    Aadhaar, the 12 digit unique

    identification number, issued to

    individuals, is an ambitious pet

    project of UPA II, spending much

    more than 50,000crores of Rupees

    for implementation, marrying all

    round technological advancement

    to efficient public governance

    system. If it works well, the State'scapacity to deliver public services

    efficiently would definitely improve

    and increase significantly. It is

    indeed a good idea but tardy

    progress in implementation is envisaged and if implemented pucca, it

    will definitely save the drain of public money to a great extent producing

    savings and efficiency in public finance and distribution systems.

    However, the effciency stands diminished and undermined in view

    of the flippant attitude of the Central Government. Things would not

    have come to such a pause, if the Government had provided a strong

    and robust legal backing to establish the Unique Identification

    Authority of India (UID) which carries out the Aadhaar project. Even

    after five years since it was notified in January 2009, the Centre is

    unable to articulate a clear vision on the subject. The attempt to provide

    a legislative backing ended disastrously in December 2010, with the

    parliamentary committee on finance negatived the theme and askedthe Government to reconsider the bill and bring a fresh legislation. The

    Government has failed to give it a statutory status, instead it clarified,

    it is only voluntary and optional, not mandatory in nature.

    There has been a flurry of sparring between different arms of the

    Government on the issue and there is a distinct clash which has led to

    bickering over the role of UID in relation to database created under the

    National Population Register. The interplay of both is blocking the

    implementation of a visionary initiative which could have otherwise

    been utilised to disburse welfare benefits to the poor. Under the above

    circumstances, retired Judge of the Karnataka High Court, K. Puttasamy

    and others filed a public interest litigation in the Supreme Court under

    article 21 of the Constitution. They said the Aadhaar scheme was

    unconstitutional,e infringing privacy and safety since the applicants

    are requested to pass with personal information in biometrics, IRIS,

    and fingerprints. They also said that alleged Aadhaar numbers were

    being given indiscriminately including migrants without proper papers

    scrutinised, inviting a threat to national security.

    Supreme Court Justices B.S. Chauhan and S.A. Bobde in a brief

    interim order on Monday directed to list the writ petition for hearing

    before a Constitutional Bench. They ordered the Government not to

    withhold any social benefits like linking the Aadhaar number to food

    security under the new Act and LPG subsidy etc for those who are yet

    to get the Aadhaar card. No benefit of Service should be denied in

    view of non-possession of Aadhaar and no illegal migrants would be

    issued Aadhaar Card.

    The Government should make the system comprehensive, full

    fledged, fool proof system and open immediately hundreds of outlets/

    registration points for registration of the Aadhaar Card and the public

    should not be put to manifold inconveniences and difficulties. Already

    senior citizens are the worst put to a lot of inconveniences with a long

    delay waiting in long queues.

    More manpower should be used in the registration points for

    easy compilations. Like the Election Commission has simplified and

    has done a commendable job in the process of getting voter ID, the

    Government should take immediate steps to make it expedient, easier

    for people to register without any agony or pain. Until then, make UID

    voluntary for getting public benefits as directed by the Supreme Courts

    and 100% result is achieved. The interim order requires the Centre and

    State Governments to provide essential services and benefits to the

    public without insisting the Aadhaar enrollment.

    drink the nectar of divinity due

    to his divine discourses and

    become spritually oriented.

    His next Krishna Anu Yatra

    with 6000 devotees is

    spectacular and unimaginable

    which has to be recorded in the

    history books which instilled in

    all of us Krishna consciousness

    forever.

    The Puri Jagannath Yatra

    conducted between September

    5th and16th is remarkable,

    thought-provoking and

    memorable. The yatra covered

    the places where Sri Bhagavath

    Ramanujar set his divine foot

    like Mangalagiri, Simhachalam,

    Srikurmam, Puri Jagannath,

    Badrachalam and Sri Aghobilam

    etc for a distance of about

    4000kms. About 1800 member

    devotees participated in the

    spiritual yatra and were

    delighted with spiritual fervour

    which is commendable. FiftySeven new good AC buses were

    arranged for plying from places

    like Srirangam and Chennai.

    Extensive arrangements

    were made for serving good

    food and accomodation

    facilities. Medical facilities were

    also provided by doctors with

    ambulance services in any case

    of emergency which extended

    good services. The volunteers

    made hectic assistance to the

    devotees to a great extent which

    is appreciable. Elaborate

    bandobust arrangements were

    made by Andhra police patrol

    vans which provided full

    security cover to the buses in

    the best manner as Seemandhra

    agitations were crippling

    services in Andhra and were

    doing a fine job.

    His style of conducting

    yatras with meticulous planning

    and neat execution are far

    superior which need a special

    mention with divine

    dispensation.

    All member devotees werehighly benefited by such yatras

    physically, mentally and

    spiritually which is ever

    memorable and strengthens the

    bond of friendship and religious

    fervour between communities.

    Ram Arvindh .R aged 13 born and

    brought up at Valasaravakkam has

    emerged a School State Cricketer and

    going to visit Jammu and Kashmir along

    with the Tamil Nadu State School Team

    during the 1st week of October.

    He started his Cricketing activities with AVM Cricket Academy

    C/o. Avichi School, Virugambakkam, five years ago along with

    his elder brother Ram Arjun. Both shared good progress as they

    had hidden potential with them. Ram Arvindhs consistent

    performance for AVM Cricket Academy in the local tournaments

    for boys U-14 has helped to became a star player in the Academy.

    His century in the tournament conducted at Dindigul for boys

    U-14 years was the "highlight" of the season.

    He is now selected for the Tamil Nadu State Team which is

    a great achievement for this 12 years old boy. School Games

    Federation of India (SGFI) select the boys purely by merit.

    This only shows that a lot of potential among the young kids

    living in our neighbourhood and that should be unearthed by

    Academies like AVM Cricket Academy, Schools, Parents, and

    P.T. Teachers.

    His parents have played a very valuable part to bring up the

    youngster at this level. They took Ram Arvindh to Avichi School

    during the weekends for past 5 years and underwent lot of

    strain but still for a good cause. The strain in transporting the

    boys to the coaching centre is always discourage the parents

    to put them in any Cricket Academy. But here, his parents prepared

    to face such strain for the sake of Ram Arvindh. This has

    produced desired result. Having selected for the Tamil Nadu

    State Team, Ram Arvindh gets green ticket to be selected for

    Anna University Engineering College and other colleges through

    sports Quota. It is worth to mention here our Honourable Chief

    Minister J.Jayalalitha has increased the Sports Quota for

    Engineering College from 50 to 500. What a tremendous support

    our Chief Minister is giving to youths involved in Sports! Ram

    Arvindh and his parents achievement, an Eye Opener for allparents at Valasaravakkam and its Neighbourhood.

    We look forward for more youngsters to take up in Games

    like Cricket, Hockey, Football, Tennis, Kho-Kho etc, at the very

    young age at our Neighbourhood. So that they become hero

    like Ram Arvindh.

    We wish him all luck in the Inter State Tournament at Srinagar

    during 1st of October. I hope you all join me to wish him a very

    Good Luck.

    You should brush twice a day

    with a fluoride toothpaste and

    floss once a day.

    Choose an ADA-accepted

    toothbrush that has polished

    bristles because they are less

    likely to injure gum tissue. Use a

    soft bristled toothbrush with a

    size and shape that allows you to

    reach all tooth surfaces.

    Replace your toothbrush

    every two to three months, or

    sooner if the bristles become

    worn or frayed.

    Oral irrigators are used as an

    aid for people with braces or fixedpartial dentures, they should not

    replace regular brushing or

    flossing.

    If you experience pain or sore

    muscles in the jaw joint area (in

    front of your ears) or even

    headaches, you may be grinding

    or clenching your teeth in your

    sleep. Speak to your dentist

    about being fitted for a night

    guard, which will protect your

    teeth and the joint area.

    Gums should not bleed upon

    brushing. This is an indication of

    periodontal disease. Your dentist

    should do a thorough exam toevaluate the extent of the disease

    and prescribe an appropriate

    regimen.

    Use a mouthwash that

    contains fluoride. Fluoride mouth

    rinses strengthen the teeth and

    can help prevent decay at all

    ages.

    Consume plenty of calcium-

    rich foods, such as low-fat milk,

    yogurt and cheese. Calcium is

    essential for strong teeth and

    bones.

    Avoid sticky sweets, such as

    taffies, toffees, soft candies and

    pastries. These types of foodsstick to your teeth and feed

    decay-causing bacteria. When

    you do eat sweets, eat them after

    a meal. When candies are eaten

    alone, they are more likely to

    Do eat crunchy foods that

    naturally clean the teeth (apples,

    carrots, and other raw

    vegetables) and foods with ample

    Dont chew on ice, popcorn

    kernels, lollipops or other hard

    foods. Doing so can crack or

    otherwise damage your teeth or

    appliances, clean them after

    eating and rinse before replacing

    them in your mouth.

    Dental Tips for Children

    Parents should wipe their

    newborns gums with a clean,

    damp cloth after each feeding to

    control the accumulation of

    plaque and to establish this ritual

    as part of the daily routine.

    Parents should begin

    brushing their childs teeth as

    soon as they come in, with only a

    pea-sized amount of fluoridetoothpaste. Ideally, flossing

    should begin when two adjacent

    teeth touch.

    Parents should take their

    young child with them to their

    next routine dentist appointment

    to reduce some of the childs

    potential anxiety in the dental

    chair. The child will have a chance

    to get used to the sounds, smells

    and staff in the dental office,

    prior to his/her own dental visit.

    Children should visit the

    dentist no later than six months

    after the first tooth erupts, or

    before the childs first birthday.Parents should not give an

    unattended or sleeping child a

    bottle with milk or juice. Instead,

    children should drink water to

    prevent baby bottle tooth decay.

    It is important for children

    aged 6 months to 16 years to drink

    water that is optimally fluoridated

    drinking water (well water and

    bottled or spring water do not

    have any fluoride). Most

    communities have fluoridated tap

    water, but if it is not available thedentist can recommend a dietary

    fluoride supplement dosage.

    Dental sealants are an

    excellent way to prevent tooth

    decay in children. The dental

    sealant procedure takes only

    minutes, is painless, is less than

    half the cost of a filling and is

    virtually 100 percent effective at

    stopping decay.

    Children involved in sports

    need proper mouth protection to

    prevent mouth injuries, knocked-

    out teeth and possible

    concussions. Ask your dentist

    about customized mouth guards.If a child or an adult has a

    permanent tooth knocked out of

    his/her mouth, follow these

    procedures: gently rinse (not

    scrub) the tooth off and place it

    in a cup of warm milk (salt water

    is the second best choice; plain

    water, the third best), call the

    dentist and bring the child and

    the soaking tooth in immediately

    for re-implantation and

    stabilization.
