About Mongolia
Mongolia is a landlocked country in Asia. It is bordered by China to the south and Russia to the north. At 1,564,116 square kilometres (603,909 sq mi), Mongolia is the 19th largest and one of the most sparcely populated independent countries in the world, with a population of around 3 million people. It is also the world's second-largest land locked country.
Ulaanbaatar, the capital and also the largest city, Is home to about 45.4% of the population. Currently 1400000 people live in the Ulaanbaatar. And it is divided 6 district.
Ger is one of the Mongolian greatest heritage from our ancestors, has long history tracing from earlier centuries. Having extreme weather and nomadic way of life, ger is the most suitable dwelling for them. It is easy to collapse or build.
About ger area
Over recent decades the informal settlements on the fringe of the Ulaanbaatar city have become the ger areas and a substantial part of the city accommodating more than 60% of the city`s residents. The fast and unplanned growth of the ger areas has resulted in many issues including inadequate urban public services and infrastructure, poor quality construction, air pollution and a range of environmental issues. Land readjustment first started in Ulaanbaatar, Mongolia, 2013. Since then social, environmental, economic researches and surveys have been conducted by Housing project of ger area.
LAND READJUSTMENT IN MONGOLIA
Housing Project of the Ger Area is work for implementing land readjustment. Over recent years we worked for drawing legalization of land readjustment process in Mongolia. As a result, implementing land redevelopment process is regulated by the “Law of Urban redevelopment” approved by the State Great Khural in 2015. Therefore, we worked for conducting research and designing projects with public participation.
LAND READJUSTMENT METHOD
“Land readjustment” means implementing development of land lots by means of a re-plotting plan, improving or constructing infrastructure by sharing burden and providing a fair return in cooperation between private sector, land owners and public sector for more effective land use in terms of transportation, the economy, social environment, community, and to harmonize with the city planning.

LR implementation process for Mongolia
1.Preparation stage • This step consists of area analysis specification study feasibility, organize land
owners meeting, training program, and to support the establishment of community groups.
2. Approval stage
• This step is preparation the proposal of LR project implementation to the committee, project master plan creation, notify LR project boundary, survey the project boundary, consider for the project approval, public announcement, design implementation plan with land owners.
3. Take action stage
• Third stage to assemble land owner`s meeting and designate the project advisory group, summarize and adjustment the project implementation plan, block survey and marking land, re-plotting design, survey of re-plotting land loots for construction, construction design and relocation and removal plan, start construction works, survey of new plots, re-plotting disposition and compensation and approval of re-plotting plan, contract between private sector, land owners and public sector.
4. Ending stage • Fourth stage land survey for land title deed issues, granting land ownership with
new plot, equity payment and final announcement of LR project.

Central area This area can be connected to the city utility grid. The land readjustment process will consider public participation. High rise and midrise apartments can be constructed.
Middle area Residential neighborhoods within this area will have self-sustaining utilities or partially connected to the city utility grid. The buildings will be mid-to-low rise apartments.
Fringe area The land readjustment in this area is proposing to build low rise development, including townhouses, detached houses with self-sustaining utilities.
According Ulaanbaatar 2020 master plan and development approach for 2030, the development of the ger area is proposed as follows:

A.The urgent issue and problems
• Lack of human resource development and experiences for implementing Land readjustment in Mongolia.
• Newly formed legalization of land redevelopment has got deficiency.
• Housing supply is increasing rapidly on real estate market. But it is not affordable for residents of the ger areas.
• Housing demand on the market has falling down. But our projects planned to build more houses.
• Land value is unstable on current real estate market. It causes problem for designing LR projects.
