$75M in federal ARRA stimulus funds awarded under a separate application to alleviate choke point – Agreement negotiations still on hold due to lack of progress.– Lack of agreement on FRA’s required performance outcome

railroad stakeholder agreement.• Network gains will be minimal over an 11 mile section of a much

bigger network.• 3rd track commitment between Fredericksburg and Washington,

D.C. on CSX inhibits performance penalty discussion.

Federal HSR Planning Process- Richmond Area to Washington, D.C.

$45.5M in federal FY2010 high speed rail funds to advance environmental study and infrastructure improvements for entire corridor. – $44.3M Richmond Area to Washington, D.C. Preliminary

Engineering and Tier II EIS – Agreement finalized with FRA on October 1, 2011. DRPT’s GEC GPC consultant process being finalized.

– $1.2M Appomattox River Bridge design – Funds returned to FRA December 5, 2011. CSX and DRPT agree on improvements between Richmond and Petersburg for near/mid term capacity improvements to Norfolk.

Extends from junction of CSX A-Line and CSX S-Line at Centralia (MP A-11) northward via the S-Line through Richmond's Main Street Station.

Includes an east side of Acca Yard bypass that rejoins CSX’s main line near Staples Mill Station.

Extends northward with third and existing track improvements along the CSX Richmond, Fredericksburg and Potomac Subdivision (RF&P) to Control Point RO in Arlington (MP CFP-110).

Also includes the following improvement areas:

- CSX Peninsula Subdivision in the Richmond area between AM Junction and Beulah to the east.

- Buckingham Branch Railroad from AM Junction to Ruffin.

Federal HSR Planning Process- Richmond Area to Potomac River Segment

“RAPS” Tier II EIS Will restore north/south intercity passenger train service

to Richmond’s historic downtown Main Street Station, accommodate track design for suburban Richmond station improvements, and enhance Richmond’s intercity connections with central business districts of Washington, D.C., Hampton Roads and the Southeast Corridor.

Maximum authorized speed will be 90 MPH.

The project schedule is 8 years and DRPT will work with its partners and FRA with a goal to shorten the schedule where possible.

Federal HSR Planning Process- Richmond to Hampton Roads Tier I

DRPT submitted the Final Environmental Impact Statement (FEIS) to FRA in December 2010. Interim FRA edits received and revised FEIS submitted September 9, 2011. Awaiting FRA counsel and administrative review/approval and a Record of Decision.

DRPT has accommodated the third track alignment for high speed rail operations as a part of the Collier Connection alignment for the Norfolk train service extension and the Norfolk Service connection track at Petersburg is designed for 50 MPH.

Federal HSR Planning Process- Richmond to Raleigh Tier II EIS

DRPT and NCDOT continue to advance work on the Richmond to Raleigh Tier II EIS – Draft Recommendation Report is under development.

DRPT is working on its second Amendment Tier II EIS Agreement to include federal funding, expand scope, and including design/operating speed conditions for track segments in VA.

Before SEHSR service is to begin, significant track capacity improvements must be made between Raleigh and Washington, D.C. including significant cost sharing in improvements.

State-Funded Amtrak ServiceLynchburg Service

Funding for the three-year demonstration project through FY2012 is provided for in the SYIP.

Recent contract with Amtrak provides Virginia funding for state-sponsored Lynchburg service.

Lynchburg service completed its second year as the strongest performing Amtrak state-supported train in the system – third year remains strong, outperforming expectations. Latest data for October 2011 shows ridership up 24% beyond October 2010 numbers.

Beginning 2013, all regional train service must be paid for by the states – Virginia will absorb four more regional trains it does not pay for today.

State-Funded Amtrak ServiceRichmond Service

Funding for the three-year demonstration project through FY2012 is provided for in the SYIP.

Recent contract with Amtrak provides Virginia funding for state-sponsored Richmond service.

Richmond ridership continues to outperform expectations. Data for the first full fiscal year of service shows ridership performance at 44% above goal.

Beginning 2013, all regional train service must be paid for by the states – Virginia will absorb four more regional trains it does not pay for today.

2011 - Intercity Passenger Rail Operating and Capital Fund was created by the General Assembly with no dedicated funding source, but allows the General Assembly to make appropriations into the fund and allows the CTB to allocate funding through Commonwealth Transportation funds.

Proposed budget provides funding for the next two years through special appropriation language allowing us of DRPT’s Rail Enhancement Fund.

State-Funded Amtrak ServiceNorfolk Service Extension

Service to the Northeast Corridor to begin by fall 2013 or earlier. Initially will have one round-trip train per day that will increase to three trains per day as extensions of today’s Richmond terminating service.

Construction currently underway on track improvements from Petersburg to Norfolk, construction of a station platform along Norfolk’s waterfront at the eastern edge of Harbor Park, and a turning and storage facility at St. Julian Avenue in Norfolk.

The City of Norfolk has budgeted funding to build a train depot.
