Vehicles Registration History Certificate

This user guide shows you how to apply for a “To Whom it May Concern" certificate stating the name of the first owner of a vehicle and its data.

Getting Started To perform this service, you will go through two main processes. The first process is logging into your account and going to the service. In the second process, you will go through a four-step procedure to issue the certificate.

First Process – Logging into the ServiceLog into your account with your username and password, and go to the Licensing services. In My Vehicles section, click the General Services button and select Issue Special Certificates.

Second Process – Issue Vehicle Registration History CertificateAfter accepting the Terms & Conditions, you can proceed to the service. The 1st step is to enter the certificate and vehicle details. The 2nd step is to select the Delivery Method – E-Certificate.The 3rd step is to confirm the fees and select E-Pay. The 4th step is Pay. The receipt displays.

To issue the certificate, you must have the following:

• You must be the first owner of the vehicle

• Settle all the traffic fines


Enter your username and password andclick ‘Login’.

In My Vehicles tab, click theGeneral Services button.

Select Issue Special Certificateslink.

Click My Vehicles section

• In the main page, select the I agree on theTerms & Conditions … check box.

• Click the Start button.

Select the Certificate Type and theNOC Requested By.

Enter the Chassis Number, and clickLoad Vehicle Data to fill the vehicledetails automatically.

After the vehicle details are retrieved, the Fee Summary section displays.

Click Choose Delivery to go to next step.

The Choose Delivery Method stepdisplays.

Fill the Delivery Contact Informationdetails.

Click the Confirm button.

The Confirm step displays with thesummary of the fees.

Select the E-Payment radio button. Click the Pay button.

After payment succeeds, the Receipt stepdisplays with the service fees & requestreference.

Click Print Receipt to view the requestdetails.

The Payment Details displays thereceipt and its details and fees.

You can print the receipt by clicking thePrint button.

Click Print Certificate in the Receiptstep to view the details of the E-Certificate.

Why Can’t I Proceed with the Service?

In certain cases, you will not be able to proceed with the service. Below are these cases:
