PREFACE

The mission of the United States Army is to protect and defend the Constitution of theUnited Statesof America. The Army does his by deterring war and, when deterrence fails,by achieving quick, decisivevictory-on and off the battlefield-anywhere in the world and

If the Army is to remain effective, Army Ieadersmust be aware of the world about them and why and how it is changing.This is a prerequisite or effectiveplanning for the future.
