I am glad to be a part of this edition of the newslet- ter. It comes at a time when the state has shown most improvement in child malnu- trition. The State has been known for its economic growth and industrial de- velopment. In this edition, we‟ll give you an overview of the performance of the state in the area of Public Health. Health care is important for healthy productive work- force and general welfare; so in order to achieve the goal of population stabili- zation focus has been on addressing issues like child survival, safe motherhood and contraception. Health- care services have been improved with this focus and resulted in improvement in important health indicators like Crude Birth Rate (CBR), Cruder Death Rate (CDR), Total Fertility Rate (TFR), Infant Mortality Rate (IMR), Maternal Mortality Rate (MMR) etc. The change in MMR and IMR over the last decade has been shown below: MMR (per lakh live births) reduced to 148 from 202 in 2001 IMR (per „000 live births) reduced to 41 from 60 in 2001 As per the recent CAG report on Integrated Child Development Scheme, Gujarat has registered very high improvement on the malnutrition index. As on March 31, 2007, the State had a high 70.69 per cent malnourished children, the figure had gone down to 38.8 per cent in 2011, leaving the national average of 41.2 per cent behind. In order to achieve these, the state has undertaken various ini- tiatives in terms of improvement of health infrastructure and running various focused programs. It has designed various pro- grams to meet the objectives laid down in focus areas like child survival, safe motherhood etc. Some of these programs, like “Chiranjivi Yojana”, “Bal Sakhya Yojana”, and “Universal Immu- nization Program” have been very effective and successful. The state is also at the forefront of establishing and maintaining good health infrastructure at various levels. Currently (December-2012) it has, 6 Major Hospital with Educational Insti- tutes, 24 District Level Hospitals, 30 Sub-district level Hospitals, 3 Class- II hospitals, 4 Mental Hospitals, 2 Government Dental Hospitals, 1 Ophthalmology Hospital, 318 Community Health Centres, 1158 Primary Health Centres and 7274 Sub-centres are functional in the State. The state has been and remains committed to provide the best of health care facilities to create a healthy ecosystem in the state. Gujarat has 8200 MW tidal power potential: CEA study March 22, 2013

As per the study done for the assessment of tidal energy potential in the country by

the Central Electricity Authority there is an estimated potential of about 7000 MW

in the Gulf of Cambay, 1200 MW in the Gulf of Kutch in the State of Gujarat and

about 100 MW in the Gangetic Delta in the Sunderbans region of West Bengal.

British Gas, GSPC sign a long term LNG contract March 20, 2013

An MoU agreement for a long term LNG contract was signed between

British Gas and GSPC.

As per the contract, BG Group will supply up to 2.5 million tones per

annum (mtpa) of liquefied natural gas (LNG) to the state-owned Gujarat

State Petroleum Corporation Ltd (GSPC) from 2015. It will initially sup-

ply 1.25 mtpa of LNG beginning in 2015 and for up to 20 years, po-

tentially increasing to 2.5 mtpa after two years.

The agreement marks a major step towards GSPC‟s strategy of securing

LNG on long term basis to help in bridging the increasing natural gas

demand-supply deficit in Gujarat and across India. This deal shall fur-

ther strengthen GSPC‟s presence in the gas value chain, leveraging the

transmission and distribution infrastructure of GSPC Group while serving

customers across Gujarat and in next few years outside Gujarat.

Schott Kaisha plans Rs. 100 crore expansion of Jambusar plant in Gujarat

March 20, 2013

Indo-German joint venture Schott Kaisha is looking at additional investment of

around Rs. 100 crore towards expanding its Pharmaceutical packaging products

capacity at its Jambusar unit in Gujarat where it has already invested Rs. 136

crore (€ 20 million) in the first module that produces about two billion ampoules

and vials per year. The company will finalize details of expansion and invest-

ment plans after the completion of its first module by end of this year.

Schott AG and an Indian company Kaisha Manufacturers had formed a joint

venture for pharmaceutical glass packaging in 2008. The Jambusar plant has

20 production lines for ampoules and 16 for vials, with scope for further expan-

sion. Schott Kaisha achieved a turnover of Rs. 160 crore in FY-12 and targeted

turnover of Rs. 240 crore in FY-13 and Rs. 300 crore in FY-14.

BG Group has been active in India for more than 15 years. They expect the country to lie third among LNG importing

countries by 2025, behind Japan and China. Their long-term agreement with GSPC adds another dimension to their global

LNG portfolio with the addition of material new supplies to a fast growing market.

Gujarat spends more on food, household goods

The per capita food and non-food consumption expenditure across India has increased

at a pace of over 14 per cent and 17 per cent, respectively during 2004-05 and

2009-10. With a growth rate of about 28 per cent and 33 per cent, respectively,

Gujarat has garnered maximum growth in per capita food and non-food consumption

expenditure across India during the aforesaid period.

Besides, registering a growth of about 24.69 per cent, Gujarat has also topped in

terms of household consumption of fast moving consumer goods (FMCG) during the

aforesaid five-year period.

A 500-MW coal-based power generation unit at Ukai power plant in

Tapi district of Gujarat has been commissioned.

With the commissioning of this unit, the total installed power generation

capacity of the State has reached to 21,162 MW, including 17,289 MW

from conventional sources and 3,873 MW from non-conventional sources-

-wind and solar.

Tata Power’s Gujarat plant fully operational March 06, 2013

A Tata Power‟s subsidiary on Wednesday said that its 4,000 megawatt (MW) ultra

mega power project is fully operational with the synchronization of its fifth 800 MW

unit in Mundra in Gujarat.

The company has inked power purchase agreements for the project with seven pro-

curers from five states, Gujarat, Haryana, Maharashtra, Rajasthan and Punjab.

With this, the company‟s thermal power generation capacity stands at 7,647 MW

while generation through clean sources such as hydro, wind and solar stands at 852

MW.

Gujarat commissions Ukai 500-MW unit March, 08, 2013

Unemployment lowest in Gujarat February 27, 2013

Notwithstanding marginal growth in employment, there were as many as 28 million unemployed persons in the country in

2009-10, according to the Economic Survey 2012-13. Despite negligible employment growth, the unemployment rate as

per the current daily status (CDS method) fell from 8.2 per cent in 2004-5 to 6.6 per cent in 2009-10.

The total number of unemployed man days declined by 6.5 million persons, from around 34.5 million in 2004-05 to 28

million in 2009-10. The fall in unemployment despite marginal growth in employment in 2009-10 could be due to the

demographic dividend, as an increasing proportion of the young population opts for education rather than participating in

the labor market.

An inter-state comparison shows that the unemployment rate per 1,000 people was the lowest in Gujarat where just 18

persons were unemployed in urban areas.

Australia delegation visits Gujarat

Taking forward the successful visit of the Australian delegation in the recently concluded Vibrant Gujarat Summit 2013, HE Mr. Patrick Suckling visited Gujarat with a delegation of 11 members on 13 March 2013. The delegation visit ended with signing of two MOUs in the presence of Mr. Varesh Sinha, Chief Secretary, Government of Gujarat and HE Mr. Patrick Suckling, Australian High Commissioner to India. An MOU was signed between Mr. Ray Grifiths, CEO, Kangan Institute, Victoria, Australia and Industries Commisionarate Mr. Kamal Dayani, Government of Gujarat, to promote skilling in automotive sector. In order to facilitate partnership, Govern-ment of Gujarat will help Kangan Institute in obtaining necessary permissions and approvals as per the prevailing rules and regulations of the state Government. The board of Kangan institute will jointly work with partners such as Maruti Suzuki, Ford Motors, GMDC and IIT Gandhinagar under the umbrella of International Automotive Centre of Excellence (i-ACE) to promote skilling of automotive sector. The MOU will provide the framework within which detailed proposals for programs for establishment of International Auto-motive Centre of Excellence, Skills Development, Education, Research, Training and interaction between the parties would be jointly considered on the basis of reciprocity and mutual benefit. Mr. Nicholas Dal Sasso, Managing Director Ecotech Pvt Ltd entered in to a joint venture with Dr R C Naik, Uniphos Enviro-tronic Pvt Ltd. to manufacture environmental monitoring equipment. Ecotech has been instrumental in manufacturing and ex-ports of environmental monitoring systems and has over 35 years of sector experience. Uniphos Envirotronic Pvt Ltd is one of the leading Indian manufacturers of gas detection products. The Joint Venture will have equal equity participation of both of the parties and the operations would be based in the industrial town of Vapi, Gujarat, India. The objective of this venture is to utilise the technical know-how of Ecotech with the local market and research and develop-ment presence of Uniphos to bring world class products to the Indian market under the globally recognised brand name of Ecotech. This venture also aims at assisting government and private industries to measure and quantify their impact on the environment so that they are able to take appropriate steps to ensure they do not adversely impact on human health or the

environment.

Uganda delegation visits Gujarat

A 16-member high-level delegation from Uganda led by the Vice-President Mr. Edward Kiwanuka Ssekandi, visited Guja-

rat and met Chief Minister Mr. Narendra Modi. They had a detailed and fruitful discussion on a wide range of topics for

strengthening vibrant relations.

Other members of the delegation included Uganda‟s Agriculture Minister Mr. Buchanayandi, Minister of State for Foreign

Affairs Mr. Henry Okello Oryem, Minister of State for Finance and Planning Mr. Jacan Omach Frad and Uganda National

Chamber of Commerce President Ms. Olive Kigong. They were accompanied by Ugandan High Commissioner Ms. Nimisha

Madhvani.

Mr. Modi recalled Uganda‟s decades‟ old vibrant relation with Gujarat with scope for developing mutual collaboration and

exchange further. The delegation discussed the possibility of Gujarat‟s cooperation with Uganda in the field of small manu-

facturing industries, agriculture, micro irrigation, water management, canal network, oil and gas exploration and medical

healthcare in which Gujarat has made significant progress.

Mr. Modi extended invitation to progressive farmers and agricultural scientists of Uganda to attend the forthcoming annual

month-long statewide Krishi Mahotsav, and also study Gujarat‟s achievements in soil health card, lab2land programme and

micro irrigation.

tween demand and supply.

Mr. Modi said that the participation of UK-India Business Council and Trade Mission in the Vibrant Gujarat Summit in Janu-

ary 2013 has brought people residing in Gujarat and Gujaratis and Indians residing in Britain closer in diverse fields.

Mr. Modi said that with setting up of more facilities for petroleum and power in the state, Gujarat is becoming an „Energy

Hub‟. Gujarat has emerged as the growth engine of India‟s economy due to its farsighted progressive policies for gas-

based development initiatives. The state has India‟s largest network of gas pipelines. Mr. Modi also stated that Gujarat

had taken initiative in human resource development for the gas-petroleum-energy sector by setting up Pandit Deendayal

Petroleum University. Mr. Hugo hailed Gujarat‟s long strides in various fields, including good governance; rule of law and

achievements in the matters of human rights.

The MoU was signed by GSPC Managing Director, Mr. Tapan Ray and British Gas President, Mr. Shalin Sharma.

Gujarat’s Efforts in Controlling Malnutrition

Gujarat Government has implemented several measures during last few years to overcome the problem of malnutrition. However, a need has been felt to mitigate the problem of malnutrition through an integrated inter-sectoral holistic ap-proach covering various interventions across various sectors and departments. Focused on 10 critical essential interventions which can reduce under nutrition, supplementary nutritive diet and in-time health services continue to be important aspects to over-come the malnutrition. In order to improve the current status of nutrition, it is felt that the preventive and curative strategy needs to be very carefully evolved keeping in view various stages of desirable interventions namely adolescence, 9 months of pregnancy to first two years of age (critical 1000 days) and for children up to 6 years. The Mission Balam Sukham is hence conceptualized to provide an enabling mechanism to the different key departments to converge together under one umbrella to undertake concerned efforts to address and improve the nutritional status of the targeted population in Gujarat. The Mission Balam Sukham is expected to work for convergence of various key departments like Department of Women and Child Development (DWCD), Health, Education, Rural Development, Tribal development, Urban Development, Water Supply Department etc with a focused and accelerated approach to address the issue of child and maternal malnutrition. The Mission Balam Sukham is expected to focus on both i.e. preventive and curative aspects which will involve strengthening of ongoing nutrition programme and ten proven interventions and taking up new/innovative interventions considered neces-sary. Focus of Mission Balam Sukham:

Strengthening growth monitoring and evaluation system and bringing in subject specialist.

Ensuring growth monitoring and promotion by improving

Survey efficiency

Weighing efficiency

Plotting of weights on growth charts, and

Identification of undernourished children and detection of growth faltering and stagnation and focusing on the most vulnerable - SAM, MAM, SUW and MUW

Improving Infant and Young Child Feeding (IYCF) practices to reduce malnutrition.

According to recent CAG report, in the entire country, when it comes to efforts to eradicate Malnutrition, the most successful state in doing it has been Gujarat. In the country the situation has improved by 8 percent, in Gujarat it has improved by 32 percent.

CM congratulates Ahmedabad district panchayat for bagging national award for fight against malnutrition Hon‟ble Chief Minister Narendra Modi has congratulated the Ahmedabad district panchayat for bagging a national award of QCI-DLSHAH Trust for achieving excellent results in the battle against malnutrition with people‟s participation. District development officer of Ahmedabad district panchayat Mr. Banchhanidhi Pani presented this award before the Chief Minister. The award was given to the Ahmedabad district panchayat on March 08, 2013 for achieving excellent re-sults in fighting malnutrition under Gujarat Nutrition Mission. Ahmedabad district panchayat formed a trained team for implementing the campaign against malnutrition in rural areas. A case study of the achievements of the campaign was also carried out.

Department of Health & Family Welfare, Government of Gujarat has created wide network of health and medical care facili-

ties in the state to provide primary, secondary and tertiary health care. The department plans to reach out to the door step of

every citizen of Gujarat with prime focus on BPL families, marginalized population and weaker sections in rural and urban slum

areas. Department also takes appropriate actions to create adequate educational facilities for medical and paramedical man-

power in the state of Gujarat. In order to streamline the activities of the Department of Health and Family Welfare, separate

departments like Commissionerate of Health Medical Services, Medical Education and Research, Central Medical Stores

Organization, Food and Drug Control Authority, Directorate of Indian System of Medicine and Homeopathy (AYUSH), Em-

ployee State Insurance Scheme have been formed. The department is committed in providing medical facilities of the highest

level, keeping pace with rapid technological developments in the field of Healthcare.

From the Desk of Mr. P.K. Taneja, IAS - Principal Secretary (PH) and Commissioner

Department of Health and Family Welfare is committed to ensure accessibility, afforda-bility and quality of healthcare throughout the state of Gujarat. Dedicated staff of the department works with a goal of providing citizen centric and family friendly health sys-

tems. The department is also expanding horizons for inclusive healthcare, through various initiatives like Mukhya Mantri Amrutam, Mamta Abhiyan, Chiranjeevi Yojana, etc which have received tremendous response. Having established a Performance Monitoring & Control Centre, monitoring of all health related programs now happens from a single

point. Going forward, the department is also working on creating an IT Vision Document.

Vision and Mission

Attributed to the initiatives of the department, Gujarat is the first state in the country to have taken up a state-wide campaign to eradicate Post Polio Syndrome (PPS) in the state.

In outstanding performance in citizen-centric service delivery category, the department‟s E-Mamta project - mother and child tracking application under state health rural mission, has won silver award.

The department has also won several other awards, including Prime Minister's Award for Excellence in Public Admini-stration for the Year 2007-2008
