This price list covers the most common configurations of Flow Meters for Tank Truck service, both on refined petroleum products, LPG & chemical transports. For other configurations & appli-cations, please consult with your area manager or Customer Care.
Electronic by Tuthill are designed to communicate directly with electronic registers, without the need for an external pulser. The flow meter is gland-less, with a high resolution pulse signal wired directly to the electronic register. With the new Wave Form pulser (introduced in 2007), the flow meter can be serviced without removing the register.
While electronic can be used with all the major electronic register systems, the meter is available from TTS only with the EMR3 register system from Veeder-Root. When ordering flow meters for use with other electronic registers, to ensure that the pulse signal is compatible, please indicate which register make & model. When ordering flow meters with the EMR³ register, the register is pre-programmed if you specify unit of calibration and decimal point in the purchase order.

FPP Meters by Tuthill Transfer Systems are designed for use on a broad range of liquids. Meters for refined petroleum products are 100% non-ferrous, so they may be used on aviation fuels as well as standard motor fuels, Biodiesel, glycols and other auto-motive fluids. Current production offers a choice of 4 model sizes in two materials:

• Nominal capacity = maximum flow rate in continuous duty service on low viscosity liquid at normal ambient temperature.
• Optimum performance is in 50-85% range of nominal capacity.
• 85-110% operation increases the maintenance requirements.
• On high viscosity liquids, such as heavy fuel oil & automotive lubricants, the capacity is reduced per chart shown below. Flow meters are assembled with different rotors and/or seals for various operating conditions. Standard, and the three most com-mon variations, are identified with color coding in the price pages:
• Meters with HV rotors work fine on lower viscosity liquids, down to 5-10 cSt (1500 SSU). • Do not use mechanical preset valve on liquids with viscosity exceeding 1000 cSt (4700 SSU). • For use with the EMR³ register/preset, a ball or butterfly valve with 2-stage pneumatic actuator & ‘Fail-Safe’ option is
usually the best choice. • Flow meter coefficient

Correction factors to model nominal capacity
• Do not use on perchlorethylene (dry cleaning solvent). That service requires SS meters. • Do NOT operate at flow rates higher than nominal capacity. • For use with the EMR³ register/preset, a Teflon fitted butterfly valve with 2-stage pneumatic actuator & ‘Fail-Safe’
option is usually the best choice.
Standard: Aviation Fuels, Bio-Diesel, Diesel Fuel, Fuel Oil Nos. 2-4, Gasoline without alcohol, Glycols & Kerosene = Low/Medium viscosity refined petroleum products at ambient temperatures < 120°F (= 50°C). Viscosity not to exceed 300 cSt (1500 SSU), which is equivalent to SAE30 at +73°F (= 23°C).
• Viton seals are rated for service to -20°F (= -29°C). • Processor in the EMR register operates correctly down to -40°F (= -40°C), but the display lags behind at tem-
peratures below -13°F (= -25°C). Maximum operating temperature is +158°F (= +70°C). • Intermittent service (= < 6 hours/day) slightly above nominal capacity is usually acceptable (please consult). • In mechanical preset valves used on liquid with 50+ cSt (200 SSU) viscosity, remove set screw from the piston. • FPP solenoid valves are restricted to maximum 150-175 cSt (800 SSU) viscosity.
High Temperature : Fuel Oils & Automotive Lubricants heated to temperatures above 120°F (= 50°C), HT rotors are used Viscosity not to exceed 300 cSt (1500 SSU), which is equivalent to SAE30 at +73°F (= 23°C).
• Maximum operating temperature for: Mechanical register/preset/printer is +176°F (= +80°C). EMR³ Register is +158°F (= +70°C).
• Pulser ATEX listing is to +140°F (= +60°C). Design rating is to +257°F (= +125°C) for use with remote register. • Intermittent service (= < 6 hours/day) slightly above nominal capacity is usually acceptable (please consult). • In mechanical preset valves used on liquid with 50+ cSt (200 SSU) viscosity, remove set screw from the piston. • FPP solenoid valves are restricted to maximum 150-175 cSt (800 SSU) viscosity.
High Viscosity : Heavy Fuel Oils & Automotive Lubricants, when viscosity can exceed 300 cSt (1500 SSU). HV rotors are used Meter capacity is reduced when viscosity exceeds 1000 cSt (4,700 SSU). Also see below.

• TS30AV●●_ _CBMXA203 • An Air Check Valve to stop flow while the air elimi-
nator vents is used where the backpressure valve is inadequate. When added on flow meter outlet, the backpressure valve is no longer required (flow meter Assembly No. changes in mechanical assemblies).
• The air check valve is generally required in systems, where large volumes of air are encountered. This applies to all systems, where tanks are pumped dry.
• When selected, the distributor must install piping, tubing or hose between one port on the air elimina-tor, and the port on the air check valve.
• If added to an existing flow meter in the field, two plugs (one blind & one with a limited bleed opening) must be installed in the air eliminator.
LPG Service In LPG service (electronic register only), the flow meter includes: • Check valve on strainer inlet (except TS30A model).
• A pressure relief valve on the vapor eliminator.
• A differential check valve on flow meter outlet.

Flow Meters for Refined Petroleum Products - EMR3 Electronic Register &
The EMR3 register has two main components, the register head and a remote Interconnect Box (IB). There is some sharing of components in multi-meter systems since each IB can control 2 registers.
Standard with optional keypad kit
The EMR3 register is available in 4 basic versions:
• Volume & Flow Rate • With Temperature/Volume Compensation • With Currency function • With Temperature/Volume Comp. & Currency function
All 4 versions come standard with preset function. To utilize this function, a 2-stage solenoid valve (& solenoid protection kits) must be included in the system.
Standard solenoid valves are sensitive to liquid viscosity, and are not suitable if the viscosity can exceed 175 cSt (≈ 800 SSU). This viscosity level is equivalent to 10W30 at 60ºF (15ºC) or SAE40 at 100ºF (38ºC).
We offer two types of solenoid valves for preset function:
• 90º piston valve for low viscosity liquids, in 1½” through 3” sizes for light to medium duty service (in truck systems & smaller loading racks). These valves bolt directly to the flow meter outlet.
• For high viscosity liquids (> 150-175 cSt = 800 SSU), we offer a ball valve with a 2-stage pneumatic actuator and Fail-Safe (spring loaded). These valves require a nipple or a flange adaptor to install on the flow meter.
We recommend that this type of valves be sourced locally, to ensure prompt after sales support & future parts supply.
Special shielded & armored cable, with UV & oil resistant cover, is used between the register head and the IB. A com-bination data & power cable is used between the IB and the printer. All other cables must be supplied locally; this includes:
• From IB relays to solenoid valve • From IB to local PC
The EMR³ register system can be used on retail tank trucks, aviation fuelers and in other service, where one or more of these functions are required:
• Electronic transaction data collection • Temperature/Volume Compensation • Price calculation at time of delivery • Multi-point calibration • Calibration for multiple products
The EMR register is available with DataLink, a wireless com-munications system, which automatically uploads transaction data whenever the vehicle is within line of sight with the home base (abt. 4.5 miles or 7 km).
If fleet owner has adopted DataLink for automatic upload of transaction details, add (for each Interconnect Box):

This price list covers common meter/register/accessory pack-ages for use on tank trucks. Other combinations are possible; if you cannot locate what you need in this price list, please consult with Customer Care or your Area Manager.
Operating Temperature Both minimum and maximum operating temperature vary with the register model selected:
Flow Meter: Mechanical -40°F to +176°F (-40°C to +80°C)
Electronic design: -40°F to +257°F (-40°C to +125°C) UL/ATEX: -4°F to +140°F (-20°C to +60°C)
Meter Register: 7887 mechanical** -40°F to +158°F (-40°C to +70°C)
EMR³ electronic -13°F to +158°F (-25°C to +70°C)
** with air barrier in flow meter assembly, use up to +176°F (80°C) is allowed.
US vs Canadian Type Veeder-Root manufactures the EMR³ register in two types:
1. With input drive shaft and internal pulser in the register.
2. Accepting direct pulse input from the flow meter.
At the present time (January 2009), the Canadian Office of Metrology has approved both versions of the EMR³ register. However, they have not yet approved the new Tuthill pulser design (= Wave Form pulser). Thus, while Type 2 is approved in the US, only type 1 (based on a mechanical flow meter) is approved in Canada.
We have priced both versions in this price list. Since the Ca-nadian ‘package’ is temporary, we will not issue dedicated Part Nos. to cover this assembly. While this price list shows a sin-gle package price, order confirmations will consist of 4-12 sub-assemblies.

Tuthill electronic flow meters have an internal pulser. This design is cost efficient, but requires careful matching of flow meter to register. Tuthill has had 3 versions of the electronic flow meter. In 2009 we are in a transition between the 2nd and 3rd genera-tions: 1st Generation - 1996-2003 The original design had 4 magnets imbedded in the oval gears, and a pulser that extended through the front cover and the post plate assy. This low resolution design was phased out in 2003. 2nd Generation - 2003-2009 In this version, the flow meter has a disc magnet, riding on a shaft attached to the bearing plate. Depending upon model size, the disc magnet has 4, 6, 8 or12 poles => 4-12 pulse signals per revolution of the oval gears. This intermediate resolution design produces (with frequency shown for 100% of model capacity):

It is based on a single magnet turning in the vertical plane, producing 64 pulses per revolution of the oval gears. In addition to increasing the K Factor for all models, in this design there are several other advantages over other flow meters, since the register is now mounted on top of the flow meter rather than on the front cover:
• The flow meter can be serviced without removing the register. • The assembly is about 5” smaller front to back. • No risk of swapping registers between flow meters.
The high frequency Wave Form pulser produces:

However, in some cases Wave Form pulser frequency exceeds, what various electronic registers can accept. Some registers and/or loading rack controllers are subject to limitations in terms of:
a. Pulse resolution (many older controllers are limited to 1, 10 or 100 PPG or ppl). b. Pulse frequency (we have seen as low as 10 Hz!). c. Pulse width (how many milliseconds power is ON & OFF for each pulse). d. Pulse signal strength (if the register/controller is remote, and more than 100’ [30 m] from the flow meter).
When ordering electronic TS Series flow meters for use with an electronic register sourced from other side, it is distributor re-sponsibility to verify signal compatibility and possible signal conditioner required. Some known requirements:
• Tuthill ELNC register requires the EL0300-?-13? scaler (normally 5V DC regulated, where 1st ? = 1). • Veeder-Root EMR³ register is fine with the Terminal Block Board (EL0304).
♦ Make certain to order the -401, -402, -403 or -404 version of the register. ♦ Do not order -210, -211, -310 or -311 versions, which require a drive shaft input. (presently used only in Canada).
• The LectroCount™ from LC requires the EL0300-?-13? scaler (normally 5V DC regulated, where 1st ? = 1). • AccuLoad & newer Danload controllers should be OK with the Terminal Block Board (EL0304).
♦ Older Danload controllers require the EL0300-?-13? scaler (normally 5V DC regulated, where 1st ? = 1). • Many ‘keylock’ & ‘cardlock’ systems are limited in terms of frequency, and require a relatively high pulse ON/OFF time.
Tuthill has EL0300 established for specifically 100 PPG (= min. 1.3 ms ON/OFF) and 10 ppl (= min. 2.5 ms ON/OFF) for each flow meter model.

Tuthill Transfer Systems (TTS) Terms & Conditions
Terms of Sale: Ex Works, Tickfaw, LA (selected items might ship from other locations). • Currency : All prices are in US$. • Payment terms : Net 30 days; subject to credit approval. • Net minimum billing : US$75.00 net.
Delivery: TTS makes every effort to ship standard petroleum service meters in 2-4 weeks, and often sooner. However, the production schedule can fluctuate from time to time, so please consult prior to making a firm delivery commitment to the end user. Non-standard options, ANSI flange adaptors and accesso-ries purchased to order are normally subject to longer lead times (6-10 weeks).
Cancellation: After a firm order has been accepted, cancellation charges may apply: • Flow meter & standard FPP components: 10-25%, depending upon degree of readiness. • Electronics built or purchased to order : 25-75%, depending upon degree of readiness.
Shipping Damage: Flow meters are packed securely for shipment., but on rare occasions damage might occur. • If damage is noticed or suspected, DO NOT reject the shipment (it may jeopardize your claim). • Sign for the shipment with reservation for visible/concealed damages. • Notify the carrier and request inspection. • Notify Customer Care, so we may prepare replacement parts/material if necessary.
Return Goods: No return shipments are accepted without prior written TTS authorization. • The RGA will indicate ship to address (if other than Tickfaw, LA). • A copy of the RGA must be included in the package. • The return item must be packaged securely. Damage in transit due to inadequate packing is ship-
pers responsibility. for Repair: All return items must be flushed 3 times with a neutral liquid prior to the return.
• Attach a tag identifying both the process fluid and the flushing liquid. • Any item received containing process fluid, will be disposed of at owners expense.
for Credit: Stocking distributors may request return of NEW and UNUSED equipment once per year, provided all items are packed in original shipping cartons. The value of return goods may not exceed 20% of distributor purchases of FPP Meter products over the previous 12 months, and the request must in-clude a new purchase order for other FPP Meter products with equal or greater value. Return ship-ment is subject to re-stocking charge = 20% on list price.
Claims: ● It is distributor responsibility to perform the initial investigation to determine cause and likely remedy. • Distributor must consult with TTS concerning claims, before ordering parts or incurring expenses. • TTS responsibility is limited to replacement parts, repair or refund - at TTS discretion. Please refer
to complete Warranty Statement on page 12. • Warranty claims must be submitted in the format of the FPP999 Warranty Claim Form.
Meter Testing: Standard test procedures for FPP meters are: TS Series Oval Gear, 1” & larger Hydrostatic & Accuracy* test (3 points) TN Series Nutating Disc Hydrostatic & Accuracy* test (2 points, Pass or Fail) TM Series Oval Gear, < 1” Functional test, Pass or Fail Test results are not supplied with the flow meter, as test fluid results rarely match actual operating fluid results.
Special Testing: ● Accuracy testing, additional points : $25 net per point • Testing over specified flow range (3 points) : $75 net per flow meter • Certified test certificate for Standard Test : $75 net per flow meter ($100 after shipment)

Field Service: Authorized distributors should have qualified technicians on staff to handle installation and start-up of flow meters and electronic registers. If it should become necessary to send factory personnel into the field, our activities are restricted to commissioning of equipment already installed (we cannot undertake to supervise piping & basic installation). Minimum charges for field service are travel, lodging & meal expenses + $500 net per day, including travel time. • A purchase order covering field service expenses is required prior to scheduling. • Please do not make field service commitments without prior consultation.
Instrument Tag: For a stainless steel tag with customer designated instrument number, add $25 NET per tag.

Meter Manuals: All flow meters are supplied with one manual, which is included in the shipping carton. Additional copies, and copies supplied in advance of meter shipment, are $5 NET each. Warranty
Tuthill Transfer Systems (“Manufacturer”) warrants to each buyer of its FPP Meters products (the “Buyer”) for a period of 12 months from date of invoice or sales receipt, but in no event more than 18 months from date of manufacture, that goods of its manufacture (“Goods”) will be free from defects of material and workmanship. Manufacturers sole obligation under the foregoing warranties will be limited to either, at Manufacturer’s option, replacing or repairing defective Goods (subject to limitations hereinafter provided) or refunding the purchase price for such Goods theretofore paid by the Buyer, and Buyer’s exclusive remedy for breach of any such warranties will be enforcement of such obligations of Manufacturer. If Manufacturer so requests the return of the Goods, the Goods will be redelivered to Manufacturer in accordance with Manufacturer’s instructions F.O.B. Factory. The remedies contained herein shall constitute the sole recourse of the Buyer against Manufacturer for breach of warranty. IN NO EVENT SHALL MANUFACTURER’S LIABILITY ON ANY
CLAIM FOR DAMAGES ARISING OUT OF THE MANUFACTURE SALE, DELIVERY OR USE OF THE GOODS EXCEED THE PURCHASE PRICE OF THE GOODS. The foregoing warranties will not extend to Goods subjected to misuse, neglect, accident or improper installation or maintenance, or which have been altered or repaired by anyone other than Manufacturer or its authorized representative. THE FOREGOING WARRANTIES ARE EXCLUSIVE AND IN LIEU OF ALL OTHER WARRANTIES OF MERCHANTABILITY, FITNESS FOR PURPOSE OF ANY OTHER TYPE, WHETHER EXPRESS OR IMPLIED. No person may vary the foregoing warranties and remedies except in writing signed by a duly authorized officer of Manufacturer. Warranties or remedies that differ from the foregoing shall not otherwise be binding on Manufacturer. The Buyer’s acceptance of delivery of the Goods constitutes acceptance of the foregoing warranties and remedies, and all conditions and limitations thereof.
