When user click on “Login” the below screen will be displayed.

Description:

• This screen is used to Authenticate and Authorize for accessing and using different features and functionalities in www.ruralskills.in.

• It is to be noted that it’s only for registered users who have been issued “Permanent Registration Number (PRN)” by MORD. The process for Registration for PRN is explained separately.

• A “Registered User” can Login to the www.ruralskills.in by providing his/her User Credentials like User Name and Password.

• User name for the portal is PRN allotted to the organization and the initial Password is p326@MORD which has to be changed mandatorily once immediately after first time login. Once the user changes the password, the revised password can be used in future.

• In case the user has been accessing the portal for MRIGS (Monitoring and Regulation for Improved Governance of Skill Development), then the same credentials need to be used.

USER DASH BOARD Once credentials entered and authenticated by the system, below screen will be displayed:

Description:

• The screen is used to display all the tabs which pertain to the user logged in the system. User can click on the tab in order to fill the Project Application Form.

COMMON INSTRUCTIONS: 1. Before user proceed, go through the form and pay attention to all the fields. The

fields marked with “*” are mandatory requirements. 2. The fields which are only for view purpose have gray color background. 3. Document upload:

• The documents should be legible and details visible; • Information contained in the documents scanned should be legible; it should

not be blurred or washed out. • The scan should be preferably of the original document and not photocopied

document. • If the documents are not legible or blurred, user’s application is likely to be

rejected. • If user find that the documents scanned by user are more than 1 MB, resize

them using appropriate software. • If user wants to upload the file, first browse the file and click on button to

upload the file. • If user wants to view the uploaded file, click on button. • If user want to delete the file click on button.

4. If user want to add the record, click on button 5. If user want to delete the record click on button. 6. Save as draft:

• It is to be noted that all the mandatory fields should be filled in order to save the data as draft

• If user want to save the data filled in a section, click on button • If no error is found w.r.t. the information required, a confirmatory screen

appears. Confirm the dialogue. • The data saved as draft can be edited till the time of form submission

7. If user wants to clear the data, click on . This will wipe off all the data from the section.

8. If user wants to close without saving the data, click on . This will wipe off all the data which has not been saved as draft.

PRE-REQUISITES

1. The Setting up of a project is a TWO step process.

2. FIRST Step is creation of the Project OR editing of the existing projects (projects that were already created), the user is called “maker”.

3. SECOND Step is approval of the project that was submitted, either new project or after editing of existing projects, the user is called “checker” or “approver”.

4. To ensure that the “checker” or “approver” has the approving rights, check the role permissions as explained below

a. Login from admin credentials b. Under “Access management”, click on “User Management”

c. Select the user which is to be nominated as approver, and click on the pencil sign on the left of the user name

d. The user detail opens up. Ensure that the option “SRLM_OPS” is checked as shown in the below screen

e. Submit the form.

5. It is advised that the admin login is not used for processing transactions and

users are created by their name/ role in the system and assigned rights.

6. It will require at least 2 users to be created in the system for completing the project set-up process.

HOW TO SET-UP PROJECTS IN MRIGS? STAGE 1 – CREATING A NEW PROJECT/ EDITING AN EXISTING PROJECT

STEP 1

Login into MRIGS with USER credentials and navigate to “AP STATE PROJECT SET-UP”

STEP 2 Selecting an existing project or creating a new project Once you click on “AP STATE PROJECT SET-UP”, the below displayed dashboard appears. The dashboard will display the following

1. Option to ADD a new project (marked 1) 2. Option to “Edit” an existing project (marked as 4). All existing projects will be

displayed in the dashboard.

a. You can view the details of the project by clicking on symbol marked 5. b. You can increase the number of records displayed on the page by selection

options from Show, marked 2. c. You can search a particular project/ PIA by typing the details in Search,

marked 3. 3. List of Approved projects by the approver.

a. The list will show the name of the maker and approver along with the project details.

b. The approved project details can be viewed by clicking on the lens symbol to the left of the screen against each record.

STEP 3 Editing the Existing project Click on the edit option and the following screen appears

When EDIT is selected the following fields are not editable Project State PIA Name Ensure to select all the sanctioned districts for the project as the districts can not be changed by the PIA while aligning the project through an appropriate module.

Select the Trades initially sanctioned. The information will provide you the comparative after the project has been aligned by the PIA.

Allocate the residential and non residential targets as well as the sub-targets under Demographic distribution.

Click on “UPDATE” to submit the form in case of EDIT Click on “SUBMIT” to submit the form in case of NEW PROJECT. STAGE 2 – APPROVING A PROJECT

STEP 2: Selecting a project for Approval Once you click on “AP STATE PROJECT SET-UP”, the LIST of all projects created are displayed on the dashboard as below.

Click on the sign indicated by the arrow, and the project detail screen opens as below:

(partially shown) STEP 3 : Verify the details of the project concerned.

You may have to make 2 decisions

1. There is some error in creating the project, close the form. The form will always be in edit mode till it has been approved. Tell the maker to modify the form and update once again.

2. There is no error in the project created, click on “APPROVED”

A. Once the Project has been “APPROVED”, it can not be edited further. Therefore, the approver should ensure that all information provided in the form are correct as per the sanction order.

B. After a Project has been approved, it will appear in the concerned PIA login for alignment with CNN
