Scope

The scope of this standard includes all road and site vehicles used by Vodacom employees, contracted personnel, suppliers
and sub-contractors in the execution of Vodacom business. It also encompasses the use of Vodacom-owned or hired

C2 General
1 APPLICABILITY
This standard applies at all work locations under Vodacom’s management and locations managed by a joint venture of which
Vodacom is a major partner.
This standard is also applicable to work locations managed by other parties but where work is done by Vodacom’s personnel and
to all Vodacom-managed personnel whilst engaged in any activity on behalf of the company.
Contractors may however use their own standard and procedures in so far as the requirements of their standard are at least
equivalent to those of this standard and when agreed through the Vodacom project engagement processes. In addition, in
conjunction with this standard, the customers’ standard and applicable national and local regulations must be read, conformed
to or complied with.
2 EXCLUSIONS
The following exclusions apply:
Person(s) commuting to and from their normal place of work and where the Journey Management Plan has ended
Mini bus taxis and public transport.
3 COMPLIANCE WITH THIS STANDARD
If conformance to this standard cannot be confirmed in the compliance timeframes, an alternative compliance plan must be sent
to Vodacom Group HSE accompanied by a risk assessment and control submission for validation and written approval by the
Group Chief HR Officer and Chief Executive Officer.
All high risk suppliers (level 1 and 2) must submit a documented road risk plan to their local HSE specialist and country managers
for approval. All plans must be fully implemented with immediate effect.
4 MANDATORY ROAD RISK MANAGEMENT PLANS
All HSE plans must include a road risk method statement showing conformance to the mandatory requirements. HSE plans must
be reviewed and approved by Vodacom’s HSE specialist and or appointed HSE agent (e.g. NOSA). The minimum requirements are
shown in the table below:

5 LEADERSHIP AND COMMITMENT
Senior and line managers must show commitment to managing road travel operations to enhance the health and safety of
personnel and minimise the environmental impact and disruption to the communities in which we operate.
The Operating Company ExCo shall ensure that:

Improvement programmes, including driver behaviour monitoring, must be implemented and have processes in place
for monitoring compliance; and
Road safety must be a structured part of annual plans.
6 ABSOLUTE RULES
The implementation of the Vodacom Absolute Rules is mandatory. Consequence management processes must be applied where
the Absolute Rules are breached. All absolute rules violation must be recorded as a High Potential Incident.

7 MANAGEMENT RESPONSIBILITIES
7.1 Senior Management
The implementation of this standard by employees and suppliers is Vodacom senior management’s responsibility. Vodacom
managers must make sure that this standard is communicated, applied and conformed to.

Vodacom managers are also responsible to liaise and coordinate contractors’ conformance to the standard. A Occupational
Driving hazard identification and risk assessment (HIRA) must be conducted and implemented by management which must
timeously guide drivers.
Management must nominate a responsible person to coordinate and control company vehicles, drivers and journeys to reduce
the risk to as low as reasonably practicable. Management must ensure that road journeys are only done where deemed necessary
for the achievement of business objectives and only after safer journey options have been excluded (e.g. air, rail, and
teleconference).
Management must develop an Occupational Driving Management Plan to be implemented and conformance to this standard
must be regularly evaluated. The plan must be reviewed at least annually, where there is a change in scope of work or a change to
the operational region or after a major, serious or fatal accident.
7.2 Line Management
Line managers are responsible to implement a strict programme of behaviour monitoring, including:
Identifying, analysing and mitigating all road hazard and risks using a risk assessment tool
Confirming that all drivers are in possession of a valid driver’s license with the correct classification as per local legal
requirements
Periodically checking the validity of the drivers licences
Assessing whether drivers have been trained before giving authority to drive
Ensuring that drivers are medically fit to drive the vehicle as per their defined driver classification
Monitoring the functionality of the vehicle tracking system and the in-vehicle monitoring system
Ensuring that there is proactive driver monitoring and consequence management
Analyse Driver behaviour records at least bi-monthly and consistently apply consequence management for non-
compliance
Validating driver pre-use inspection sheets on a monthly basis
Conducting monthly vehicle inspections
Conducting trend analyses at least twice monthly
Approve and monitor conformance to the journey management plans
Obtaining approval from senior management, to monitor and control night driving.
8 DRIVER RESPONSIBILITIES
All vehicle drivers encompassed in the scope of this standard are responsible for the safety of their vehicles and passengers and
must ensure conformance to this standard and all other applicable policies and standards.
The following guidelines apply:
Prior to commencing a journey, and at least once per shift, drivers must perform a pre-use visiual vehicle check
Ad hoc drivers must complete the Ad Hoc Vehicle Inspection Form attached below
Drivers must demonstrate an appropriate level of courtesy to other road users
Under no circumstances may drivers allow any person to drive a company vehicle without obtaining permission from their
line management
Drivers must keep all parts of their bodies inside the vehicle at all times while the vehicle is in motion
Passengers are required to conform to all requirements applicable to this standard before moving off and for the full
duration of the journey
Drivers may not transport any persons or goods without permission from line management (no lifts)
Drivers must conform to company policies, procedures and risk assessments
All drivers (including grey fleet drivers) must have adequate and up to date vehicle insurance to drive the
type of vehicle they intend to use for work related travel. Drivers must comply with the terms of their
insurance when driving on business

Goods and equipment must be stacked correctly to evenly distribute the weight and ensure it is firmly strapped
Drivers must manage their time so as not to embark on a journey should it extend duty time beyond 16 hours
Duty includes any work activities such as driving (max 12 hours), rest breaks and business travel but excludes daily
commutes to the regular place of work
Drivers must take regular 15 mins breaks every 2 hours to prevent fatigue
Drivers must recuperate after long haul travel and familiarise themselves with the local driving conditions, including
Vodacom restrictions
Vehicles that fail to meet the required Vodacom Safety Standard, as outlined in this standard, may not be driven
Drivers are accountable for correct sizing, stowage and security of loads on vehicles being driven
In consultation with the journey management coordinator, drivers must ensure adequate insurance coverage for the
protection of the vehicle, personal protection and for the protection of any passengers prior to undertaking the driving
activity
Drivers must be fit-to-drive, not fatigued to operate as driver of company vehicle and free from impairment through the
use of medication or other drugs
The Blood Alcohol Content (BAC) requirement for driving on Vodacom business is 0% (zero)
Drivers must report to management on the consumption of any medication containing alcohol or any other medication
which causes drowsiness.
Drivers and passengers must obey all relevant local road safety related legislation, including speed limits and

Seat belts must be worn by all occupants in all vehicles used for transportation for Vodacom business
Drivers must ensure that passengers use the vehicle seatbelts fitted
No passengers may be transported in the load area at the back of pick-ups (bakkies), trucks and panel vans
Drivers must NEVER drive on the shoulder or verge of the road
Drivers may not use cell phones or two-way radios for any purpose while operating their vehicles, unless doing so by
means of a Bluetooth apparatus
Drivers must ensure that vehicles are maintained and in a safe/good state of repair and roadworthy prior to driving
Drivers must adjust their speed to the specific road conditions
Drivers must adjust speed accordingly when encountering the following conditions:
Location – high pedestrian areas (i.e. villages, schools, public places, livestock, wild animals, etc.)
Road condition (gravel, bitumen, potholes, etc.)
Weather conditions (rain, ice, snow, mist, etc.)
Temporary roadworks
Time of day (night, dusk, dawn, etc.);
Changes in road rules (speed, etc.);
Unguarded railway crossings
Approaching uncontrolled intersections.
Drivers must reduce the speed accordingly as per the legal road speed limit:
100 km/h to 80 km/h
80 km/h to 60 km/h
60 km/h to 40 km/h
40 km/h to 20 km/h

Passengers must be fully au fait with these key safety behaviours and should insist on conformance of the driver to the driver
safety considerations when travelling.
All breaches of driver behaviour, Vodacom Absolute Rules and company procedures should be reported to line management
within 24 hours. The line manager of the applicable business is to determine the relevant disciplinary action and apply
consequence management. This could result in termination of a contract or dismissal.
9 DRIVER COMPETENCY AND COMMUNICATION
It is mandatory that all drivers are trained, competent and appropriately licensed to operate in the applicable location, to use the
class of vehicle being used and to carry the appropriate load.
Defensive driver training is mandatory for all Vodacom employees and contractors and must be done by a Vodacom approved
supplier as per the Driver Job Classification. Drivers are classified according to work relating to travel and risk exposure. An
Occupational Driving Risk Assessment must be compiled to determine the risk category (high, medium or low).

New employees must be trained within 3 months of engagement or after commencing with driving duties. Drivers making use of
4X4 vehicles must be trained on 4X4 defensive driving. All drivers are required to undergo recertification every two (2) years, unless
deemed necessary as a result of an accident investigation. Counselling and or retraining must be conducted for high risk drivers
as per driver scorecard.
All campaigns, communications and events related to driver and vehicle safety must consider travel outside work focusing on
relevant hazards and risks.
The effectiveness of all driver and vehicle safety rules and control measures must be formally reviewed at least annually or based
on history/accident rate.

10 VEHICLE MANAGEMENT
The vehicle management requirements outlined apply to all Vodacom and contractor-owned, leased or hired vehicles, vehicles
provided by customers for use by Vodacom personnel and individuals’ own vehicles used for Vodacom business.
10.1 General Requirements
All vehicles must comply with local and national regulatory requirements
Vehicles must, at all times, comply with all licence and applicable permit requirements
Adequate insurance arrangements must exist for Vodacom, supplier or privately-owned vehicles being used
Drivers of privately-owned vehicles must, on request, provide documentary evidence of insurance cover
Vodacom vehicles may not be used for private business without appropriate written authorization from management
Headlights should be switched on at all times, including during the day time
Vehicles must be serviced and maintained as per manufacturers recommendations to ensure these remain fit-for-
purpose and kept in safe working order as per local legislation and roadworthy requirements
All inspection and service records must be maintained as per local legal administrative requirements
The vehicle maximum towing capacity may not be exceeded when towing a trailer for Vodacom business.
10.2 Mandatory Accessories
The following mandatory accessories are required:
Wheel jack and spanner
Emergency travel kit (triangles, etc.)
Three kilogram powder fire extinguisher/fire Stryker; and
First aid kit – vehicle specific.
10.3 Fit-for-Purpose
The company must, by means of a method statement and risk assessment, determine the fit-for-purpose vehicle
requirements to perform the work and these requirements must form part of the Site / Project Specific HSE Plan.
Vehicles must be purchased and maintained as per the control measures identified to mitigate all risks.
New Vodacom fleet vehicles (bakkies) require a fit-for-purpose risk assessment, validated by Group HSE and approved
by the applicable Exco Member, prior to purchase.
10.4 Vehicle Inspections
A preuse inspection must be conducted by the driver and monthly by Line Manager’s
All works vehicles shall undergo a pre-use inspection.
All faults must be recorded on the Vehicle Inspection Form
All faults must be reported to management before using the vehicle
All faults must be repaired on a priority basis – critical items e.g. brakes must be repaired immediately before use
Where feasible, all items of value must be removed from the vehicle or from the sight of passers-by before leaving the
vehicle unattended.
10.5 In Vehicle Monitoring System (IVMS)
Live IVMS must be used to monitor drivers’ performance during journeys and to provide feedback to encourage drivers to
continue to drive safely and in conformance to the Vodacom standard
All Vodacom-owned, long term-leased contractor vehicles must be fitted with a Vodacom approved live IVMS to monitor
drivers, vehicles and journey performance
All vehicles must be fitted with a Tracker in-vehicle monitoring system with Cameras for high risk vehicles.
All tracking systems and must be linked to the Vodacom Vehicle Tacking Bureau situated at Vodacom offices in Midrand.

The bureau must monitor vehicles and behaviour and compile drive scorecards weekly, monthly, qauterly and as per
requested.
The bureau must communicate driver non-conformance to the applicable line management or contractor for corrective
action
The bureau must track and analyse consequence management taken by line managers and contractors
As a minimum, the fitted IVMS must record driver identification, turning, speed, acceleration, harsh braking,
deceleration, distance driven and driver hours
Privately-owned vehicles and leased vehicles (less than three months) must be fitted with speed monitoring devices only
Line management must analyse tracking reports to ensure that IVMSs are in good working order
Drivers must immediately report any malfunctions to their managers for immediate repair
Driving a vehicle with a malfunctioning IVMS is not permitted but, where the use of such a vehicle is unavoidable, drivers
must obtain permission, in writing, from the responsible manager
Drivers must ensure that they have logged/tagged onto the system as a driver and that any downloading requirements
for the system have been followed
Managers must monitor driver and vehicle performance, provide feedback to drivers of monitoring results and take
appropriate action where necessary (which may lead to dismissal)
Driver and vehicle data must be analysed and maintained on a monthly basis.
10.6 Load Bins
All load bins, including canopies, must be fully closed off with a suitable designed covering to prevent the loading of passengers
in the load bin area. Examples have been indicated below:

10.7.1 Mandatory Safety Specifications
All vehicles must comply with local and national legislative requirements
Three point, inertia reel seatbelts for all seats are required in light and passenger vehicles, passenger buses/coaches
and heavy goods vehicles
For passenger buses, where the above-described seatbelts are not available, passenger seats in use must at least have
a lap belt
Cargo barrier nets must be fitted for sport utility vehicles (SUVs), light and passenger station wagons
Fitted tyres must be manufactured by a recognised international tyre manufacturer

Recapped, re-treaded or re-grooved tyres may not be used on any axle of a passenger bus/coach, light/passenger
vehicle and trailer
Laminated front windscreens are mandatory
Windows must be fitted with smash and grab (tinting) within the legal specifications
An integrated Bluetooth hands free apparatus (factory fitted or approved fitment accessory e.g. parrot) is required
10.7.2 Recommended Safety Specifications
A supplementary restraint system (SRS) (air bags) must be fitted to the driver’s side of light and passenger vehicles and
to the passenger side if this seat is to be used
An anti-lock braking system (ABS) is recommended
Where required, wide angle mirrors should be fitted to give full length of vehicle vision on each side of the vehicle and
covering nearside blind spots
Rollover protection (ROPS) and/or a rollover prevention device must be fitted to vehicles for high risk of rollover based
on experience or where the centre of gravity of the vehicle increases rollover risk
Head restraints are required for all driver and passenger seats, excluding passenger seats on buses
Sufficient heating and/or air conditioning systems are required in meeting the local climatic conditions.
10.7.3 Supplementary Requirements
The following supplementary equipment must be provided whenever identified by the risk assessment:
Spotlights
Special lock nut (If fitted)
Global positioning system (GPS)
Bull bars
Roof racks (where applicable).
11 DRIVER SCORE CARD
In the interest of safer driver behaviour, all local markets and contractors must develop a driver score card appropriate to the
IVMS. It must be implemented to track driver behaviour, whether positive or negative. The driver scorecard must be obtained from
the Vodacom In Vehicle Monitoring System Bureau situated in Midrand.
The Driver Behaviour System that provides individual driver behaviour reports, which enables management to identify both the
safest and the riskiest drivers, and implement incentives or corrective measures based on the established standards of the driver
safety program
Driving Analytics Solution processes data coming from the connected vehicle and generates advanced driving behaviour and
driving pattern reports. The data is collected and analysed with the ultimate goal to gain a full understanding of the driver’s
capability to adjust his driving style to current driving conditions.
Driving style is determined based on information such as number of excessive braking, acceleration and cornering events with the
corresponding intensity.
All events are validated by the Bureau and thereafter forwarded to the responsible Line Manager for review and corrective action.

12 JOURNEY MANAGEMENT
The responsible line management must periodically question and review the number of journeys undertaken to minimise journeys
and reduce the risk to as low as reasonably practicable (ALARP) by applying the risk assessment hierarchy of controls. Journey
planning requirements shall include the consideration of total driving hours, total working hours and rest periods.
Each location or project must have a process to assess and control the risks to road vehicle users. The first step is to assess the
overall land transport HSE risk, the controls and requirements. As part of this process, some journeys may be exempted from the
requirement to complete individual journey management plans. Exemptions must be documented and approved.
Where a risk assessment indicates that a journey management plan (JMP) is necessary, appropriate controls must be established
for identified risks. The JMP must include the journey origin site and planned destination, the authorised route, identification of
route hazards, driving and rest times and communication requirements during the journey.
Before each journey, drivers must understand the JMP and report any change from the plan occurring during the journey. Changes
must be reviewed to determine whether the JMP should be changed for future reference.
12.1 Journey Management Plan (JMP Requirements)
A Journey Management Plan (JMP) is mandatory for all journeys exceeding 150 kilometres (one way), irrespective of the number
of drivers. The JMP is valid for the full journey to, and return from, the site. In circumstances where a JMP is deemed necessary,
the following steps are required:
Approval of the journey by management (initial and changes)
Communication of JMP to drivers and passengers
Journey monitoring processes, including checking in and deviation alert processes
Manager sampling of conformance to the JMP
At a minimum, the JMP must include the following information:
Job number
Scope of work
Location of the site/workplace
Designated driver details
Designator driver contact details
Assistant/relief driver details
Manager details
Manager contact details

The designated drivers, or authorised relief/assistance drivers, are the only person/s authorised to driver the vehicle for the entire
journey. Where a driver becomes unfit to drive, permission must be obtained from the manager for any other person to drive. These
individuals must conform to the standard in terms of competence and trainings as indicated in section 10.
12.2 Night Driving
No driver may be permitted to embark on a new trip between 19H00 and 05H00
Night journeys are only permitted to attend to service affecting breakdowns and or major redundancy component failures
approved by the applicable manager
Special permission must be granted, in writing, by the Vodacom Chief Officer: Network or applicable executive to
authorise planned night work
The JMP must indicate approval for night driving for stand-by and emergency call-outs only
A driver must be well rested and have had at least 6 hours of sleep prior to starting a journey (as far as reasonably and
practically possible)
13 MASS TRANSPORTATION
Where Vodacom arranges transport to and from work for employees, the suppliers used must:
Use vehicles that are designed for the purpose
Use vehicles with sufficient seatbelts for the number of occupants
Maintain vehicles in line with legal requirements and manufacturers requirements
Only use qualified drivers
Have systems in place to communicate and enforce the Absolute Rules.

The person organising the transport must ensure that Vodacom’s rules and expectations are clearly communicated to
the service provider and understood by users (employees)
Any person travelling as a passenger must follow these rules, intervene if the driver or any other passenger(s) break the
rules and report all breaches to management as soon as possible.
14 TRAILERS
Any person towing a trailer must have a current, valid licence for the load being towed as per the local market’s statutory
requirements. Every vehicle owner must ensure that the vehicle and the trailer comply with all applicable regulations.
The following must be taken into account before using a trailer to transport loads:
The way in which materials and equipment are transported must be assessed to determine the most appropriate method.
This assessment must consider factors such as:
Distances travelled
Loads being carried – type, make up and weight
The frequency with which loads need are carried
The access routes and areas to sites.
14.1 Trailer Specifications
The following trailer specifications are mandatory:
The gross weight of the trailer must not exceed the unladed weight of the towing vehicle
The maximum capacity must be clearly labelled on the body of the trailer
The axle type must always be considered (how is it sprung, single or tandem axle)
There must be a mechanism for securing the load
Lights and identification must be appropriate
The mechanism or hitch to connect to the towing vehicle must be appropriate for the weight
All trailers must be fitted with an appropriate safety chain or cable.
14.2 Trailer, Bowser, Mobile Plant and Equipment Inspection and Monitoring
All trailers must be subject to a rigorous inspection and recorded maintenance regime. The frequency and level will be determined
by its use but must, at minimum, include:
A daily visual inspection by the driver
A monthly check of critical components by line management
An annual maintenance inspection by line management.
14.3 Loading of Trailers
Loads must be securely tied down or restrained and no load projections that could cause danger to other road users should be
outside the trailer.

Wherever possible, loads should be evenly distributed across the trailer and positioned to keep the nose weight (i.e. the weight
exerted by the trailer draw bar on the towing bracket) in the recommended limits for the towing vehicle.
If unevenly distributed loads are carried, ensure that individual wheels/axles are not overloaded. It may be necessary to reduce
the overall load to achieve this.
The biggest risks associated with poor loading are:
Loss of steering control caused by loading behind the centre of gravity;
Loss of overall control and potential damage to the towing vehicle caused by excessive loading in front of the centre of
gravity
Loss of stability caused by loading too heavily on one side or the other
Dangerous loss of stability when loads are loose and move around
Load propelling forward when the vehicle combination-brakes.
14.4 Trailer Speed Limit
Trailers transporting heavy and dangerousloads must always be operated at 10 kilometres per hour below the applicable speed
limit. Drivers must, at all times, apply the 10 kilometre rule and should adjust the speed accordingly as stipulated in section 9 of
this standard.

15 RISK ASSESSMENT
Each employer must review their road transport activities by means of a driving risk assessment and must be reviewed after all
major accidents and fatalities. The assessment must identify gaps against the requirements of this standard and develop a risk
management action plan using the recommended risk control measures.
The local/project risk assessment and risk control measures should align to the hierarchy of controls and the principle of 'as low
as reasonably practicable' (ALARP) (i.e. road travel must be avoided in the first instance). A project/area specific road risk
assessment must accompany all RFQ submissions for approval.
16 INCIDENT MANAGEMENT AND REPORTING
Incident reporting and investigation will follow the requirements as outlined in the Vodacom HSE Incident and Near Miss
Reporting and Investigation Standard.
17 AUDIT AND REVIEW
Compliance to the road risk standard must be integrated into the annual supplier vetting, in-field inspections and audit schedule.
Road risk trends must be review at least annually, followed by an upliftment plan.

Road transport records must be kept in accordance with legal and organisational requirements. These records must include
reports of road safety audits and reviews, road transport incident investigations and follow-up of actions, staff licensing and
training, vehicle maintenance reports and journey management plans.
19 DEFINTIONS
As Low As Reasonably Practicable (ALARP) This is a level of risk where the cost of further risk reduction
measures would be grossly disproportionate to the level of risk
reduction that would be achieved.
All-Terrain Vehicle (ATV) This is a wheeled or tracked motor vehicle designed primarily
for travel on unprepared surfaces, such as open country and
marshland, but that does not include farming or construction
machinery. It may include four-wheel quads, eight-wheel
muskeg buggies, etc.
Manager This is the responsible/authorising manager, e.g. EHOD,
country manager, line manager, etc.
Blood Alcohol Content (BAC) BAC is usually expressed as a percentage of alcohol in the
blood, e.g. a 0.10 means that 0.10% (one tenth of one
percent) of a person’s blood by volume is alcohol. For
purposes of law enforcement, blood alcohol content is used to
define intoxication and provides a rough measure of
impairment.
Cellphone This is any wireless telephone that operates over a relatively
large area through microwave connection to a mobile cell
network. This includes mobile/hand/smart phones, but
excludes two way radios.
Defensive Driving An approach to driving that seeks to minimise exposure to
risks through anticipation of these risks and adopting specific
techniques to avoid them.
Drivers These are Vodacom and contractor employees whose jobs
include infrequent business driving – including the use of
rental vehicles. Infrequent business driving refers to driving on
Vodacom business for less than 7500 kilometres per year.
Drivers – High Frequency These are Vodacom and contractor employees whose jobs
require frequent business driving – including the use of rental
vehicles. Frequent business driving refers to driving on
Vodacom business for more than 7500 kilometres per year.
Drivers – Bus/Coach These are Vodacom and contractor employees whose jobs
requires business driving of a bus or coach, irrespective of
kilometres travelled, and who transport staff/contractors to
and from their operational activities. This includes
transporting staff to locations as Vodacom requires. All
bus/coach drivers must be licensed/ accredited to drive such
vehicles.
Drivers – Heavy Goods Vehicles These are Vodacom and contractor employees whose jobs
require business driving of heavy goods vehicles, irrespective
of kilometres travelled, and who must be licensed/accredited
to drive such vehicles.
Heavy Goods Vehicles (HGV) These vehicles are designed to carry goods and have a
maximum kerb weight exceeding 3.5 tons (3,500 kilograms)
when in normal use and travelling on a road laden.

High Risk Journey This is a journey route with a number of high risk conditions –
potentially including (but are not limited to) remote location
travel, night driving, off road environment, extreme weather
(snow/ice, very high winds, flood, heat) and driver security
issues.
HIRA This refers to the Hazard Identification and Risk Assessment
Inertia Reel Seatbelt A car seatbelt that is able to unwind freely from a small metal
drum at the side of the seat but that locks if the car stops
suddenly.
IVMS (In-vehicle Monitoring System) An electronic device that can record and store information
about the operation of a vehicle as well as driver information.
Journey This is travel (irrespective of distance) undertaken between
two or more locations by road, air or marine transportation
means.
Journey Management Plan (JMP) This is a documented outline of the journey to be undertaken,
identifying the route and associated risks involved and
mitigating actions.
Light and Passenger Vehicles This refers to all licensed vehicles with a kerb weight not
exceeding 3.5 tons (3,500 kilograms,) and excluding motor
cycles, buses, heavy goods vehicles, mobile plant (e.g.
forklifts, cranes, graders) and all-terrain vehicles.
Mobile Plant/Equipment This is any machine that is self-propelled and controlled by an
operator. It includes industrial lift trucks (forklift), mobile
cranes, earthmoving equipment and agricultural machinery.
Must The term ‘must’ indicates that the stipulated condition is a
requirement.
The introduction of exceptions to this standard must be
endorsed by the local HSE manager and approved by the work
location manager. See HSE Regulatory and Other Compliance
Standard.
Occational Driver An occasional driver is the person who is not the primary or
principal driver of the vehicle.
Occupational Driving Plan This is a documented plan demonstrating the organisation,
implementation, monitoring and controls of this standard.
Off Road This is a driving surface that is not conventionally
paved/prepared (sand, gravel, riverbeds, mud, snow, rocks
and other natural terrain).
On Site This implies that it is taking place or available on a particular
site or premises under the control of Vodacom or customer
locations.
Passenger Buses and Coaches This is an approved motor vehicle fitted, equipped and
constructed to carry passengers and that has seating capacity
to carry more than 8 passengers (including the driver).
Remote Location This is an area more than 1.5 hours away from immediate help
from a population centre. This distance may be amended to
suit local conditions due to the quality of roads/tracks,
communication difficulties, distance from first aid/recovery
facilities, natural, climatic or environmental hazards.
Road A road is an identifiable and officially acknowledged route or
path between two or more places. Roads are typically
smoothed, paved or otherwise prepared to allow easy travel.
Recommended The term ‘recommended’ implies that it should be considered
as part of the documented, local risk assessment process.

Service Affecting This is any situation that results in a Vodacom
Service/Network interruption.
Supplementary Restraint System This is designed to complement conventional safety restraints
and provides cushioning with impact against a hard surface;
e.g. airbag cushions against a steering wheel.
Two Way Radio This is radio that can both transmit and receive and that is
usually fitted with a ‘push to talk’ button. It is operated on fixed
radio frequency (RF) channels. Each channel is used for a
separate purpose and, therefore, the radio operates on one
channel at a time. This includes a ‘walkie-talkies’.
Vehicle This is any vehicle used on any journey conducted on behalf of
the Vodacom (including privately owned vehicles). A vehicle
can also include a trailer required to be towed whilst
performing Vodacom business.
Vehicle Gross Weight This is the overall weight of the vehicle containing all
passengers, its maximum rated load and a full tank of fuel.
Vehicle Insurance Auto insurance, GAP insurance, car insurance, or motor
insurance is insurance purchased for cars, trucks, motorcycles
and other road vehicles. Its primary function is to provide
financial protection against physical damage and/or bodily
injury resulting from traffic collisions and against liability that
could also arise.
Vehicles Owned, Contracted or Leased In relation to vehicles of any type:
Owned means owned by Vodacom
Contracted means owned by a contractor and temporarily
assigned to Vodacom activities under a contract
Leased means vehicle leased by Vodacom (not including
personal lease options cars offered as part of an employee’s
benefit package).
Works vehicle A company vehicle that is used as an integral part of an
individual’s job.
