1.0 Introduction
1.1 PurposeThisprocedureprovidesinstructionsfortheselection,operationandmonitoringofHEPAventilationandvacuumequipmentusedforradiologicalprotection.
1.2 ScopeandApplicabilityThisproceduredoesnotapplytoHEPAventilationorvacuumunitsusedforotherindustrialhazardssuchaslead/asbestosabatement.Documentationwillbecompletedusingsitespecificforms,electronicprocesses,ortheattachmentstothisprocedure.
ThisprocedureisapplicabletoUSmemberutilitieswiththeInstituteofNuclearPowerOperations(INPO).Memberutilitiesareexpectedtousethisstandardtoenablesupplementalworkerstotransitionbetweennuclearpowerplantswithminimalsite-specifictraining.Compliancewiththeseinstructionsisexpectedwithoutadditionalsiterequirementsorprocessdeviationsbeingimposedthatmayrequireadditionaltrainingorchallengetheperformanceofsupplementalworkers.
Thisprocedurewillbeusedtotrainandinstructsupplementalradiologicalprotectiontechnicians.MemberutilitieswillimplementtheseprocessrequirementsinsiteproceduresandupdatesiteprocedureswheneverrequirementsorprocessstepsinthisNuclearIndustryStandardProcess(NISP)arerevised.CurrentrevisionsaremaintainedontheINPOwebsite.
Terms,acronyms,anddefinitionsareprovidedinNISP-RP-13,RadiologicalProtectionGlossary.
ClarifyingnotesforrequirementsandprocessstepsareprovidedinSection4.0usingsuperscriptnumbersintheprecedingsections.
2.0 GeneralRequirements
2.1 OnlyHEPAandvacuumunitswithacurrentDOP/PAOtestcanbeusedtocontrolairborneradioactivity.
2.2 HEPAandvacuumunitsshallbeDOP/PAOtestedbasedonthemanufacturerrecommendationsbutasaminimumwillbetestedonceevery24monthsorwhenHEPAfiltermediaischanged.Dateforretestingwillbedisplayedontheunit.
2.3 OnlyHEPAcertifiedvacuumunitscanbeusedinsidetheRCA.
2.4 PhysicalinspectionisrequiredforallHEPAandvacuumunitspriortobeingplacedinservice.Specificattentionistobemadetoelectricalconnectsandpowercords,hosesandconnections,andequipmentguards.Donotoperateanyequipmentwithpotentialsafetydefects.
2.5 AllHEPAandvacuumunitsusedinsidetheRCAmustbetaggedasinternallycontaminatedandcannotbeopenedwithoutRadiationProtectionoversight.IftheunithasbeenusedinanalphaLevel3areaitmustbeindicatedonthetagaspossiblycontainingalphacontamination.
2.6 ContactIndustrialSafetypriortousingaHEPAventilationunitanytimethatvolatilesubstances,vaporsorfumesareexpectedtobegeneratedduringtheworkactivity.1
2.7 PortableHEPAventilationdoesNOTeliminatetherequirementsforairqualityorconfinedspacemonitoring.

2.8 Onlythosevacuumslabeledaswetvacuums,orwet/dryvacuumsorsystemsdesignedforthispurpose,shallbeusedtoremoveliquids.
2.9 HEPAsthatrequireanoperatingvoltagegreaterthan120VACwillrequiremaintenancesupportforelectricalconnections.HEPA’srequiringmulti-phasewiring(e.g.,480V3phase)shouldhaveproperrotationcheckedpriortoplacingtheunitintoservice
2.10 AllHEPAunitsandvacuumsusedintheRCA,whilenotinuse,willbecontrolledinamannertopreventunauthorizedremovalanduse.
2.11 Whennotintheuse,theopeningsoftheHEPAventilationunitandhoseswillbecoveredtopreventaccesstoanypotentiallycontaminatedsurfaceorcomponent.
2.12 AnOutofServicetagwillbeattachedtoanyHEPAventilationorvacuumunitremovedfromserviceduetoequipmentfailureorretestingduedate.
2.13 RadiationlevelsshouldbemonitoredontheHEPAunitsandvacuumswhiletheyareinservice.Whereavailable,andbasedonthepotentialforincreaseinradiationlevels,telemetryunitsshouldbeplacedonthefilterhousingtoprovideacontinuousmethodofmonitoring.
2.14 FirezoneloadingshouldbeconsideredwheninstallingHEPAequipment.
2.15 SparkarrestorsshallbeusedonallHEPAunitsforworkactivitiesthatgeneratesparkssuchasgrindingonmetal.2
2.16 DoNOToperateHEPAunitswiththeendofthesuctionhosecoveredasthiswilldamagecomponents,overheattheunit,andmayresultinfire.
2.17 SiteguidanceshouldbeutilizedfortheremovalandreplacementofHEPAfiltersbasedonunittypeandmodelavailable.
3.0 ProcessInstructions
3.1 SelectionofHEPAandVacuumequipment3.1.1 ThedecisiontouseHEPAventilationorvacuumequipment,andthetyperequired,willbemade
basedontheworkactivityandtheexpectedradiologicalconditionsandtheimplementinginstructionswillbeincludedintheRWPorALARAplan.
3.1.2 PriortodeterminingtheproperengineeringcontrolsthepotentialairborneactivitywillbeprojectedduringtheTEDEALARAprocessusedbythestation.Thepotentialairbornegenerationtakesintoconsiderationtheworkmethodsbeingused,plantventilationsystems,andenvironmentalconditions(e.g.wetsurfaces).Oncetheairbornegenerationratehasbeenprojectedtheproperequipmentcanbeselected.

3.1.4 Unlesssitespecificinformationisprovided,useAttachment2,EffectiveCaptureVelocityandDistanceChart,todeterminetheventilationhosesizerequirementsfortheworkactivity.
3.1.5 Selecttheproperventilationequipmentbytakingintoconsiderationthefollowingadditionalfactors:a. Weightloadingoftheequipmentonfloororgratingb. Abilitytopositionthehoseattherequireddistancetoprovidepropercapturevelocityand
allowtheworkersthevisibilitytoperformthetask.c. Sparkarrestorsshouldbeinstalledforallsparkproducingworkactivities.Considertheuse
offireresistanthosematerialifavailable.d. Considertheuseofanoisesuppressoronthedischargeoftheunittofacilitateabetter
workenvironment.3.1.6 Selectthepropervacuumunitdependingonthefollowingconditions
a. Wetordryconditionsareexpectedduringtheworkprocessb. Distancethematerialwillhavetobetransportedthroughthehosefromthesuctionpointto
thereceptacle.c. Potentialdoseratesonthematerialbeingvacuumed
3.1.7 Inapplicationswhereiodinegasisexpected,charcoalfiltersshouldbeconsidered/utilized.33.1.8 Ifacharcoalfilterbankisbeingusedtakeadditionalstepstomonitorforiodineatthedischarge
oftheunit.Severalfactorscontributetothecharcoalsabilitytoremoveiodineincludinghumiditywhichcanchangeoverthecourseofaworkactivity.
3.2 HEPA/VacuumSetup3.2.1 VerifytheHEPAorvacuumunitDOP/PAOtestingiscurrentpriortosetupinthefield.3.2.2 Verifythetamperproofsealorequivalentisinplaceontheunit.3.2.3 ValidatethecurrentradiologicalconditionsoftheunitareindicatedontheRAMlabelortag.3.2.4 Checkthephysicalconditionoftheunitincludingtheconditionofthepowercord.Donotplug
intoanelectricalpowersourceifthecordshowssignsofdamage.3.2.5 EachHEPAandvacuumunitshallhaveauniquenumberingsystemandshouldbesignedoutto
theworklocationusingAttachment3,HEPA/VacuumIssueandReturnLog,orelectronicallyusingsitespecificprocesses.
3.2.6 UsecautionwhenremovingendcoversofhosesorHEPAunitsduetothepotentialforinternalcontamination.Propercontaminationcontrolmeasuresshouldbeimplementedpriortoremovingthecovers.
3.2.7 EnsureexhaustoftheHEPAunitisdirectedawayfromacontaminationareaboundarytopreventthepotentialforairbornegeneration.
3.2.8 EnsuretheHEPAexhaustscreenisintactwhichpreventspersonnelinjuryfromrotatingequipment.

3.2.9 Usethefollowingguidancetoroutetheventilationhosea. Minimizetheamountofhoseusedtopreventthepotentialcollapsingofthetrunk.Keep
thehoseasstraightaspossiblefromtheunittotheworksiteb. Makesurethesuctionofthehoseislocatedintheproperlocationtoprovidethecapture
velocitynecessarytoprovidetheproperventilationc. Minimizesharpbendsorcurveswhichcanreducethesuctionflowandpreventthedesired
CFMfrombeingachieved.Ifsharpbendsarenecessaryconsidertheuseoffabricatedjoints.d. Routehoseinlowtrafficareasorintheoverheadtopreventtriphazardstopersonnel.As
appropriateusesafetyflaggingtomakepersonnelawareofthehazard.e. Ifthehoseisbeingroutedverticallyconsidertheneedforhosesupportsbasedonthe
weightoftheHEPAhosebeingused3.2.10 IfacharcoalfilterisrequiredinstallthedeviceinthesuctionoftheHEPAunitorperthe
manufacturer’sinstructions.3.2.11 AfterinspectionandinstallationoftheHEPAhose,connecttheunittopowersource.Iftheunit
usesgreaterthan120VACtheunitmustbeconnectedbyaqualifiedindividual.3.2.12 Poweruptheunitandobservethemagnehelicgauge,ifequipped,andensureitfallswithinthe
bandestablishedforthatunit.Ifthemagnehelicgaugeisoutsidethebandthensecuretheunitandtakethefollowingactionsa. Validatethehosedidnotcollapsewhiletheunitwasinoperation.b. Validatethemagnehelicgaugeconnectionsarenotloosec. Theendofthehoseisopenandfreed. Therearenosharpbendsinthehosewhichcouldreducetheairflowe. Ifnoissueswherefoundduringa-caboveconsidertheneedtoreplacetheHEPAand/or
Pre-filtersusingsiteguidance.f. Forunitsoperatingon3phase220/480VACitmaybenecessarytoverifytherotationofthe
unituponinitialstartup.3.2.13 ForoperationofvacuumunitsindividualsshouldreviewtherequirementsinAttachment5,
WorkerInstructionsforVacuumOperation.
3.3 MonitoringHEPA/VacuumOperations3.3.1 DoseratesmonitoringfrequencyforHEPAandvacuumunitsshouldbebasedonthepotentialfor
changingconditions.InmostcasestheunitsshouldbecheckeddailywheninuseoratasurveyfrequencydeterminedbyRPsupervision.Surveyfrequencyisdocumentedonattachment4.
3.3.2 Considerinstallingatelemetrydevice,ifavailable,andthereisthepotentialfortheHEPAorvacuumunittobecomeasourceofexposure.Installthemonitoringdeviceontheinletofthefilterassembly.
3.3.3 UseAttachment4,HEPAShift/DailyInspection,tovalidatetheoperationoftheunitonceperDay/ShiftoratthefrequencydeterminedbyRPsupervisionwhileinoperation.
3.3.4 TheeffectivenessofHEPAunitoperationshouldbemonitoredbasedontheriskassociatedwithfailureoftheunit.Forhighriskactivities(i.e.Steamgeneratorsventilation)considertheuseofcontinuousairmonitorstoprovideaquickindicationofequipmentfailure.Forothermediumtolowriskactivitiessmearthedischargeoftheunitand/orobtainairsamplestovalidatetheunitsoperation.
