New Law Will Enhance Current Divestiture Law and Ensure Taxpayer Dollars are Not Invested in Companies

Doing Business with Iranian Energy InterestsSACRAMENTO, CA -- Governor Brown has signed into law Assembly Bill 1151, the Divest From Iran Act. The new law, authored by Assembly Members Mike Feuer (D-Los Angeles) and Bob Blumenfield (D-San Fernando Valley), will enhance California’s current divestiture law and bring new levels of transparency and accountability to California’s

public pension funds, helping ensure that taxpayer dollars do not go toward investing in companies that do business with Iranian energy interests. The law will go into effect in January.“This new law underscores that complying with California’s divestment laws is mandatory,” said Feuer. “As one of the world’s largest economies, California can take a meaningful stand against companies that choose to fund Iran’s nuclear ambitions by investing in its energy sector. By signing AB 1151, the Governor

has sent the message that this responsibility will not be abrogated.” In mid-May, Assembly Members Feuer, Blumenfield and Furutani held a hearing to investigate why CalPERS and the California State Teachers Retirement System (CalSTRS) have failed to comply with the California law requiring public pensions to divest from companies with business interests in Iran. Just days before this hearing, CalPERS announced that it will divest most of investments in businesses with interests in Iran’s energy sector. The hearing found that although this law became effective on January 1, 2008, CalPERS has still yet to effectuate meaningful divestment.“CalPERS has ignored the law requiring divestment from Iran for too long,” said Blumenfield. “This new law will help us fight to keep CalPERS accountable. If CalPERS refuses to abide by the law, it must publicly disclose why.”Assembly Members Feuer and Blumenfield have been waging a multi-prong campaign to ensure that California’s financial resources are not invested in companies doing business in Iran’s energy sector and not used to bolster Iran’s nuclear weapons development or extremist activities. Last year, they authored the Iran Contracting Act of 2010, which prohibits contracts of $1 million or more between the State of California (including its cities and counties) and companies with significant business in Iran’s energy sector. AB 1650 also passed with bipartisan support. Recently, Feuer and Blumenfield contacted legislative leaders around the country urging them to become part of a national network asserting financial pressure to stop Iran’s nuclear ambitions by advancing similar contractual divestment legislation. Developing utility-scale solar projects has become controversial in some places because the projects could take prime farmland out of production or cause harm to environmentally sensitive lands.A bill now on Governor Jerry Brown’s desk helps address these problems. Senate Bill 618 by state Senator Lois Wolk of Davis would be an important catalyst for green job creation in the state and incentivize renewable-energy projects to locate on degraded agricultural land.The measure would make it cheaper and likely faster for solar power developers to locate large-scale solar projects on impaired farmland that’s no longer fertile.Under this bill solar power developers who steer projects toward impaired land and avoid prime farmland can pay a reduced fee for terminating Williamson Act land-conservation contracts if they place their land into a new Solar-Use Easement. SB 618 also aims to protect the integrity of the Williamson Act program by ensuring that developers cannot use these lands for anything other than solar energy projects.Williamson Act contracts are voluntary land-use restrictions that landowners place on their property, limiting its use to agricultural or compatible activities. In return, landowners benefit from a reduced property tax assessment. SB 618 would eliminate the need for landowners to wait out a nine-year, non-renewal period or pay a cancellation penalty if they develop renewable energy on farmland that is impaired either due to physical limitations or adverse soil conditions.Agricultural and conservation organizations support SB 618 because they also agree that California should be directing renewable energy projects toward our least productive farm and ranch land and away from prime farmland and environmentally sensitive areas, such as habitat for animals threatened with extinction.One project that would benefit from the bill is the Westlands Solar Park project in Kings County that could convert 30,000 acres of impaired farmland into as much as 5,000 megawatts of solar energy. The project has earned support and encouragement from both conservation and agricultural organizations. At full development of 5,000 MWs, the Westlands Solar Park will be the biggest solar project in the United States and one of the biggest in the world -- capable of powering almost all of the city of Los Angeles. Not only is this project unique due to its size and location, but also it is widely supported and will help establish California’s leadership on renewable energy.The Westlands Solar Park is located on land where crop-killing concentrations of selenium and drainage issues limit productivity. Farmers don’t view this land as economically viable because of poor soil quality and the lack of available drainage options.Conservation and agricultural organizations see the Westlands Solar Park as the closest thing to “shovel ready” as a renewable project can be – especially because it is also located near existing power transmission lines.Renewable energy projects like the Westlands Solar Park will provide thousands of real green jobs to a region struggling with chronic unemployment. It will also provide long-term economic development and training benefits, because construction along with necessary energy transmission is expected to take more than 10 years to complete.As California works to create its future clean-energy economy, let’s recognize the opportunities that exist in areas like the Central Valley and Imperial County, where there are hundreds of thousands of acres of marginally productive, degraded agricultural land that can be converted to renewable energy production, creating thousands of jobs and billions of dollars worth of economic opportunity without removing productive prime farmland.We ask Gov. HOT! HOT! HOT!Last January I was invited to review the Palm Springs Follies. It had been several years since I had seen these “seniors” perform their high-stepping kicks and was uncertain if the quality of performance was the same. It certainly was! The performers, though seniors by age, most definitely are not the stereotyped senior sitting in a rocking chair and knitting or whittling. These ladies and gentleman from their late fifties and older know how to put on a show. And, I enjoyed myself so much that I am coming back for a third time this January.The new show, HOT! HOT! HOT! will be opening November 1st. The Follies Box Office has already reopened for those who want to purchase their tickets now. There will still be the lavish production numbers, a star-spangled finale and, through December, 31, a special Yuletide celebration. In addition to The Follies Man (Riff Markowitz), the Long-Legged Lovelies and the Follies Gentlemen (from 57 to 82 years young) will be three world-renown guest stars and a remarkable variety act.From November 1 to December 31, 2011 John Davidson will be returning.

Then, from January 5 to March 10, 2012 the Grammy®-nominated artist Maureen McGovern will be making her long awaited Follies debut. The next guests are The Diamonds (remember Why Do Fools Fall In Love?) who will be performing from March 13 to May 20, 2012.On stage all season will be ventriloquist Brad Cummings and his prehistoric sidekick, Rex the dinosaur. You can visit the San Andreas Fault, hike through Indian Canyons, learn more about the windmills that greet drivers as they enter Highway 111 from the Interstate 10. OLYMPIC VALLEY, CA -- When Squaw Valley announced they would be joining forces with neighboring Alpine Meadows on September 27, 2011, the Lake Tahoe resort auctioned off the first combined season pass on eBay, with all proceeds benefitting the Humane Society of Truckee Tahoe. The combined pass, deemed the Tahoe Super Pass, is the first season pass to grant access to both Squaw Valley and Alpine Meadows in the history of the two resorts, and is on sale now on www.squaw.com with rates starting as low as $439.“The opportunity to have bragging rights to that first Alpine Meadows and Squaw Valley combined pass, Tahoe Super Pass number 00001, will be coveted and its value should benefit a local cause important to our guests and our staff,” said Andy Wirth in a press release announcing the combining of the two resorts.Seven days after the announcement, Tahoe Super Pass number 00001 sold for $1,294.69 on eBay. The auction winner was R. W. Martin of San Francisco, whose generous contributions will benefit the Humane Society of Truckee-Tahoe – a local organization dedicated to saving and improving the lives of pets through adoption, community spay/neuter services and humane education programs. Later,if you faced the death of bombs and bulletsyou did not do it with a banner,you did it with only a hat tocomver your heart.You did not fondle the weakness inside youthough it was there.Your courage was a small coalthat you kept swallowing.If your buddy saved youand died himself in so doing,then his courage was not courage,it was love; love as simple as shaving soap.

Later,if you have endured a great despair,then you did it alone,getting a transfusion from the fire,picking the scabs off your heart,then wringing it out like a sock.Next, my kinsman, you powdered your sorrow,you gave it a back ruband then you covered it with a blanketand after it had slept a whileit woke to the wings of the rosesand was transformed.

Later,when you face old age and its natural conclusionyour courage will still be shown in the little ways,each spring will be a sword you’ll sharpen,those you love will live in a fever of love,and you’ll bargain with the calendarand at the last momentwhen death opens the back dooryou’ll put on your carpet slippersand stride out.

SACRAMENTO, CA -- The governor signed legislation today authored by Assemblymember Bob Blumenfield (D-San Fernando Valley) giving the City of Los Angeles new powers to eliminate mobile billboards under its local ban.“The days are numbered for mobile billboards that blight our community,” said Blumenfield. “This law gives Los Angeles more power to aggressively crack down on these dangerous and ugly signs.”Supported by the League of California Cities and the Los Angeles City Attorney, Assembly Bill (AB) 1298 gives local governments the means to eliminate the new kinds of mobile billboards mounted on cars, mopeds, and sleds by expanding the definition of mobile billboard which state law makes subject to regulation by local ordinance. The definition now includes any device which transports a sign for the purpose of advertising, ending the ways in which a new generation of mobile billboards has sought to skirt Los Angeles’ ban on unhitched trailer advertising.“We’ve had a cat and mouse game going on all year and people are tired of it,” added Blumenfield. “Folks want mobile billboards off the street. I’ve never had so many energized people contact me demanding change.”AB 1298 also allows local jurisdictions to enact ordinances establishing a minimum distance that a parked vehicle must be moved once the state’s 72 hour limit has been met and towing and impoundment penalties apply.“This gives Los Angeles a boost to go after mobile billboards that take up parking spaces indefinitely by being moved only a few inches every few days,” concluded Blumenfield.Last year, Blumenfield authored AB 2756 which gave local communities the ability to enact ordinances that prohibit the parking of an unhitched trailer with advertising attached to it on any public street, and impose penalties on billboard owners who violate laws governing these billboards. On January 1, 2011, Blumenfield’s bill took effect, and the City of Los Angeles began to actively enforce a ban on mobile billboards. Since its enactment, hundreds of mobile billboards have been removed from the community.AB 1298 passed the Assembly with a 65-12 vote following a 36-3 vote in the Senate on August 18.
