VEGETATIVE STABILIZATION
Darl Rosenquest PE, PG An Overview of Erosion Sediment Controls
and Permitting FALL 2019
Erosion is a natural process. Human activities which alter the natural process increase the rate of erosion. It is the accelerated erosion by human activities which is regulated under the State’s Department Environmental Protection Chapter 102 regulations. The goal is to minimize accelerated erosion & the resultant of sedimentation.
PURPOSE
What are temporary E&S BMPs?
BMP – Best Management Practice
Temporary E&S BMPs - Erosion and sedimentation E&S controls, which are designed to minimize the potential for accelerated erosion
Temporary Controls must be maintained and functional until the site is stabilized.
Stabilization - 70% uniform perennial vegetative cover
Common E&S
BMPs
Site Access BMPS
Rock Construction Entrance Maintenance Thickness shall be constantly maintained. A stockpile shall
be maintained on site for this purpose. All sediment deposited on paved roadways shall be
removed and returned to the construction site immediately.
If excessive amounts of sediment are being deposited on roadway, extend length of rock construction entrance by 50 foot increments until condition is alleviated or install wash rack.

Stabilization
As soon as a disturbed area
is brought to final grade it
must be stabilized
1
Disturbed area left inactive for
4 days or more should be
temporarily stabilized
Stabilization must be kept
current with earthmoving

Structural E&S BMPs
Sediment Traps & Sediment Basins

installed before
general
clearing and
grubbing, follow
plan
Sediment Trap
Outlet barrels should be installed before embankment is completed
Trap Maintenance
Sediment should be removed when it reaches the clean-out level
Marked by a line on the clean out stake
• Excavation of key trench • Excavation of basin
(Minimize compaction in areas where infiltration is to occur)
• Construction of embankment (Compaction)
• Installation of barrel pipe and outlet structure
• Installation of antiseep collars
• Installation of emergency spillway

Skimmer Attachment Problems
Emergency Spillway
Emergency Spillways should have suitable protective linings
Sediment Basin Maintenance
Sediment should be
removed when it reaches
the clean-out level
Clogged risers should be
reopened
Leaking structures and
spillways should be repaired
Protecting Stormwater Facilities DURING Construction
Minimize Compaction
Use long arm excavators for infiltration facility construction
What are Infiltration Facilities • Raingardens/Bio-retention basins • Infiltration basins • Underground infiltration systems • Permeable pavement • Infiltration trenches
