BACKGROUND

Nigeria is a littoral state that has vast amount ofmineral and natural resources in her maritimeenvironment.

Federal Government of Nigeria took the step thatensures the people of Nigeria benefit from theirGod's given wealth by the local content initiative.

Many investors and entrepreneurs have continuedto go about vessel acquisitions without seekingprofessional assistance. The consequences of thisunprofessional approach to doing business includeloss of investment and littering our coastlines withabandoned unserviceable vessels.

BACKGROUND

Proper valuation of marine vessels could not beeffected without obtaining an opinion on thestructural and mechanical conditions of the vesselas applies to all reasonably visible aspects of thevessel, her rig, machinery, service systems and herequipment.

MARINE SURVEYING

Marine Surveying is a well‐defined profession withits own principles, practices, societies, ethics andcodes. It is the practice of inspecting marineequipment, vessels and cargo, to determine itssafety and market value.

A detailed inspection of vessels, hopefully done bya qualified, diligent and honest surveyor, for thepurpose of determining its current condition andseaworthiness.

MARINE SURVEYING

Marine surveying is often closely associated withmarine insurance damage and salvage, accidentand fraud investigation as insurers generally lackthe training and skills required to perform adetailed assessment of the condition of a vessel.

Condition surveys are done to determine thecondition of a vessel or equipment at the time of thesurvey. Condition surveys share this requirement butthey do not all share the same reason for the survey.

Statutory Survey

Governments of littoral states pass legislation toregulate the operation of shipping operated bothby their own nationals and by those of othercountries when within own ports and waters. Suchlegislations translate into regulations that must becomplied with by individuals and organizationsinvolved in shipping.

Regulations may also be as a result of thegovernment having ratified internationalagreements.

Commercial Survey

Commercial survey is more or less like cargo surveyexcept that the purpose for which the survey isrequired is different. The principals are mostlyfirms involved with goods and commodities ininternational trade.

Surveyors may be required to carry out inspectionsof goods in an independent capacity and to providea firm with a certificate covering the surveyor’sfindings. This certificate may then be used toprovide independent verification of somecondition that the principal may wish to establishto other parties to a transaction.

Supervisory/Overseeing Survey

Supervisory / overseeing surveys may be called forby ship owners, charterers and shippers for certaintypes of cargo and its handling.

The surveys in this category include Pre‐shipmentsurveys, Loading surveys, Securing/Lashing surveysand Discharge/Out‐turn surveys. Again, this typeof surveys does not play any part in valuationprocesses.

Quantity Survey

Quantity survey is carried out to determine thequantity of cargo, bunkers or deadfreight.

Quantity surveys include draught surveys, weight,measurement and hullage survey, bunker surveyand deadfreight.

Warranty Survey

An insurance policy requires warranties with whichan insured must comply in order to maintain thevalidity of the policy. This is what warranty surveysseek to provide and it is more to ensure that therisks involved are minimal.

Accident investigation survey is about a systematicprocess of investigation to uncover thefundamental causes of a casualty. The cause of anaccident or damage may be obvious but why ithappened would need investigating.

Accident investigation surveys are often statutoryrequirements in order to determine the cause, andsteps that can be taken to avoid a similar incidentin future.

Valuation of Marine Vessels 

Marine Vessel Valuation is a sub‐set of Marine Survey,often required by finance houses, insurers and otherinterested parties while dealing with a marine vessel.

It is important to note that the realisable value isoften very different from the asking price. Havingascertained these factors, a fair valuation of thevessel is made. The valuation report will also includea general condition report with recommendations forrepair where required.
