➔ The positive evidence
of recovery in the US economy
and the labor market is
continuing but the pace of
the upturn is still lacklustre.
The improved trend in job
openings and fewer layoffs
suggests that the broad
jobs market is maintaining
its upward momentum. The
unemployment rate, at just
a shade over 8% is coming
off its recent historic highs.

GDP grew by 1.3% in the
June quarter, down from
2% in the previous quarter,
and is recording 2.2%
growth at an annual rate.
Combined with a recovering
housing market, improved
consumer spending and
a return of confidence in
the stockmarket, there are
a growing list of factors
supporting a broad-based
economic recovery.
Despite a slight upturn in the
number of layoffs in the June
quarter, total layoffs between
January and June were the
lowest for a January–June
period since 2007. However,
job creation remains weak
and patchy.
The real frustration relates to
the pace of the recovery. All
the major economic indicators
are locked in a narrow band,
reflecting an economy that is
hampered by a host of global
uncertainties, and in need
of a domestic kick start.
Europe’s woes remain
unsettling and China’s
slowdown has raised fears.
The action by the European
Central Bank to effectively
bail out troubled economies
has removed one immediate
source of concern.
All the evidence suggests
that China is experiencing a
growth pause, rather than
a growth halt.
The US Federal Reserve’s
quantitative easing comes
at a crucial time, with the
economy desperately in need
of direction. This is not without
inflationary risk but it should
provide a stimulus and keep
the expansion from faltering.

Both private sector and public
sector job openings increased
over the course of the year.
There were improvements
in industries including
manufacturing, professional
services, and education,
although construction was
flat and the government
sector had only small gains.
Job openings have now
recovered to a level not seen
since the first half of 2008.
The rate of layoffs has
continued its downward
trend since mid-2009, in
line with the improvement
in private sector activity.
The rate of layoffs in
manufacturing was a standout
feature, recording one of the
lowest levels on record.
Job openings remained
at recent positive levels,
touching 3.7 million at the
end of the second quarter.

➔ All the major US
regions experienced a spike
in layoffs during the June
quarter, effectively reversing
much of the improvement
that had occurred in the
early part of 2012.
Even so, the combined first
six months of 2012 was one
of the best in recent years
in terms of labor retention.
The West recorded the
highest number of layoffs
(132,053) in the quarter, up
almost 35,000 but steady on
the situation a year earlier.
The Northeast suffered the
worst reversal in the quarter,
with layoffs jumping almost
60% to nearly 114,000
In the Midwest, there was
a less severe reversal, with
layoffs up some 20,000
to just over 90,000
In the South, which has
experienced less volatility
than other regions, layoffs
were up 19,000 to 117,865
Among the states, the
highest number of layoffs
was in California, followed
by New Jersey, Pennsylvania,
Florida and New York.
Some 82% of layoffs were
in metropolitan areas.

➔ The reversal in fortunes
of the manufacturing sector
has been the key feature
of the recent jobs data.
After sitting at the sharp end
of the adjustment process
for many months, layoffs in
manufacturing have dropped
dramatically. There were
slightly less than 80,000
layoffs in the manufacturing
sector in the June quarter,
down from almost 130,000
in the final quarter of 2011.
In fact, the number of layoff
events in manufacturing (180)
in the quarter was the lowest
for any quarter in the history of
the Bureau of Labor Statistics.
In contrast, transport and
warehousing saw the
number of layoffs double to
slightly more than 53,000.
The government sector also
saw a sharp jump in layoffs,
from approximately 12,000
to more than 50,000.
Other areas to absorb
cutbacks in the quarter
include healthcare, and
accommodation and food.
Job openings were steady
across most sectors
of the economy.
There was a slight
improvement in education
and health services, but most
other areas held onto the
gains that have been evident
for the past few months,
suggesting that the tentative
recovery is now spreading
across a wider section of
trades and professions.

➔ The US is experiencing
only a modest recovery and
there is unlikely to be any
significant improvement
in the labor market
without some exceptional
external influences.
The present growth path of
around a 2% annual GDP
increase looks to be the
norm over the coming year,
meaning only a gradual
and piecemeal emergence
from the downturn.
The specter of a European
sovereign debt crisis has
largely been averted, but
there are few other positive
signals. China’s growth is
easing and global economic
conditions remain subdued.
The US economy is poised
at a precarious point,
with domestic conditions
improving but a global
economy that is holding back
a full-fledged recovery.
The Federal Reserve does
not foresee a recovery in the
jobs market until 2014. The
bank’s stimulus measures are
likely to insulate the economy
against further reversals,
but few observers expect
any immediate turnaround
in economic fortunes.
The official forecasts predict
2.5 to 3% economic growth
in 2013 – still below the
long-term trend pattern.
The present recovery will
almost certainly be one
of the most measured in
recent history. Perhaps
the best that can be said
is that the worst is over.
Gradual improvement in
consumer spending, housing
and investor confidence are
all crucial elements in building
the sustainable recovery.
Job layoffs are easing and
hiring rates are showing
steady improvement.
The looming presidential
election may provide the
circuit breaker for a more
confident private sector
recovery. Coupled with the
fiscal stimulus package, the
November election may
relieve some of the uncertainty
surrounding key tax and
revenue raising measures.
Reaching a compromise on
these measures is critical
in avoiding the so-called
fiscal “cliff” in 2013, which,
if unresolved, could spark
an economic slowdown,
even a recession.
With many uncertainties, the
outlook for jobs and economic
growth is somber. The positive
signs still outweigh the
negatives, but that leaves no
room for unforeseen shocks.
