• No up-to-date information on DPOs, parents’ groups which INGOs and NGOS can partner with. Thus they unable to connect to wider support group.
• Inclusive planning with LGUs is developing but not nation-wide.
• Lack of updated data on disability: DOH cannot give data and the information needed for planning and research
• Informal networks exist–but unable to respond to real and specified needs.
• There is no recognized CBR Network in the Philippines.

Who could be the members?
•Membership can be categorized as: •Full pledged member – implementing CBR•Probationary member-with initial CBR activities but needs mentoring.
Who could be the members?
•Membership to be open to Civil Society Organizations, Local Government Units, Academe, Faith Based Organizations, Business Sector, Media.•No restrictions for membership. Any organization can be a member. It should be inclusive.
How can the Network be managed?
•Clustering of members (regional, national networks)•Conduct strategic planning, resource generation and design procedure for Monitoring, Evaluation and Learning. •Active, productive empowered leadership and good cooperation among members.
How can the Network be managed?
•Define system of working with the government, NCDA and Non Government organizations. How can we avoid duplication?•Network suggestions: • Loose (no formal structures and not registered); and•Formalized (with management structures and
registered).• Loose then to be formalized.
Challenges•Monitoring every channel (Local, Regional and National).•Sustainability of the Network, DPOs and parents support groups. •Miscommunication or misunderstanding. •Active at the beginning.

• The network shall be managed by a Board of Trustees with 13 members who shall elect among themselves the set of Officers.
