Definition of a Section 3 Resident: • A public housing resident; • Low-Income persons with incomes that do not exceed 80% of the median income for the
area (Chicago Metropolitan Area); • Very Low- Income persons with incomes that do not exceed 50% of the median income for

Section 3 Business Concern
24 CFR 135.5
Definition of a Section 3 Business concern is a business concern under HUD Regulations: 1) 51 percent or more owned by section 3 residents; or
2) Whose permanent, full-time employees include persons, at least 30 percent of whom are currently section 3 residents, or within three years of the date of first employment with the business concern were section 3 residents; or
3) That provides evidence of a commitment to subcontract in excess of 25 percent of the dollar award of all subcontracts to be awarded to business concerns that meet the qualifications set forth in paragraphs (1) or (2) in this definition of “section 3 business concern.”

Option 1 is for those businesses who have never logged into B2Gnow for a self-certification and who have never been a subcontractor assigned to a CHA project in B2Gnow Option 2 is for those businesses who have registered in B2Gnow in the past and know their username and password Option 3 is for those businesses who have registered in B2Gnow in the past and forget your username and password

Step Four: You can have two things happen at this point in the process… You may get a message that reads “Warning” if some of the information you provided is similar or the same as another vendor • If it is similar, compare the
details and proceed if you feel it is okay
• If it is duplicate information, such as a tax ID number, you should contact B2Gnow for assistance

be the portion of the self-certification where you select how you qualify as a Section 3 Business Concern (check all that apply)
• Signature will be your
electronic signature for this self-certification
• Once this is all completed, click “Next”

stay up-to-date on new projects
