Dean Warner Views Progress and Expansion All across America, students in unprecedented numbers

are pursuing the study of law. In 1953 there were 39,339 students

enrolled in the law sChools of the United States. In each succeeding year there has been a substantial increase in the number of students; in the Fall of 1966 the total enroll­ment was 68,121. In the year 1965-1966 when the total enrollment was 65,057 the law schools conferred 13,859 first degrees in law. It is certain that the number of students

HAROLD C. WARNER and the number of graduates will continue to rise in the foreseeable future.

This trend is reflected in our College of Law. In the fall quarter of 1953 tJhe total enrollment was 123 of which 33 were beginning students. In 1953-1954 we granted 34 degrees. In the fall of 1965 the total enrollment was 380 of which 86 were beginning students. In 1965-1966 we con­ferred 94 degrees. In the fall of 1966 the total enrollment was 485 of which 157 were beginning students. In 1966-1967 we will confer approximately 120 degrees. The number of applications received continues to far exceed the number of spaces available. In the fall of 1966 we tried to limit th� entering class to 150. This policy will be continued until the building is expanded.

The big increase in enrollment at the University came with the freshm en class of 1964. This increase will affect the College of Law for the first time in the fall of 1967. It is anticipated that a large number of these students who desire to study law will apply for admission next fall in order to take advantage of the 3-3 year program by which they can earn a B.S. or an A.B. degree and an LL.B. degree in six years. This program will be phased out in 1968. The last class that can enter with three years of pre-law study will be that entering in the summer of 1968. The class entering in the fall of 1968 must have a first degree.

A standing faculty committee is constantly studying the admission requirements. This committee recommended and the faculty approved another increase effective in 1967. This

increase is reasonable and is based on a f-aculty study and experience.

In 1965 I stated that the space formerly occupied by the Municipal Technical Advisory Service and the Bureau of Sociological Research had been returned to the College and I estimated that we could with crowding take care of approximately 450 students. We were forced, however, by the high number of qualified applicants to accommodate 485; this is the absolute limit.

The proposal to expand the present College of Law building has been approved by the Trustees and the architect is working on the preliminary drawings. He is submitting several plans for consideration. One will extend the present building west and north; another extends it to the north; the third plan will extend the building both east and west. The addition will be in harmony with the present style of architecture. It is hoped that the plans will be ready and the money made availaible by the legislature so that constru­tion can be started in the fall of 1967. We have an urgent need for larger classrooms, more offices, more study space in the library, more stack space (the library now contains 70,781 volumes and the stack space is almost completely utilized), storage space and the like.

In addition to the expansion of the law building, plans are being prepared for a three story parking facility to be built in the rear of the l aw building on the space now being used as the College parking area. The present thinking is that it will provide parking for approximately 200 cars. The space will be rented and the rental will amortize the cost.

On September 1, 1966, we ·added assistant professor Donald F. Paine and associate professor Toxey S. Sewell to the faculty. We are happy to welcome them as colleagues. We now have 14 full-time and 11 part-time faculty members. It is our plan to add two additional faculty members in September, 1967.

Several new courses have been added to the curriculum and are being offered this year for the first time. In the fall quarter we offered a course "Accounting for Lawyers". It was taught by Professor James McLean of the Accounting

Memo from our Law Alumni President:

Board of Trustees Honors J udge George C. Taylor I n action on November 15, the Board of Trustees of The

University of Tennessee honored George Caldwell Taylor, late a Federal judge in the Eastern District of Tennessee, by naming the College of Law building for him.

George Caldwell Taylor, the son of Alexander and Alvira Taylor, was born in Greeneville, Tennessee, on May 29, 1885. After graduating from the public schools of Greene County, he entered Tusculum Col­lege and graduated in 1906 with the Bachelor of Science degree.

JUDGE TAYLOR He studied law at The University of Tennessee and graduated in 1908 with the degree of Bache­lor of Laws. He was President of his law class and his scholastic standing won for him membership in the scholastic honorary society, Phi Kappa Phi.

As a member of the firm of Nicholas and Taylor he began the practice of law at Rockwood, Tennessee. From 1911 to 1913 he served as Secretary to Governor Ben Hooper. He re-entered law practice at Greeneville, Tennessee, in 1913. Mr. Taylor served as United States Attorney for the Eastern Diiiltrict of Tennessee from 1921 to 1928, and he was Judge of the United States District Court for the same district from 1928 until the time of his retirement in 1949.

Judge Taylor was a member of the Board of Trustees of Tusculum College for many years. He was appointed a trustee of The University of Tennessee in 1944 to succeed General W. T. Kennerly, and served as trustee until Decem­ber 19, 1952, the date of his death. He also served as a trustee of the Second Presbyterian Church of Knoxville.

Judge Taylor was married in 1913 to the former Luetta Alpha Gregg of Birmingham, Alabama, who still resides in Knoxville. The Taylors had two children, Ellen Taylor Man­so�, now the wife of a Chattanooga attorney, and Jerome Gregg Taylor, a Knoxville attorney.

On his father's death, Jerome Gregg Taylor was named to fill his father's seat on the Board of Trustees of The University of Tennessee, and he now serves in that capacity.

Law Wives Club Elects Officers

The U-T Law Wives Club, a group that offers social opportunities and service projects for wives of law students, has elected new officers for the winter and spring quarters.

Serving as president will be Mrs. Albert Harvey, and Mrs. Thomas Henley and Mrs. Thomas Looney will share the duties of vice-president. Other officers are: Mrs. Larry Parrish, secretary; Mrs. Richard Waddell, treasurer; and Mrs. James Giffin, Mrs. Thomas Hardin, Mrs. Matt Shade, Mrs. Earl Thomas, and Mrs. Royce Cates, Jr., committee chairmen.

Mrs. Harold C. Warner serves as sponsor of the club.

Dear Friends:

With an enrollment of 485 students, our U-T College of Law is bursting at the seams. However, under the able

leadership of Dean Harold Warner, steps 'are being taken to

expand the facilities of the college and, within the foreseeable future, our college will be able to accommodate not only

the present enrollment but a considevable increase in stu­dents. A new addition to the building has been authorized,

and we eagerly look forward to this expansion. On September 28, a reception was held for the incoming

law freshmen at the University Center. There are now

160 freshmen, and with all of the faculty, school officials, and alumni representatives present, the large banquet room at the center was well filled.

The present Directory of Alumni of the College of Law

was published in 1959. As you can readily 'see, there have been many additions and changes to this directory since that date. The directory is now being brought up-do-date and in

order to facilitate this difficult task, we urge you to com­plete and return immediately any questionnaire sent to you

by the college. Please do this. One of the great present needs is for funds for an en­

dowed chair and for scholarships. The College of Law de­pends almost entirely on its alumni and friends for these funds. Many other colleges of the University receive funds from the business community, and perhaps we lawyers have neglected encouraging gifts from this source. More and

more, the lawyer is becoming an impo!"ltant member of the business team. His presence, advice and ,services are absolutely mandatory to a successful business in these days of governmental regulations and control. No industry

can opevate without the services of the lawyer, and perhaps we should impress upon the leaders of industry the neces­sity for them to be as interested in the law as they are

in engineering, ,science, or other disciplines. They can easily show their interest in a financial way by contributing to our endowment and scholarship funds.

The General Alumni Alssociation's Century Club has

been an outstanding success. The contributions of law

alumni c,an be earmarked for the law college if the giver will so indicate.

However, in co-operation with the Century Club, I have

appointed Law Alumni Vice-President Ray Moseley of Chat­tanooga as Chairman of the new College of Law Centurion

Endowment Fund. Details of this special fund for the Law College are set out in Dean Harold C. Warner's article on page one.

U-T Bar Association Presents Variety of Speakers The U-T Bar Association sponsored an outstanding slate

of guest speakers at the College of Law thi•s fall, speaking on topics ranging from "Negro Voting Patterns in Tennes­see" to "Trends and Oppomunities in Space Law."

The first speaker of the quarter was Ru!'lsell B. Sugar­mon, a Memphis attorney who is General Chairman of the Tennessee Voters' Council. Sugarmon, who will begin a term in the General Assembly next January, told the stu­dents of the problems involved in organizing Negro voters and explained the growing •strength of ethnic blocs in Ten­nessee politics.

The Judge Advocate General's Corps was the focal point of a .speech by Col. Toxey Sewell. Col. Sewell, who recently joined the faculty of the College of Law as assistant director of the Legal Aid Clinic and associate professor of law, recently retired as acting commandant of the JAG School in Charlottesville, Virginia. His explanation of the procedure for entering the JAG Corps and the duties and advantages of JAG officers was quite helpful to those law students whose military careers lie ahead.

Edward Guilian, .the Chief Coun1!1el for the Marshall Space Flight Center in Huntsville, Alabama, >Spoke to the Bar Association on the future of space law. "How high is up?" was one of the perplexing questions the speaker discussed in this rapidly developing area of the law.

In future quarters, the U-T Bar Association speakers prog11am will be expanded, thanks to an expense grant from ·the unive11sity'•s activity fee fund. This grant was obtained by ,the persistent efforts of Robert Knolton, Benjamin H. Cantrell, and Alex B. Shipley, the last three presidents of the U-T Bar A:;;sociation.

In other recent bar activities, under the sponsorship of the U-T Bar Association and Dean Harold C. Warner of the College of Law, the University of Tennessee's Pre-Legal Society for undergradulllte •students ha.s been re-activated. The organization j.s now ·serving a helpful purpose of ga·ther­ing .together .students contemplating the study of law prior to their entrance into law school.

The U-T Bar Association sponsored a dance at Beaver­brook Country Club on homecoming weekend. The party was quite •successful, with a capacity crowd attending, in­cluding many of the newer alumni of the College of Law.

Law Review Staff Is Named Thomas M. Keeling, of Knoxville, will serve as editor­

in-chief of the Tennessee Law Review during the current academic year.

Other editorial staff members elected recently are Felix H. Laughlin, Memphis, who will be comments editor; Albert C. Harvey, Knoxville, who will be casenotes editor; William C. Carriger, Chattanooga, who will be articles editor; and Dalton L. Townsend, Knoxville, who will be book review editor.

Delta Theta Phi Chapter Now Established In Law College With the organization of Catron senate of Delta Theta

Phi law fraternity at the College of Law this summer, the third largest international legal fraternity is now represented at U-T.

"We have been met with enthusiastic acceptance in the College of Law," states M. Jerome Diamond, Iaw ·student and organizer of the new senate, "and we are convinced that .there is ample room in our growing law school for a third professional fraternity."

The twenty-two charter membe1.1s who have formed the new fraternity unit, called a senate, have chosen to name the local group in honor of J-ames Catron, first Justice of the United States Supreme Court from the State of Tennes­see, and a former Chief Justice of the Tennessee Supreme Court.

'I'his fall the charter members have concentrated their attention on the complex problems of getting the new sena·te firmly established and affiliated with the Supreme Senate, the fraternity's national organization.

Problems of drafting a constitution and by-law.s and be­coming an official chapter in the international fmternity have now been resolved; and an official installation banquet will take place early in winter qual'ter.

Phi Delta Phi Activities In a variety of activities throughout the fall quarter,

Roosevelt Inn of Phi Delta Phi law fraternity has sought to be of service to all the students of the College of Law.

The fraternity presented Joseph Fowler, 8/Ssistant chief of police of the Knoxville Police Department, speaking on "New Techniques in Criminology" in a luncheon meeting at Evans Cafeteria. Fowler presented an analyiSis of recent trends in criminal jurisprudence from the standpoint of the police officers.

Traditional PDP Roundtable Discussions, held at Knox­ville's Rathskeller Restaurant, continued with presentation of the Rev. Frank Gordon, Kn{)xville minister and immediate past president of the Tennessee NAACP. Members and guests engaged in an extensive question-and-answer session with Rev. Gord{)n, touching on a wide range of topics in the general area {)f race relations.

In other activities !this fall, the first major party of the year was presented on Saturday night, October 15 at the Andrew J{)hll!son Hotel foll{)wing the Tennessee-Alabama football game. Reports from the capacity crowd attending indicate a good time was had by all. A stag rush party was held November 2 at the University Inn, and this gathering enabled the brothers to socialize with prospective members in a distinctly relaxed atm{)sphere.

PDP members ihave taken active interest in aff•airs of the College ·of Law this quarter, since the Student Bar As­sociation president and vice-president, Tennessee Law Re­view editor-in-chief, and The U-T Lawyer editor-in-chief are all members of the fraternity, along with a host of other brothers in active positions of leadership in the law school.

Phi Alpha Delta Offers

Help to New Law Students McReynolds Chapter of Phi Alpha Delta is greatly en­

couraged by .the success of its activities and programs this fall under the leadership of Justice James Wright. A new service program of the chapter has been initiated to ease some of the apprehension of entering freshmen as they embark upon their professional career. The freshmen are given a kit containing a sample clllsebook abstract and an outline map of library materials to aid in their study. In­formation concerning the f11aternity to acquaint them with its activities and goals is also included.

The regular programs of the fraternity continue to be maintained with enthusiasm and success. Freshmen appel­late argument awards are presented to ea�h of the members of the best team and to the best individual participant. Win­ners are decided by the faculty and student judges on the basis of briefs, oral arguments, poise, and other considera­tions. The luncheon speakers program continues to provide interested students with an opportunity to hear top speakers in the field of law, investigation, and politics.

The chapter had a very successful rush party October 29 at the Senators Club. Guest of honor was Judge Walter Bridges of Bessemer, Alabama, who is Phi Alpha Delta justice for District Ten.

Thomas F. Smith, of Kingsport, has been elected justice of the chapter, to serve during winter and spring quarters. Tom has served the College of Law in the past as A.L.S.A. representative. Is Now Associate Professor Colonel Toxey H. Sewell has taken a position with the

U-T College of Law as associate professor of law and assistant director of the Legal Aid Clinic.

A resident of Alabama for most of his life, Colonel Sewell received his undergraduate degree and his LL.B. degree from the University of Ala­bama; and studied further at George Washington University, Washing­ton, D.C., receiving the degree of Master of Laws.

After practicing law in Atlanta, Colonel Sewell entered the Judge Advocate General's Corps of the U. S. Army ; and he retired from COL. T. H. SEWELL

that unit this fall, after 24 years of ·service. In the JAG Corps, he served as chief of lands (the real property division of the Corps) and later served as academic director and acting commandant of the Judge Advocate General's Corps school in Charlottesville, Virginia.

Colonel Sewell's teaching duties in the College of Law center in the area of real property, though he is later scheduled to teach administrative law.

Colonel Sewell ha:s recently published an article entitled "The Federal Enclave" in the Spring, 1966 issue of the Tennessee Law Review. Other articles by him have appeared in the Military Law Review ·and the Virginia Law Weekly.

Colonel Sewell is married to the former Marjorie Mc­Kirmon of Eastman, Ga. The Sewells have three children.

Department, College of Business Administ11ation. Professor McLean is also a graduate of the School of Law, Emory University. In the Spring quarter Assistant Professor Joseph G. Cook will offer a seminar in Jurisprudence. Assistant Professor Jack D. Jones is teaching a course this quarter on Water Law for graduate engineering students and law students.

All courses taken by beginning students have been · sectionalized into three sections for each course. In this way

we have kept these classes to a reasonable size. It now appears that we may have to section some of the second and third year courses.

We are also working closely with our alumni office!'s in compiling the new College of Law Directory. Lettem are being mailed to all alumni requesting that the home and office addresses be verified. I may also be contacting you from time to time for your assistance in locating alumni for whom we have no current addresses. The collection of this data is taking more time than was anticipated and con­sequently there will be some delay in publication. The last directory published in 1959 by John Smartt was so well re­ceived that a new edition is mandatory.

D onald F. Paine Joins

Faculty of Law College Donald F. Paine, a graduate of the U-T College of Law,

has joined the faculty as assistant professor of law. Mr. Paine, a native of Knoxville,

is a graduate of the University of Tennessee in 1961, with a Bachelor of Arts degree in English. While studying on "the Hill," he was a member of Sigma Chi ·Social fratern­ity; and he was named to Omicron Delta Kappa, men's honorary fra­ternity; Phi Kappa Plhi, honorary scholastic society; and Scabbard and Blade, military science honorary so-

ciety. DONALD F. PAINE

While a student in the College of Law, Mr. Paine served as editor-in-chief of the Tennessee Law Review. During his law school years, Mr. Paine completed the requirements for a graduate degree in English ; so that in 1963 he was awarded both an LL.B. degree and a Master of Arts degree.

After completing his study at U-T, Mr. Paine entered the Judge Advocate General'·s Corps of the U. S. Army, and he was :stationed for most of his three years of service duty at Fort Rucker, Alabama. While stationed at Fort Rucker, he also served as instructor in English and business law at Troy State College.

Mr. Paine is married to the former Cynthia Logan, also of Knoxville.

He is scheduled to teach couvses in Tennessee Procedure, Trial and Appellate Practice, and Civil Procedure.

Contributions received from friends and alumni will be placed in this endowment fund ; only the interest will be used. I am in the process of writing to each alumnus explaining the plan. The significant feature is that a sub­stantial fund can be established without asking any one individual for a large gift. If you have not received your letter, you will be receiving it in the near future since it takes considerable time to verify addresses and write the letters. I hope that you will find that the Centurion plan merits your support.

The Placement Office is very active in bringing em­ployevs and law graduates together. We are receiving many requests for men from law firms, government agencies, busi­ness men and insurance companies. Many employers are finding it convenient to visit the Law College for the purpose of interviewing our applicants. We have provided excellent clerical and functional facilities for this purpose. In this way they can talk to a number of candidates in a short space of time and identify those in whom they are primarily interested. We will be happy to assist you in every way pos·sible in contacting our graduating seniors who are pres­ented in this annual placement brochure.
