on  the  University.  If  you  have  any  problems  please  contact  our  IT  team  at  it@vicmun.net.

Libraries  

The  University  of  Melbourne  has  a  number  of  Libraries  all  with  excellent  facilities.  If  you  would  like  to  book  a  group  study  room  contact  Delegate  Affairs  (delegate.affairs@vicmun.net).  For  locations  see  Campus  Map.  

First  Aid  

-­‐ If  you  require  assistance  please  notify  Delegate  Affairs  on    0420  430  704.  -­‐ First  aid  facilities  are  available  on  campus  at  the  Information  

desk  on  the  ground  floor  of  Union  House.  -­‐ For  Emergencies  Contact  Security  on  8344  6666  or  000  

Food  

Union  House  offers  a  diverse  range  of  cheap  eateries  in  its  food  court  on  the  basement  and  ground  floor.  Alternatively,  you  may  like  to  head  to    Lygon  St  (5  minute  walk  from  campus)  for  a  coffee  over  MUN  discussions!  Free  microwave  facilities  are  located  in  the  Lounge,  ground  floor  of  Union  House.  

Disability  Access  

All  library  buildings  have  wheelchair  access  and  in  multi-­‐storey  buildings  there  are  lifts  to  move  between  floors.  

Religious  facilities  

Muslim  prayer  rooms  and  ablution  facilities  are  located  at  158  Bouverie  St.  The  Trinity  College  Chapel  is  situated  in  Trinity  College  and  welcomes  all  denominations.

PANEL  Discussion    

Committees

Created  in  2010  the  central  role  of  UN  Women  is  to  support  international  bodies  with  policy  development,  to  assist  in  implementation  of  standards  and  to  hold  the  UN  system  to  account  for  its  own  commitments  to  gender  equality.  

United  Nations  Development  Program  

 On  the  ground  in  117  countries  UNDP  is  the  body  that  oversees     the  international  and  local  network  of  development  programs  working  to  improve  the  lives  of  people  and  achieve  the  Millennium  Goals.  

International  Criminal  Court  

Created  by  the  adoption  of  the  Rome  Statute  in  1998,  the  ICC  is  responsible  for  the  prosecution  of  those  accused  of  the  most  serious  international  crimes.  

Press  Corps  

Responsible  for  reporting  on  the  progress  of  our  hard                      working  Committees,  the  Press  Corps  will  be  keeping  Delegates  up  to  date  and  on  their  toes.

‘Is  Multiculturalism  Bad  for  Women?’  

Thursday  21st  Feburary,  1-­‐2.30pm  

 University  of  Melbourne  

 

The  structures  of  gender,  rights  and  religion  all  take  on  new  layers  of  complexity  and  understanding  given  the  context  of  multiculturalism  in  Australia.  Coming  from  different  academic  backgrounds,  our  esteemed  speakers  will  be  delving  into  these  issues,  offering  their  experiences  and  insights  on  a  topic  which  helps  shape  the  way  Australians  interact  with  one  another.  

There  will  be  an  opportunity  for  Delegates  to  ask  our  Speakers  questions  at  the  end  of  the  session  –  so  put  on  your  thinking  caps  and  get  involved  in  the  conversati  

Delegates  will  be  advised  of  the  location  for  the  Panel  Discussion  closer  to  the  date.

Dr.  Maree  Pardy’s  research  focus  is  in  the  areas  of  gender  and  culture.  She  has  worked  extensively  for  non-­‐government  organisations,  and  undertaken  long-­‐term  fieldwork  with  Vietnamese-­‐Australian  women.  Dr.  Pardy  has  been  teaching  Gender  Studies  at  the  University  of  Melbourne  since  2007.  

 

Dr.  Muhammad  Kamal  will  be  the  conference’s  leading  authority  on  Arabic  and  Islamic  Studies.  Dr.  Kamal  is  a  member  of  the  academic  staff  at  the  University  of  Melbourne  Asia  Institute.  Originally  from  the  University  of  Karachi,  Dr.  Kamal’s  research  interests  span  over  Modern  Islamic  thought,      Muslim  philosophy  and  Western  philosophical  thought.  

 

Dr.  Jessica  Carniel  specialises  in  Australian  Studies  and  is  a  member  of  the  Arts  Faculty  at  University  of  Melbourne.  Her  studies  and  publications  have  addressed  key  aspects  of  ethnic  identity,  memory,  and  migration,  and  delve  into  Australia’s  migrant  past  and  contemporary  migrant  culture.

DAY  1      

COMMITTEE  DINNERS  Bimbo  Deluxe,  Brunswick  St,  Fitzroy    6pm  –  LATE  

 Nothing  helps  cement  political  alliances  like  a  bit  of  bonding  over  gourmet  pizzas.  After  a  busy  first  day,  Delegates  will  head  to  the  famous  bohemian  Brunswick  Street.  Known  for  its  cheap  delectable  eats,  eclectic  décor  and  unique  beverage  list,  this  night  promises  to  deliver  all  things  Melbourne.  After  dinner,  continue  on  to  our  after  party  spot  (to  be  disclosed  on  the  night).  The  dress  code  is  casual  but  hey,  if  you  want  to  go  all  out,  we  don’t  mind!  Dinner  is  covered  by  the  Socials  Package,  drinkies  will  be  self  funded.    

 DAY  2      

MIDSUMMER  NIGHTS  DREAM  @  PLAZA  PAVILLION

On  Day  2  Delegates  are  invited  to  University  of  Melbourne’s  Plaza  Pavillion,  Carlton,  for  a  ‘Midsummer  Night’s  Dream’  BBQ.  Swap  your  suits  and  ties  for  whimsical  wings  and

donkey  head  pieces  for  tonight’s  festivities.    There  will  be  food,  fine  company,  music  and  a  few  games.  After  dinner  we  head  into  the  city  to  enjoy  a  little  more  of  the  Melbourne  nightlife.  

Located  a  short  walk  from  Melbourne  Uni,  MUNners  tired  after  a  tough  day  deciding  the  future  of  the  world,  can  relax  over  a  casual  meal.  Tasty  treats  and  soft  drinks  will  be  provided,  but  feel  free  to  bring  along  your  own  drinks  and  games.    

 

DAY  3    

THE  FINALE      Strange  Wolf,  71  Collins  St  (Enter  Strachan  Lane)  7.30/8pm  -­‐  LATE  

It’s  time  for  Delegates  to  get  a  little  more  classy  as  we  head  to  one  of  Melbourne’s  trendiest  dining  and  drinking  

establishments.  After  3  days  of  discussion  and  debate,  we  MUNners  will  triumphantly  descend  upon  Collins  St  and  take  over  Strange  Wolf  Basement  Bar.  Renowned  for  its  microbrews,  its  quirky  DJs,  and  its  mood  lighting  (perfect  for  finally  making  that  move  on  the  Delegate  for  Saudi  Arabia)  Strange  Wolf  is  an  internationally  renowned  bar  so  join  us  for  dinner  before  we  show  the  dance  floor  who’s  boss.    Later  in  the  evening  venture  further  into  Melbourne’s  laneway  bar  scene.  Dress  edgy  rather  than  up  and  you’ll  fit  in  nicely  amongst  Strange  Wolf’s  underground  pot  plant  installations  and  post-­‐industrial  décor.

VicMUN  is  committed  to  putting  on  a  sustainable  Conference.  Delegates  can  do  their  part  by  minimising  printing,  taking  public  transport  to  social  events  (especially  if  you  have  a  drink  or  two),  recycling  and  using  your  KeepCup.
