What the H&SE say...

The Road Vehicles (Construction and Use) Regulations 1986 state that... ‘the weight, distribution, packing and adjustment of the load of such vehicle or trailer shall at all times be such, that no danger is caused or is likely to be caused to any person in or on the vehicle or trailer or on a road.’

• The Road Traffic Act says that anyone who causes or permits a vehicle to be loaded, may be held responsible if the load is dangerous

• If a load is properly restrained, on a stationary tipping truck or trailer, it will not dislodge, even when the deck is fully tilted

• A ‘curtain-side’ cannot restrain a load properly unless it is part of a certified load restraint system

• If a load falls off a vehicle travelling at 100 km/h and is hit by a vehicle travelling in the opposite direction at 100 km/h, it has the same impact as the load travelling at 200 km/h and hitting the vehicle when it is stationary

• Low friction is high risk!

Carrying out a load risk assessmentA plan showing how a vehicle is loaded is very useful, and can help prove in the event of a road side spot check that the driver has been responsible in loading correctly.Employees and the self employed have a legal duty under health and safety legislation to assess the risk of what they do. Risk assessment is not a difficult process, all you need to do is think about what you do, what could go wrong and what would happen, or would anyone be injured if it did.You only need to record the assessment if you have 5 or more employees, but even owner drivers will find it beneficial to write it down as it helps you to identify risks, and what measures you can take to prevent the risk occurring.

Traditionally, roadside stops have been aimed at all vehicle operators, at known stopping places and predictable times. However this standardized approach is not cost-effective and can be unnecessarily disruptive for operators – who could lose out financially due to vehicle downtime and contractual penalties. The aim of the new approach is to reward compliant operators, and target those not complying, in a proportionate way.A voluntary Earned Recognition system is being trialled (started November 2015) to make compliance financially beneficial. When it is rolled out, operators can enter through initial audit and entry criteria such as a ‘very high annual test pass rate’. Operators may have to provide DVSA with access to their data to check ongoing compliance. The benefit to an accredited operator will be little/no DVSA contact at roadside stops, minimising irritating unnecessary stops.On the other hand a Strategic Traffic Management Office has been set up to target the least compliant operators with co-ordinated profiling, profile mapping, and roadside targeting with ANPR technology. This will be a highly focused effort to disrupt the operations of the small number of extremely non-compliant vehicle operators, so that there are financial disadvantages to their non-compliance.

A secure load is attached to the vehicle so that it will not fall off or affect vehicle stability and pose a risk of danger or injury to other road users.

Accidents in transport industryThe transport industry has for some time been acknowledged as a relatively dangerous industry. One of the key hazards within the transport sector is posed by loads shifting in transit and then falling from vehicles, causing injuries and/or fatalities. In just one year HSE identified 5 deaths and over 216 major injuries resulting from objects falling onto people in the ‘fright by road’ industry. A further 946 people received injuries severe enough to require more than three days absence from work. The impact of such incidents are not, however, limited to workers with in the industry. A load shifting in transit on the public highways and byways can, and have, killed members of the public.

We use a heavy duty embossed vinyl which resists tear out. This in turn increases the legal longevity of CargoStraps. We also sew in a second safety instructions label.

A two part Ratchet Strap must have an individual label sewn into each part to conform with the UK and European standard. This secures all the critical identification in case of an incident. Ratchet Straps do not comply with EN12195-2:2001 without a visible intact data label securely sewn to all detachable sections. Furthermore all labels should have a stitched-in position which is covered by webbing and can be exposed by unpicking the webbing in the event of an incident where the actual data label has become detached.

Diverter Claws

Diverter claws are used when securing vehicles to vehicle transporters that have a punched deck to take these hooks. The webbing is wrapped around the vehicle tyre through a rubber faced wear sleeve to help prevent slippage. The diverter claw is then connected to the punched deck as near to the tyre as possible and then the ratchet is tensioned up.

Wear Sleeves greatly increase the longevity of the webbing. They also reduce the friction assisting the balance of tension required to hold a load in place as specified by EN 12195-2:2001. CargoMats achieve an mu of 0.6 according to BS EN 12195-2:2001This means that goods placed on them will generally need less lashing than goods placed directly on the deck. Rubber CargoMats are particularly effective when used with materials that would normally have very limited friction - like steel, hard plastics and some kinds of wood. The advantage of CargoMats is that they are supplied in strip form so they can be used just at the pressure points of a load or as a row of bearers for larger items. They are roughly the correct size to exactly fit under a pallet. CargoMats are not a one way product - but are designed to be used time after time.

Attach the hook to the snoot of the RatStrap

® as shown.

Ensure the rest of the tail strap is unrolled down beside the extended RatStrap®.

Ensure that you have a clear 3m space beside the load you are strapping.Open up the RatStrap

® and lie it on the floor parallel

with the truck.

Release the locks and extend all sections. Be sure to re-tension all the locks again! Ensure that the Green Spot is facing uppermost.

Making sure that you keep the Green spot facing you, rest the snoot against the load, so that the ball slide is just above the highest point of the load, and rotate the RatStrap® until the Red Spot is facing you – taking great care not to allow the snoot to leave the load, or the RatStrap® to bend at the hinge. Now lift the ground pole vertically to produce an angle at the hinge, at all times maintaining forward pressure, and slowly walk towards load. At the same time the snoot will be taking the hook over the top of the load.

5Carefully lift up the RatStrap®.

The unit will not bend on the hinge as the Green Spot is facing upwards.

When the ground pole is vertically parallel to the side of the truck, the Snoot with the Tail Strap Hook should be visible on the other side of the load. Holding the Ground pole firmly give it a sharp tug away from the truck and this should discharge the hook so that it falls down against the load.

Note - if there are any

irregular surfaces on top of

the load it may be necessary

to raise or lower the ground

pole as you push in to enable

the snoot to negotiate these.

Check for trip hazards and safely walk backwards with the red spot still facing you, and the Ground pole still in the upright position until the Chevrons at the end of the Flyover Pole become visible. At this point lower the angle of the ground pole (2) until both sections are more or less straight in line, and then rotate the Ground pole until the Green spot is uppermost, ensuring at all times that the snoot is remaining supported on the load (3).

Lastly lift the pole down to its original position on the ground.

Now carefully withdraw the RatStrap® from the load (1).
