    TheNatureoftheExaminationTheCivilServicesExaminationofferswidestrangeofjobsinourcountryandiscon-ductedbytheUnionPublicServiceCommission(UPSC).Someofthetopservicesofferedbythisexaminationare:IAS(IndianAdministrativeService),IPS(IndianPo-liceService),IFS(IndianForeignService),IRS(IndianRevenueService),IndianCus-tomsandCentralExciseServiceetc.Thereare,inall,abouttwenty-fourservicesofferedthroughthissingleexamination.Consideringtheimportanceandthenatureofthejobs,UPSCtakesutmostcareinselectingtherightpeople.Athree-levelexami-nationisconductedtoachievethispurpose.

    TheStructureoftheExaminationThecandidatesareputthroughthreekindsoftestingstoensurethatthepersonsselectedhave:(i)awiderangeofgeneralawareness;(ii)analyticalabilityandcontentretentioncapacity;and(iii)acheerfulmentaldispositionevenunderstressfulcondi-tionsandsomeotherofficerslikequalities.Eachoneoftheserequirementsistestedrespectivelythrough:(A)PreliminaryExamination(objective-typequestions),(B)MainExamination(descriptive-typequestions),and(C)InterviewTest

    StructureofPreliminaryExaminationAsperthenewpattern,atthePreliminaryExaminationstage,therewillbe twoobjective-typequestionpaperscommonforallthecandidates.Boththesepaperswillhaveequalweightage.Theemphasiswillbeontestingtheaptitudeofthecandidate

    Thenewschemewillhavetheadvantagesof(a)testingacandidatesdecision-mak-ingskillsandaptitudeforthecivilservices;and(b)providingalevelplayingfieldforalltheaspirants,sinceallthecandidateswillhavetoattempttwocommonobjective-typepapers.

    ThenewpatternhascomeintoeffectfromCivilServicesExam,2011.ThechangeiseffectiveonlyforthePreliminaryTest,i.e.,thefirststageoftheCivilServicesExamfrom2011onwards.ThesecondandthirdstagesCivilServicesMainExamandInterview,respectivelywillremainthesame.

    ThePreliminaryExaminationisconductedinthemonthofMay/JuneeveryyearanditconsistsoftwoObjectivetype(multiplechoicequestions)compulsorypapersandcarriesamaximumof400marksinthefollowingmanner:1. PaperI200marksand,2. PaperII200marks.

    StrategyforPreparationforPreliminaryExam

    NowwewilldiscusshowtoprepareforboththepapersofPreliminaryExamination.

    Ontheanalysisofthesamplequestions,givenbyUPSC,basedontherevisedpatternofCivilServicesPreliminaryExaminationeffectivefrom2011,wefindthatPaper IofPreliminaryExamis thesamewhichwasknownearlierasGeneralStudiespaper.ToprepareforPaperI,thecandidateshouldseethelasttenyearsquestionpapersofGeneralStudiesPreliminaryExam.Thesequestionswillgivethemafairideaastohowthequestionisframedfromtherespectivethemesofthesyllabusandalsoknowthedifficultylevel.

    1. CurrentEventsofNationalandInternationalImportanceHere,questionsgenerallyrevolvearoundsuchhappeningsthathavetakenplaceduringtheprevi-ous12months.

    2. HistoryofIndiaandIndianNationalMovementUnderthistopic,questionsincludesocial,economicandpoliticalaspectsofancient,medievalandmodernIndianhistory.Specialemphasisshouldbegivento19thcenturyresurgenceandtheattainmentoftheIndianIndependence.

    ThesyllabusofPaperIIofPreliminaryExamreflectsthatitislikeanAPTITUDETESTforCivilServices.TounderstandtheimpactofintroductionoftheCivilSer-vicesAptitudeTest(CSAT)onastudentsapproach,preparationandattitude,weneedtounderstandthecontextofitsevolution.

    TheBackgroundofCSAT

    TheconceptofCSATwasadvocated,firstofall,byDrY.K.AlaghinhisCivilServicesReviewCommitteeReport,2001.Herecommendedmajorchangesinthestructureoftheexaminationsystem.Hefavouredtheideaoftestingthecandidatesinacommonsubjectratherthanonoptionalsubjects.

    TodecidetheexactcontentandsyllabusofCSAT,thehonourableUPSCChairman,Prof.D.P.Agrawal,constitutedahigh-powercommitteeunderProf.S.K.Khanna,formerVice-Chairman,UniversityGrantsCommission.ThecommitteesubmitteditsreportattheendofApril,2010,afterwhichtheUPSCformallyannouncedthecon-tentsofthesyllabiofthetwoobjective-typepapersoftheCSATstage.

    Myth1CSATwillbeadilutedversionoftheIIM-CAT,XATorMAT

    TheCSATstandsfortheCivilServicesAptitudeTest,anexamcustomisedtotestacandidatesaptitudefortheCivilServicesandnotaManagementAptitudeTest,whichtests foraptitudetodoanMBAsuccessfully.ManagementAptitudeTestssuchastheIIM-CATandXAThaveadualfocustotestwhetherastudenthastheaptitude/potentialtobecomeamanagerinthecorporateworldandtotestwhetherastudentwillbeabletohandletheacademicrigoursofademandingcourse,aMastersinBusinessAdministrationoraPostGraduateDiplomainBusinessManagement.CSAT,ontheotherhandisnotanentranceexamforadmissionintoanMBAprogramofferedbyaBusinessSchool,ratherCSATisarecruitmentexamforacareerintheCivilServices,adisciplinewhichrequiresadifferentsetofabilitiesandattitude,sotheCSATisanentirelydifferentexam.

    Myth2TheMathsofCSATwillbedifficultandwillgiveanundueadvantagetocandidateswithaMathsbackground

    CSAT,byvirtueofbeinganAptitudeTestforCivilServices,willteststudentsfortheirabilitytoplaywithnumbersandnothigherlevelMaths.Thesamplequestionsre-leasedbyUPSCareindicativeofthedifficultylevelofthiscomponent.TheydonotneedknowledgeofformulaeoranydifficultMathskills.AdifficultMathsquestioninwhichmorestudentstendtomakemistakeswillnotbedifficultbecauseofhigherlevelMathsbutwillbedifficultbecauseofatwistoratrapinquestionduetofancylanguage.Acandidatewhohaspassed10thstandardknowsmoreMathsthanisneededbytheCSAT.Iagreethatwithpassageofyearsthemathematicalskillswouldhavegotrustybutwoulddefinitelynotneedlearningfromscratch.Understand-ingandpracticingvarioustypesofquestionsthatcancomeintheexamisrequiredinitially,whilelaterthecandidatescanfocusonfindingoutwhattypeofquestionstheymostfrequentlymakemistakesinandcorrectingthemselvesisrequiredforthefinalhoningofquantitativeskills.

    EnglishwithsayanarealikeMaths,thenthedifferencesarestark.CandidatesfromourIndianschoolingsystemshavetodoalotofMathsintheirsyllabi.Parents,teachersandstudentsworkhardonMaths,butexceptfortheinitialfocusonEnglishduringprimaryschooling,atlaterstagesfromstandards5to12,studentsarejusthandedamandatoryEnglishReader(book),whichhasafewstoriesfollowedbysomequestions.StudentscanrecallthatduringthehighschoolandlaterstagestheycouldstudyEnglishforafewdaysbeforeexamandcouldsecurethedesiredscoreinEnglishsubject.Soifyouanalyze,Englishisanareawhereourfoundationisweakandcandidateswillhavetoputinanextraefforttomatchthestandardsoftesting.     TheStructureoftheMainExamination

    TheMainExaminationcomprisestotalninepapersoftwotypes:[A] 2papersofnon-rankingtype[B] 7papersofrankingtype

    Twopapersofnon-rankingtypeincludeonepaperofanIndianlanguagetobese-lectedbythecandidateoutoflanguagesincludedintheEighthScheduledtotheConstitutionandthesecondpaperisofEnglish,whichisacompulsorylanguage.Boththesepapersareofaverysimplenatureand,inaway,mentallypreparethecandidateforwritingthesubsequentexamination.

    Amongrankingorscoringpapers,therearethreegroupsofpapers,whichare:twooptionalsubjects4papersinall(comprisingatotalof1200marks),Essay-onepaper(200marks)andGeneralStudiestwopapers(total600marks).

    FortheoptionalpapersintheMainExamination,UPSChasalistofabouttwenty-sixsubjectsoutofwhichtwosubjectshavetobeselectedbythecandidate.However,afewcombinationsbelongingtodisciplineshavingsubstantialoverlapsincontentarenotallowed,viz.

    (a) PoliticalScience&InternationalRelationsandPublicAdministra-tion;

    REGULATIONSRELATINGTOTHEPHYSICALEXAMINATIONSOFCANDIDATES

    Candidates mustbephysically fitaccording to physical standards foradmission toCivil ServicesExamination. The regulations are published for the convenience ofcandidates and enable them to ascertain the probability of their possessing therequired physical standard.The regulations arealso intended to provideguidelinesto the medicalexaminers.

    4. Thecandidates chestwill bemeasured as follows:Hewillbemade tostandwithhis feet togetherand to raisearmsoverhishead.The tape will be so adjusted round the chest that its upperedge touches theinferior angles of the shoulder blades behind and ties in the same horizontalplanewhen the tape is taken round thechest.Thearmswill thenbe lowered tohanglooselybythesideandcarewillbetakenthattheshouldersarenotthrownupwardsor backwards so as todisplace the tape. Thecandidate will thenbedirected to takeadeep inspirationseveral timesand themaximumexpansionofthe chest will becarefully noted and theminimum and maximum will then berecorded in centimeters 84-89, 86-93.5 etc. In recording the measurementsfractionsof less thanhalfacentimeter shouldnotbenoted.

Forother services thepresence of squint should notbeconsidered as a disqualification if thevisualacuityisoftheprescribedstandards.ForRailwaystechnicalservicesbinocular vision is essential.(iii) ifapersonhasoneeyeor ifhehasoneeyewhichhasnormal visionandtheothereye isamblyopicorhassubnormalvision theusual effect is

    (iv) Contact Lenses:During themedicalexamination ofCandidate, the use of contact lenses is not to be allowed. It isnecessarythatwhenconductingeyetesttheilluminationofthetypedletters for distant vision should have an illumination of 15 foot-candles.

    GUIDELINESFORSPECIALOPHTHALMICBOARD SpecialophthalmicBoard foreyeexaminationshall consistof 3ophthalmologists:

    (a) Cases where the Medical Board has recorded visual function within normalprescribed limitsbutsuspectsadiseaseofprogressiveandorganicnature,whichis likely tocausedamage to the visual function should refer the candidate to aspecial ophthalmicBoard for opinionaspart of the firstMedicalBoard.

    (b) All casesof any typeofsurgeryoneyes. IOL, refractivecorneal surgery,doubtfulcasesof colourdefectshould be referred tospecialophthalmicBoard.

    (c) In such cases where a candidate is found to be having high myopia or highhypermetropia the Central Standing Medical Board/State Medical Board shouldimmediately refer thecandidates fora special Board of three ophthalmologistsconstitutedby theMedicalSuperintendentof thehospital/A.M.O.with theheadoftheDepartmentofophthalmologyofthehospitalortheseniormostophthalmologistas theChairmanof the specialBoard . Theophthalmologist/MedicalOfficer whohas conducted the preliminary ophthalmic examination cannotbeapart of thespecial Board.

    Theexaminationbythespecialboardshouldpreferablybedoneonthesameday.Wheneverit isnotpossibletoconvenethespecialboardofthreeOphthalmologistsonthe day of medicalexamination by the central standingMedicalBoard/StateMedical

    (xii) violatinganyoftheinstructionsissuedtocandidatesalongwiththeirAdmissionCertificatespermittingthemtotaketheexamination,or

    (xiii) attemptingtocommitorasthecasemaybeabettingtheCommissionofalloranyoftheactsspecifiedintheforegoingclauses;mayinadditiontorenderinghimself/herselfliabletocriminalprosecution,beliable.(a) tobedisqualifiedbytheCommissionfromtheexaminationforwhichhe/she

    isacandidateand/or(b) tobedebarredeitherpermanentlyorforaspecifiedperiod(i) bytheCommissionfromanyexaminationorselectionheldbythem;(ii) bytheCentralGovernmentfromanyemploymentunderthem;and
