The opening marks the comple- tion of one of the municipality’s biggest projects to date. The seven-hectare park, which was con- structed by ULM for R8.7 million, boosts the much needed recreational facilities for locals and will help develop the small town. It is situated in Sophia, flanked by Mt Frere village and the Madibanise and Emoyeni resi- dential areas and is near the central business district. The park is the first of its kind in the Alfred Nzo District and boasts a 250 square meter swimming pool, a gymnasium, outdoor tennis courts and indoor games facilities, such as table tennis, soccer table machines, kiddies play facilities, pool tables, a sports bar and event facilities. More facilities include a kiosk, internet café, amphitheatre with a big screen TV, a wedding chapel with a retention pond and two cottages, as well as picnic, braai and camping areas. Qoboshiyane commended the work that was done by the municipality and said other government departments should learn from the experience of living up to promises made. “This park is your responsibility. Protect it from any vandalism. You also have a respon- sibility to ensure that the park is not turned into a haven for drug abuse and trade,” said Qoboshiyane, adding that the municipality must ensure the safety of the locals. The ULM mayor, Councillor Khulukazi Phangwa, said the municpality had set aside about R50 million for the construction of rec- reational parks in Mt Ayliff and Mt Frere for the benefit of the citizens and the purpose of better living socio-standards in Mount Frere. “This park will contribute a lot in creating job opportunities for the locals and it is ac- commodative to people of all walks of life - for- tunate and those less fortunate,” she said. The park boasts exquisite gardens, creating beautiful scenery for visitors and passers-by. THE MEC for Local Governmentand Traditional Affairs, Mlibo Qo-boshiyane and representativesfrom the Umzimvubu Local Mu-nicipality (ULM), recently official-

ly opened the Sophia Recreational Park inMount Frere. The opening marks the comple-tion of one of the municipality’s biggestprojects to date.

The seven-hectare park, which was con-

structed by ULM for R8.7 million, boosts themuch needed recreational facilities for localsand will help develop the small town.

It is situated in Sophia, flanked byMt Frerevillage and theMadibanise andEmoyeni resi-dential areas and is near the central businessdistrict. HOPES for improvement are high for the In-gquza Hill Local Municipality (IHLM) as theyapproach the end of the 2013/14 financial yearin June.

The IHLM currently has an unqualified au-dit, which earned them an award during theVuna Awards last week Wednesday, wherethebest performingEasternCapeMunicipali-ties were commended by the MEC for LocalGovernment and Traditional Affairs, MliboQoboshiyane, at a function held in Port Eliza-beth.

The IHLM scooped three prizes. One formaintaining an unqualified audit for the pastthree years (R65 000), one for being second inthe 100% Municipal Infrastructure Grant Ex-pentidure (R85 000) – following Alfred NzoDistrict Municipality which came first andreceived R105 000 – and the third for best per-

formance in free basic service initiatives(R60 000).

The municipal manager, Mluleki Fihlani,said the R210 000 that the municipality wonat the awards ceremonywill go towards serv-ice delivery, which will improve their auditreport. He said currently they were in themiddle of finishing access roads, communityhalls and bridges in most of the Ingquza Hillwards.

“Wehad very few challenges that drifted usout of our budget, but with all that has beensaid, we still managed to pull our socks upand deliver services promised to the people,”said Fihlani.

“The Eastern Cape Auditor General (AG),Sithembele Peters, was actually satisfiedwith our work; even the things we could notdo during this financial year that appearedin our Integrated Development Plan (IDP)were understood by the AG as some of thesematters were out of our hands.”

THE Eastern Cape, Local Government andTraditional Affairs MEC, Mlibo Qoboshiya-ne, met with the leaders of the Ingquza HillHawkers’ association and the mayoral com-mittee at the Lusikisiki College last weekTuesday.

The purpose of the meeting was to givethem feedback on the issues raised in their

petitions about allegations that the IngquzaHill LocalMunicipality (IHLM)hadmisusedmoney.

The issues in the report were some of thereasons advanced by the locals as reasonsfor the chaotic protests within the munici-pality last year.

Among the issues raised, was the usage ofthe money donated by the European Unionfor the construction of stalls for hawkers inboth Lusikisiki and Flagstaff.

Qoboshiyane’s main reason for his visitwas to respond to the allegations levelledagainst the Municipality by the hawkersand he made recommendations on the con-struction of hawkers’ stalls and how themu-nicipality should engage hawkers in the fu-ture on matters involving them.

Ingquza Hill Local Municipality may-or, Pat Mdingi, said that the meetingwent well as the MEC in his report clari-fied concerns that communities had over

the municipality.“The MEC indicated in his report that R5

million was allocated to develop hawkers ofIngquza, where R2million was used to buildhawkers stalls inLusikisiki and the restwasused for preparation andworkshops,” addedMdingi.

He said the stalls that were built in Lusik-isiki were rejected by the hawkers last yearwhen they refused to move from their origi-nal spots.

In another incident, five suspects, fourwomen and a man, aged between 27 and 61,were arrested for dealing in dagga in Rholo-bile street, behind Standard Bank in MountFrere. It is alleged that police received infor-

mation about peoplewhowere dealing in dag-ga. Crime intelligence, the dog unit from Mt-hatha andmembers of theVisible PoliceUnit,conducted an operation, leading them to thesuspects with dagga estimated at a value ofR61 000 andR3 000 in cash. Theywere arrestedimmediately.

Two male suspects aged 30 and 42 were ar-rested for stock theft in the Debeza Locationin Qumbu on February 12. It is alleged thatthey stole 16 sheep on December 2013. Policeinvestigated the case and recovered 10 sheepfrom the suspects. They were arrested andwill appear in the QumbuMagistrate’s Court.

THE Coega Development Corporation (CDC)celebrated the tenth extension of its drivertraining programme to an Eastern Cape (EC)higher education institution – this time inthe rural area of iDutywa.

A State-of-the-art driver simulator washanded over to the King Hinsta FET Collegeand the Mbhashe Municipality last weekThursday, to coincide with the country’sstate of the nation address by PresidentJacob Zuma.

The CDC presented the simulator to theKing Hinsta FET College and the MbhasheMunicipality for the rollout of the drivertraining simulator programme that wouldbenefit youth and the unemployed in the are-as of iDutywa, Gatyana (Willowvale) andXhora (Elliotdale).

King Hinsta FET College is the tenth high-er education institute to benefit from theCDC’s skills development programme,which is designed to ensure that young andunemployed people have greater access tothe job market by possessing a key skill.

IDutywa, Gatyana and Xhora are predomi-nantly rural areas with high levels of pover-ty and unemployment. The driver trainingprogramme is expected to “contribute to-wards the socio-economic development ofmarginalised members of the communitywho need assistance in obtaining drivers’ li-cences to enter the labour market,” said theCDC.

The driver simulator-based training is thefirst step in a comprehensive driver trainingprogramme and affords first-time drivers the

opportunity to learn in a safe, simulated en-vironment before venturing out onto theroad.

“Young people who have an education of-ten lack basic essential skills, like driving,limiting their access to the job market. TheCDC wants to ensure that young people haveaccess to our world-class driver training pro-gramme that provides crucial skills and ena-bles employability,” said Ayanda Vilakazi,CDC head of marketing and communica-tions.

National Youth Development Agency coor-dinator for the Mbhashe Municipality, Zin-tle Ngceba, was pleased with the supportfrom the youth in the area – who attendedthe launch in large numbers.

“A driver’s licence is more often than notconsidered a prerequisite to obtaining em-ployment. The CDC is making a significantimpact on the lives of the youth and unem-ployed from these rural areas with this fan-tastic opportunity. We support this pro-gramme and I look forward to its future suc-cess,” said Ngceba.

The driver simulators are compliant withthe K53 driving curriculum, and cover themodules of identification of components,pre-trip inspection, starting procedures,moving-off and changing gears, handling ofvehicle (hand-eye co-ordination exercises),parallel parking, alley docking, turn in theroad, incline start, highway driving (withdifferent weather conditions), city drivingin basic and advance mode and a yard sum-mary.

A progress report is also generated afterthe completion of each module for the bene-fit of the user of the driver simulator. Driv-

ers are trained for a Code 8 licence. Simula-tor training is followed by on-road trainingunder the guidance of trained instructors.

Since the launch of the driver training pro-gramme in 2008, the CDC have partneredwith various institutions of higher learningto extend the programme to reach the greaterEC and other parts of the country.

“Participants spend a minimum of 20hours on the simulators which has createda greater success ratio which we want tomaintain, since it means that hundreds ofdisadvantaged people would now have aworthwhile skill, enabling them to get a joband contribute to the local economy,” saidVilakazi.

The CDC also implemented the pro-gramme at Sabelele Village (Chris Hani Mu-nicipality).

During the 2013/14 financial year alone,635 people have obtained their drivers’ li-cences and 2 814 had been trained for learnerlicences.

SOCCER lovers were disappointed last Sun-day when they were told that the refereeswere not going to come and officiate theleague game at New Rest Stadium in Lusik-isiki last Sunday.

Spectators who came in their numbers towatch their teams were angry with the lackof professionalismon the side of the SouthAf-rican Football Association (Safa) as theyclaim they should have informed themthrough themedia not to come to the groundsas the game had been postponed due to theworkshop that was held for the referees.The game was supposed to be between the

teams that were behindwith their games andthose were: Mthatha Stream Madikizela AllStars FC vs Capital Spurs FC and supposedto be held at the Capital Radio, together withCoastal Stream International FC vs. AmaM-pondo United FC in New Rest Stadium butboth the games were postponed as the refe-rees had attended the workshop.“This was not on, especially from a big or-

ganisation like Safa, not to inform theirteams about the postponement of the gamesas they knew about theworkshop before theywent to the grounds .“It was bad to hear from team managers

that they had to phone the Safa office twentyminutes after the game was due to start and
