ABSTRACT

The present era is an information era which has its base on information and communication

technologies. The ICT acts as a soul for all kinds of information processes may be it information

processing, storage, maintenance and dissemination. The ICT has made its influence in all walks of

life, libraries and information centres are not an exception. Use of ICT in libraries has become

inevitable in an era of information explosion and the emergence of a wide range of new

technologies in order to satisfy the changing complex information needs of users. The ICT has

provided libraries with an opportunity to provide various information services and access to huge

collection of digital information resources to their patrons at any time without any boundary of

time and location. Thus the undertaken study focuses on impact of ICT in libraries. Further the

study will examine the use of information communication technology (ICT) in IITs & IIMs libraries

in India by investigating the ICT infrastructure, current status of library automation.

1. INTRODUCTION

Information and communication technologies (ICT) are electronic technologies used for information

storage and retrieval. ICTs have a significant impact on all areas of human activity.

ICTs have the potential to accelerate, enrich, and deepen skills, to motivate and engage students, create

economic viability for tomorrow's workers, as well as strengthening teaching. Ebijuwa (2005) and To

Anyakoha (2005) define ICT as "tools and as well as means used for collection, capture, process, storage,

transmission and dissemination of information”. The American Library Association (1983) defines IT as

"the application of computers and other technologies to the acquisition, organization, storage, retrieval and

dissemination of information. The computers are used to process and store data, while telecommunications

technology provides information communication tools, which make it possible for users to access

databases and link them other computer networks at different locations." IT and ICT (Information and

Communication Technologies) are used somewhat interchangeably. The use of information technology

(computers, telecommunication, reprography, etc.) has a special role in the modernization of library

practices. Hence with ICT, such things as electronic Cataloguing, electronic online public access

catalogues (OPACs), electronic acquisition and serials control, electronic circulation functions, electronic

distribution of commercial publications, electronic availability of raw data, multimedia information

delivery systems, digitized collections and online textbooks are all now practicable with a higher degree of

user satisfaction (Ajayi, 2002: Ables et al., 1996). Garg (1998) argues the ICT sector is a heterogeneous

collection of industry and service activities including information technology equipment and service,

telecommunication equipment’s and services, media and broadcast, Internet service provision, Libraries,

Commercial information providers, network based information services and related professional

specialized services. Ahmad and Fatima (2009) found that researchers use a variety of ICT products and

services for research and further remarked that ICT products help “to find information, access information,

manage, integrate, evaluate, create, and communicate information more easily”. It was recommended that

training be organized to increase the use of ICT-based products and services. Hamelink (1997) provides a

useful and clear definition of ICT indicating, ICTs are those technologies that enable the handling of

information and facilitate different forms of communication.ICT has the capability to enhance teaching and

learning through improved interaction across cultures, between students, academics and between both.

(Mlitwa 2004).ICT has changed the traditional methods of library activities and services providing new

dimensions for teaching, learning and research in higher educational institutions. With the help of ICT

tools, it is possible to store, retrieve, disseminate and organize information by creating websites and

databases. Information is now published both electronically and by print making it accessible to users

according to their demands. It is important to assess the ICT applications in library and information centres

in the context of changing user needs. In recent years libraries in India, particularly those of state and

central universities, national institutes (such as the Indian Institutes of Technology (IITs), Indian Institutes

of Management (IIMs) and Indian Institutes of Science (IISc), research and development organizations,

and private high‐tech institutions, have implemented ICT‐based applications as India moves towards being

a knowledge‐based economy.

The undertaken study focuses on impact of ICT in libraries. Further the present study will examine the

use of information communication technology (ICT) in IITs & IIMs libraries in India by investigating the

ICT infrastructure, current status of library automation. Today, libraries are functioning under constantly

changing environment and face a variety of complex challenges like information explosion, IT revolution,

network evolution, shrinking library budgets, escalating prices of documents, high level of user

expectations and availability of information resources in diverse media and so on. IT offers a wide range of

opportunities, which could provide solutions to some of these major challenges. Rapid advances in modern

technologies have greatly improved the capabilities of storage, processing, retrieval, repackaging,

communicating, sharing, and managing the explosive growth of information effectively and economically

in libraries. Use of IT in libraries has become inevitable in an era of information explosion and the

emergence of a wide range of new technologies in order to satisfy the changing complex information needs

of users.

1.1. Statement of the Problem

ICT has brought tremendous changes in the libraries. ICT in libraries has transformed both housekeeping

operations as well as services provided by libraries.

Present study will explore the applications of ICT in IITs and IIMs in India.

1.2. Objectives of the Study

Main objectives of the study are as under:

• Application of ICT in libraries.

• To explore the study of automation in IITs & IIMs.

• Identify ICT tools adopted by IIT and IIM libraries in India.

2. METHODOLOGY

The online survey has been carried out to find out the automation software’s used by IIT & IIM libraries in

India in order to facilitate their patrons, the all housekeeping services. In addition the study also finds out

the usage of web 2.0 technologies by all IIT & IIM libraries. The use of social networking has become a

trend in every body’s life, as to remain updated. Libraries no longer want to remain behind in the same.

The study deals predominantly with two major components like library Automation Software’s and web

2.0 technologies are in one side and twenty-one IIT and IIM library websites on other side. In first phase

twenty-one IIT and IIM library websites were visited, in order to check the various housekeeping services

provided. Table 1 below.

To know which Automation Software used by these libraries, every individual library website was

checked. Almost half of the libraries provide the information on their homepage and the rest were E-

mailed, use of Wikipedia, Google search etc. Automation Software used by these libraries is tabulated

below in Table 3. The second phase of the survey was to explore the use of web 2.0 technologies by these

under survey libraries. The mentioned web 2.0 technologies have been selected through a web survey

based on their applicability on IIT and IIM library websites out of many to measure their usage and also to

identify, which library uses most number of web 2.0 tools for providing services. These web 2.0

applications are (E-mail, Face book, Twitter, YouTube, LinkedIn, RSS, Blog, Google+ & Wiki). Having

said that a sample checklist has been developed as a data collection as well as data analysis instrument

mentioning web 2.0 technologies horizontally and sixteen IIT library websites vertically to show the usage

study. The checklist is duly filled with those data which have been collected from the official library

websites of all IIT’s & IIMs assigning as (Y) equal to “available” & (N) equal to “not available” as a status

to identifies existence or nonexistence of those web 2.0 technologies to the concerned IIT library websites.

3. LITERATURE REVIEW

Mohammed (2008) asserts that “Information and Communication Technologies (ICTs), particularly the

Internet, Intranet and other network technologies have continued to impact positively on the methodologies

of library and information service delivery, education and training of information providers as well as the

information needs and seeking behavior of the information seekers and users”. Chisenga (2004) carried

out a survey of the use of ICTs in ten African Public Library Services & found that, although most libraries

had internet connectivity, very few were offering web-based information services to their users. The study

however, identifies four barriers to the effective provision of electronic resources in those libraries,

namely: lack of strategic planning: lack of adequate or reliable funding; lack of use of Internet to provide

information services to users and a lack of consistent training for users in new ICT services. The observed

transition is apparently necessitated by the emergence of the modern information and communication

technology (ICT) and its unprecedented impacts on the provision of library services. Therefore, the use of

information technology (computers, telecommunication, reprography, etc.) has a special role in the

modernization of library practices. Hence, with ICT, such things as electronic cataloguing, electronic

online public access catalogues (OPACs), electronic acquisition and serials control, electronic circulation

functions, electronic distribution of commercial publications, electronic availability of raw data,

multimedia information delivery systems, digitized collections and online textbooks are all now practicable

with a higher degree of user satisfaction (Ajayi, 2002) . Okiy, (2005) reviewed the state of ICT application

for information provision in Nigerian university libraries. It revealed that the obstacles militating against

effective application of ICT in the university libraries were inadequate funding, inadequate electricity

supply, and shortage of competent manpower for operation and maintenance of ICT facilities. Vyas (2003)

has made a survey of 12 university libraries of Rajasthan and IIT library Delhi & found that, most of the

libraries have implemented the technique of ICT to their in-house activities and services, to automate and

digitize resources and to share resources at local and national level.

Omoniwa (2001) rightly said that in the twenty‐first century, globalization of information and the

adoption of information technology will be the hallmark of great libraries. The size of libraries or their

collections may not be the benchmark but rather accessibility to the major thrust of the library automation.

For any library to derive maximum benefit in this information age, it has to be online. Egunjobi &

Awoyemi, (2012) highlighted that automation can improve the library's relevance to the academic

community. It further reveals that library staff enjoy working in an automated environment and the patrons

enjoy services rendered using an OPAC instead of a card catalogue. Wallace (1989) is indifferent about

the use of IT. For instance, the writer does not see the computer as the answer to all the problems libraries

have and that it makes job less interesting even though the same technology makes library

activities/services less complex. Despite the seeming pros and cons of automation, Wallace's conclusion is

that for every computer user to have job satisfaction, adequate skills and accuracy are required.

Amekuedee (2005) who conducted a study to determine and evaluate library automation in selected

Ghanaian university libraries. The author covered the areas of general automation, automation of specific

library processes, networking, Internet connectivity, training and major constraints. He discovered that

most of the libraries are hampered by lack of funds, lack of support from the university administration and

lack of skilled staff to embark on automation of all libraries. Ossai-Ugbah (2010) administered a

questionnaire to students, and found that the majority of the users agreed that there is a significant

relationship between educational academic exposure to the use of automated library services and that they

were satisfied with these automated electronic library services. However, the major constraints identified

by the respondents were slow Internet speed, and that access to automated library facilities were not up and

running at all times to meet the varied time students prefer to browse the Internet. Eke (2011) points out

that in recent times, universities in sub Saharan Africa have embarked on integrating information and

communication technology in their operational milieu in such areas as digitization and preservation of

content. Increasingly the trend now in automation of university libraries is toward the implementation of

institutional repositories (IRs) for capturing and preserving the intellectual output of universities such as

PhD theses; preprints, post prints, working papers, technical reports, public archives, and graphic material

among others. Most university libraries in sub Saharan Africa are digitizing their grey literature with the

support of Association of African Universities.

Very recently a survey of the application of Web 2.0 in Australasian university libraries has been

reported by Linh (2008). It adopts a content analysis method for the home pages of 37 libraries. The

survey reports that among Web 2.0 technologies utilized by Australasian university libraries, RSS was the

most widely applied technology and instant messaging was the least used technology. Another

international study was conducted by Harinarayana and Raju (2010). They selected 100 universities

from the lists of world university rankings. Fifty‐seven universities were offering at least one Web 2.0

service. The content analysis of these 57 websites revealed that RSS and IM were used by 37 libraries and

blogs were offered by 15 libraries. Wiki, podcast and vidcast were among the least used technologies.

Clyde's (2004) study is one of the earliest studies on Web 2.0 technology in libraries. She analyzed the

content of 55 library blogs from the USA, Canada and the UK. Among them, 21 belonged to academic

libraries. It was found that most of the blogs were made to provide news or information for library users.

Linh (2008) analyzed the content of 47 university library websites. In addition to the identification of Web

2.0 technologies, this study also explored purposes and features of their use. Although two‐thirds of

libraries used such technologies but the general indexes of their use were low. Applications used include

RSS (63.8 percent), blogs (36.2 percent), podcasts (21.3 percent) and IM (10.6 percent). All these

technologies were applied with their basic features. Breeding (2007), who emphasizes the need of

embedding these contemporary technologies to enrich library services, “Web 2.0 has become a trendy

marketing concept, if you want to cast your product or idea as cool, just call it a Web 2.0 technology,

regardless of how deeply it embodies the full range of ideals. I see Web 2.0 as helpful to the extent that it

helps librarians let go of very outdated views of the Web and move forward in the adoption of newer

technologies and services”.

4. DATA ANALYSIS & INTERPRETATION

4.1. Library Automation Software’s (LAS)

Based on the current on-line survey, it has been found that there are mainly three (3) Library Automation

Software (LAS) (Discussed Above) used by the libraries of IIT and IIM India. Table 3 below shows the

LAS used by every library.

Data from Table 4 shows that majority of libraries i.e. (19 out of 21) are using e-mail as a basic ICT

tool for their users to facilitate number of services.

The next most used web 2.0 tools were Facebook followed by twitter; this is because of the current

trend of social networking. Most of the users use these tools to share with librarians as well as with friends.

The adaptation of these tools is tabulated in Table (5 & 6) and can also be seen from Figure 2 below:

Facebook: Face book is an online social networking service where Users must register before using the

site, after which they may create a personal profile, add other users as friends, exchange messages, and

receive automatic notifications when they update their profile.

Youtube and RSS are most used web 2.0 tools in these libraries to interact with its patrons and as well

as with the partner institutions. Four (4) institutions out of 21 i.e. (19.04 %) are using these two tools.

Now coming to LinkedIn, Blog, Google+ and Wiki, these are the other web 2.0 tools adopted by under

survey institutions. Before going to analyze data about these tools let us know something about these tools

and how they are used.

Linked In: LinkedIn is a business-oriented Social networking service. Founded in December 2002 and

launched on May 5, 2003, it is mainly used for professional networking.

Blog: A blog is a discussion or informational site published on the World Wide Web and consisting of

discrete entries ("posts") typically displayed in reverse chronological order (the most recent post appears

first)

Google+: Google+ is a social networking and identity service that is owned and operated by Google Inc. It

is not simply a social networking website, but also an authorship tool that associates web-content directly

with its owner/author.

Wiki: A wiki is usually a web application which allows people to add, modify, or delete content in

collaboration with others. Text is usually written using a simplified markup language or a rich-text editor.

The data tabulated in Table 9 shows the usage of these tools. We can sort them according to rank as

LinkedIn with three (3) occurrences followed by Blog (2) and Google+&Wiki with One (1) each. The same

can be understood by Figure 4 and in addition with the %age as:

The websites of all IIT & IIM libraries in the survey were working during the survey period. Many

libraries provided links to Web 2.0 applications on their home pages. A few developed a separate page to

enlist such applications. The others provided information on the pages of relevant sections and

departments.

A list of many Web 2.0 applications adopted in IITs & IIMs library websites is provided in Table X

(A) and X (B). E-mail was found to be the most popular tool. The second most popular tool was You tube.

Libraries were providing reference and information services to distant users via these tools. The next

popular application was social networking. Eight libraries had a presence on social sites.

The web 2.0 enabled IIT libraries use how many web 2.0 technologies on their library websites out of

nine has been measured by a rank analysis. Based on those rank it can be plotted out that which library is

much social in comparison with others. As clearly seems from the (Figure-5) we can see that E-mail is the

most used web 2.0 tool followed by Face book, Twitter, You tube, RSS, LinkedIn, Blog, Google+ and the

last among the sample is the Wiki.

E-mail was found to be the most popular tool. The second most popular feature was Facebook and

Twitter. Twitter “allows users to share their thoughts instantly with everyone in its network, as long as

entries are 140 characters or less. The word limit forces authors to compress and summarize their thoughts.

For the reader, it reduces information overload because the essence of information can be quickly scanned”

(Kim and Abbas, 2010). The libraries in this study used this technology to share news and

announcements. Libraries were providing reference and information services to distant users through live

Email using Facebook & Twitter. The next popular applications were RSS and Youtube. Four libraries had

a presence on Youtube and also use RSS. A few also used other social sites. Libraries also made their

blogs using various blogging softwares.

The survey has provided a useful summary of current state-of-the art of using ICT in IIT & IIM

libraries in India. The survey confirmed that ICT has deeply embedded in the management of information

in IIT & IIM libraries. It has become a powerful tool in the management of routine library operations and

services. The analysis has shown that the use of technology in IIT & IIM libraries is increasing steadily

and significantly. The level of response shown to the present survey indicated that IIT & IIM libraries

continue to be more interested in using ICT in future.

6. RECOMMENDATIONS

The present survey suggests the following to overcome the barrier between library services and the patron:

• Provide professional staff so that every automated service as well as ICT tool can be used effectively.

• Evaluate the patron trend or need regularly so that focus may be diverted to those needs.

• Use of user friendly softwares and tools in order to facilitate all types of users.

• Sufficient %age of library funds should be fixed for Automation and ICT Applications.

7. CONCLUSION

The survey has provided a useful summary of current state-of-the art of using ICT in IIT & IIM libraries in

India. The survey confirmed that ICT has deeply embedded in the management of information in these

libraries. It has become a powerful tool in the management of routine library operations and services. The

analysis has shown that the use of technology in the said libraries is increasing steadily and significantly.
