This new system holds the state and counties accountable for improving outcomes for children through the establishment of improvement goals, public reporting of outcomes and county-specific improvement plans that must be approved by county boards of supervisors and submitted to the state No goals or standards. Rather, objective is continuous, quality improvement within each county.
