This is the third in a series of planning updates from the U.S. Fish and Wildlife Service (Service) intended to keep you informed about the Comprehensive Conservation Planning process for Deer Flat National Wildlife Refuge (Refuge), in Idaho.

Preliminary Management Alternatives for Deer Flat Refuge The planning and public involvement process for Deer Flat Refuge is moving forward. In this planning update, we present four preliminary draft alternatives being considered for the future of the Refuge. The action alternatives— Preliminary Alternatives 2, 3, and 4—have been designed to meet Refuge purposes and the Refuge System mission, while addressing the issues raised during the public scoping process.
We also present the Refuge’s draft management goals, a summary of each preliminary alternative, and
a detailed comparison table of the preliminary alternatives. We look forward to hearing your thoughts on the preliminary alternatives by July 29, 2011.
The planning team will consider your comments during development of the draft CCP/EIS, which will evaluate and compare the management alternatives. We anticipate that the Draft CCP/EIS will be available for public review and comment in the spring of 2012. We will consider comments on the Draft CCP/EIS during the development of the Final CCP/EIS.

Features Common to All Alternatives
Wildlife and Habitat GoalsGoal 1: Enhance, maintain and protect mudflat, emergent bed and open water habitats of Lake Lowell to benefit migratory birds and other wildlife.
Goal 2: Enhance, maintain, and protect riparian forest to benefit migratory birds and other riparian-dependent species.
Goal 3: Enhance, maintain, and protect non-lake wetland habitats to benefit migratory birds and other wildlife.
Goal 4: Enhance, maintain, and protect shrub-steppe habitats characteristic of the historic Columbia Basin.
Goal 5: Provide agricultural crops to support migrating waterfowl as well as resident wildlife.
Goal 6: Gather sufficient scientific information to guide responsible adaptive management decisions for Refuge’s trust resources.
Public Use and Cultural Resources GoalsGoal 1: With minimal impact, Refuge visitors experience abundant native wildlife and increase their understanding of the Refuge as wildlife habitat.
Goal 2: Hunters enjoy a family-friendly, safe, undisturbed, quality hunt that minimally impacts Refuge habitats and wildlife and increases their understanding of the Refuge as wildlife habitat.
Goal 3: Anglers enjoy a peaceful, family-friendly, quality fishing opportunity that minimally impacts Refuge habitats and wildlife and increases their understanding of the Refuge as wildlife habitat.
Goal 4: Students, teachers and visitors understand the biology and management of the Refuge, the mission of the National Wildlife Refuge System and how to help conserve the Refuge and other wildlife habitats.
Goal 5: Visitors feel safe during their visit and understand Refuge regulations and how they help protect wildlife, wildlife habitat and other visitors.
Goal 6: Develop cooperative opportunities to build support for the Refuge and instill an understanding of the Refuge as wildlife habitat.
Goal 7: Protect and manage Refuge cultural resources.
The following proposed projects and programs would occur regardless of which alternative is ultimately selected for implementation.
Invasive Species Control. Because invasive plants and animals threaten the Refuge’s wildlife and habitat, control of invasive species would be a high priority management activity.
Work with Board of Control (BOC) and Bureau of Reclamation (BR) on Water Level Prescriptions. Deer Flat NWR does not have authority to manage the water levels of Lake Lowell. The Refuge would continue to work with BOC and BR to explore the possibility of maintaining water levels appropriate for Refuge wildlife while still meeting BOC and BR’s primary missions of providing water to irrigators.
Work with Partners to Improve Lake Lowell Water Quality. Lake Lowell’s significant water quality problems affect both wildlife and recreationists. Since water quality is not within the Service’s jurisdiction, Refuge staff would continue to work with the BR and the Idaho Department of Environmental Quality to find solutions to Lake Lowell’s water quality issues.
Draft Goals Developing a Range of AlternativesIn order to officially allow recreation and other usesto occur on refuges, activities must be found to be appropriate and compatible with the purpose of the Refuge. The planning team, using best available science, developed a range of alternatives which are designed to provide sufficient sanctuary for wildlife yet allow most recreational uses to continue on the Refuge.
Alternative 2 proposes the most sanctuary and reduces wildlife disturbance by allowing only wildlife-dependent uses. Alternatives 3 and 4 propose to allow lake uses during specific times and in specific locations. The Refuge is not proposing to allow dog walking, bicycling or horseback riding due to the level of disturbance these activities pose to wildlife and visitors. However, there are numerous locations near the refuge where these types of activities can be pursued.

Actions Considered but Not Developed
The following proposed projects and programs would occur if any action alternative (Alternatives 2-4) is ultimately selected for implementation.
Emphasis on Wildlife-Dependent Public Uses. In accordance with the National Wildlife Refuge System Administration Act of 1966, as amended, compatible, wildlife-dependent recreational uses would be the priority public uses and would receive priority consideration in refuge planning and management.
Non-Wildlife-Dependent Uses. To provide quality opportunities for wildlife-dependent uses and reduce disturbance to wildlife and habitat, the Refuge would not be open to some non-wildlife-dependent activities, including horseback riding, dog walking, and ice skating. Bicycling would be limited to the entrance road/trail.
Features Common to All Action Alternatives
In developing the preliminary alternatives, some actions were determined to be outside the scope of the CCP and best addressed in subsequent step-down plans. Deer hunting and fisheries management are two of the issues that will not be addressed in the CCP.
Deer Hunting: Idaho Department of Fish and Game (IDFG) and community members have requested a mule deer hunt on the Lake Lowell Unit. Before a Refuge hunt can be opened, it must be found compatible. The Refuge supports a mule deer population of unknown size, age/sex ratios, health and movement patterns. To determine the compatibility of
Organized Group Activities. Group activities would not be allowed (e.g., cross country training/meets, regattas, etc.) because they exclude the general public, increase wildlife disturbance, affect the quality of wildlife-dependent activities, require additional management resources, and increase safety concerns. Wildlife-dependent group activities (e.g., bass tournaments) would be allowed by special use permit.
Family Friendly AtmosphereTo provide a safe, non-threatening, family-friendly atmosphere, alcohol would not be allowed.
Monitor Quality of Public Use Programs. Visitor use surveys of fishing, hunting, interpretation, and wildlife observation and photography programs would assess the quality of the experience.
Law Enforcement. The law enforcement program would be enhanced to increase compliance with Refuge regulations and decrease trespass and vandalism. Methods may include hiring an officer and adding lighting, automatic gates, and security cameras.
Reduce Impacts of Fishing. To reduce impacts to waterfowl and other wildlife, lead-free fishing tackle would be required and fishing line receptacles would be provided. Barbless hooks would be required when bass fishery is catch and release. No live, non-native aquatic bait would be allowed as per Service policy (605FW3).
Snake River Islands Unit. Prioritized wildlife habitats of the Snake River Islands Unit would receive management emphasis.
a Refuge hunt, the Refuge must obtain this data. We are currently collecting data to facilitate a future decision about deer hunting.
Fisheries Management: Service policy requires us to develop a fisheries management plan. Additionally, the biological and recreational values of Lake Lowell’s fishery warrants the special emphasis of a step-down management plan. The plan will be developed in close coordination with IDFG and will evaluate whether fish stocking is compliant with Service policy. The plan will emphasize meeting the Refuge purposes.
