WELCOME TO FAIRFAX COUNTY PUBLIC SCHOOLS!

On behalf of Fairfax County Public Schools we want to welcome you from around the state

to the 2010 Virginia High School League AAA State Wrestling Tournament being held at

James Robinson Jr. Secondary School.

Wrestling is one of the states oldest high school interscholastic activities and this tourna-

ment annually brings together the best from around the state. This year is no exception;

everyone has worked very hard this season to make this another marquee event and we

appreciate the support demonstrated by your attendance.

High school interscholastic athletics is a true laboratory for learning, practicing and evalu-

ating skills in goal setting, self discipline, hard work and self control. National studies re-

peatedly report that participation in athletics is a key indicator of success later in life. Your

participation either on the mat or in the stands is truly appreciated.

Thank you to the athletes and parents for the time and effort put into making this a suc-

cessful season. Thank you coaches, administrators and certified athletic trainers who help

guide young athletes. And thank you to all the spectators whose attendance is so critical to

the success of these programs. We would also like to give special recognition and thanks to

the staff of Robinson Secondary School and to the Virginia High School League for the time

and effort they have put into organizing and hosting this year’s event.

To all participants, wrestlers, coaches, cheerleaders, we extend to you our best wishes for

a safe and successful tournament. To our spectators and guests, cheer loudly and loyally

and in a manner that best represents your school, your community and for high school

sports.

Robinson Secondary School opened in 1971 and was named in honor of Sergeant James W. Robinson, Jr., the first Virginia resident to receive the Congressional Medal of Honor for con-spicuous gallantry and heroism in the Vietnam conflict. The record of his performance is held in the highest regard by all members of the Robinson community, and provides a model for character and leadership that extends to all facets of our school program.

At the high school level, Robinson strives to prepare students to successfully meet the many challenges of a global society. We recognize that those challenges include technological, cul-tural, environmental, ethical, and societal issues that, in turn, demand strong technical and interpersonal skills. Consequently, our curriculum is diverse and includes a broad range of courses in the humanities, arts, and sciences with an emphasis on the use of technology across the curriculum.

Robinson's student activities program, composed of over 100 organizations and teams, sup-ports a strong belief that a student's academic success and social development are strength-ened through active involvement in school activities. In addition, Robinson Secondary is proud to be a member of the Robinson Community Coalition, a model program for cooperation and collaboration among all members of the community to address issues that affect its youth.

AN OVERVIEW OF WRESTLING RULES

The object of the sport of wrestling is to put your opponent on his back -- to pin your opponent.

A pin (or fall) is when you put your opponent on his/her back with any part of both shoulders or both shoulder blades of your

opponent in contact with the mat for two seconds. When you pin your opponent, the match is over and you are the winner. If

nobody gets pinned, the winner is the wrestler who has scored the most points during the match..

There are five ways to score points in a wrestling match:

1) Takedown - (2 points) You score two points for taking your opponent down to the mat and controlling him/her.

2) Escape - (1 point) You score one point for getting away or getting to a neutral position when your opponent has you

down on the mat.

3) Reversal - (2 points) You score two points when your opponent has you down on the mat and you come from under-

neath and gain control of your opponent.

4) Near Fall (Back Points) - (2 or 3 points) You get near fall points when you almost but not quite get your opponent

pinned. A near fall (near pin) is when... both shoulders are held for two seconds within four inches of the mat, or... one

shoulder touches the mat and the other shoulder is at a 45 degree angle coming down to the mat, or... the wrestler is

held in a high bridge or back on both elbows. If a near fall lasts for two seconds, you get 2 points. If a near fall lasts for 5

seconds, you get 3 points.

5) Penalty Points - (1 or 2 points) Your opponent is awarded points if you commit the following infractions.

Illegal Holds - There are several holds that the referee will penalize you for without warning. (There are other

holds called "potentially dangerous holds" which the referee might make you let go of but will not penalize you

for).

Technical Violations

Going off the mat or forcing your opponent off the mat to avoid wrestling ("fleeing the mat.")

Grabbing clothing, the mat, or the headgear

Locked or overlapped hands: If you are down on the mat in control of your opponent, you cannot lock or over-

lap your hands, fingers or arms around your opponent's body or both legs unless you have met criteria for a

near pin of your opponent, or your opponent stands up and has all his/her weight on two feet, or you have

lifted the opponent off the mat.

Leaving the mat during the match without the referee's permission

Reporting to the mat not properly equipped or not ready to wrestle, or equipment that is detected as being

illegal after the match has started

Unnecessary roughness

Unsportsmanlike conduct

Flagrant Misconduct (ejection, the match is over)

Stalling (you get one warning before you are penalized and points are awarded).

Incorrect starting position or false start (You get two cautions before points are awarded).

The first and second time you are penalized, your opponent is awarded one point. The third time you are penalized, your

opponent is awarded two points. The fourth time you are penalized, you are disqualified. (Except for illegal starting posi-

tion or false start - you are cautioned twice, then one point awarded for each infraction, but you will not be disqualified.

In the event of Flagrant Misconduct, you are ejected from the match on the first offense, you lose the match, and 3 team

points are deducted).

TEAM SCORING IN TOURNAMENT COMPETITION

Below is the team scoring chart in tournaments this year:

Advancement Points: Championship Bracket - 2 points (Regular Decision)

Consolation Bracket - 1 point (Regular Decision)

Major Decision: 1 point

Technical Fall: 1 1/2 points

Fall, Default, Forfeit, & Disqualification: 2 points

Bye followed by a win: Championship Bracket - 2 points

Consolation Bracket - 1 point

Tournaments with Four Places: First Place - 14 points; Second Place - 10 points; Third Place - 7 points; Fourth Place - 4 points.

Tournaments with Six Places: First Place - 16 points; Second Place - 12 points; Third Place - 9 points; Fourth Place - 7 points; Fifth

Place - 5 points; Sixth Place - 3 points.

Tournaments with Eight Places: The first six places are the same with 2 points for Seventh Place and 1 point for Eighth place.

SUDDEN VICTORY IN DUAL MEETS AND TOURNAMENTS

Sudden Victory (Overtime Period): During tournament and dual meet action, when the wrestlers are tied at the end of

the three regular periods, they will then wrestle an overtime period which will be one minute in length with no rest be-

tween the regular match and the overtime. The overtime period will begin with both wrestlers in the neutral position.

The wrestler who scores the first point(s) will be declared the winner.

If no winner is determined by the end of the one minute overtime period, 30-second tie-breakers in the referee's posi-

tion will be wrestled.

Tiebreaker I:

The disk is tossed to determine the wrestler who has choice. The wrestler who wins the toss may choose top, bottom, or

defer (Neutral cannot be chosen). Wrestler B wins the toss and selects down. As soon as the referee blows the whistle,

Wrestler B scores an escape. At this point, the match continues to the conclusion of the of the thirty seconds. Before the

end of the first tiebreaker, Wrestler B also scores a takedown. The score at this time is Wrestler B: 4 and Wrestler A: 1.

Tiebreaker II:

It is now Wrestler A's choice; he also selects down. During the second tiebreaker period, Wrestler A likewise scores an

escape and a takedown. The score is tied 4 to 4.

Ultimate Tiebreaker:

At this point, Wrestler A is given the choice of position because he scored the first point (an escape) in the match. How-

ever, the wrestler whose opponent has received an unsportsmanlike conduct penalty at anytime during the match will

have the choice of position. The unsportsmanlike conduct penalty will supersede the first points scored in the regulation

match. There is no neutral, but the wrestler may defer. The Ultimate Tiebreaker winner is determined the same as in the

past. The wrestler who scores the first point(s) in this 30-second tie-breaker will be declared the winner. However, if no

scoring occurs during this time, the top wrestler will be declared the winner. If Wrestler A rides Wrestler B; Wrestler A

wins with the ride out point. If Wrestler B scores, Wrestler B wins.

A HISTORY OF THE VIRGINIA HIGH SCHOOL LEAGUE

The League originated as a student activity of the Washington and Jefferson Societies at

the University of Virginia. In 1913 debating was sponsored in some 20 nearby schools. The

following year oral reading was added to the literary program. Thereafter, baseball, basketball

and track competitions were undertaken, and a code of uniform rules was developed.

Membership in the League increased so rapidly that the Extension Division of the University

of Virginia, and later the Division of Continuing Education, had to be assigned greater

responsibility for the conduct of League affairs.

By 1926, the League realized that, in the interest of democracy, the legislative responsibilities

of the League should be vested in representatives of member high schools. All activities

were coordinated under one organization. Control of the composite program was charged

to a body of principals known as the Legislative Council, assisted by a smaller Executive

Committee. Governance was restructured in 1995 to make the Executive Committee the

chief legislative body with its action subject to review by the membership.

In March 1946, the League was reorganized as the first step in a significant postwar

program. Its name was changed from “The Virginia High School Literary and Athletic League”

to “Virginia High School League” to suggest a wider field of League interests. Member schools

were classified in three groups rather than four, and an all-inclusive district organization within

groups was established. The reorganization attracted the membership of 350 of the 393 high

schools in the state in 1946-47. All but two of the state accredited three- and four-year public

high schools are presently members of the League. In 1960, the League classifications were

restructured with the district organization within each group extended to regional programs

in each of four areas of the state.

During the 1951-52 school year, and continuing since, the League initiated a revised

training program for football and basketball game officials which required registration and

examination of all such officials, and has subsequently added similar programs for girls

basketball, baseball, cheer, field hockey, soccer, softball, swim, track, volleyball, gymnastics

and wrestling officials.

The growth of athletic programs for girls prompted the League, in 1968, to begin coordinating

those activities. This control was further enhanced in 1972 by the League's adoption

of a Girls' Sports Committee, the function of which was to assist in the leadership of the girls

athletic programs.

Further enlargement of the League occurred in 1973, when the League realized its need

for both an increase in its public relations program and more effective control of its program

in publications. Each of these concerns was solidified into a League information program

designed to increase the League’s services to its member schools.

A desire for greater legislative autonomy and an increased awareness for fiscal independence

convinced the League to seek further refinement of its program and on July 1,

1981, VHSL was incorporated, thus becoming the Virginia High School League, Inc.

In the Spring of 1989, the League staff moved into new headquarters. After vacating

spaces it had long occupied in the University of Virginia's Zehmer Hall, the staff now operates

out of an impressive 8,000-square-foot building on a scenic 1.97-acre lot on Pantops

Mountain overlooking Charlottesville. These offices are a symbol of the VHSL's proud past

and promising future.
