Tulsa District Drought

Issue We are in a period of drought

Manage effects using Lake Drought Management Plans Adhere to contractual agreements as dictated by law

Texoma (Level 2) – If elevation 607’ is reached, notify SWPA to revise generation from rapid response, short term peaking purposes to critical power needs Canton (Level 3) - Prepare for degrading water quality Waurika (Level 3) – Provide access to remaining water supply Skiatook (Level 2) – Reevaluate water quality releases Heyburn (Level 2) – Initiate District Drought Management Committee

Opportunity Encourage conservation

Communicate with the public

Take advantage of maintenance opportunities

Minimize Impacts

Protect fish habitats

Waurika Lake Current Situation

• Water supply for 250,000 (Fort Sill, Lawton, Duncan, Waurika, and others) • Conservation pool at elevation 933.3 (down 18 feet) • 31 % conservation pool

Concerns • Marina and courtesy docks on dry ground

• Impacts to local economy

• Sedimentation limiting access to remaining water supply storage • Ability to provide water supply

- Less than 2 yrs of storage remaining - Only 1 year of storage accessible

Way Ahead • Section 408 permit submittal to dredge channel and install new intake pipe under review

Lake Texoma Current Situation

• 54% of conservation storage for hydropower • Water supply for North Texas Municipal Water District, Greater Texoma Utility Authority, Denison, Red River Authority of Texas and others • At elevation, 610.4, 5 feet below normal (64% of conservation pool)

Concerns • Courtesy docks and boat ramps on dry ground

• Legislated conservation at elevations 612 and 607

• Reduced ability to provide hydropower generation

• Reduced ability to provide water supply

Way Ahead • Work with SWPA to minimize hydropower impacts to remaining pool • Continue to review local dredging requests

• December meeting with Texas Water Development Board to discuss drought contingency plans

Pine Creek Dam Safety Objectives

• Modify dam to address dam safety and operational issues • Improve emergency action planning (USACE and local) • Return the dam to authorized operations (438.0) • Allows USACE to look at the best uses of the project for the future

Contract Actions

• Bridge joint repair contract awarded September 30, 2014

• Dam safety modification construction contract awarded November 17, 2014

Public Outreach • Work with local officials on emergency planning

• Update local emergency contacts

• Public meeting in Valliant in July 2015

• Emergency table top exercise in Sep 2015

Salient Gradient Solar Ponds Current Situation

• Truscott Reservoir has had approximately 200 tons of salt per day pumped to it since 1986 • Potential to pump approximately 500 tons of salt per day exists if Areas VII and X are constructed • Truscott Dam would require upgrades to increase the in-flow to the reservoir

Opportunities

• USACE and Red River Authority of Texas are partnering to explore opportunities for the brine waters at Truscott

• Salient gradient solar ponds is a proven technology for electricity production

•USACE understands there is active interest by potential investors; RRA is pursuing those opportunities

Way Ahead • Continue to support salient gradient solar ponds initiative at the Truscott Brine Lake.

• Process the Section 408 permit when submitted.

• Execute lease with Red River Association.

Area VI, Elm Fork of the Red River, OK Reevaluation Effort

Current Situation

• Area VI Reevaluation Feasibility Study Draft Report has been published on the US Army Corps of Engineers, Tulsa District website

• The Area VI effort is planned to be completed using the 3x3x3 model (3 years, $3M, 3 levels of USACE) elicited in civil works transformation

• Recent guidance requires a non-federal cost share partner

Concerns • Identification of a non-federal cost share partner

• Funding once a partner is identified

Way Ahead • Identify a non-federal cost share partner

• Host a charette and partnering session with the non-federal cost share partner to establish schedule and budget milestones needed in order to maintain the 3x3x3 model and complete the Reevaluation effort
