Preface

Section 316 of the North American Free-Trade Agreement Implementation Act (NAFTAImplementation Act), Public Law 103-182, requires the U.S. International TradeCommission (Commission) to monitor U.S. imports of "fresh or chilled tomatoes" and "freshor chilled peppers, other than chili peppers," until January 1, 2009. In response, theCommission instituted investigation No. 332-350, Monitoring of U.S. Imports of Tomatoes,and investigation No. 332-351, Monitoring of U.S. Imports of Peppers, under section 332(g)of the Tariff Act of 1930 (19 U.S.C. 1332(g)).

This report on the Commission's monitoring investigation covers tomatoes for fresh-marketuse and for processing. The purpose of this monitoring, as expressed in the NAFTAImplementation Act, is to permit the Commission to conduct an expedited investigation and,if appropriate, recommend to the President provisional relief should a petition for relief befiled under section 202 of the Trade Act of 1974 with respect to imports from all countries,or a petition requesting such relief be filed under section 302 of the NAFTA ImplementationAct with respect to imports from Canada or Mexico. Generally, such provisional relief wouldremain in effect, pending completion of the investigation by the Commission and the takingof final action by the President.

This report contains statistical information gathered by the Commission on the U.S. tomatoindustry in the course of its monitoring. This information includes (1) consumption and tradedata (including U.S. imports and U.S. exports) and (2) other industry data (including U.S.production quantity, value, unit value, and harvested area; U.S. cost-of-production estimates;shipments; quantities available at major shipping points; and average U.S. retail andshipping-point prices). The information presented in this report on the U.S. tomato industrywas obtained from a number of sources, including the U.S. Department of Agriculture, theU.S. Department of Commerce, the Florida Tomato Committee, the University of FloridaCooperative Extension Service, and various other State agencies. This report principallyincludes 2000-2004 data and partial-year data for 2004 and 2005.1

HighlightsThe following are highlights of the statistical data collected on tomatoes for fresh-market use andprocessing for the 2000-04 period.

Fresh-market Tomatoes! Apparent U.S. consumption of fresh-market tomatoes remained about the same in 2004 as

in 2003 (table 1). Production quantity and value rose slightly from 2003 to 2004, whileimports remained about the same. Export quantity and value rose considerably from 2003to 2004. U.S. imports remain significant, accounting for nearly two-fifths of consumptionvolume (nearly one-half of consumption value) in 2004 (table 1). Principal U.S. tradingpartners for fresh-market tomatoes are Mexico and Canada (tables 3 and 5). Nogales, AZcontinues to be the primary entry point for winter-season tomatoes from Mexico, with thebulk of such shipments having entered during the Florida growing season when no otherdomestic suppliers are in the U.S. market. Detroit and Seattle continue as the primary entrypoints for tomatoes from Canada, with the bulk of these shipments having entered duringthose months coinciding with peak domestic production in California and the rest of theUnited States. Florida and California remain the primary sources for U.S. fresh-markettomato production (table 24).

! Apparent U.S. consumption amounted to 2.4 million metric tons in 2004, essentially thesame as in 2003; consumption in 2004 was valued at $2.22 billion, down slightly from$2.23 billion in 2003 (table 1). The ratio of import volume to consumption in 2004 was39 percent, the same as that in 2003. U.S. production of tomatoes for fresh-market use wasup by 2 percent from 1.61 million metric tons in 2003 to 1.64 million metric tons in 2004(table 1). The value of production rose slightly from $1.33 billion in 2003 to $1.34 billionin 2004, with a unit value of $0.82 per kilogram in 2004.

! Florida and California have been the two largest amount producing states of fresh-markettomatoes since 2000. In 2002, they accounted for 42 percent and 30 percent, respectively,of total U.S. production volume of tomatoes for fresh-market use (table 24). Other states withsignificant production volume during 2000-04 included Virginia, Ohio, Georgia, andTennessee. Fresh tomatoes are harvested in Florida during October-June, in Californiaprimarily during June-November, and in most other States during March-September. U.S.harvested area of fresh-market tomatoes increased nearly 4 percent from 121,700 acres in2003 to 126,400 acres in 2004 (table 24).

! U.S. exports of fresh-market tomatoes rose by 16 percent from 142,461 metric tons in 2003to 165,841 metric tons in 2004 (table 1). U.S. export volume was down by 3 percent duringJanuary-June 2005 as compared with exports during the corresponding months in 2004 (table3). Canada was the leading market for U.S. exports of fresh-market tomatoes throughout the2000-04 period, accounting for 78 percent of the total volume (81 percent of value) in 2004.

! U.S. imports of fresh-market tomatoes fell by nearly 1 percent from 939,257 metric tons in2003 to 931,970 metric tons in 2004 (table 1). Imports were valued at $1.1 billion in 2004,about the same as that in 2003. Imports were down 5 percent in volume during January-June2005 as compared with imports during the corresponding months in 2004. Mexico, theleading supplier of imports throughout the 2000-04 period, accounted for 84 percent, by

volume, of total imports of fresh-market tomatoes in 2004 (table 5). U.S. imports of fresh-market tomatoes from Canada rose by 3 percent in volume from 2003 to 2004 and accountedfor 14 percent of total imports in 2004. The bulk of imports from Canada are believed tohave been greenhouse-grown tomatoes.

! U.S. imports of fresh-market cherry tomatoes rose by 13 percent in volume from 2003 to2004 and amounted to 37,970 metric tons in 2004, with Mexico accounting for 94 percentof total imports in 2004 (table 6). Import value fell by about 4 percent from $58.0 millionin 2003 to $56.0 million in 2004. Imports of cherry tomatoes were down considerably duringJanuary-June 2005 as compared with the corresponding months in 2004. U.S. imports offresh-market roma tomatoes amounted to 350,420 metric tons in 2004, an increase of1 percent from 346,531 metric tons in 2003 (table 7). Mexico accounted for 99 percentannually of total imports during the 2000-04 period. Imports were down by 7 percent involume during January-June 2005 as compared with imports during January- June 2004.

! U.S. imports of other fresh-market tomatoes amounted to 334,698 metric tons in 2004, downby 14 percent from 389,757 metric tons in 2003 (table 8). Imports from Mexico and Canadaaccounted for 99 percent of total import volume in 2004. Monthly U.S. imports of fresh-market tomatoes from Mexico, entered on a July-June crop-year basis, amounted to750,823 metric tons during July 2004-June 2005, up slightly from 747,778 metric tonsduring July 2003-June 2004 (table 9). In recent years, about 60 percent of total annualvolume of U.S. imports of all fresh-market tomatoes from Mexico entered through theNogales Customs District. In recent crop-years, more than one-half of total average annualimports from Mexico entered during January-April, overlapping the middle of the Floridagrowing season.

! U.S. imports of all fresh-market tomatoes (principally greenhouse-grown) from Canada,entered on a July-June crop-year basis, rose by 5 percent from 131,160 metric tons during2003-04 to 137,939 metric tons during 2004-05 (table 10). During July 2004-June 2005,about 67 percent of total U.S. import volume of fresh-market tomatoes from Canada enteredthrough the Detroit and Buffalo Customs Districts into Eastern U.S. markets. Seattle is alsoa principal Customs District of entry from Canada, especially for Western U.S. markets.During the same July 2004-June 2005 period, 44 percent of total crop-year import volumefrom Canada entered during March-June, coinciding with the latter half of the normal Floridashipping season.

! U.S. imports of fresh-market tomatoes from the Netherlands (the third largest import source),entered on a July-June crop-year basis, fell by 37 percent from 13,925 metric tons in2003-/04 to 8,746 metric tons during 2004-05 (table 11). During July 2004-June 2005, nearly54 percent of total imports from the Netherlands entered through the New York CustomsDistrict and about three-fifths of total crop-year imports entered during November-June,coinciding with the entire normal Florida shipping season.

! Average U.S. monthly retail prices of fresh-market tomatoes have trended upward in recentyears, from $1.48 per pound annually in July 2003-June 2004 to $1.69 per-pound annuallyin July 2004-June 2005 (table 33). Average monthly shipping–point prices rose significantlyfrom $0.34 per pound in 2003/04 to $0.48 per pound in 2004/05. These prices usually varya great deal throughout the season.

Processed Tomatoes! U.S. production of processed tomatoes has fluctuated widely in recent years. U.S. imports

have fallen since 2002 while U.S. exports have risen steadily since 2002 (table 2). Canadaand Mexico remain the principal markets for U.S. processed-tomato exports and the principalsources for U.S. imports, although there have been significant exports to Japan, Italy, andKorea (table 4) along with significant import volumes from Spain, Turkey, and Israel(table 23) in recent years. California has remained the primary source for U.S. productionof processing tomatoes.

! U.S. production of tomatoes for processing rose by 25 percent from 8.9 million metric tonsin 2003 to a record level 11.1 million metric tons in 2004 (table 2). The value of productionwas estimated at $719.3 million in 2004, up by 25 percent from an estimated $576.4 millionin 2003. Unit values trended slightly downward throughout the 2000-04 period.

! California, Indiana, and Ohio have been the leading states producing fresh tomatoes forprocessing in recent years, with production in these states together accounting for 99 percentof total production volume in 2004 (table 26). Domestic harvested area of tomatoes forprocessing rose by 2 percent from 293,920 acres in 2003 to 300,620 acres in 2004; Californiaaccounted for 93 percent of total harvested area in 2004.

! U.S. exports of processed tomatoes amounted to 183,012 metric tons (valued at$122.2 million) in 2004, up slightly from 182,557 metric tons ($116.6 million) in 2003(table 2). Canada, Mexico, Japan, and Korea were the leading U.S. export markets forprocessed tomatoes in 2004, together accounting for 82 percent of total export volume in thatyear (table 4). Export volume during January-June 2005 was up by 12 percent over theamount exported during the corresponding months of 2004.

! In 2004, U.S. imports of processed tomatoes were down by 6 percent from 39,928 metrictons in 2003 to 37,559 metric tons (table 23). Imports were valued at $50.5 million in 2004,down by 3 percent from $52.0 million in 2003. Canada, Israel, Mexico, Turkey, and Italywere the leading sources of imported processed tomatoes in 2004, together accounting for77 percent of import volume in that year. Imports during January-June 2005 were downslightly in value from the level of the corresponding period of 2004.
