The City Attorney announced the filing during a morning news conference with gang officers from the Los Angeles Police Department’s Mission Station on February 28, 2013. “For too long, the Columbus Street gang has used intimidation, violence and fear in holding this community hostage to its nefarious activities,” said City Attorney Trutanich. “Working closely with LAPD and our law enforcement partners, we will continue our fight to curb illegal activity in our neighborhoods and bring safety and security to our residents.” Filed in Los Angeles Superior Court, the proposed injunction would severely restrict the ability of the gang to engage in criminal and nuisance activities within an established safety zone (see map). The zone is defined as a 2.7 square mile area covering territory generally bounded by Plumber Street to the north, Sepulveda Blvd. to the west, Saticoy St. to the south, and Woodman Ave. to the east. The safety zone includes neighborhoods in Panorama City and North Hills. Terms of the proposed court-order include many of the standard gang injunction provisions, including; limiting the gang’s ability to associate in public with other members, intimidating witnesses, selling or possessing drugs, driving or possessing another person’s vehicle, or possessing weapons or graffiti tools. The injunction includes more than 400 pages of declarations from law enforcement officials about the long-standing criminal activity of the more than 200 members of the Columbus Street gang. Such criminal activity includes murders, assaults with deadly weapons, shootings, street robberies, illegal drug sales, trespassing, intimidation of residents and gang graffiti. The evidence submitted by the City Attorney’s Office includes more than 150 incidents of criminal activity by members of the gang. A hearing on the requested preliminary injunction is scheduled for March 15, 2013, in Department 86 of the Los Angeles Superior Court. Gang injunctions are widely recognized as a useful tool in reducing gang activity in safety zones. A violation of the injunction can result in up to six months in custody. City Attorney Trutanich has utilized injunctions as an effective tool for law enforcement and prosecutions, adopting and adapting conditions specific to each gang. The City Attorney’s Office currently has 44 gang injunctions, covering 72 gangs and more than 116 square miles of claimed gang territory in Los Angeles. There is an injunction against the notorious MTA tagging crew and an additional injunction against 78 prolific narcotics sellers in the Central City Recovery Zone area. Despite significant budget cuts by the City Council, the City Attorney’s Anti-Gang Section continues to review more than 1,200 cases per year. The Gang Section’s prosecutions have expanded to include graffiti and high profile tagging cases, as well as traditional gang and gun prosecutions, with an overall conviction rate of 88 percent. Deputy City Attorneys Greg Dorfman and Alin Sahagian of the Safe Neighborhoods and Gang Division filed the lawsuit against the gang on behalf of the city. Some would call it fulfilling an item on your bucket list, others just a “must do.” Whatever which way you classify it, the next time you are on the Big Island, definitely go to the top of the mountain. We chose Mauna Kea Summit Adventures as our tour company. They can pick you up in Kona town, at any of the resorts along the coast, or in Waimea to start this life changing experience. My lady and I had the most fabulous time scaling one of the tallest mountains in the world, and we started the fun in Waimea on the side of the highway. Once we were picked up, our tour guide began the in-depth briefing of Hawaiian history and lore, as well as facts about Parker Ranch and the wildlife we were seeing along the way. Since we were going to the top of the 9,200 foot Mauna Kea Volcano, it was going to take a few hours. We stopped at the base to get acclimatized and have dinner. Every stage of the tour was very well run, and there was a certain excitement that filled the air. There is more than one company to choose from, but Monte “Pat” Wright and Mauna Kea Summit Adventures were the first to take visitors to the top of the mountain, and they have it down pat, no pun intended. Monte “Pat” Wright started with one four wheel drive vehicle and a dream, and has developed a first class tour experience not to be missed. So we were off to the top of the mountain, stopping for a nice dinner at base camp and getting ready for the thin air. Growing up, watching specials on Mount Everest, you learn there is less oxygen the higher up you go, and this is true even if you are in Hawaii, which is mostly known for beaches and ocean activities. In fact, people ski and snowboard at the top of Mauna Kea for a good portion of the year, and this diversity is part of the reason the Big Island is so fascinating and magical. Our tour guide warned us that moving around too quickly or running around would not be a good idea. Well, how much different could it really be at the top of the mountain? After dinner we hopped in our four wheel drive truck for our ascent to the top of Mauna Kea. There are miles and miles that are unpaved, but the road is maintained and the ride is an adventure in and of itself. From the time we left Waimea, I noticed all the changes in the environment, including plant and animal life. It started out beautiful and green and slowly changed to have more of a prehistoric volcanic feel. I was expecting to see a pterodactyl, but last I heard they were extinct. They went the way of the Dodo bird, long before the Dodo bird went that way. You will also notice how much colder it gets as you travel up the mountain. The tour provides you with heavy parkas and gloves, and there is no doubt you will need them. (See page 6)

ImmIgratIon reform: hoW long Can We hold our Breath?

By Elizabeth Chalme, Vanessa Gonzales, Karina Quintero, Angela Ruiz, and Miriam VitelaYou talk a big game Mr. President, and while we agree with your stance when it comes to immigration reform, we have difficulty accepting that change will truly occur. Mr. President while initially campaigning, you spoke to the Latino community and made promises for immigration reform. You brought hope to the hopeless; you instilled confidence in the Latino people for a legal future. Mr. President you even got the attention of some of our parents, aunts, uncles, and cousins. We saw the hope in their eyes that one day they could become citizens. It is because of this hope that we, U.S. citizens, voted for you in 2008. Watching your most recent State of the Union address left both us and our family members disappointed. Two years in a row you have stated that you will “sign it right away,” referring to immigration reform laws. Yet, no change has occurred and no laws have been signed. It is hard to believe that a comprehensive immigration reform will be passed when all the focus is on securing borders, rather than on attempting to enact

a plan that will provide undocumented immigrants the same rights that U.S. citizens take for granted

giving them speedier, more accessible immigration statuses to stimulate our economy; why not start looking at the immigrant community in our country who work hard to obtain an education, and who dream only to have a second chance to be first-class citizens. Furthermore, why not allow all undocumented immigrants who are committed to contributing to our economy the opportunity to gain legal citizenship in a speedy and less expensive manner? Individuals who help harvest our food, clean our homes, and construct our buildings. These folks are doing the jobs that are crucial, and they are doing them well without hesitation, but how are they rewarded and acknowledged? There are many intelligent, bright, and successful individuals waiting for the opportunity to contribute to our society. We stand behind them Mr. President, pleading with you to make good on your promises, please make 2013 the year for immigration reform.Elizabeth Chalme, Vanessa Gonzales, Karina Quintero, Angela Ruiz, and Miriam Vitela are a group of graduate students currently working towards masters degrees in social work.

The California State University Northridge Bianchi Planetarium is presenting a special program on Friday, March 15 -- “The Grand Tour: Exploring the Diversity of Extrasolar Planets” at 8:30 pm.Dr. H. Kutson, who has a position in planetary science at Caltech, will discuss ongoing efforts to understand the diverse properties of exoplanet atmospheres, including their composition, temperature, and global circulation pattern. This past decade has marked a period of great progress in a quest by scientists to discover and characterize the properties of the planets outside of our own solar system. Preceding The Grand Tour will be the Winter Sky Show at 7:30 pm. You’ll see and learn about visible stars, constellations and planets in this last winter sky show of this year.The Bianchi Planetarium is located on the campus of CSUN, 18311 Nordhoff Street in Northridge. offICer-InVolVed shootIng In north hollyWoodNORTH HOLLYWOOD, CA -- Los Angeles Police Department, Force Investigation Division is investigating an officer involved shooting that occurred near Vineland Avenue and Archwood Street in North Hollywood. On February 24, 2013, around 6:45 p.m., a woman was attempting to park her car on the street when a man approached her and threatened to kill her. As the suspect threatened her, the victim saw him reach into a bag he was holding with his right hand. It appeared to the victim that the suspect was arming himself with a gun. In fear for her life, the victim drove away from the location and called 911, reporting a man with a gun.Around 6:55 p.m., LAPD North Hollywood Area patrol officers responded to the location, where they saw the suspect standing in the southbound lanes of traffic. He was facing away from the officers holding a bag under his arm. The officers stopped their vehicle and ordered the suspect to stop and drop the bag. The suspect ignored the officers’ commands and then continued to advance toward the officers, repeatedly threatening to kill the officers and failing to comply with directions to stop. As the suspect continued to advance on the officers he began to pull his hand out from the bag he was carrying and an officer involved shooting ensued. The Los Angeles Fire Department responded and transported the suspect, 26-year-old Moises DeLaTorre to a local hospital where he was pronounced dead. There were no injuries to the victim or the involved officers.The Force Investigation Division responded to the incident and will be handling the investigation of the officer-involved shooting. The officer involved in this incident has been identified as Police Officer III Juan Galvan. A preliminary investigation revealed that on February 26, FID investigators did not recover a handgun. The investigation will ultimately be reviewed by the Chief of Police, Office of the Inspector General, and Board of Police Commissioners for compliance with the department’s use-of-force policy.

motorCyClIst kIlled In northrIdge CollIsIon SAN FERNANDO VALLEY, CA -- On Friday, March 1, 2013, around 7:30 a.m., Valley Traffic Division officers were called to investigate a fatal traffic collision that occurred on Roscoe Boulevard, at Yarmouth Avenue, in the community of Northridge. The preliminary investigation shows the collision occurred when 37-year-old Francisco Juarez was driving a 2006 Ford van westbound on Roscoe Boulevard. Juarez attempted to make a left turn to southbound Yarmouth Avenue and crossed into the path of Jerramy Barrios’ 2003 Suzuki motorcycle that was traveling eastbound on Roscoe Boulevard. The collision that followed critically injured Barrios. Los Angeles City Fire paramedics transported Barrios to a local hospital where he was pronounced dead. Jerramy Barrios was a 37-year-old resident of Reseda. LOS ANGELES/SPOKANE, WA -- Early on the morning of Thursday, February 28, the Drug Enforcement Administration and the Los Angeles Police Department, in conjunction with the Spokane Regional Drug Task Force (SRDTF), led a large-scale enforcement action targeting a criminal organization spanning from Los Angeles to Eastern Washington. Hundreds of law enforcement officials, including federal agents and state and local officers executed 16 federal search warrants in Spokane, Washington, 30 in Los Angeles, California, and one in Mountlake Terrace, Washington. As a result, 41 subjects were taken into custody on federal charges including 12 in Spokane, one in Mountlake Terrace, and 28 in Los Angeles (two of the 28 were already in California State custody). Additionally, three subjects were arrested by LAPD pursuant to California State arrest warrants in a separate but related investigation.This enforcement action stems from a 32-count Federal Indictment that was handed down in the Eastern District of Washington in January, 2013. The Indictment charges numerous individuals with criminal violations relating to the distribution, possession and attempted possession of oxycodone hydrochloride, in violation of the Federal Controlled Substances Act. Some of the individuals

named in the Indictment face potential mandatory minimum sentences of 20 years in prison. In addition, the United States has filed a notice of criminal forfeiture seeking a money judgment in the amount of $20 million dollars, which amount is alleged to represent the amount of proceeds obtained as a result of the charged controlled substances offenses.Michael C. Ormsby, United States Attorney for the Eastern District of Washington said: “The tireless dedication and extraordinary efforts of the law enforcement officers involved in all aspects of this wide-ranging investigation are commendable. (Continued from page 1) -- The goal of the whole journey is seeing the sunset up at the top, and then doing some world-class stargazing. I was very excited, as it would be my first time scaling a mountain, albeit in a four wheel drive vehicle. That is merely a technicality, and I can officially say I have been above the clouds on the top of the world, and the air is thin, and it was cold.When we got to the top of Mauna Kea, it was the late afternoon and the Hawaii sun was still out and shining. The second I got out, I began to feel lightheaded because of the lack of oxygen. Now I knew what the tour guide meant when she said to walk around slowly, and strictly no sudden bursts of running around or jumping jacks. It felt weird, and I got a bit loopy and pretended I was a people-eating dragon, sent to eat Joanne and only her, starting with her nose. I am kidding, but the thin air definitely has an effect, so be careful.This is one of the best spots in the world for stargazing, and the word has gotten out about that. There are international observatories sharing the top of the mountain with those of several universities from all over America, as well as the occasional amateur stargazer.So we hung out and watched the sunset from the top of the world. It was really quite amazing, and to be above the cloud line as the sun went down was great for picture taking and plain old just taking it all in at the very top of Mauna Kea. After the spectacular event of the sun setting, we drove down the mountain just a bit to start the hours and hours of stargazing. The tour guides bring high powered telescopes, and besides the numerous shooting stars we saw, I got to look at Saturn and her rings up close and personal. It really does look like all those pictures you see from NASA. There was no white light allowed for the entire time we were looking at stars, and we were all given red flashlights so our eyes could still see in the pitch blackness. When you look up, there are millions and millions of stars, and it is one of the most beautiful sights ever.We must have been there for an asteroid shower, because it was shooting star after shooting star. I felt like I was really quite lucky to get to witness such an event. We continued looking through the telescopes for a few hours, and saw amazing constellations. This really is a must-do if for the stargazing alone. They fed us cookies and coffee, and throughout the entire adventure I had the most excellent time. The vehicle dropped us off in Kona when it was all said and done, and we didn’t even get home too late. It is an experience I will never forget, and would do it again at the drop of a hat. Next time around, I would do some research and study the stars I was going to see, as it is one of the best places on the planet to stargaze. The next time you are on the Big Island, go watch the sunset and make a wish upon a star at the top of the world. It’s quite a thing to do. (For more information, please visit www.maunakea.com)

Sherman also helped announce the recipients of the Affordable Housing Program (AHP) funding competition. “I am pleased with this honor and the partnership we have developed over the years to create much-needed affordable housing for low-income residents and veterans with families. For nearly a decade, I have worked with the Federal Home Loan Bank of San Francisco and other partners to help increase and preserve homeownership opportunities for hundreds of Valley families,” said Congressman Sherman. During his tenure in Congress, Sherman has been a strong advocate for legislation that increases affordable housing, advances homeownership opportunities and protects the housing market. Proposed Excise Tax Rate Change Effective July 1, 2013SACRAMENTO, CA -- State laws enacted in 2010 created a new tax structure for gasoline and mandated the California State Board of Equalization (BOE) to adjust the state gasoline excise tax rate by March 1 of each year. This rate adjustment ensures the overall state taxes consumers pay at the pump remain the same as they would have been under the prior tax structure.At its Thursday, February 28, 2013 meeting in Culver City, the BOE discussed the proposed adjustment for July 1, 2013 through June 30, 2014. The rate will take effect July 1, 2013.Governor Arnold Schwarzenegger signed Assembly Bill x8 6, Ch. 11, and Senate Bill 70, Ch. 9 in March 2010. This

legislation lowered the sales and use tax rate on gasoline and increased the excise tax rate on July 1, 2010. The laws require the annual sales and excise taxes paid on gasoline to remain revenue neutral. It also mandated the BOE to adjust the excise tax rate by March 1 of each year in order to ensure revenue neutrality, as reflected in

the graphic above.Proposition 30’s quarter percent tax increase does not apply to gasoline purchases and does not affect this computation. Gasoline sales tax revenues fund local government programs, while the state excise tax on gasoline funds highway and mass transit projects throughout California.
